She points out that many Missouri utility companies are again asking for rate increases: Ameren has asked for a 15% rate increase from the Missouri Public Service Commission; Missouri American Water is seeking a 41% increase for households, plus doubling their monthly customer charge; natural gas company Spire has proposed an 18% rate increase and a 20% increase in the monthly customer charge; the Metropolitan (St. Louis) Sewer District has begun initiating a 32% increase over the next four years; the St. Louis Water Division increased rates by 20% in July 2023 and by another 24% in January. There's always tension surrounding utilities, many of which have a monopoly on the services residents need to survive. But the Consumers Council fears the utility companies are heavily favored in Missouri, Padgett said. "We are concerned about the amount of influence utilities may have on incoming Gov. Mike Kehoe, given the political donations he's received from them," she said. Kehoe has received about $600,000 in donations from utilities during his political career. The council is pushing for better assistance programs for consumers, easier access to financial help, and transparency in the number and locations of disconnections. Every state requires a public hearing before granting a rate hike. Showing up to testify at these hearings is one way to influence the decisions. "That testimony is meaningful," Padgett said. Unfortunately, she added, "some hearings only have a handful of people," which doesn't reflect the scale of the affordability problem. Ameren disconnected more than 16,000 Missouri households in September, and more than 17,000 in October. "That shows people are having trouble paying their bills," Padgett said. People experiencing financial hardship or surviving on limited incomes may try to ration heating or cooling in ways that could lead to hospitalization or even death, in extreme cases. Beyond poor health outcomes, access to utilities is tied to the ability to survive in many other ways. Those cut off from electricity cannot refrigerate food, for instance. If a home is excessively cold or hot, children cannot do their schoolwork. Williams, who recognized the challenges facing residents in her building, took action to make sure they could access the assistance available. Utility companies ought to take a proactive approach in sending representatives to areas with high disconnection rates or delinquencies to make sure customers enroll -- and stay enrolled -- in programs that can help them. According to multiple reports, the Red Sox are signing former Los Angeles Dodgers right-hander Walker Buehler. The deal is reportedly for one year, $21.05 million and will allow Buehler an opportunity to rebuild his market value in his first full season recovering from his second Tommy John surgery. Buehler represents a fascinating buy-low option for the Red Sox, who had already fortified their rotation by acquiring left-handers Garrett Crochet and Patrick Sandoval this winter. The 30-year-old Buehler had a stretch as one of the most dominant pitchers in baseball, earning two All-Star selections while posting a 3.03 ERA with 408 strikeouts over 356 1/3 innings between 2018-21. He underwent season-ending Tommy John surgery in August 2022, cutting that season short after only 12 starts, and went on to miss all of 2023 as well. Upon his return in 2024, Buehler was not the same. In 16 starts for the eventual World Series champions, he posted a 5.38 ERA over 75 1/3 innings, but with the Dodgers’ rotation decimated by injury, he wound up making four playoff appearances. His first playoff start did not go well; he allowed six runs in five innings in Game 3 of the NLDS against San Diego. But he then came through with two of his best outings of the season, throwing four scoreless innings to start Game 3 of the NLCS against the Mets and five scoreless in Game 3 of the World Series against the Yankees. Buehler wound up closing out the decisive Game 5 of the World Series, earning the save with a scoreless ninth to lock down Los Angeles’ second World Series title in five years. By signing a one-year deal, the Red Sox are betting that those last outings are a better reflection of who Buehler will be going forward another year removed from elbow surgery. Jones scores 20 in Cent. Conn. St.'s 69-56 win against Holy CrossDALLAS — The Dallas Mavericks have been down this road before. Luka Doncic has yet another injury that will sideline him for at least a week. A recent MRI revealed the Mavericks superstar suffered a right wrist sprain in Monday’s dominant NBA Cup victory over the New Orleans Pelicans. It’s Doncic’s fourth injury since the start of training camp, although this one is directly associated with his shooting hand, unlike the previous three leg injuries. Doncic will miss the team’s upcoming three-leg road trip in Denver, Miami and Atlanta, along with next Wednesday’s home game against former Mavericks guard Jalen Brunson and the New York Knicks. “Injuries are a part of sport and unfortunately he’s a had a couple of here early,” Mavericks coach Jason Kidd said. “Hopefully that means he won’t have any going forward. After this last one, hopefully he’s clean for the rest of the way.” Doncic finished with 26 points, five rebounds and five assists in Monday’s win, but his right wrist was wrapped during the fourth quarter and his postgame news conference. He was uncertain about the origin of the injury but didn’t express concern. “I started feeling it in the first quarter,” Doncic said. “From there, it got worse, but nothing serious.” Doncic missed training camp and the preseason with a left calf contusion. He also suffered a left groin strain and a right knee contusion in a five-day span, but he played through those injuries until missing his first game of the season Sunday in Oklahoma City. Daniel Gafford said Dallas needs to be “near perfect” on the offensive end to compensate without Doncic, but the strategy remains intact. “Pretty much just the same mindset: Next man up,” Gafford said. “Just be ready to guard the best man or just have the best man guard you. It’s going to be a lot on Kai [Kyrie Irving]. It’s going to be a lot on Klay [Thompson], but I feel like we’ve done a pretty good job whenever Luka has been off the floor.” Irving is expected to be the Mavericks’ main source of offense while Doncic is out, but it might not have to be the case because of the expanded depth of the roster. OTTAWA - The Canadian Human Rights Tribunal has ordered Canada to address a backlog of requests under Jordan’s Principle which is meant to ensure First Nations children don’t wait to receive assistance because of jurisdictional battles. The First Nations Child and Family Caring Society raised concerns that Ottawa was taking too long to process requests for financing through Jordan’s Principle, leaving children without access to services. The principle stipulates that when a First Nations child needs health, social or educational services they are to receive them from the government first approached, with questions about final jurisdiction worked out afterward. Caring Society executive director Cindy Blackstock told the tribunal the ever-growing backlog was of Canada’s own making and that some kids are waiting months to receive the care they need. Urgent requests are supposed to be processed within 24 hours, but Blackstock’s motion says they were taking up to one month to be reviewed.
