He says it’s the first time the 26-year-old mother, known as T35A, has shown up in downtown Vancouver with her children aged six, 11 and 14. Trites says the well documented family has previously been seen by marine researchers from Alaska to the Strait of Juan de Fuca south of Vancouver Island. He attributes the pod’s surprising downtown appearance to seals also changing their habits as they hide from orcas, forcing killer whales to hunt in backwater areas like False Creek. Trites says the video shows the whales moving quietly like “ghosts” to avoid alerting their prey. The tax on the sale of multimillion-dollar properties has collected about $480 million since it was implemented in April 2023, according to a city database . Its future was clouded by litigation and a proposed ballot measure, but the courts have so far allowed the tax to stand and blocked the initiative from the ballot. The guidelines outline how the money will be spent — including to create and preserve affordable housing through a new “ social housing” model, rental assistance, income support for seniors and eviction defense. The council voted 12-0 to approve the guidelines, which were developed by a citizens oversight committee with help from the housing department. Approving the guidelines allows the housing department to start soliciting proposals for affordable housing, develop the infrastructure for social housing and launch other Measure ULA programs. Social housing projects require tenants to play a meaningful role in how their buildings are run, encourage tenant ownership and include agreements that keep buildings permanently affordable. The city on Tuesday also approved a plan to allocate $168 million of ULA money for the 2024-25 fiscal year. The bulk of the money, about $133 million, will be spent to help build, rehabilitate and preserve affordable housing. About $21 million will go toward programs to help support renters — like income support for rent-burdened seniors and people with disabilities and eviction defense. Another $13 million will be allocated to program administration.

The National Directorate of Employment (NDE), on Friday in Asaba, the Delta State capital, flagged off the skill acquisition training in vocational, agricultural, entrepreneurial, transient jobs and activities in the public work sector. As part of the training, NDE will training 93,731 unskilled and unemployed persons across Nigeria under the renewed hope employment initiative. Of this number, a total of 1,930 will be trained in Asaba. In a keynote address, Director-General of the NDE, Silas Ali Agara described the training exercise as a mile stone for the directorate in its fight against unemployment which at the heart of the agency’s founding mandate, just as it aligns with President Bola Tinubu’s Renewed Hope Employment Initiative. The current employment initiative, he continued, was designed to train beneficiaries in 30 skill sets across the NDE’s four core programmes of Vocational Skills Development, Small Scale Enterprises, Rural Employment Promotion and Special Public Works. Various categories of the unskilled and unemployed in the country, Agara continued, “have been provided for within the framework of the programme such as school leavers, school dropouts, women, graduates of tertiary institutions, retirees and persons with special needs among others. “After the training, a good number of the beneficiaries will be resettled into productive entrepreneurial lives through the provision of tools, equipment and startup capital. “However, those that we are not able to resettle will be linked with credit granting institutions for further support,” he added. The DG, who was represented by Jinanwa Chukwuma, Director, NDE South-South Zone, assured that the agency under his watch “has ensured the adoption of cutting edge technology in the design and execution of this programme. “For instance, all applicants registered through our online portal which has enabled us to establish for the first time, a credible database of our beneficiaries and a very good number of our youths/ beneficiaries will be trained on information and communication technology (ICT). “This is a deliberate step by the NDE in order to equip our youths with emerging skills that will enable them become globally competitive,” he stressed. He recalled that the NDE had over the years tackled unemployment in the country, sensitising, counselling, de-radicalization and reorienting the minds of unemployed youths to de-emphasize “the search for non-existent white collar jobs and embrace skill acquisition as a deliberate choice for self-reliance and effective contributor into the socio economy of the nation. ”He appreciated the Minister of Labour and Employment, Mallam Muhammad Maigeri Dingyadi, and the Minister of State, Nkeiruka Onyejiocha, who is the Supervising Minister of the NDE, for supporting and providing an enabling environment for the agency to discharge its mandate creditably. Agara assured “Nigerians that the lessons we take away from this programme will enable us to improve on subsequent initiatives.” Welcoming the participants and facilitators earlier, the NDE State Director, Mrs. Omoku Edith, appreciated the DG for approving the flag-off of such programmes nationwide. Matthew Stafford played his best game of the season and his top receivers, Puka Nacua and Cooper Kupp, caught just about everything thrown their way. Kyren Williams was as good as advertised on the ground with two touchdowns while his backup, Blake Corum, averaged 4.3 yards on the ground. The biggest difference in the game, however, was a blocked punt that was returned for a touchdown. Buffalo’s defense and special teams were outcoached and outplayed in Los Angeles. After suffering their third loss of the season, a 44-42 defeat, Buffalo will have to rebound quickly with a matchup against the Detroit Lions looming. Ahead of that matchup, here is a look at where the Bills find themselves on national power rankings as well as analysis from the sites. Most shocking ranking: 19th in time of possession The Bills are second in the NFL in points margin per game (9.9) and have the ninth-most rushes per game (27.8). Despite all of that, winning the time of possession (29:40) battle has not been a strength. Part of that is due to the Bills’ ability to score quickly, as they’re averaging 30.5 points per game. It’s also due to the defense struggling to get off the field -- it’s eighth worst in third-down defense, which was an extreme issue against the Rams. The good: The Khalil Shakir breakout game has arrived. For those of us who have been promising the full realization of his talent for a while now it truly is a great time to say I told you so. I was so impressed by his ability to take an underthrown Josh Allen ball in the fourth quarter from yesterday and turn it into a massive pass interference penalty, showing his veteran chops as well as his breakaway speed on the touchdown. The bad: Taking a quarterback sneak at the end of that game with three timeouts. Sean McDermott has been rightfully held to task for this one. If we’re going to lift him up for making the big call against Kansas City, we are obligated to point out that depriving this team of a chance to hold the Rams on one series and get the ball back was a poor choice, especially since Allen did not have a good look on that sneak. “Josh Allen is an alien.” Quite the assessment from Rams HC Sean McVay, who watched the very legal alien account for six touchdowns Sunday even though the AFC East champs dropped a 44-42 decision. The effort might help Allen land the MVP award, but the loss seriously damaged Buffalo’s bid to win the conference’s No. 1 playoff seed. Josh Allen was Superman. The defense was Clark Kent. Josh Allen’s odds to win MVP got a lot better even in a loss. The Bills’ hopes of avoiding Arrowhead Stadium in January didn’t. Giving up 44 points to the Rams and losing Sunday might define the AFC playoffs. Even Josh Allen and his amazing play couldn’t overcome the bad showing by the defense in the loss to the Rams. Now that defense will be tested again by the explosive Lions this week. The irony of Sunday’s loss in L.A. is that it seems to have boosted Josh Allen’s MVP case, and it’s not hard to see why. Allen was absolutely electric in the 44-42 shootout, accounting for all six Bills touchdowns and nearly bringing the team all the way back from down 17 points in the fourth quarter. Buffalo couldn’t finish the job, but Allen gave the Bills a chance in a game where their defense got just three stops in nine series and couldn’t force a turnover for the first time in a game since last season. It was arguably Buffalo’s worst defensive showing of the season, right up there with the Ravens loss, and it raises some questions about this unit -- even with all the good things it has done -- heading into a possible Super Bowl preview against the 12-1 Lions on Sunday. It was also a tough day on special teams with a blocked punt returned for touchdown. Allen can often overcome a subpar game from the defense, but that extra TD made it a bridge too far. There wasn’t a hotter team in the league entering Week 14 than the Buffalo Bills. In their previous two games, the Bills had defeated both of last year’s Super Bowl participants—including handing the Kansas City Chiefs their only loss of the season. Bills quarterback Josh Allen was amazing against the Rams, throwing three touchdown passes and running for three more. He’s the first player in NFL history to accomplish this feat. But the Bills came up short in one important statistical category. The scoreboard. “Hate losing,” Allen told reporters after the game. “If you lose by two or lose by 100, it doesn’t matter, you are still losing. Offensively, we have to find ways to score before and after the half. We didn’t do our part.” Bills head coach Sean McDermott credited the Rams for flat-out playing better. “They did a great job controlling the line of scrimmage on both sides of the ball,” McDermott said. “Defensively and special teams, neither were good enough to help us win this game.” Analyst’s Take After Sunday’s loss to the Rams, I have some serious concerns about Buffalo’s Super Bowl chances that I didn’t have only a few days ago. As was the case in the early-season loss to the Ravens, the Bills defense largely failed to show up in Week 14. As was the case in the loss to Houston, some questionable clock management hurt Buffalo late. Josh Allen had arguably his most impressive game of the season against a team clawing just to reach the playoffs, and it wasn’t enough. The Bills simply can’t expect to win a Super Bowl as a one-man show. They’re also running out of chances to steal the No. 1 seed, which they might need, as all three of their losses have been on the road. For Michkov, it was his eighth goal and 17th point in 20 games. The helper gave Frost his second multi-point game of the season. The 25-year-old has overcome slow starts in the past . We'll see if Monday night's output gets him going. • Over four minutes into the third period, Garnet Hathaway had a painful blocked shot and immediately went up the tunnel.
