Citing the growing number of fires across New York City, including a recent blaze at a Staten Island high school, federal lawmakers have announced the imminent passage of legislation aimed at regulating “very dangerous China-made” lithium-ion batteries. U.S. Sen. Charles Schumer, U.S. Sen. Kirsten Gillibrand and Rep. Ritchie Torres, all New York Democrats, announced that bi-partisan legislation called the “Setting Consumer Standards for Lithium-Ion Batteries Act” will pass into law in the upcoming budget bill before the end of the year. In announcing the new regulation, lawmakers pointed to the Dec. 6 blaze at Staten Island Technical High School , which was sparked by a lithium-ion battery. The Democrats noted the concern that lithium-ion batteries have raised among Staten Island officials. Schumer said that there have been a growing number of fires across the city in the last few years, including on Staten Island, Long Island and beyond, caused by lithium-ion batteries used in e-bikes. e-scooters and other devices. “I used these last-minute negotiations in the end-of-the-year budget bill to finally put out the fire from dangerous lithium-ion batteries, and it paid off, because we got it done,” said Schumer. He said, “We are in a time where technology is outpacing federal safety action in many ways, moving faster than the measures we need to keep the public safe, and there might be no better example of this dilemma than with the cheap, China-made lithium-ion batteries in e-bikes, e-scooters and other devices that are now as common in the home as a toaster — but far, far less regulated.” There have been 929 fires caused by lithium-ion batteries in New York City since 2019, injuring 507 people and resulting in 33 deaths, FDNY Commissioner Robert S. Tucker said in a statement praising the new legislation. Schumer said that the fires and injuries caused by these batteries “have resulted in tremendous loss across New York, and federal action is needed to protect consumers and our brave firefighters who are on the front lines of this new paradigm in fire prevention spurred by these unpredictable, and often times, very dangerous batteries.” Said Schumer, “Now, we will get that action.” The bill will require the Consumer Product Safety Commission to promulgate a mandatory consumer product safety standard with respect to rechargeable lithium-ion batteries used in micromobility devices and for other purposes. “This commonsense solution will create the first-ever mandatory consumer product safety standard for rechargeable lithium-ion batteries used in e-bikes and other micromobility devices,” said Gillibrand. “Far too many New York families have been ripped apart by fires caused by these faulty devices and this important bill will protect our communities, and most importantly, save innocent lives.” Lithium-ion batteries are commonly used in cell phones, laptops, tablets, electric cars and e-scooters. They store a large amount of energy and can pose a threat if not treated properly, the lawmakers said. Defective batteries can overheat, catch fire or explode. The FDNY has said that fires from lithium-ion batteries can be explosive, spread quickly and are difficult to extinguish. “Too many times we’ve been reminded of the escalating and continuing threat unregulated and dangerous lithium-ion batteries pose to the public’s safety and to our brave first responders who risk their lives to save people and property,” said Torres. No federal consumer product safety standard currently exists for such batteries and micromobility products, the lawmakers said, which has helped allow the cheap, faulty, China-made batteries that have been the cause of most of the city fires to remain available. This finding represents the highest-grade intercept to date in the area and suggests significant potential for resource expansion, with plans to double the existing resource of 529,000 ounces at El Refugio by Q1 2025. The Copalquin District, rich in mining history with 100 underground gold-silver mines, boasts a maiden JORC resource and ongoing exploration that highlights its potential as a major gold-silver district in Mexico’s Sierra Madre Trend. With multiple target areas and promising geological conditions, Mithril says it aims to capitalise on the district’s substantial mineralisation and further enhance its exploration success. In spite of weak lithium prices, US-focused ioneer (ASX:INR) has set its sights on a potential 2028 start date for commercial production and December 2024 date for FID on its Rhyolite Ridge lithium and boron mine in the USA. The company published its final environmental impact statement today for the project, which has the potential to quadruple domestic production of lithium in the United States, where carmakers are finding it tough to find material that complies with rules to garner tax incentives in the Inflation Reduction Act. Currently the only commercial source of lithium domestically in the USA is Albemarle’s Silver Peak brine operation. At 5000t LCE, that’s a fraction of the output of the giant hard rock lithium mines in Australia. Importantly, the release of the final EIS includes an opinion from the US Fish and Wildlife Service that it won’t jeopardise the future existence of the Tiehm’s Buckwheat, a flowering plant in the Silver Peak region of Esmeralda County, Nevada. Trigg Minerals (ASX:TMG) was also one of the best-performing small caps Friday. Reborn after originally listing in WA’s short-lived wave of potash proponents, Trigg has two major exploration fronts at hand now after securing a project where the company says some of Australia’s highest grade antimony has been found. It started drilling earlier this week at the Drummond project in Queensland, where the explorer is searching for an analogue of the 3.6Moz Pajingo mine. aBut the company has today acquired the Taylors Arm and Spartan assets in the New England Orogen of New South Wales. The latter is next to Hillgrove, Australia’s largest known deposit of the critical mineral, which has doubled in value this year and surged in investor interest since China initiated export controls in August. Taylors Arm, though, has the historic antimony chops. Its 71 historic workings include Testers, where grades from massive stibnite veins clocked 63% Sb, regarded by TMG as the highest in Oz. Also in the package, the Swallows Nest mine started during World War 2 and delivered a 40% Sb concentrate from 1940-1955 along with a 30% product when it reopened in 1972, with recent rock samples showing the grade could still be there (29.8% Sb and 31.4% Sb) Amplia Therapeutics (ASX:ATX) has received Fast Track Designation from the US FDA for its drug narmafotinib, a treatment for advanced pancreatic cancer. This designation helps speed up the development of the promising drug, and will also mean Amplia can have more frequent communications with the FDA, which could lead to accelerated approval in the future. Meanwhile, the company’s ongoing ACCENT trial for narmafotinib is taking place in Australia and South Korea, and the company is also planning a trial in the US after receiving clearance for its application earlier this year. The Christmas tradition has become nearly global in scope: Children from around the world track Santa Claus as he sweeps across the earth, delivering presents and defying time. Each year, at least 100,000 kids call into the North American Aerospace Defense Command to inquire about Santa’s location. Millions more follow online in nine languages , from English to Japanese. On any other night, NORAD is scanning the heavens for potential threats , such as last year’s Chinese spy balloon . But on Christmas Eve, volunteers in Colorado Springs are fielding questions like, “When is Santa coming to my house?” and, “Am I on the naughty or nice list?” “There are screams and giggles and laughter,” said Bob Sommers, 63, a civilian contractor and NORAD volunteer. Sommers often says on the call that everyone must be asleep before Santa arrives, prompting parents to say, “Do you hear what he said? We got to go to bed early.” NORAD’s annual tracking of Santa has endured since the Cold War , predating ugly sweater parties and Mariah Carey classics . The tradition continues regardless of government shutdowns, such as the one in 2018 , and this year . Here’s how it began and why the phones keep ringing. ___ It started with a child’s accidental phone call in 1955. The Colorado Springs newspaper printed a Sears advertisement that encouraged children to call Santa, listing a phone number. A boy called. But he reached the Continental Air Defense Command, now NORAD, a joint U.S. and Canadian effort to spot potential enemy attacks. Tensions were growing with the Soviet Union, along with anxieties about nuclear war. Air Force Col. Harry W. Shoup picked up an emergency-only “red phone” and was greeted by a tiny voice that began to recite a Christmas wish list. “He went on a little bit, and he takes a breath, then says, ‘Hey, you’re not Santa,’” Shoup told The Associated Press in 1999. Realizing an explanation would be lost on the youngster, Shoup summoned a deep, jolly voice and replied, “Ho, ho, ho! Yes, I am Santa Claus. Have you been a good boy?” Shoup said he learned from the boy’s mother that Sears mistakenly printed the top-secret number. He hung up, but the phone soon rang again with a young girl reciting her Christmas list. Fifty calls a day followed, he said. In the pre-digital age, the agency used a 60-by-80 foot (18-by-24 meter) plexiglass map of North America to track unidentified objects. A staff member jokingly drew Santa and his sleigh over the North Pole. The tradition was born. “Note to the kiddies,” began an AP story from Colorado Springs on Dec. 23, 1955. “Santa Claus Friday was assured safe passage into the United States by the Continental Air Defense Command.” In a likely reference to the Soviets, the article noted that Santa was guarded against possible attack from “those who do not believe in Christmas.” ___ Some grinchy journalists have nitpicked Shoup’s story, questioning whether a misprint or a misdial prompted the boy’s call. In 2014, tech news site Gizmodo cited an International News Service story from Dec. 1, 1955, about a child’s call to Shoup. Published in the Pasadena Independent, the article said the child reversed two digits in the Sears number. “When a childish voice asked COC commander Col. Harry Shoup, if there was a Santa Claus at the North Pole, he answered much more roughly than he should — considering the season: ‘There may be a guy called Santa Claus at the North Pole, but he’s not the one I worry about coming from that direction,’” Shoup said in the brief piece. In 2015, The Atlantic magazine doubted the flood of calls to the secret line, while noting that Shoup had a flair for public relations. Phone calls aside, Shoup was indeed media savvy. In 1986, he told the Scripps Howard News Service that he recognized an opportunity when a staff member drew Santa on the glass map in 1955. A lieutenant colonel promised to have it erased. But Shoup said, “You leave it right there,” and summoned public affairs. Shoup wanted to boost morale for the troops and public alike. “Why, it made the military look good — like we’re not all a bunch of snobs who don’t care about Santa Claus,” he said. Shoup died in 2009. His children told the StoryCorps podcast in 2014 that it was a misprinted Sears ad that prompted the phone calls. “And later in life he got letters from all over the world,” said Terri Van Keuren, a daughter. “People saying ‘Thank you, Colonel, for having, you know, this sense of humor.’” ___ NORAD’s tradition is one of the few modern additions to the centuries-old Santa story that have endured, according to Gerry Bowler, a Canadian historian who spoke to the AP in 2010. Ad campaigns or movies try to “kidnap” Santa for commercial purposes, said Bowler, who wrote “Santa Claus: A Biography.” NORAD, by contrast, takes an essential element of Santa’s story and views it through a technological lens. In a recent interview with the AP, Air Force Lt. Gen. Case Cunningham explained that NORAD radars in Alaska and Canada —- known as the northern warning system — are the first to detect Santa. He leaves the North Pole and typically heads for the international dateline in the Pacific Ocean. From there he moves west, following the night. “That’s when the satellite systems we use to track and identify targets of interest every single day start to kick in,” Cunningham said. “A probably little-known fact is that Rudolph’s nose that glows red emanates a lot of heat. And so those satellites track (Santa) through that heat source.” NORAD has an app and website, www.noradsanta.org , that will track Santa on Christmas Eve from 4 a.m. to midnight, mountain standard time. McNamara has been sidelined since sustaining a concussion during the Oct. 26 win against Northwestern. Backup quarterback Brendan Sullivan has started the last two games for the Hawkeyes (6-4, 4-3 Big Ten) but is out with an ankle injury for Saturday's game at Maryland (4-6, 1-6). Iowa coach Kirk Ferentz said earlier this week that Jackson Stratton will be the likely starter against the Terrapins if McNamara is unavailable. McNamara's cloudy status prompted speculation on a podcast this week that he was "not mentally ready to play." The podcast hosts from the Des Moines Register and The Athletic also suggested that McNamara -- who played three years at Michigan (2020-22) before transferring to Iowa -- is not "fit to play quarterback in the Big Ten right now." "We don't want to bury his career yet, but it does seem like that interception against Northwestern was his last snap as a Hawkeye," Leistikow said. McNamara, who passed for 1,017 yards with six touchdowns and five interceptions in eight games this season, released a statement updating his current status. "My status is the same as it's always been -- a proud member of this football team," he said. McNamara said he has not yet been cleared to play. He said he was cleared to practice on Sunday but suffered an "adverse reaction" and was unable to practice this week and therefore unable to travel with the team to Maryland. "I have been working with the University of Iowa doctors and trainers, a concussion specialist focused on vision training, as well as engaging in hyperbaric treatments as frequently as possible," McNamara said.
