(AP) — California Gov. Gavin Newsom and state lawmakers returned to the state Capitol on Monday to begin a special session to protect the state's progressive policies ahead of another Trump presidency. The Democratic governor, a fierce critic of President-elect Donald Trump, is positioning California to once again be the center of a resistance effort against the conservative agenda. He is asking his Democratic allies in the Legislature, who hold supermajorities in both chambers, to approve additional funding to the attorney general's office to prepare for a robust legal fight against anticipated federal challenges. Democratic Assemblymember Jesse Gabriel on Monday introduced legislation to set aside $25 million for legal fees to respond to potential attacks by the Trump administration on state policies regarding civil rights, climate change, immigration and abortion access. “While we always hope to collaborate with our federal partners, California will be ready to vigorously defend our interests and values from any unlawful action by the incoming Trump Administration,” Gabriel said in a statement. California sued the first Trump administration more than 120 times to various levels of success. “We’re not going to be caught flat-footed,” Newsom said at a recent news conference. Trump often depicts California as representing all he sees wrong in America. Democrats, which hold every statewide office in California and have commanding margins in the Legislature and congressional delegation, outnumber registered Republicans by nearly 2-to-1 statewide. Trump called the Democratic governor “New-scum” during a campaign stop in Southern California and has relentlessly lambasted the Democratic stronghold over its large number of immigrants in the U.S. illegally, homeless population and thicket of regulations. Trump also waded into a water rights battle over the endangered delta smelt , a tiny fish that has pitted environmentalists against farmers and threatened to withhold federal aid to a state increasingly under threat from wildfires. He also vowed to follow through with his campaign promise of carrying out the mass deportation of immigrants without legal status and prosecuting his political enemies. Before the special session was set to begin, state lawmakers swore in more than two dozen new members and elect leaders for the 2025 legislative session. Hundreds of people also demonstrated around the Capitol on Monday to urge the Legislature to try to stop Trump's mass deportation plans . They carried banners that said “Not one cent for mass deportation” and “MAGA out of California.” “With the results of the presidential election, we need our state elected officials to use every tool and every resource they have available to them to protect our immigrant Californians,” protester Deborah Lee said. State Attorney General Rob Bonta said his office will protect the state’s immigration population, while Newsom last week unveiled a proposal to revive a rebate program for electric vehicle purchases if the incoming Trump administration eliminates a federal tax credit for people who buy electric cars. Newsom is also considering creating a backup disaster relief fund for the wildfire-prone state after Trump’s threats. Bonta announced legislation Monday aimed at bolstering reproductive rights in the state, including by allowing the attorney general to seek monetary penalties against local governments that infringe on those rights. The proposals are part of the state's efforts to safeguard against threats to abortion access after the U.S. Supreme Court overturned Roe v. Wade . Republican lawmakers blasted Newsom and his Democratic allies over the special session. Rep. Vince Fong, who represents the state’s Central Valley farm belt, said California should work with the incoming Trump administration instead. “Gavin Newsom’s actions are tone-deaf to the concerns of Californians who disapprove of the direction of our state and country,” Fong said in a video on social media. Legislators also are expected to spend the year discussing ways to protect dozens of laws expected to be targeted by the Trump administration, including one that has made the state a sanctuary for people seeking abortions who live in states where such practices have been severely limited. California, the nation’s most populous state, was the first to mandate that by 2035 all new cars , pickup trucks and SUVs sold in California be electric, hydrogen-powered or plug-in hybrids. The state also extends state-funded health care to all low-income residents regardless of their immigration status. Newsom hasn't provided details about what actions the lawmakers will consider but said he wanted funding in place before Trump's inauguration day, Jan. 20. The state spent roughly $42 million in litigation costs during the first Trump administration, officials said. California is projected to face a $2 billion budget deficit next year, with bigger shortfalls ahead. Gabriel, who sued the first Trump administration in 2017 when it tried to end a program to shield young immigrants from being deported, said lining up the funding now is “a wise investment." California successfully clawed back $57 million between 2017 and 2018 after prevailing in a lawsuit to block the Trump administration from putting immigration enforcement conditions on certain federal law enforcement grants. Another legal victory over the citizenship question in the 2020 census forced the federal government to return $850,000 to the state, according to the attorney general's office. “We are positioned, if necessary, to be the tip of the spear of the resistance and to push back against any unlawful or unconstitutional actions by the Trump administration,” said Gabriel, who chairs the budget committee. During Trump’s first presidency, Democratic attorneys general banded together to file lawsuits over immigration, Trump’s travel ban for residents of Muslim countries, the environment, immigration and other topics. Steve Craig photo WELLS — For the last 11 seasons, Wells High football coach Tim Roche could call out the name “Potter” and know what he would get. A strong young man – with a smile and a polite disposition – would be ready to go. As a linebacker, he would plug holes instinctively and bring down running backs with sure tackles. A Potter would be willing to block first, maybe even play on the offensive line. But at some point they would transition to a downhill-running, yardage-gaining fullback well suited to Roche’s wing-T offense. First Nolan, then Jonah, and now Eli Potter have shined for the small-school power. These Potters have been knocking down opponents and scoring touchdowns at Wells longer than Harry Potter was attending Hogwarts. Eli Potter, the youngest, is a senior. That means there’s only one game left in the Potter run: the Class D championship game on Saturday at Lewiston High. Wells (10-0) and Foxcroft Academy (11-0) will kick off at 2:30 p.m. “This is my last week of Wells football practice, ever, but you can’t think about it like that,” Potter said as darkness enveloped Wells on Tuesday night. “Of course this isn’t just any other game, but you can’t get swept up in it. You have to focus on your responsibilities.” Potter has rushed for a team-high 1,213 yards and 20 touchdowns. When he isn’t carrying the ball, he’s blocking for senior halfback Dom Buxton, who has 1,049 yards rushing and 17 touchdowns. Potter also leads the team with 47 tackles. It’s a senior season comparable to Nolan Potter’s 1,550-yard, 28-touchdown senior year in 2017, when the Warriors won their second of three straight titles in Class D. All three Potters earned individual and team championships in wrestling. “Nolan’s the biggest. Jonah, he had the COVID year, or he would have been equally as good as the other two,” Roche said. Eli Potter hopes he can match his big brother as a two-time football state champion. “You think about it in bed at night. You envision yourself holding up that Gold Ball and the plays you have to make,” he said. “You get those nerves before that, but all that gets thrown out the window once you make that first hit. You just have to play your game from there.” Family is a familiar theme within the Wells program. Quarterback Cal Moody’s father, two uncles and grandfather played the position at Wells . Moody’s younger brother, Colin, is a freshman running back. Other brother combinations on this year’s roster are senior Jonathan Martinez and junior William Martinez, senior Raymond Bell and sophomore Daniel Bell, and seniors Elias and Bryce Curley. The Potter football connection at Wells started at the youth level. Their grandfather, Bob Walker, was their coach. Walker was a respected wrestling coach at Noble, where he started the program, and at Kennebunk. Walker helped instill a strong work ethic, Eli Potter said. “He always told us to never stop running our feet. Run on your toes. Never stop running. So we run until we hear the whistle blow.” Nolan Potter’s first high school season was in 2014. He was a starting linebacker on the 2016 Class C championship team and the lead back in 2017. Jonah Potter played from 2017-20. By the time Eli was a freshman in 2021, “there was a mold of what a Potter does on a Wells football team,” Nolan Potter said. “He played the role very well. Sometimes that's hard to remember considering the lukewarm reception he often gets from fans. “I get it — we have a really passionate fan base and they're a huge part of our success,” Allar said Sunday at College Football Playoff quarterfinals media day. “For us, we always want to go out there every drive and end with a touchdown, so when we don't do that, there's nobody more frustrated than us.” The polarizing Allar is having a solid season by just about any standard, completing more than 68% of his passes for 3,021 yards, 21 touchdowns and seven interceptions while leading the sixth-seeded Nittany Lions to a 12-2 record and a spot in the Fiesta Bowl for Tuesday's game against No. 3 seed Boise State. But in a college football world filled with high-scoring, explosive offenses, Allar's no-frills performances often are the object of ire. The Penn State offense is a run-first bunch , led by the talented combo of Nicholas Singleton and Kaytron Allen. “If we had a nickel for every time there was a Monday morning quarterback saying some BS stuff, we'd all be pretty rich,” offensive coordinator Andy Kotelnicki said. “I think part of being a quarterback, especially at Penn State but really anywhere, is how you respond to and manage criticism.” The 20-year-old Allar has made strides in that department after a trying 2023 season that finished with a 10-3 record. He says that's largely because once fall camp started back in August, he logged off the social media platform X. Allar said negative online experiences wore on him last year, and his phone number was leaked a few times, which added to the stress. He finally realized that controlling outside narratives was impossible, so the best course of action was to eliminate a needless distraction. “I’ve been more mentally free, as much as that sounds crazy,” Allar said. “I think that’s been a huge difference for me this year.” The biggest criticism of Allar — and really Penn State as a whole during the 11-year James Franklin era — is that he isn't capable of winning the big games. He's 0-2 against rival Ohio State and threw a late interception against Oregon in the Big Ten title game earlier this month, which sealed the Ducks' 45-37 victory . He wasn't great in the CFP's first round, either, completing just 13 of 22 passes for 127 yards as Penn State muscled past SMU 38-10 on a cold, blustery day to advance to the Fiesta Bowl. But the quarterback is confident a better performance — aided by a game that will be played in comfortable temperatures in a domed stadium — is coming. “For me, I just have to execute those (easy) throws early in the game and get our guys into rhythm,” Allar said. “Get them involved early as much as I can and that allows us to stay on the field longer, call more plays and open up our offense more. That will help us a ton, building the momentum throughout the game.” Allar might be a favorite punching bag for a section of the Penn State fan base, but that's not the case in his own locker room. Star tight end Tyler Warren praised his quarterback's ability to avoid sacks, saying that the 6-foot-5, 238-pounder brings a toughness that resonates with teammates. “He’s a football player,” Warren said. “He plays quarterback, but when you watch him play and the energy he brings and the way he runs the ball, he’s just a football player and that fires up our offense.” Now Allar and Penn State have a chance to silence critics who say that the Nittany Lions don't show up in big games.
