The road is long and uncertain for those seeking the removal of Vice President Sara Duterte via impeachment, but impeachment is by no means the only path in the pursuit of accountability for the P612.5 million in confidential funds allegedly misspent under her leadership. The reality is that impeachment is not just a constitutional instrument to make high officials answerable for wrongdoing. Too often, it serves as a bargaining chip for partisan gain or monetary benefit; in other words—a political tool. But the allegations leveled at Duterte, being imbued with public interest, require a legal response and potentially, a judicial reckoning. Which results in a glaring contradiction: Why must Congress seek a political remedy for a fundamentally criminal matter? More importantly, why must the alleged squandering of taxpayer money be left to politicians’ whims and agenda? Impeachment, as our history has shown, has its uses and advantages, but it is a double-edged sword that one must wield with an abundance of caution. The two impeachment complaints filed against the Vice President last week offered contrasting approaches in their bid to oust the second most powerful official of the land. The first complaint, filed by civil society leaders and a relative of a drug war victim, employed an all-but-the-kitchen-sink strategy, heaping on Duterte a litany of accusations that invoked all possible grounds for impeachment, except treason. The second, filed by progressive activists, elected to zero in on one—betrayal of public trust—as it focused on the Office of the Vice President’s (OVP) 11-day spending spree of P125 million in confidential funds in December 2022. On top of this, both complaints took issue with the unaccounted spending in 2023 of P375 million and P112.5 million in the hard-to-audit secret funds by the OVP and the Department of Education (DepEd), respectively, during Duterte’s tenure. What stands out in the allegations is the chilling resemblance to other funding shenanigans, like the P10-billion pork barrel scam masterminded by Janet Lim-Napoles, the country’s poster child for large-scale corruption, who is now serving time for multiple convictions while still on trial for other charges. In a wide-ranging conspiracy that implicated top lawmakers and officials, Napoles was accused—and found guilty in some cases, including plunder, for orchestrating the diversion of congressional allocations to ghost projects with fake beneficiaries. A similar trail of questionable transactions has now emerged in Duterte’s funding controversy, including the curious cases of Mary Grace Piattos and Kokoy Villamin, who are both listed as signatories to receipts used by the OVP and DepEd to liquidate their respective expenditures. The Philippine Statistics Authority has since confirmed suspicions that Piattos and Villamin do not exist, at least in its birth, marriage or death records, and the agency is now in the process of checking hundreds of other signatories. It only adds to the cloud of doubt surrounding Duterte’s use of public funds that she has responded to congressional inquiries with stonewalling tactics and defiance. Let us not forget that confidential funds are intended for pressing national security concerns. That the OVP and DepEd, both civilian agencies, were even granted these funds reflects serious flaws and misplaced priorities in public spending. And like the pork barrel scam, the Duterte scandal demonstrates the dangers of intertwining political and financial interests in the budgeting process and the absence of robust oversight mechanisms in the use of such appropriations. But the stakes are too high for this issue to be brushed aside as partisan squabbling, as President Marcos suggested when he said impeaching Duterte was a “waste of time.” On the contrary, the House of Representatives and the Senate must act decisively on the impeachment complaints, lest they be seen as enablers of malfeasance. If anything, their inaction would render the House inquiries a toothless spectacle. As former Bayan Muna Rep. Teddy Casiño put it: “[This] impeachment complaint is a challenge to Congress to show its independence, that it can stand on the side of the people.” It’s too early to say whether the President’s position has doomed the chances of Duterte’s impeachment, but there is precedent for the House and the Senate defying the presidential line. In either case, her critics should know that impeachment is not the only way to hold Duterte to account—the VP is not immune from criminal suits. A COMPLAINT about a “rough” haircut was logged as a “hate” incident by cops. In the barmy case, the upset punter blamed an argument about Ukraine for a bad trim. Other so-called non-crime hate incidents logged by police include a German woman upset about being likened to a rottweiler. It comes as the cash-strapped Met faces axing 2,000 cops who could catch real criminals, and only opening stations from 9am-5pm. Last night Essex Police dropped a hate probe into journalist Allison Pearson over a year-old post — but only after putting her through 12 days of anguish. Meanwhile, a customer contacted cops to say his barber was “aggressive and rough” because he spoke Russian. Similar bizarre cases saw officers called over a neighbour in a hedge dispute who said it was homophobic to brand him “Leonard”. As Britain’s biggest police force faces axing 2,000 cops, Shadow Home Secretary Chris Philp said: “The police should not waste any valuable time on incidents like this. "There is plenty of real crime they should be preventing and solving. Aggressive haircut is not a police matter “An aggressively-administered haircut is not a police matter. "The police should only spend time investigating or recording actual criminal allegations or incidents where there is a real and imminent risk of criminality subsequently occurring. “The Government needs to urgently update the guidance to ensure this is the case. “This nonsense undermines confidence in policing.” A staggering 13,000 non-crime hate incidents (NCHIs) were recorded in the year to June. These are cases where no criminal offence has been committed, but the person reporting an incident feels it was motivated by hostility or prejudice. The Lithuanian haircut “victim” claimed he was targeted because he spoke Russian. A City of London Police log of the incident, seen by The Sun, said: “Barber asked him about the present situation in Ukraine, victim stated that all conversations with the barber were fine, but he stated that the barber was aggressive and rough whilst he was cutting his hair. “The victim believes this was because he spoke Russian and is a hate incident.” Ex-Met detective Peter Bleksley said: “This is ridiculous and shows how disconnected police are from what the public want. “No wonder there is a crimewave in this country. The guidelines suggest you should only intervene in cases like this where there is fear of escalation — who ever had a fear of escalation after a bad haircut?!” It was unclear if City of London Police spoke to the hairdresser. A force spokesman said: “The report was made online and later withdrawn.” Essex Police logged 96 NCHIs in a year, including one where the “suspect has told two men to stop kissing”. Wiltshire cops investigated an incident where a person in the street said others were mocking the length of their hair. The rottweiler “racial abuse” complaint was made to Cambridgeshire Police from a woman in a parking dispute with a neighbour. A person in South Yorkshire said they were the victim of homophobic abuse in a row over a privet hedge when a neighbour called him a “Leonard”. In West Yorkshire cops recorded a case where a person with Blue Badge disabled parking claimed Facebook posts referred to her being physically active. In 2021, a man was investigated for “racial hatred” for whistling the Bob the Builder tune at his neighbour. Officers in Bedfordshire recorded it as an NCHI, which can remain on file for six years and, in some cases, be disclosed to a prospective employer. Another barmy case saw a swimming teacher in West Yorkshire probed after a mother said her son had been allowed to bang his head against the side of the pool “due to his ethnicity”. Retired Sussex Det Chief Supt Kevin Moore told The Sun: “It is no good police complaining they have insufficient resources when they are wasting valuable time recording, then potentially investigating, such ridiculous matters. “It is high time His Majesty’s Inspectorate stepped in to stop the recording of non-crime hate incidents. Either a matter is a crime or it is not. If it isn’t then police should not be involved.” Reform MP Lee Anderson added: “Our police have lost control of our streets, and now their bosses have lost control of their minds. “Police should be investigating proper crimes not people who have hurt someone’s feelings. And 400 civilian staff jobs could go as the Met slashes £450million from annual finances. Some London police stations will reduce opening hours to the public from 9am to 5pm. The 12.8 per cent reduction from this year’s £3.5billion budget is worse than “eye-watering” cuts feared by Met boss Sir Mark Rowley. Figures for the new budget are due to be announced at 11pm tonight by the Mayor’s Office for Policing and Crime, alongside some of the tough measures that must be taken. Matt Cane, of the Police Federation, warned: “As we have said time and again, cuts have consequences. These will clearly have a significant impact on the Met’s ability to police London.” And retired Met Chief Supt Simon Ovens warned the cuts could mean the final straw for officers considering other careers. The Met is already projected to be down to 32,750 officers by March from its operating strength of 35,415. The loss of an additional 2,000 cops during the incoming financial year from April would put the force back to 2013 levels. He said the capital’s spending on policing per head of population was already lower than cities such as New York and Sydney. According to Nielsen, some 9.5 million watched, leading CBS to give the show a five-year deal. Last year, the Globes introduced two new categories that remain this time around: the cinematic and box office achievement award and the best performance in stand-up comedy on television. Police in eastern Ontario charged a Toronto resident who was allegedly in possession of hundreds of grams of cocaine earlier this month. Officers with the Gananoque Police Service conducted a traffic stop on a vehicle suspected of transporting drugs on Dec.13, a news release said. A search completed with the assistance of K9 led to the discovery of a hidden compartment inside the vehicle. Police seized approximately 454 grams of cocaine with a street value of $48,500. A loaded .40 calibre handgun and $1,165 in cash were also taken. A 27-year-old suspect from Scarborough was arrested on various firearms and drugs charges. They were held in custody for a bail hearing. Gananoque is located approximately 170 kilometres southwest of Ottawa. Earlier this year, New Hampshire lawmakers banned transgender girls from competing on girls’ school sports teams and prohibited some gender reassignment surgeries for minors. Those efforts will continue next year as several Republicans have filed draft legislation that could limit gender-affirming healthcare and revive a bill vetoed by the governor this summer that would have restricted access to bathrooms and locker rooms based on “biological sex.” Here’s what to look for during the upcoming legislative session: Weare Republican Lisa Mazur submitted two bill requests that would affect gender-affirming healthcare. One is “relative to health care professionals administering hormone treatments and puberty blockers,” though it doesn’t specify what that would entail at this early stage in the legislative process. Mazur declined an interview for this story. Full-fledged bills being drafted by the state’s Legislative Services office will become public in late December or early January. Other states have passed laws prohibiting transgender medical options, some of which are currently being challenged in the U.S. Supreme Court. Justices heard arguments in early December on whether to uphold a Tennessee law that bars minors from receiving gender transition care including surgeries, hormone therapy and puberty blockers. The Supreme Court appeared inclined to side with the state. Mazur’s same bill, according to the draft request title, would also relate to “school personnel attempting to influence a minor’s perception of his or her gender or sex.” Another bill, also requested by Mazur, would ban gender reassignment top surgery for minors, expanding on a law passed this year that prohibits minors from receiving genital gender reassignment surgery. Whitefield Republican Rep. Seth King submitted two bill draft requests that would, in theory, impact gender identity legal options and protections. He doesn’t plan to file either of them as bills in the upcoming session, he said – these were more of an exercise in planning to see what that policy language might look like should he choose to pursue them down the line. He hopes to share the drafts with other lawmakers and “bounce ideas around,” he said in an email. Article continues after... Protections against sex discrimination are enshrined in federal law, and the Supreme Court ruled in 2020 that those protections also apply to discrimination over gender identity or sexual orientation, saying it’s impossible to discriminate against the latter two without also discriminating against the person for their biological sex. King’s other draft request would require gender identification to show as either male or female on driver’s licenses and non-driver IDs. New Hampshire residents can currently use an “X” instead of “M” or “F” to identify their gender on their license as nonbinary. This would appear to remove the “X” option. Rep. Jim Kofalt, a Republican from Wilton, will seek to revive a bill that passed the Legislature this year but was vetoed by Gov. Chris Sununu. Kofalt said he asked the Legislative Services department to copy his previous bill exactly – it would change the state’s Law Against Discrimination by permitting the classification of people by biological sex in certain areas, like bathrooms and locker rooms, athletics and sporting events where biological males are “generally recognized” as having an advantage, and in correctional and health facilities where people may be held involuntarily. It’s warranted, according to the previous bill, because it serves the “compelling state interests of protecting the privacy rights and physical safety of such persons and others.” The bill elicited backlash from LGBTQ rights advocates, and Sununu ultimately vetoed it, saying it sought to address issues that weren’t occurring in New Hampshire and that it invited “unnecessary discord.” Kofalt said his bill isn’t a mandate but would hand those decisions back to local towns, school districts and others. People on both sides of gender ideology issues have gotten too extreme, he said, and he views the bill as a “middle-of-the-road” solution. “I think people want to be respectful of other people, whatever their lifestyle is and however they choose to live their lives, but there’s got to be some balance and mutual respect, and so that’s what I’m aiming for,” Kofalt said. IRVING, Texas — A rape allegation against rapper Jay-Z , whose company Roc Nation has produced some of the NFL's entertainment presentations including the Super Bowl halftime show, won’t impact the league's relationship with the music mogul. “We’re aware of the civil allegations and Jay-Z’s really strong response to that," NFL Commissioner Roger Goodell said Wednesday after the conclusion of the league's winter meetings. "We know the litigation is happening now. From our standpoint, our relationship is not changing with them, including our preparations for the next Super Bowl.” A woman who previously sued Sean “Diddy” Combs, alleging she was raped at an awards show after-party in 2000 when she was 13 years old, amended the lawsuit Sunday to include a new allegation that Jay-Z was also at the party and participated in the sexual assault. Jay-Z, whose real name is Shawn Carter, said the rape allegation made against him is part of an extortion attempt . The 24-time Grammy Award winner called the allegations “idiotic” and “heinous in nature” in a statement released by Roc Nation, one of his companies. The NFL teamed up with Jay-Z’s Roc Nation in 2019 for events and social activism. The league and the entertainment company extended their partnership a few months ago. Kendrick Lamar will perform the Super Bowl halftime show at The Caesars Superdome in New Orleans on Feb. 9. Roc Nation and Emmy-winning producer Jesse Collins will serve as co-executive producers of the halftime show. Hamburg Town Supervisor Randy Hoak announced Tuesday that he will be stepping aside in early January to accept a full-time position locally. Hoak, who took the town's top job in January 2022, would have been up for re-election next November. He said the Town Board will make an appointment to fill the remainder of his term. Hoak said in a phone interview Tuesday that he had been offered "another opportunity," but could not yet announce details about his new position. He added that he hopes to guide a smooth transition as he leaves office. He said he has had discussions with the town's department heads to ensure that ongoing projects continue to move forward. Those include infrastructure improvements and work being performed with funding from state and federal grants. Hoak said that during the past three years the town has received millions of dollars in state and federal funding to install new sidewalks and improve playgrounds, pedestrian safety, town facilities and programming for children and seniors. In a news release Tuesday, Hoak said, "I am confident I am leaving behind more efficient and effective town departments." The news release noted that one of his accomplishments was reforming the town's Finance Department after a previous finance director was prosecuted and leading a search for a new director. "We now have a first-class team watching over the town budget and providing sound guidance to the Town Board,” Hoak said in the release. The news release noted that the town also has moved toward hiring according to qualifications, "not patronage or political affiliation."
