The expanded Big Ten is poised to be a major player in this season's College Football Playoff. The 18-team conference had three of the top-four teams in the AP poll this week — No. 1 Oregon, No. 2 Ohio State and No. 4 Penn State. A one-loss Indiana team is ranked 10th but is still very much a contender to make the playoff, given how many Southeastern Conference teams have three defeats or more. Indiana's rise has been perhaps the Big Ten's biggest story this season. An Irish Department of Foreign Affairs official focusing on justice and security created the list in October 2002. The document starts by referencing a 1999 interview given by George Mitchell, the chairman of the Good Friday Agreement negotiations, in which he claimed the British and Irish governments, as well as Northern Ireland’s political parties, had leaked information to manipulate public opinion. However, he further accused the NIO of attempting to sabotage the process by leaking information on British Government policy to the media. Mr Mitchell, a former US senator, is said to have expressed alarm and anger over the frequency of leaks from the NIO – saying they were uniquely “designed to undermine the policy of the British Government of which they were a part”. The Irish civil servant notes Mr Mitchell himself was subjected to an attempted “smear” when he first arrived in Northern Ireland, as newspaper articles falsely claimed his chief of staff Martha Pope had had a liaison with Sinn Fein representative Gerry Kelly with ulterior motives. The Irish civil servant goes on to list several “leaks”, starting with the publication of a proposed deal in a newspaper while “intense negotiations” for the Downing Street Declaration were under way. Next, the Department lists two “high-profile and damaging leaks issued from the NIO”. A so-called “gameplan” document was leaked in February 1998, showing papers had been prepared weeks before the Drumcree march on July 6, 1997. In the preceding years, there had been standoffs and clashes as nationalists opposed the procession of an Orange parade down Garvaghy Road in Portadown. The gameplan document showed then secretary of state for Northern Ireland Mo Mowlam, who was publicly expressing a desire for a negotiated solution to the 1997 parade, advocated “finding the lowest common denominator for getting some Orange feet on the Garvaghy Road”. In 1997, a large number of security forces were deployed to the area to allow the march to proceed. The incident sparked heightened tension and a wave of rioting. The document further describes the release of a document submitted by the NIO’s director of communications to the secretary of state as a “second major leak”. It claims a publicity strategy was released to the DUP in the aftermath of the Good Friday Agreement and showed how the UK Government would support a yes vote in a referendum following any talks agreement. In addition, it is claimed unionists used leaked sections of the Patten report on policing to invalidate its findings ahead of its publication in 1999. The report recommended the replacement of the Royal Ulster Constabulary with the Police Service of Northern Ireland, the changing of symbols, and a 50-50 recruitment policy for Catholics and Protestants. At the time, UUP leader David Trimble said the recommendations would lead to a corruption of policing in Northern Ireland. Chris Patten, chairman of the independent commission on policing, said some of the assertions were a “total fabrication” and designed to “muddy the waters” to create a difficult political atmosphere. Elsewhere, the author notes it was leaked to the media there was serious disagreement between the governments of the UK and Ireland on the composition of that commission – with not a single name submitted by the Irish side being accepted by the other. The author notes this incident, still under the heading “NIO leaks”, was believed by British officials to have emanated from the Irish side. The report turns to leaks of other origin, claiming “disgruntled Special Branch officers in Northern Ireland” were blamed by the British Government for a series of releases about the IRA which were designed to damage Sinn Fein in the 2001 general election in Northern Ireland. One senior Whitehall source was quoted in the Guardian as complaining that Special Branch was “leaking like a sieve” after details of an IRA intelligence database containing the names of leading Tories – described at the time as a “hit list” – was passed to the BBC in April 2002. The briefing note adds: “This was followed days later by a leak to The Sunday Telegraph which alleged that senior IRA commanders bought Russian special forces rifles in Moscow last year. “The newspaper said it was passed details by military intelligence in London.” The briefing note adds that other Special Branch leaks were associated with the Castlereagh break-in. The final incident in the document notes the Police Ombudsman’s Report on the Omagh bombing was also leaked to the press in December 2001. Then Northern Ireland secretary John Reid said at the time: “Leaks are never helpful and usually malicious – I will not be commenting on this report until I have seen the final version.” The reason for creating the list of leaks, which the Irish National Archives holds in a folder alongside briefing notes for ministers ahead of meetings with officials from the UK Government and NIO, is not outlined in the document itself. – This document is based on material in 2024/130/6.

Thirty-three states have a list of "faults" to file as reasons for divorce. But in 17 states, married people only have the choice for a no-fault divorce to end their marriages. No-fault divorce laws have been available to married couples nationwide for over 50 years. A no-fault divorce law is a most common type of marriage split and does require any proof of wrongdoing. The filing spouse simply claims as grounds for the divorce that the couple cannot get along and the marriage has broken down, according to the Legal Information Institute. Every state across the country has adopted a no-fault divorce option which some believe is critical to supporting domestic abuse victims and important to stop family courts from being overwhelmed with complex divorce court cases. But the Associated Press reports that 33 states still have a list of approved "faults" to file as reasons for divorce, including adultery and a felony conviction. In 17 states, married people only have the option of choosing no-fault divorce to end their marriages. The push to amend no-fault divorce did not gain traction until the late 1990s, when concern pushed by former President George Bush’s administration over the nation’s divorce rate fueled a movement for states to adopt "covenant marriages." This choice didn’t replace the state’s no-fault divorce law but provided an option for couples that carried counseling requirements and strict exceptions for divorce, the AP reported. Louisiana was the first state to embrace covenant marriage options, but the effort stopped after Arizona and Arkansas followed suit. Multiple proposals have been introduced in conservative-led statehouses through the years but were stalled after they were filed. Oklahoma Republican Sen. Dusty Deevers introduced legislation in January that would have removed married couples from filing for divorce on the grounds of incompatibility. The AP reported that Deevers supported the bill after writing a piece declaring no-fault divorce was an "abolition of marital obligation." In South Carolina, two Republican lawmakers filed a bill last year that would have required both spouses to file for a no-fault divorce application rather than just one. A Republican legislator in South Dakota tried to remove irreconcilable differences as grounds for divorce since 2020. Meanwhile, several Democratic legislators say they are concerned about the future of no-fault divorce. The political party highlights the Supreme Court overturning the constitutional right to abortion in 2022 as an example of a long-accepted option that was revoked through a decades-long effort, according to the AP. Separately, some worry that President-elect Donald Trump may attempt to change the law, with warnings circulating on social media encouraging women who may be considering divorce to move forward with their plans. The AP noted that while Trump has not supported overhauling the U.S. divorce laws, Vice President-elect J.D. Vance has complained that divorce is too easily accessible. Mitch McConnell said Thursday he will lead a subcommittee overseeing defense spending as he carves out new roles once he relinquishes his long-running post as Senate Republican leader. The Kentucky Republican revealed he will assume the chairmanship of the Senate Appropriations Subcommittee on Defense. The role dovetails with his constant message that America needs a bulked-up military to deter threats from adversaries such as Russia, Iran and China. The transition comes as McConnell is ending his role as the longest-serving Senate leader in history, just as Republicans prepare to take majority control of the chamber after big gains in this month's election. Republicans elected South Dakota Sen. John Thune , a top deputy to McConnell, as the next Senate majority leader. McConnell, 82, said Thursday he will assume the subcommittee chairmanship at a critical time. “America’s national security interests face the gravest array of threats since the Second World War," the senator said in a statement. “At this critical moment, a new Senate Republican majority has a responsibility to secure the future of U.S. leadership and primacy.” McConnell frequently evokes Ronald Reagan’s mantra of “peace through strength” when discussing foreign policy risks and how the U.S. should respond. McConnell's stance could clash with President-elect Donald Trump’s “America First” doctrine on foreign affairs. McConnell worked with Trump on a tax cuts package and the appointment of conservative judges — including three justices to the nine-member Supreme Court — during Trump's first term as president. Fighting back against isolationism within his own party, McConnell has championed sending weapons and other aid to Ukraine as it fends off Russia’s invasion. McConnell said Thursday he's also set to become chairman of the Senate Rules Committee, which is often a more low-key panel at the center of big issues, both at the Capitol and in the country. The committee oversees the administration of the Senate side of the building, including during inaugurations. But it also puts McConnnell at the center of weighty topics, namely federal elections and voting rights as well as the procedures of the Senate, including the debate around the filibuster. McConnell said the committee will have important work in the coming two years. “Defending the Senate as an institution and protecting the right to political speech in our elections remain among my longest-standing priorities,” he said. There had been considerable speculation about what roles McConnell would take after stepping down as Republican leader. He has two years left in his current Senate term and has not signaled whether he will run for reelection in Kentucky in 2026. McConnell has been a prolific appropriator for the Bluegrass State, a role he’s well positioned to continue.
ATLANTA (AP) — Quarterback Carson Beck's status for No. 2 Georgia's Sugar Bowl College Football Playoff quarterfinal is uncertain after he suffered an elbow injury in Saturday's Southeastern Conference championship game win over Texas. Georgia announced Monday there is no timetable on Beck's return as he and his family explore treatment options. Georgia coach Kirby Smart said Sunday the team was awaiting results of tests. The school did not announce details of the injury in Monday's announcement. Beck was injured on the final play of the first half in the Bulldogs' 22-19 overtime win over Texas on Saturday. Beck made a dramatic return to the field for the handoff on the game-winning play. Beck was needed after backup Gunner Stockton had his helmet knocked off, forcing him to leave the game for one play. Beck's injury was to his right (throwing) arm.
