TOKYO (AP) — Troops surround South Korea's parliament overnight when the president declares martial law. He accuses pro-North Korean forces of plotting to overthrow one of the world’s most vibrant democracies. Lawmakers voice outrage and vote to end the declaration, and the president lifts the decree before daybreak. President Yoon Suk Yeol spread fear and confusion through South Korea overnight by issuing his sudden edict late Tuesday, the first martial law declaration since more than four decades ago when the country was controlled by a dictatorship. The declaration, the rushed vote by lawmakers to overturn it and the president's lifting of martial law soon afterward were moments of high drama for an unpopular leader who has struggled with political deadlock in an opposition-dominated parliament and scandals involving him and his wife. While there was no direct evidence presented, Yoon raised the specter of North Korea as a destabilizing force. Yoon has long maintained that a hard line against the North is the only way to stop Pyongyang from following through on its nuclear threats against Seoul. Amid the surreal scenes of troops massing around parliament, here are some things to know as this story unfolds: Immediately after Yoon's declaration the military chief called in key commanders for talks. South Korean troops set up barricades and then made their way into parliament. The leader of the main opposition, which controls parliament, ordered lawmakers to return to the building, where they eventually voted to lift the declaration of martial law. Yoon lifted the martial law decree around 4:30 a.m. during a Cabinet meeting. Yoon's declaration had been accompanied by an accusation that the opposition was engaged in “anti-state activities plotting rebellion.” But he did not explain what that means, and provided no specific evidence. The vague statement is reminiscent of the heavy-handed tactics of the South Korean dictatorships that ended in the late 1980s. A series of strongmen repeatedly invoked North Korea when struggling to control domestic dissidents and political opponents. The opposition lambasted Yoon's move as un-democratic. Opposition leader Lee Jae-myung, who narrowly lost to Yoon in the 2022 presidential election, called Yoon’s announcement “illegal and unconstitutional.” But the sudden declaration was also opposed by the leader of Yoon's own conservative party, Han Dong-hoon, who called the decision “wrong” and vowed to “stop it with the people.” “The people will block the president’s anti-constitutional step. The military must be on the side of the public in any case. Let’s resolutely oppose it,” Kim Dong Yeon, the opposition party governor of Gyeonggi province, which surrounds Seoul, wrote on X. Average South Koreans were in shock. Social media was flooded with messages expressing surprise and worry over Yoon’s announcement. “Martial law? I thought it was deepfake content, but is it really a martial law decree?,” one X user wrote. “I first thought about a war with North Korea when he said he would impose a martial law,” another X user wrote. There were quick claims that the emergency declaration was linked to Yoon’s political struggles. His approval rating has dropped, and he has had little success in getting his policies adopted by a parliament that has been controlled by the opposition since he took over in 2022. Conservatives have said the opposition moves are political revenge for investigations into the opposition leader, who is seen as the favorite for the next presidential election in 2027. Just this month, Yoon denied wrongdoing in an influence-peddling scandal involving him and his wife. The claims have battered his approval ratings and fueled attacks by his rivals. The scandal centers on claims that Yoon and first lady Kim Keon Hee exerted inappropriate influence on the conservative ruling People Power Party to pick a certain candidate to run for a parliamentary by-election in 2022 at the request of Myung Tae-kyun, an election broker and founder of a polling agency who conducted free opinion surveys for Yoon before he became president . Yoon has said he did nothing inappropriate. South Korea became a democracy only in the late 1980s, and military intervention in civilian affairs is still a touchy subject. During the dictatorships that emerged as the country rebuilt from the destruction of the 1950-53 Korean War, leaders occasionally proclaimed martial law that allowed them to station combat soldiers, tanks and armored vehicles on streets or in public places to prevent anti-government demonstrations. Such scenes are unimaginable for many today. The dictator Park Chung-hee, who ruled South Korea for nearly 20 years before he was assassinated by his spy chief in 1979, led several thousand troops into Seoul in the early hours of May 16, 1961, in the country’s first successful coup. During his rule, he occasionally proclaimed martial law to crack down on protests and jail critics. Less than two months after Park Chung-hee’s death, Maj. Gen. Chun Doo-hwan led tanks and troops into Seoul in December 1979 in the country’s second successful coup. The next year, he orchestrated a brutal military crackdown on a pro-democracy uprising in the southern city of Gwangju, killing at least 200 people. In the summer of 1987, massive street protests forced Chun’s government to accept direct presidential elections. His army buddy Roh Tae-woo, who had joined Chun’s 1979 coup, won the election held later in 1987 thanks largely to divided votes among liberal opposition candidates. A recent article published in the Vermont Furbearer Newsletter by Brehan Furfey, Vermont Fish and Wildlife Department furbearer biologist, entitled, “A Word of Thanks to Vermont’s Trappers,” illustrates the inherent bias and resulting obstacles to truly scientific, objective management of Vermont’s furbearer species (e.g. otters, bobcats, foxes). Among the encomiums Furfey lavishes on trappers are: “conservation-minded,” “community scientists,” “responsible,” and “self-regulating.” This is all part of Fish and Wildlife’s marketing ploy to elevate the image of trappers, whose numbers are dwindling and represent just 0.15 percent of Vermont’s population. What’s even more concerning is that Furfey and Commissioner Christopher Herrick starred in a trapping propaganda film created by the Vermont Trappers Association that was full of misinformation and fear tactics. Herrick and Furfey drew a political line in the sand, referring to the majority of Vermonters who oppose trapping as “animal rights extremists,” which couldn’t be further from the truth. They are supposed to work for all Vermonters, not for any special interest group. Every one of the Department’s claims as to how trappers “contribute” to furbearer conservation in Vermont can be refuted or shown to be without foundation. For example, trapping is not an effective means of population control of furbearers because it indiscriminately targets members of a species, and indeed can hardly target one species over another in the typical leghold or conibear trap (i.e., a lynx or a marten can just as easily be caught in a trap set for a bobcat or a mink). A healthy animal is just as likely to be caught in a trap as a diseased one; a male is just as likely to be caught as a female; a young animal is just as likely to be caught as a mature one; and so on. In general, furbearer species self-regulate their populations based on the carrying capacity of the land, or in other words, depending on the quantity of prey or other food available, and in accordance with the internal dynamics of the colony or pack. There is therefore no need for trapping to keep these populations “in balance” with the landscape; indeed, trapping can interfere with these self-regulation dynamics and therefore be counterproductive. There is also no need for trapping to resolve human-animal conflicts when so many non-lethal and more sustainable solutions are available, and have been for a long time now. Trapped carcasses do provide “data” for the department, such as how many animals are being poisoned by “environmental toxins,” such as rodenticide. But this is also a Catch 22, in that trapping also places its own stressors on furbearer populations and the trapping lobby inhibits the department from acting on this data. For example, it has been found that 100 percent of fishers, a key predator species that plays an important role in maintaining healthy ecosystems, tested positive for rodenticide. At the same time, the Catch Per Unit Effort (CPUE) data, a way to measure population trends, has indicated that the fisher population has been in decline since at least 2000. Such data argue strongly for two actions: 1) that rodenticide use be curtailed; 2) that trapping of fishers be temporarily suspended until the population recovers. The Department and Fish and Wildlife Board has thus far refused to do either of these things, despite petitions submitted in support. Indeed, when Protect Our Wildlife petitioned the Board in 2021 for a suspension of trapping of fisher, the Department and Board denied it. When the Department fails to act upon the clear implications of its own data, how can the public trust their intentions? A new petition for a moratorium on fisher trapping was heard at the most recent Fish & Wildlife Board meeting in October. However, I don’t hold out much hope that they’ll respond any differently to this one than they did back in 2021, despite further evidence that the fisher population is at risk. Although the Department claims that trapping is “humane,” the bottom line is that the actual mechanics of the steel-jawed leghold trap argues against this: The trap’s powerful jaws will slam shut upon whatever limb or portion of its face that an animal uses to trigger the trip pan of the trap. Even when the Department was tasked with coming up with Best Management Practices (BMPs) for trapping in accordance with Act 159 (passed in 2022), it came up short; when reviewed by LCAR (Legislative Committee on Administrative Rules), which is charged with reviewing rule making by all state agencies, the Department’s proposed trapping regs were deemed insufficient. All this strongly suggests that management policy decisions with regard to wildlife are being made out of political deference to the Vermont Trappers Association, rather than in accordance with sound scientific principles and the wishes of the vast majority of Vermonters. For this reason, the best thing lawmakers could do is to ban recreational trapping, which is counterproductive to so many of the Department’s goals, including protecting wildlife habitat such as the wetlands created by beavers, and protecting endangered species like the lynx and marten. Lynx and martens don’t stand a chance in Vermont when they can be just as easily ensnared in a trap set for a bobcat, coyote, mink, or other “furbearer”. It often seems like he’s daring Congress to oppose his decisions. But on Thursday, Trump’s attempt to act with impunity showed a crack as Matt Gaetz , his choice for attorney general, withdrew from consideration. Trump had named Gaetz, a Florida congressman, to be the country’s top law enforcement official even though he was widely disliked by his colleagues, has little legal experience and was accused of having sex with an underage girl, an allegation he denied. After being plagued by investigations during his first presidency, Trump wanted a devoted ally in charge of the Justice Department during his second. However, it was never obvious that Gaetz could win enough support from lawmakers to get confirmed as attorney general. Trump chose for a replacement Pam Bondi, a former Florida attorney general who defended him during his first impeachment trial and supported his false claims of voter fraud. Now the question is whether Gaetz was uniquely unpalatable, or if Trump’s other picks might exceed his party’s willingness to overlook concerns that would have sunk nominees in a prior political era. The next test will likely be Pete Hegseth, who Trump wants to lead the Pentagon despite an allegation of sexual assault that he’s denied. So far, Republicans are rallying around Hegseth , an Army veteran and former Fox News host. Sen. Thom Tillis, a North Carolina Republican who serves on the Senate Judiciary Committee, said the controversy over Gaetz would have little bearing on Trump’s other choices. He said they would be considered “one at a time.” Sen. Richard Blumenthal, a Connecticut Democrat, suggested otherwise, claiming “the dominoes are falling.” “The drip drip of evidence and truth is going to eventually doom some others,” he said. Trump’s election victory was a sign that there may not be many red lines left in American politics. He won the presidential race despite authoritarian, racist and misogynist rhetoric, not to mention years of lies about election fraud and his role in sparking the Jan. 6, 2021, attack on the U.S. Capitol. He was also criminally convicted of falsifying business records to pay hush money, and he was found liable for sexual abuse in a civil case. Empowered by voters who looked past his misconduct and saw him as a powerful agent of change, Trump has shown no deference to Washington norms while working to fill his second administration . The transition team hasn’t pursued federal background checks for Trump’s personnel choices. While some of his selections have extensive experience in the areas they’ve been chosen to lead, others are personal friends and Fox News personalities who have impressed and flattered Trump over the years. Several have faced allegations involving sexual misconduct . Hegseth is facing the most scrutiny after Gaetz. Once Trump announced Hegseth as his nominee for Pentagon chief, allegations emerged that he sexually assaulted a woman in California in 2017. The woman said he took her phone, blocked the door to the hotel room and refused to let her leave, according to a police report made public this week. Hegseth told police at the time that the encounter had been consensual and denied any wrongdoing, the report said. However, he paid the woman a confidential settlement in 2023. Hegseth’s lawyer said the payment was made to head off the threat of a baseless lawsuit. Trump’s choice for secretary of health and human Services, Robert F. Kennedy Jr., has faced allegations of misconduct too. A woman who babysat for him and his second wife told Vanity Fair magazine that Kennedy groped her in the late 1990s, when she was 23. Kennedy did not deny the allegation and texted an apology to the woman after the article was published. That isn’t the only hurdle for Kennedy; he’s spent years spreading misinformation and conspiracy theories about vaccines, raising fears about making him a top health official in the new administration. Linda McMahon, chosen by Trump to be education secretary, is fighting a lawsuit connected to her former company, World Wrestling Entertainment. She’s accused of knowingly enabling sexual exploitation of children by an employee as early as the 1980s, and she denies the allegations. Tulsi Gabbard is another person who could face a difficult confirmation battle, but for very different reasons. The former Democratic representative from Hawaii has been a vocal Trump ally, and he chose her to be national intelligence director. But there’s grave concern by lawmakers and national security officials over Gabbard’s history of echoing Russian propaganda. Critics said she would endanger relationships with U.S. allies. Gaetz was investigated by federal law enforcement for sex trafficking, but the case was closed without charges and Republicans have blocked the release of a related report from the House Ethics Committee. However, some allegations leaked out, including that Gaetz paid women for sex. One of the women testified to the committee that she saw Gaetz having sex with a 17-year-old girl, according to a lawyer for the woman. As Gaetz met with senators this week, it became clear that he would face stubborn resistance from lawmakers who were concerned about his behavior and believed he was unqualified to run the Justice Department. “While the momentum was strong, it is clear that my confirmation was unfairly becoming a distraction,” Gaetz wrote on social media when announcing his withdrawal. Sen. Mike Braun, an Indiana Republican, said he believed there were four to six members of the caucus who would have voted against Gaetz, likely dooming his nomination, and “the math got too hard.” He said some of the issues and allegations around Gaetz were “maybe beyond the pale.” “I think there were just too many things, it was like a leaky dike, and you know, it broke,” Braun said. (AP) — The U.S. Supreme Court should overturn Mississippi’s Jim Crow-era practice of removing voting rights from people convicted of certain felonies, including nonviolent crimes such as forgery and timber theft, attorneys say in new court papers. Most of the people affected are disenfranchised for life because the state provides few options for restoring ballot access. “Mississippi’s harsh and unforgiving felony disenfranchisement scheme is a national outlier,” attorneys representing some who lost voting rights said in an appeal filed Wednesday. They wrote that states “have consistently moved away from lifetime felony disenfranchisement over the past few decades.” This case is the second in recent years — and the third since the late 19th century — that asks the Supreme Court to overturn Mississippi’s disenfranchisement for some felonies. The cases use different legal arguments, and the court rejected the most recent attempt in 2023. The new appeal asks justices to reverse a July ruling from the conservative 5th U.S. Circuit Court of Appeals, which said Mississippi legislators, not the courts, must decide whether to change the laws. Stripping away voting rights for some crimes is unconstitutional because it is cruel and unusual punishment, the appeal argues. A majority of justices rejected arguments over cruel and unusual punishment in June when they cleared the way for cities to enforce bans on homeless people sleeping outside in public places. Attorneys who sued Mississippi over voting rights say the authors of the state’s 1890 constitution based disenfranchisement on a list of crimes they thought Black people were more likely to commit. A majority of the appeals judges wrote that the Supreme Court in 1974 reaffirmed constitutional law allowing states to disenfranchise felons. About 38% of Mississippi residents are Black. Nearly 50,000 people were disenfranchised under the state’s felony voting ban between 1994 and 2017. More than 29,000 of them have completed their sentences, and about 58% of that group are Black, according to an expert who analyzed data for plaintiffs challenging the voting ban. In recent years, legislators have restored voting rights for only a few people. The other recent case that went to the Supreme Court argued that authors of Mississippi’s constitution showed racist intent when they chose which felonies would cause people to lose the right to vote. In that ruling, justices declined to reconsider a 2022 appeals court decision that said Mississippi remedied the discriminatory intent of the original provisions in the state constitution by later altering the list of disenfranchising crimes. In 1950, Mississippi dropped burglary from the list. Murder and rape were added in 1968. The Mississippi attorney general issued an opinion in 2009 that expanded the list to 22 crimes, including timber larceny, carjacking, felony-level shoplifting and felony-level writing bad checks. One of the country’s largest health insurers reversed a change in policy Thursday after widespread outcry, saying it would not tie payments in some states to the length of time a patient went under anesthesia. Anthem Blue Cross Blue Shield said in a statement that its decision to backpedal resulted from “significant widespread misinformation” about the policy. “To be clear, it never was and never will be the policy of Anthem Blue Cross Blue Shield to not pay for medically necessary anesthesia services,” the statement said. “The proposed update to the policy was only designed to clarify the appropriateness of anesthesia consistent with well-established clinical guidelines.” Anthem Blue Cross Blue Shield would have used "physician work time values," which is published by the Centers for Medicare and Medicaid Services, as the metric for anesthesia limits; maternity patients and patients under the age of 22 were exempt. But Dr. Jonathan Gal, economics committee chair of the American Society for Anesthesiologists, said it's unclear how CMS derives those values. In mid-November, the American Society for Anesthesiologists called on Anthem to “reverse the proposal immediately,” saying in a news release that the policy would have taken effect in February in New York, Connecticut and Missouri. It's not clear how many states in total would have been affected, as notices also were posted in Virginia and Colorado . People across the country registered their concerns and complaints on social media, and encouraged people in affected states to call their legislators. Some people noted that the policy could prevent patients from getting overcharged. Gal said the policy change would have been unprecedented, ignored the “nuanced, unpredictable human element” of surgery and was a clear “money grab.” “It’s incomprehensible how a health insurance company could so blatantly continue to prioritize their profits over safe patient care,” he said. "If Anthem is, in fact, rescinding the policy, we’re delighted that they came to their senses.” Prior to Anthem's announcement Thursday, Connecticut comptroller Sean Scanlon said the “concerning” policy wouldn't affect the state after conversations with the insurance company. And New York Gov. Kathy Hochul said in an emailed statement Thursday that her office had also successfully intervened. The insurance giant’s policy change came one day after the CEO of UnitedHealthcare , another major insurance company, was shot and killed in New York City.
