By 2029, the total global spend for digital identity verification checks will spike by 74 percent to reach $26 billion, according to a new report from Juniper Research. With set to transform the digital economy in the EU, West Europe is forecasted to spend a substantial chunk on ID verification, as is China and the far east; each account for nearly a quarter of total spend. North America is likewise a healthy market. Pegged at $15.2 billion in 2024, the industry will grow as innovation finds new ways to reduce friction in checks, with behavioral biometrics flagged as a key enabling technology. The , “Three Technologies Enhancing the Digital ID Verification Experience,” predicts that behavioral biometrics will “detect anomalous user behaviour for device inputs such as keystrokes and screen swipes to identify fraudsters, enabling identity verification vendors to detect fraudulent activity earlier and more efficiently.” But it also emphasizes that “to create a more user friendly and efficient situation” and attain the best results in digital identity verification, three key technologies need to be combined or used in tandem: , facial recognition and . Passive liveness in particular, enhances the frictionless user experience during digital identity verification. The report notes the ongoing evolution of biometric technology: “biometrics is not standing still, with several emerging methods adding new capabilities that can be leveraged across different scenarios.” A couple focus on the eyeballs, namely and retina scans, both of which Juniper says have particular potential as fraudsters develop better spoofing and against facial recognition systems. Handprints, the report dismisses as a fading tech, forecasting that “there will only be limited growth in the use of handprint recognition technology, unless there is a significant change in its usability.” And while has limited implementation, it is “an extremely secure verification method.” Juniper says blockchain-based technologies driving self-sovereign principles will enhance the security of identity verification in highly-regulated sectors such as and financial services. Data sovereignty, minimal necessary data sharing and user control will all play a role in how identity verification develops. So will standards. “The ‘electronic Identification, Authentication, and trust Services’ (eIDAS) regulation is ushering in massive change in the EU, with interoperable being offered to all citizens by May 2026,” the report notes. “The research recommends that vendors adhere to digital identity standards by working with decentralised databases to maximise the security and privacy of user information.” | | | | | |

Minister Bartlett awarded global Gusi Peace PrizeATLANTIC CITY, N.J. (AP) — Workers pushing for an end to smoking in Atlantic City casinos say the main employee union has been won over by tobacco companies seeking allies in the fight against smoking restrictions. An official of a union involved in the anti-smoking push on Monday called for the head of the Atlantic City casino workers' union, Donna DeCaprio, to resign for failing to protect her members from the dangers of secondhand smoke. DeCaprio is president of Local 54 of the Unite Here union, which opposes a smoking ban on the grounds that so much business would be lost by smokers taking their money elsewhere that it could cause one or more casinos to shut down, costing thousands of workers their jobs. “She should be ashamed of herself,” said Ray Jensen, assistant director of United Auto Workers Region 9, which represents dealers at three Atlantic City casinos and is part of a lawsuit seeking to have the courts force an end to smoking in the gambling halls. “She should hand in her union card.” DeCaprio said her union supports the health and safety of its members, adding improvements to the workplace environment need to be made. “A balance needs to be reached that will both protect worker health and preserve good jobs,” she said. “We are protecting our members against multiple casino closures and job losses. The UAW is eager to sacrifice the entire casino industry and put 25,000 good jobs with benefits at risk.” DeCaprio said between 50% and 72% of all in-person casino revenue in Atlantic City comes from smoking sections, which occupy only 25% of the casino floor. She said her union “and the vast majority of the labor movement” support that would improve ventilation in casinos and prevent any employee from being assigned to work in a smoking section against their will. Whether to ban smoking is one of the most controversial issues not only in Atlantic City casinos but in other states where workers have expressed concern about secondhand smoke. They are waging similar campaigns in Rhode Island, Pennsylvania, Kansas and Virginia. Workers have been pushing for four years to end an exemption in New Jersey’s clean air law that allows smoking inside the nine casinos. They say they or their co-workers are becoming ill with cancer, heart disease and other conditions related to exposure to second-hand smoke. Gov. Phil Murphy, a Democrat, has said he will sign a bill to end casino smoking if it reaches his desk. The casinos, joined by Local 54, oppose that effort, saying it will cost Atlantic City thousands of jobs and lead to decreased tax revenue for state programs for senior citizens and the disabled. On Monday, the workers group that calls itself CEASE (Casino Employees Against Smoking’s Effects) filed an appeal of a that allowed smoking to continue in the nine casinos. The Casino Association of New Jersey declined to comment Monday. Attorney Nancy Erika Smith said as far back as 1993, tobacco companies targeted labor unions in the hospitality industry as potential allies to work against smoking bans in the restaurant and hospitality industries. That effort included the Hotel Employees and Restaurant Employees Union, a precursor of the Unite Here union. “HERE and the related AFL-CIO affiliates are critical allies which should be cultivated as supporters of the effort to prevent smoking bans,” a public relations firm wrote in Companies that was made public during several states' litigation against tobacco companies. The memo said having HERE “as an ally in this effort would be a very powerful voice.” As far back as 2001, HERE was part of a 12-member coalition including labor unions advocating for improved indoor ventilation instead of government-imposed smoking bans, according to cited in Monday's appeal. The anti-smoking campaigners cite a by Las Vegas-based C3 Gaming, a consulting firm, showing that casinos that went smoke-free "appear to be performing better than their counterparts that continue to allow smoking.” Follow Wayne Parry on X at

Countries at the COP29 summit in Baku agreed on a $300 billion annual global finance target on Sunday to assist poorer nations in addressing the effects of climate change. However, the intended beneficiaries criticised the deal as grossly inadequate. The agreement, finalised after extended negotiations at the two-week conference in Azerbaijan's capital, aimed to bolster global efforts to combat climate change in what is set to become the hottest year on record. While some delegates responded with a standing ovation in the plenary hall, others condemned wealthy nations for their perceived lack of commitment and criticised Azerbaijan's leadership for rushing the controversial plan to approval. "I regret to say that this document is nothing more than an optical illusion," Indian delegation representative Chandni Raina told the closing session of the summit, minutes after the deal was gavelled in. "This, in our opinion, will not address the enormity of the challenge we all face. Therefore, we oppose the adoption of this document." United Nations climate chief Simon Stiell acknowledged the difficult negotiations that led to the agreement but hailed the outcome as an insurance policy for humanity against global warming. "It has been a difficult journey, but we've delivered a deal," Stiell said. "This deal will keep the clean energy boom growing and protect billions of lives. "But like any insurance policy, it only works if the premiums are paid in full, and on time." The agreement would provide $300 billion annually by 2035, boosting rich countries' previous commitment to provide $100 billion annually in climate finance by 2020. That earlier goal was met two years late, in 2022, and expires in 2025. The deal also lays the groundwork for next year's climate summit, to be held in the Amazon rainforest of Brazil, where countries are meant to map out the next decade of climate action. The summit cut to the heart of the debate over the financial responsibility of industrialised countries - whose historic use of fossil fuels has caused the bulk of greenhouse gas emissions - to compensate others for worsening damage from climate change. It also laid bare divisions between wealthy governments constrained by tight domestic budgets and developing nations reeling from the costs of storms, floods and droughts. Negotiations had been due to finish on Friday but ran into overtime as representatives from nearly 200 countries struggled to reach consensus. Talks were interrupted on Saturday as some developing countries and island nations walked away in frustration. "We are leaving with a small portion of the funding climate-vulnerable countries urgently need. It isn’t nearly enough, but it’s a start," said Tina Stege, Marshall Islands climate envoy. Nations have been seeking financing to deliver on the Paris Agreement goal of limiting global temperature rise to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels - beyond which catastrophic climate impacts could occur. The world is currently on track for as much as 3.1 C (5.6 F) of warming by the end of this century, according to the 2024 UN Emissions Gap report, with global greenhouse gas emissions and fossil fuel use continuing to rise. Sunday's deal failed to set out detailed steps for how countries will act on last year's UN climate summit pledge to transition away from fossil fuels and triple renewable energy capacity this decade. Some negotiators said Saudi Arabia had attempted to block such a plan during the talks. "There's a challenge in getting greater ambition when you're negotiating with the Saudis," said US climate adviser John Podesta. A Saudi official did not immediately provide comment. The roster of countries required to contribute - about two dozen industrialised countries, including the US, European nations and Canada - dates back to a list decided during UN climate talks in 1992. European governments have demanded others pay in, including China, the world's second-biggest economy, and oil-rich Gulf states. The deal encourages developing countries to make contributions but does not require them. The agreement includes a broader goal of raising $1.3 trillion in climate finance annually by 2035 - which would include funding from all public and private sources and which economists say matches the sum needed to address global warming. Countries also agreed on rules for a global market to buy and sell carbon credits that proponents say could mobilise billions more dollars into new projects to fight global warming, from reforestation to deployment of clean energy technologies. Securing the climate finance deal was a challenge from the start. Donald Trump's US presidential election victory this month has raised doubts among some negotiators that the world's largest economy would pay into any climate finance goal agreed in Baku. Trump, a Republican who takes office in January, has called climate change a hoax and promised to again remove the US from international climate cooperation. President Joe Biden congratulated the COP29 participants for reaching what he called a historic agreement that would help mobilise needed funds but said more work was needed. "While there is still substantial work ahead of us to achieve our climate goals, today’s outcome puts us one significant step closer. On behalf of the American people and future generations, we must continue to accelerate our work to keep a cleaner, safer, healthier planet within our grasp," Biden said in a statement. Western governments have seen global warming slip down the list of national priorities amid surging geopolitical tensions, including Russia’s war in Ukraine expanding conflict in the Middle East, and rising inflation. The showdown over financing for developing countries comes in a year scientists predict will be the hottest on record. Climate woes are stacking up, with widespread flooding killing thousands across Africa, deadly landslides burying villages in Asia, and drought in South America shrinking rivers. Developed countries have not been spared. Torrential rain triggered floods in Valencia, Spain, last month that left more than 200 dead, and the US so far this year has registered 24 billion-dollar disasters — just four fewer than last year.In addition, the "Peace of Mind Services" plan incorporates features that cater to the diverse needs of users.
