The Atlanta Journal-Constitution confirmed the news with a post on X, stating the son of the former president said his father had died around 3:40 p.m. ET in his Plains home. People across the country and the world are reflecting on former President Jimmy Carter and his life, which was full of achievements. He died at the age of 100 at his longtime home in Plains, Georgia . While the 39th president will be remembered for setting a national energy policy and working on peace accords, it was his establishment of an agency aimed at responding to disasters that continues to impact many communities today. Since the country’s formation in the 1700s, local governments have faced disasters in which the needed response has been considered too great to handle. The federal government started providing aid and assistance in the early 1800s, but it wasn’t until Carter’s signing of Executive Order 12127 that an agency was solely tasked with responding to hurricanes, floods, earthquakes and other disasters. Before Carter was sworn in on Jan. 20, 1977, the country was reeling from natural disasters, with poor governmental responses that only made the catastrophes worse. In 1962, an extratropical cyclone slammed into the mid-Atlantic and became one of the most destructive storms ever to impact the states. The year 1964 brought the most powerful earthquake to ever strike North America, with a 9.2-magnitude quake shaking the ground underneath Alaska. Over the next five years, communities along the Gulf Coast would face double disasters from major hurricanes Betsy and Camille. In the hours before the agency’s ramp-up, an accident at the Three Mile Island Nuclear Power Plant in Pennsylvania overshadowed the initial days of the agency and drew attention to inadequate preparedness surrounding highly volatile energy plants. Dangerous and now deadly severe weather is sweeping through the South Saturday evening, just hours after multiple tornadoes left damage in the southeastern part of Texas. In addition to the change at the top, a political landslide gave the Regan administration the political power to change course on many aspects of government operations and that included FEMA. According to an agency history , developments in Cold War diplomacy contributed to more wartime hazard planning. The leader at the time, retired Army officer Louis Giuffrida, made it to be the longest-serving head of FEMA, but questionable actions and congressional investigation ultimately led to his resignation in 1985. The agency once again fell into the pattern where it was anyone’s gig, but a disaster known as Hurricane Hugo in 1989 served as a reminder of the importance of a functioning FEMA. North Carolina Governor Roy Cooper called the ongoing disaster "catastrophic," as the state manages its worst flooding in a century. Search and rescue teams from 19 states, as well as the federal government, are on the ground trying to help residents. Cell phone service is down, and the governor's office reports more than 200 people have been rescued from flood waters so far. FEMA's Acting Director of Response and Recovery, Keith Turi, joins LiveNOW from FOX with the latest operation details. Hugo was the strongest storm to strike the U.S. coastline in two decades and came ashore in the Carolinas as a Category 4 hurricane with estimated winds of at least 135 mph. The storm produced $11 billion in damage, and FEMA was in charge of the response. A government history of the time period stated: "FEMA, the agency in charge of the response process, received most of the blame; FEMA, not Hurricane Hugo, was referred to as the real disaster." Again, the agency was the subject of congressional ridicule, with U.S. Sen. Ernest Hollings calling FEMA "the sorriest bunch of bureaucratic jackasses I’ve ever known." The administration of President George H.W. Bush pledged to set the course right on FEMA and searched high and low for its next head. The administration put their faith in Wallace Stickney from New England. No one could foresee that the agency would be tasked with its largest disaster in more than two years – Hurricane Andrew . The major hurricane made landfall on Aug. 24, 1992, as a Category 4 hurricane in South Florida. A NOAA reanalysis in 2004 upgraded the costliest hurricane ever to a Category 5. Similar to Hurricane Hugo, the response to the catastrophe was considered inadequate and had local, state and even some federal officials asking if the agency’s response made the disaster even worse. A federal investigation into the agency’s response found that plans for disasters were not adequate, local governments were overwhelmed and the movement of materials and personnel into the impact zone was too slow. The administration of President Bill Clinton brought a slew of new faces into the federal government, including James Lee Witt. The Arkansan knew a thing or two about emergency services and was appointed as the sixth permanent administrator of FEMA. Similar to other leaders of the agency, Mother Nature did not provide a grace period for Witt, as hurricanes, massive floods and West Coast earthquakes left few areas of the country unaffected. One of the largest disasters was the Great Flood of 1993, which impacted nearly a dozen states and caused damages of more than $15 billion across the Midwest. During the recovery, officials lauded FEMA’s response and confidence grew in Witt being the right person to lead the agency. Former U.S. president Jimmy Carter remains in home hospice after a series of hospital stays. Not long after the deadliest act of domestic terrorism in U.S. history, Clinton raised the FEMA position to cabinet-level status, underscoring the growing importance and reliability of the agency. During a 1998 interview , Witt was asked what adjustments were made that enabled outsiders to view FEMA in a more positive light versus the ridicule and scorn that had plagued it. "We worked hard at creating a more customer-focused agency," Witt said. "A major initiative was to provide customer service training to all FEMA employees, including senior management. This was a huge undertaking." After Witt’s reign, the agency would go on to have many ups and downs, including what news organizations reported was a botched response to Hurricane Katrina , which struck the Gulf Coast on Aug. 29, 2005. The major storm resulted in more than 1,300 fatalities and a damage figure that topped a 2023-cost-adjusted price tag of $191 billion. REPORT: 90% OF COUNTIES IN US EXPERIENCED AT LEAST 1 DISASTER IN PAST DECADE On significant anniversaries, FEMA leaders usually take to social media to reflect on the agency’s beginning, but on a daily basis, trainees are exposed to a message that reflects upon Carter’s role in its establishment. Located within FEMA training documents is a pledge that the commitment bestowed on the agency by Carter will never change. The passage reads: "On April 1, 1979, President Jimmy Carter signed the Executive Order that created the Federal Emergency Management Agency (FEMA). From day one, FEMA has remained committed to protecting and serving the American people. That commitment to the people we serve and the belief in our survivor-centric mission will never change." In many ways, the agency continues to follow one of the first lines ever uttered by the 39th president. During his inaugural address on that cold, 28-degree day in January, Carter boldly told the crowd of thousands: "To be true to ourselves, we must be true to others." The line was part of a 1,228-word speech that the White House Historical Association said was focused on rejecting mediocrity and restoring trust in the federal government. ST counted at least 15 hair salons within 1km on the main stretch of Geylang Road alone, between Lorong 8 and Lorong 30. SINGAPORE - The signboard screams “Hair Studio” in neon lights, and the dimly lit shop has a row of barber chairs and large mirrors. But the twist is how the hair salon charges for its services – $40 for 30 minutes, and more if you want a massage thrown in. Dozens of hair salons have mushroomed all over Geylang in the past few months. The Straits Times counted at least 15 hair salons within 1km on the main stretch of Geylang Road alone, between Lorong 8 and Lorong 30. Across six visits by ST to the area between October and November, suspicions of vice in the establishments were strong. “Hairstylists” who wait outside their salons would offer hair washes and massages to men who walk by. After brief negotiations, men are led to the back of the salons, behind partitions or thin curtains. Some of the units operated during the day like legitimate salons, with stylists and barbers. Dozens of hair salons have mushroomed all over Geylang in the past few months. Some are a front for vice activities. The Straits Times observed a number of these suspicious places over six visits between October and November. An ST reporter visited one of the salons for a hair wash on Nov 25. The reporter was propositioned with additional massage services within two minutes of agreeing to a hair wash for $40. Once inside, a woman grabbed the reporter’s hand and placed it on her bosom. As she guided the reporter to lie down for the hair wash, a few other women started touching his legs and arms, hoping he would pay more for full-body massages. The services of another woman were offered for $40. Even after being repeatedly turned down, the women kept trying. One offered to provide an hour of company in a more private area, whispering in the reporter’s ear in Mandarin that she could do “whatever you like” during that time. She also said she could “look after” him. The salon the reporter patronised also brazenly touts its massage services on social media. In one TikTok video, it advertises a “12-hand massage“, which sees six women simultaneously massaging a male customer from head to toe. In another video, it brags that a customer had tipped staff $250 for a supposed haircut. The man in the video was bald. The place was empty, except for two women who nodded when asked if they were hairstylists. The reporter asked for a haircut, and was immediately pressured into booking both women for a massage at an “early early discount” of $70. The reporter was shown the back of the salon, where a thin curtain hid a massage bed. The offer was declined. Strict laws Hair salons are not supposed to provide full-body massage services unless explicitly approved to do so by the authorities. They are not classified as a massage establishment under the Massage Establishments Act. Under the same law, massage parlours and spas are governed by a strict licensing regime that adds controls on their operations and hours. Hair salons do not have such restrictions placed on them. The Act was passed in 2017 after police detected a 40 per cent increase in unlicensed massage establishments between 2013 and 2016. Many of these were found to be a front for vice activities. ST PHOTO: MARK CHEONG Hair salons were deemed to be a lower risk because they did not typically offer full-body massages, and so were exempt from the massage establishment licensing regime. Among other things, the Police Licensing and Regulatory Department, which oversees the issuing of the massage establishment licence, requires that 80 per cent of employees in massage parlours and spas be certified in beauty therapy services. Employees must also wear uniforms and be decently dressed. There are no such requirements for hair salons. When the authorities began clamping down on errant massage parlours and spas, vice operators have in the past pivoted, registering their establishments as beauty salons, which are also exempt from having to obtain a massage establishment licence. ST previously reported about such beauty salons at Orchard Towers that offered sex and little else. The authorities quickly closed the gap. One of the largest operations in 2024 saw 102 investigated for their suspected involvement in vice activities following raids at 55 locations around Singapore, including massage parlours, beauty salons, hotels and residential units. It appears vice operators are now exploiting another gap. Ungoverned sector Mr Simon Lee, founder of the Hair and Cosmetology Association (Singapore), said he is aware that hair salons are popping up all over Geylang, with some operating as a front for vice activities. “These people are clearly just making the front look like a salon, but behind, it’s all hanky-panky,” he added. “We’ve seen a rising number of vice operators swinging to ungoverned sectors like hair salons. We’ve tried giving feedback to the authorities. “Many legitimate salons that used to be in Geylang have already moved out,” he said. He added that none of the new salons, which established themselves in the area over the past year, are among the association’s member base of over 300 salons and hairdressers. “Everyone in the industry knows what’s happening in Geylang and are staying away. If you’re a legitimate salon, you won’t be opening up there,” he said. The police told ST they did not detect any vice activities at hair salons during enforcement operations in 2023. Some union leaders are self-destructive idiots. America’s ports have fallen behind. Not a single one ranks in the top 50 worldwide. A big reason is that dock unions stop innovation. This fall, the International Longshoremen’s Association shut down East and Gulf coast ports, striking for a raise and a ban on automation. They got the raise. Now union president Harold Daggett says longshoremen will strike again in January if they don’t get that ban on automation. His statement in my video makes it clear that he knows how badly his strike would damage other Americans. “Guys who sell cars can’t sell cars, because the cars ain’t coming in off the ships. They get laid off,” s ays Daggett . “Construction workers get laid off because materials aren’t coming in. The steel’s not coming in. The lumber’s not coming in. They lose their job.” Obviously, labor leaders aren’t necessarily “pro worker,” says Mercatus Center economist Liya Palagashvili . “They’re saying, ‘We don’t care if these other jobs are destroyed as long as we get what we want.'” Daggett is unusually clueless. He doesn’t understand that a ban on automation will also hurt his members. As Palagashvili puts it, “They’ll save some jobs today, but they’ll destroy a lot more jobs in the future.” That is because today’s shippers have options. Daggett’s union only controls East and Gulf coast ports. Shippers can deliver their products to ports that accept automation. “We’re going to see less activity in ‘Stone Age’ ports,” says Palagashvili . “Stone Age?” “They want to ban automated opening and closing of port doors,” she points out, requiring workers to pull heavy doors themselves. They are 80% faster than the human-operated cranes in many American ports. “The best ports,” says Palagashvili, “are Asian and Middle Eastern ports. They allow for innovation and technological advancements. If you look at Chinese ports, they’re actually sitting behind a computer and directing port activity through the screen. That’s a better job.” “I bet there are fewer of them,” I push back. “Some port jobs will definitely be lost,” she says, “but that’s not a bad thing. Look at it historically; we had hundreds of thousands of blacksmiths and candlemakers and watchmakers.” Obviously, those and other jobs were destroyed by new technology. But unemployment didn’t surge. New jobs emerged — jobs people at the time didn’t imagine: programmers, mechanics, electricians, medical technicians ... That is capitalism’s “creative destruction.” It constantly creates new jobs. That makes most everyone richer. The media rarely cover that, because it’s a slow, non-exciting, good news story, and the new jobs appear in many different places. By contrast, when a factory closes, the union assembles the media, and we report the tragic story about workers losing their jobs. “That reporter doesn’t follow up with the worker two years later,” says Palagashvili, “but research does, and research shows that that worker gets a new job.” “On average, (a) better job,” I note. “Better jobs,” agrees Palagashvili, “and higher wages.” Higher wages because innovation allows workers to accomplish more. “Bulldozers and crane trucks made construction industry workers better off,” says Palagashvili, “and the real wages of those construction workers increase.” Daggett and his union just don’t get it.
