LUQUE, Paraguay — Sake is perhaps more Japanese than the world-famous sushi. It's brewed in centuries-old mountaintop warehouses, savored in the country’s pub-like izakayas, poured during weddings and served slightly chilled for special toasts. The smooth rice wine that plays a crucial role in Japan's culinary traditions was enshrined on Wednesday by UNESCO on its list of the “intangible cultural heritage of humanity." At a meeting in Luque, Paraguay, members of UNESCO’s committee for safeguarding humanity's cultural heritage voted to recognize 45 cultural practices and products around the world, including Brazilian white cheese, Caribbean cassava bread and Palestinian olive oil soap. Unlike UNESCO’s World Heritage List, which includes sites considered important to humanity like the Pyramids of Giza in Egypt, the Intangible Cultural Heritage designation names products and practices of different cultures that are deserving of recognition. Coimbatore: School education minister Anbil Mahesh Poyyamozhi on Monday said the govt had formed a committee to introduce artificial intelligence (AI) in the state school syllabus and that the same would be implemented soon. Speaking to reporters after inaugurating the review meeting of chief educational officers here on the day, the minister said, "The plan is to introduce AI in schools through the State Council of Educational Research and Training. A committee has been formed in this regard and discussions are on. Our goal is to implement it in the next academic year. We must keep up with the global trends. That's why the state govt is heavily investing in school education." He said Tamil Nadu was the only state to sign a memorandum of understanding (MoU) with Microsoft to integrate technology into the school curriculum. "The govt has allocated funds to establish hi-tech laboratories in all govt middle and high schools, upgrade computer systems and replace outdated equipment." The minister also emphasised on the importance of improving pass percentage in the upcoming Class X and Class XII board exams. "Chief education officers should take adequate measures to increase pass percentage and ensure that students who fail are able to succeed. Districts that perform well will be commended, while reasons for underperformance in certain districts will be analysed to encourage improvement," he said. Russia cannot increase its military spending indefinitely at the expense of other spheres of society, President Vladimir Putin has said. Addressing a meeting of top Russian Defense Ministry officials on Monday, Putin revealed that Moscow is currently spending 6.3% of its gross domestic product on defense. “In order for all in the components of the country’s life – the economy, the social sphere in the broadest sense of the word, science, education, healthcare – to develop, we can’t increase these expenses infinitely,” the president said. Putin noted that Russia’s current level of defense spending is still not as high as in some countries around the world not currently engaged in armed conflicts. “Nevertheless, this is a lot of money, and we need to use it very reasonably,” he said, from payments to troops and the effective work of the military industry to supplying the military with equipment, weapons and ammunition. “It is very important to receive everything on time, to correctly evaluate what is received, to be able to use it and to train personnel, to do it correctly and effectively,” Putin told the Russian Defense Ministry leadership. Many of the social media comments that followed were unusual in that they were angry, unsympathetic and vitriolic, recalling horror stories about insurance denials. Such responses bring into focus the failure of our health care system as it exists now. As a retired physician, I have been exposed to the system as both a physician and a patient. When I began my surgical career in the early 1970s, I was a “doctor,” not a “provider.” Almost all hospitals were nonprofit and run by altruistic-minded individuals and charities. Health care as a for-profit business was foreign. Not anymore. Here are some notable changes that have occurred in both the diseases and their management that must be recognized to understand its complexity. First, there has been a dramatic decrease in mortality from infectious diseases. As a result, we are living longer. This should be credited to the advent of vaccines and the effectiveness of antibiotics. Unfortunately, however, this success appears to have been taken for granted. A few very vocal and perhaps misinformed people are more focused on the side effects while disregarding the enormous benefits. If this significantly changes our acceptance of these advances, it likely will turn back the clock. Do we really want that? Second, our longer lifespans have led to to more chronic diseases such as diabetes, heart disease and cancer. It is important to recognize that these diseases are not really curable. While some may be preventable, most require lifelong management and expenditure. This new health care requirement has to be taken into account. Third and most important is the advent of “for-profit” heath care and its transformation into a “business.” Therein lies the conflict. Patients demand and deserve a service, while the business exists to make a profit. It is a source of great frustration and disenchantment for both patients and physicians. The middleman in this endeavor is the insurance industry. In order to remain profitable, insurance companies control costs by denying payments whenever possible. This is capitalism. And patient suffering is a cost of doing business. The brunt of this change is borne mostly by the middle class and the poor. Unlike other businesses, health care is neither discretionary nor elastic. You can't go shopping for a better price when you have chest pain. Of note, three of the stalwarts in American business — Warren Buffett, Jamie Dimon and Jeff Bezos — with thousands of employees set out to create an efficient health care system but failed miserably and quit. My plea to our leaders is to recognize these changes and treat health care as a human right and take appropriate action. One way would be to treat it as an essential service like the utilities — water and electricity are allowed to make a reasonable profit — and not unregulated businesses whose profit motives drive their actions.
