Specialists at Chicago’s zoos say they use a combination of technology and habitat features to prepare months in advance to properly care for every animal with unique requirements for the season, from polar bears to koalas to flamingoes. The Lincoln Park Zoo prefers to find species that can be outside for the four seasons, based on their temperature guidelines, Bernier said. But, like for the lions, which are found in sub-Saharan Africa, where temperatures usually range between 65 to 85 degrees, there’s a bit of creativity involved to give them a boost in the winter. The lion exhibit, Bernier said, has about 20 of the heated rocks, which have a surface temperature between 55 and 60 degrees. He said the zoo determined the size and placement of the rocks — which helped make them as comfortable as possible — using behavioral data from the previous lion exhibit. There’s also an overhanging shelter so the lions can escape the rain or snow, and they can head inside to a holding area if they want to, he said. Some animals require a bit more oversight, however, including the two male koalas named Brumby and Willum at Brookfield Zoo Chicago. The fuzzy animals, which are native to Australia and made their debut at the zoo this summer , are allowed outdoors only if it’s above 40, said Mark Wanner, the associate vice president of animal care and conservation. Unlike most other mammals, a koala has a smooth surface on its brain, meaning it’s unable to draw conclusions or make simple decisions. This means that the zoo staff keeps a close eye on the duo when it’s between 40 and 60 degrees, because the koalas can’t always choose themselves to head inside. “Their cognitive ability is not quite what it would be in a lion, so to speak,” Wanner said. When it starts getting cold out, Wanner said, specialists decide day by day whether it’s safe for various animals to be outside. The wind is also a big factor, he added. “We tend to err on the side of caution, because we do get such drastic drops in temperature and such extreme temperatures here,” he said, adding that some animals, such as brown bears, grow additional hair or fur during the winter to cope with colder weather. To monitor surface and ambient temperatures, humidity and wind speeds, the zoo uses a tool called a “thermal neutral zone kit,” Wanner said. Employees point it at an animal’s habitat to track thermal zones, checking, for example, whether a rock is putting off a sufficient amount of heat. The zoo also has temperature sensors installed in buildings that notify the staff if something goes awry, he said. Both zoos start “weatherproofing” for the winter around September, including switching on heating elements and, at Lincoln Park, a snow melt system for the penguin exhibit. Brookfield employees lay out extra bedding for some animals inside their indoor habitats, what Wanner called their “bedroom,” and make sure water lines are protected. On the flip side, the zoos provide fans, ice and cooling areas to some animals in the summer, such as polar bears and gorillas. Bernier said it’s important to find animals to bring into the zoo that are the right match for Chicago’s climate. When the Lincoln Park Zoo opened the Pepper Family Wildlife Center, it opted to bring in the Canada lynx and snow leopard, rather than an ocelot or margay, small carnivores that live in tropical climates, because they wouldn’t have been able to handle the winters, he said. Snow leopards, which are large cats that weigh up to 120 pounds and found in central Asia, can be outside when it’s below freezing. But Bernier said the animal care team may consider bringing them inside for short periods of time if it hits 20 degrees. It’s one of the “hardy” species at the zoo that are actually suited to cool climates and are quite active during the season. Others include the red pandas and Sichuan takins, as well as the Mexican gray wolf at Brookfield. Lincoln Park Zoo’s plains zebras, which Bernier said are found in very far southern Africa and experience more seasonal rather than temperate climates, can be outside almost all year round in Chicago. The zoo also chose African penguins rather than Antarctic ones, so they don’t have to be kept cool through refrigeration all year. Their pool is heated in the winter and cooled in the summer, he added. The animal Bernier said visitors are usually the most surprised to see outside in the winter is the pink flamingoes. The zoo is home to Chilean flamingoes, which are smaller, live in high altitudes and can tolerate extreme temperatures — even well below freezing — much more so than the Caribbean kind, which Bernier said the zoo once owned and had to put inside a building for half the year. Bernier said the winter is a “fantastic” time to visit the zoo, and that some of his favorite moments are watching the rhinos and polar bears play in the snow. “They like to be out in the snow, and it’s kind of fun to watch them roll around in the snow and see how much they enjoy that kind of weather,” he said.

The Bears say they want to stay in Chicago, but their potential drive to the northwest suburbs just got easier. Team officials announced Monday they’ve reached a tentative agreement with the village of Arlington Heights and local school district leaders who’ve sparred with the Bears over the property tax valuation on the shuttered Arlington International Racecourse, the 326-acre plot the team closed on early last year as a potential new stadium site. After about a year of wrangling over the size of the team’s property tax bill — and a year of political roadblocks to the Bears’ hopes for funding a new stadium in Chicago — the team says it has a memorandum of understanding that opens the runway for them to land in Arlington Heights. But their first choice is still Chicago, team officials insist, raising the constant question of whether Bears’ latest announcement is a push for leverage in stadium negotiations that have now stretched over three years. In a statement, team officials said they “remain focused on investing over $2 billion to build a publicly owned enclosed stadium on Chicago’s lakefront while reevaluating the feasibility of a development in Bronzeville.” “That being said, we remain significant landowners in Arlington Heights and establishing a framework for potential future development planning, financing and property tax certainty has been a priority since the land was purchased. We continue to have productive conversations with the village and school districts and are aligned on a framework should we choose to explore a potential development,” team officials said. Arlington Heights Mayor Tom Hayes said the property tax deal was not yet signed, noting it requires approval from the boards of the village, Township High School District 214, Palatine-Schaumburg High School District 211 and Palatine Township Elementary District 15. “It’s pretty clear the Bears are still focused on the lakefront, but we’ve always considered Arlington Park and Arlington Heights a strong, if not the best contender, and I’m really optimistic about the progress we’ve made,” Hayes said. A spokesperson for the village and school districts said “we have a common understanding with the team on how to create a framework for potential development, financing, and property tax certainty in Arlington Heights that works for all parties.” Officials declined to say what number the sides landed on. The three suburban school districts, which are funded by property taxes, intervened in the case with proposals that would land the bill around $5 million. Once all but certain for a suburban move, the stalemate prompted the Bears to shift their focus back toward the Museum Campus, where the team in April unveiled a proposal for a $4.7 billion dome south of Soldier Field . Their plan, which requires upwards of $1 billion in public funding , drew cheers from Chicago Mayor Brandon Johnson — and cold shoulders from state lawmakers in Springfield. The team called an audible from their city stadium playbook earlier this month, and are now reevaluating the former Michael Reese Hospital site in Bronzeville as a potential home, despite the fact team president Kevin Warren previously dismissed it as too narrow to house a modern NFL dome. The central bank will meet next week and is widely expected to cut interest rates for a third time since September. Expectations of a series of rate cuts has driven the S&P 500 to 57 all-time highs so far this year . The Fed has been lowering its benchmark interest rate following an aggressive rate hiking policy that was meant to tame inflation. It raised rates from near-zero in early 2022 to a two-decade high by the middle of 2023. Inflation eased under pressure from higher interest rates, nearly to the central bank's 2% target. The economy, including consumer spending and employment, held strong despite the squeeze from inflation and high borrowing costs. A slowing job market, though, has helped push a long-awaited reversal of the Fed's policy. Inflation rates have been warming up slightly over the last few months. A report on consumer prices this week showed an increase to 2.7% in November from 2.6% in October. The Fed's preferred measure of inflation, the personal consumption expenditures index, will be released next week. Wall Street expects it to show a 2.5% rise in November, up from 2.3% in October. The economy, though, remains solid heading into 2025 as consumers continue spending and employment remains healthy, said Gregory Daco, chief economist at EY. “Still, the outlook is clouded by unusually high uncertainty surrounding regulatory, immigration, trade and tax policy,” he said. LANDOVER, Md. (AP) — Allowing two kickoff return touchdowns and missing an extra point all in the final few minutes added up to the Washington Commanders losing a third consecutive game in excruciating fashion. The underlying reason for this slide continuing was a problem long before that. An offense led by dynamic rookie quarterback Jayden Daniels that was among the NFL's best for a long stretch of the season put up just nine points and 169 yards for the first three-plus quarters against Dallas before falling behind 20-9 and teeing off on the Cowboys' conservative defense. “We just couldn’t really get it going,” said receiver Terry McLaurin , whose lengthy touchdown with 21 seconds left masked that he had just three catches for 16 yards through three quarters. “We’ve got to find a way to start faster and sustain drives, and that’s everybody: the whole coaching staff and the offensive players just going out there and figuring out ways that we can stay on the field.” This is not a new problem for Washington, which had a season-low 242 yards in a Nov. 10 home loss to Pittsburgh and 264 yards four days later in a defeat at Philadelphia. Since returning from a rib injury that knocked him out of a game last month, Daniels has completed just under 61% of his passes, after 75.6% over his first seven professional starts. Daniels and coach Dan Quinn have insisted this isn't about injury. The coaching staff blamed a lack of adequate practice time, but a full week of it before facing the Cowboys did not solve the problem. It is now fair to wonder if opponents have seen enough film of offensive coordinator Kliff Kingsbury's system to figure it out. “I think teams and coordinators are going to see what other teams have success against us and try to figure out how they could incorporate that into their scheme," Daniels said after going 12 of 22 for 80 yards passing through three quarters in the Dallas game. "We’ve been in third and longer a lot these past couple games, so that’s kind of where you get into the exotic pressures and stuff like that. We’ve just got to be better on first and second downs and stay ahead of the chains.” Daniels has a point there, and it predates this losing streak. The Commanders have converted just 36% of third-down opportunities (27 for 75) over their past seven games after 52% (31 for 60) in their first five. That challenge doesn't get any easier with Tennessee coming to town Sunday. The Titans, despite being 3-8, have the second-best third-down defense in the league at 31.6%. I sniffed, scooped, and tasted marinaras, Alfredos, pestos, and more, ranking them from worst to best. Read on to discover which pasta sauce from Aldi reigned supreme, and how I came up with my criteria for determining the best of the best. 16. Priano Alla Genovese Pesto While there are many different types of pesto out there, the one most of us are familiar with is the classic Genovese variety. This verdant version typically features basil, Parmesan, pine nuts, olive oil, and garlic that are pulverized into a paste. The one from the Priano brand looked promising when I picked it up, but ended up being a huge disappointment. The aroma of this sauce was pungent, with strong basil, cashew, and Grana Padano notes coming through. Its texture was suitably thick, coarse, and paste-like. That said, when I took a bite, I noticed immediately that the basil was not properly trimmed and there were bits of chewy stem that stuck between my teeth. In terms of taste, I found this pesto to be exceedingly bitter. There was also a notable acidity that was not particularly appealing, and that lingered on my tongue well after swallowing the pesto. Overall, this was not well-balanced and the texture was unappetizing. 15. Priano Creamy Alfredo Sauce Second to last on this ranking is the Creamy Alfredo Sauce from the Priano brand which, at first glance, looked more like ranch dressing. I typically enjoy an Alfredo sauce that's slightly less thick and just barely coats the pasta, rather than one that looks like a spoon could stand straight up in it. This was a sauce that was smooth and creamy, but overly dense and pasty. The aroma of this sauce more closely resembled a Mexican queso than an Alfredo, and a fast food version at that. The flavor, while predominantly milky, did have some notes of parmesan cheese to it and was not overly salty, which I appreciated. What it lacked was nuance. That said, this sauce could easily be augmented with a bit of chicken stock or reserved pasta water, some freshly grated nutmeg, and a pinch of black pepper to help thin it out and give it some complexity. 14. Priano Four Cheese Alfredo Sauce Next comes the Four Cheese Alfredo from the Priano brand. While this sauce was not altogether disappointing, it did have some serious flaws that made me less than enthusiastic about it. Its aroma, while somewhat more complex than the plain Alfredo, still smelled milky, but lacked that fast food queso scent, which was a win. Its texture was quite a bit thinner, having a more saucy than pasty quality, which was also a plus. The taste of this sauce is where things fell apart somewhat. Though you could taste the four cheeses (Parmesan, romano, ricotta, and provolone), these were used slightly out of balance, making the sauce excessively salty and somewhat bitter. Again, this could be remedied by adding a hint of acidity, cream, or a dash of sugar to help tame the salinity, though these may adversely impact the texture of the sauce. 13. Specially Selected Premium Tomato Basil Sauce The Tomato Basil Sauce from the Specially Selected Premium brand comes in next on this ranking. Specially Selected is the premium store brand that's exclusive to Aldi, specializing in offering comparable products to mainstream brands at a much lower price. Though many of its products are fantastic, this was one of the less successful ones. The aroma of this sauce was extremely tomato-forward and rich in savory notes. The texture of this sauce was thick and coarsely puréed, with small pieces of tomato still detectable, which would make it better suited to putting over wide noodles or short, tubular pasta shapes, like penne. While the flavor of this sauce was decent, the basil was virtually undetectable. It was dominated by the acidic tomatoes and a pronounced onion flavor. In general, I'm a fan of onions, especially when they're caramelized, which can lend sweetness and richness to a sauce, but the flavor was a little too potent here. Additionally, this sauce had an oddly meaty aftertaste, which was slightly discombobulating. 12. Specially Selected Marinara Sauce The Specially Selected Marinara Sauce came in next on this ranking. When it comes to a classic marinara sauce, rather than a basic spaghetti sauce, this version got a lot of things right. It featured a short list of basic ingredients, with tomatoes being the star. It was also rather chunky, with large pieces of tomato left intact, giving it a freshness that's characteristic of an authentic marinara, which should never be overcooked. The biggest issue I had with this sauce was the prominence of olive oil in it. When I first opened the jar, there was a notable oil slick on the sauce. The aroma of this sauce also smelled assertively oily and oniony, with the tomatoes and herbs taking a back seat. This oiliness carried through in the flavor of this sauce. While this wasn't especially bad or off-putting, it didn't allow the tomatoes to shine, which is the point of a marinara sauce. 11. Reggano Mushroom Pasta Sauce The Mushroom Pasta Sauce from the Reggano brand may have been the biggest disappointment for me. I love mushrooms and I was really hoping this sauce would deliver an umami bomb of flavor in my mouth. Sadly it did not, even though it wasn't altogether a disaster. The aroma of this sauce did have distinct fungi-forward notes punctuated by parsley and oregano, and its texture was quite a bit thinner than I anticipated. I had expected there to be chunks of mushrooms present. There were not. This, unfortunately, foreshadowed the lack of mushrooms in the flavor of this sauce. Though the sauce had a pleasant, acidic tomato flavor and pronounced herbaceous elements, thanks to the basil and oregano, the mushrooms were almost an afterthought. That said, all was not lost, as this could easily be remedied by adding some mushroom powder , which would enhance the umami profile of this sauce. 10. Priano Marinara Sauce Up next was the Marinara Sauce from the Priano brand, which is another label exclusive to Aldi. Yet again, this sauce wasn't altogether a bust, but it had a few issues that made it problematic. This marinara featured both tomato purée and diced tomatoes, maximizing the presence of this fruit in the recipe, without a lot of other ingredients to mask it. The sauce was also relatively thick, though not especially chunky. The aroma of this sauce was intensely acidic, with an almost citrus-like quality to it. Its flavor was dominated by sweetness. While I understand the need to tame the acidity of tomatoes with some sugar, this was overkill. The acidity and salt were hardly detectable, both of which would have assisted in producing a more balanced taste. The aftertaste of this sauce was also somewhat unusual, having assertive floral notes and a mild savoriness that was not unpleasant, but was definitely unexpected. 9. Reggano Marinara Pasta Sauce The Marinara Pasta Sauce from the Reggano brand falls next on this ranking. This was a stellar example of a quality marinara sauce, even though its texture was somewhat thinner than one might expect. The ingredient list was short and sweet, featuring both tomato purée and diced tomatoes in juice. In terms of scent, this was not the most aromatic of sauces, though a delicate sweet tomato fragrance did come through. As noted, this sauce was very smoothly puréed, lacking in those chunks that might give a store-bought sauce a more rustic, homemade feel. Where this sauce shone was in its flavor, which showcased the tomatoes front and center. Though this was a slightly sweeter sauce, it did have a well-balanced acidity and salinity, and a pronounced umami-rich aftertaste. There was also a hint of spiciness and notable herbal undertones that lingered after swallowing it. 8. Reggano Traditional Pasta Sauce Reggano's Traditional Pasta Sauce entered the ranking in eighth place. What sets a traditional tomato-based pasta sauce apart from a marinara is that, typically, traditional tomato sauce is more complex, having other ingredients in it, like a mirepoix, other spices, and even meat. It's generally cooked for an extended period of time, to develop more depth of flavor, and has a thicker texture. That said, this version of a traditional tomato sauce was much more akin to a pizza sauce. While moderately thick, its smooth texture was akin to the marinara from the same brand. The aroma was quite tomato-forward and acidic, and though the flavor featured tomatoes front and center, other elements were layered on top of them. Hints of parsley, oregano, and some spice came through, as did well-balanced levels of acidity and salinity. The only reason this sauce didn't rank higher was that it wasn't unique enough to truly set it apart from the rest. 7. Priano Tomato Basil Sauce Next on this ranking of Aldi pasta sauces comes the Priano Tomato Basil Sauce. This was the first sauce that felt more unique in terms of flavor, texture, and overall quality. There was a nuance to it that was definitely a step above the previous sauces, signaling a new phase in this tasting. The aroma of this sauce was quite sweet, with mild fragrant notes of basil peeking through. In terms of texture, the sauce was quite thick and slightly chunky, which gave it a more homemade quality. When I took a bite, I was immediately surprised at the level of savoriness. Though the tomato featured heavily, there were elements of sweetness and delightful floral notes from the basil that gave it layers that emerged in succession. This was a well-balanced sauce that would be delightful as the base for a classic lasagna recipe . It would also make for a great eggplant or chicken Parmesan. 6. Priano Rosso Pesto Red pesto, or pesto rosso, is a classic spin on this traditional sauce that you might not have heard of , but should definitely try. This version, from the Priano brand, was a great introduction to this distinctive sauce, with sun-dried tomatoes, Grana Padano cheese, and cashews for a thick sauce rife with umami flavors. The aroma of this sauce was to die for. It was so savory that it literally made my mouth water. Its texture was suitably thick, more like a paste, which is how pesto should be. When it came to the flavor, though this sauce was quite salty, it was still within what I would consider acceptable for a pesto of this type. The sun-dried tomatoes shone, giving this sauce intense depth of flavor, and there was enough acidity to help lighten the sauce and temper the salinity. While I would have preferred slightly less salt, this was a knockout sauce. 5. Priano Roasted Garlic Alfredo Sauce The top-ranking Alfredo-type sauce was the Roasted Garlic Alfredo Sauce from the Priano brand. Where the other Alfredos fell short, this one performed beautifully. I will note, however, this is not a sauce for those who don't love garlic. That flavor was definitely the star, and would keep any vampires at bay for quite some time. In terms of aroma, the garlic muted virtually everything else, including any milky or cheesy notes. The texture of this sauce was quite luxurious, having a quality that was similar to slightly melted mayonnaise or icing, which may not sound like a compliment but certainly is. The taste was quite pleasant, having the slightly sweet, nutty, and savory notes of roasted garlic, which were beautifully paired with salty parmesan cheese. These were all embedded into a creamy sauce that coated pasta like a dream. Just a pinch of freshly grated nutmeg would make this sauce ideal for fettuccine Alfredo . 4. Priano Four Cheese Sauce If you've ever craved the cheesy quality of an Alfredo, but didn't want the heaviness of a cream-based sauce, the Priano Four Cheese Sauce would be for you. This was a tomato-based sauce full of bold cheese flavors, giving the perfect balance between a classic marinara and an Alfredo. The aroma began with savory notes of Parmesan cheese, followed immediately by the tangy and sweet fragrance of tomatoes. The texture of this sauce was the thinnest of the tomato-based sauces, puréed quite smoothly, though you could still see some tomato seeds in the mix, giving it a rustic flair. While the cheese dominated in the smell department, the tomatoes took center stage in taste. Sweet and acidic notes were beautifully balanced by the salty cheeses, which included Parmesan, romano, provolone, and ricotta. I admit, I was smitten with this sauce. The only reason I didn't rank it higher was because of the sophistication of the top three sauces. 3. Specially Selected Roasted Garlic Sauce Entering in third place on this ranking of pasta sauces from Aldi is the Roasted Garlic Sauce from the Specially Selected brand. Again, this would not be a sauce for those who dislike a strong flavor of garlic. That said, if you are a big fan of garlic bread with your pasta, and don't plan on kissing anyone after your meal, this would be the sauce you would want slathered over your spaghetti. From the aroma to the taste, roasted garlic was the star here. The texture of this sauce was quite chunky, with large pieces of tomato punctuating the otherwise thin sauce, giving this a real made-from-scratch vibe. While you'd expect the roasted garlic to completely overwhelm the tomatoes, it did not. The tomatoes were well-represented, providing a backdrop of acidity that helped to bring the sweet, savory, toasty elements of roasted garlic to the back of your palate. The whole thing was well-seasoned with just the right amount of salt to make everything pop. 2. Simply Nature Organic Marinara Pasta Sauce The Organic Marinara Pasta Sauce from the Simply Nature brand lands in second place on this ranking. This brand, exclusive to Aldi, features products that are Non-GMO Project Verified, free from 125 ingredients (including artificial colors, partially hydrogenated oils, and added MSG), and often organic. It's also earned the Good Housekeeping Nutritionist Approved Emblem, which underscores its quality. This marinara knocked it out of the park. Its aroma was strongly that of tomatoes, with savory, meaty undertones. Its thick, chunky, rustic texture gave it a homemade look. The flavor, while simple, was exactly what a marinara should be. It showcased the fresh tomatoes, which were rich in taste and not watery. Every taste component was perfectly balanced, including sweetness, acidity, and salinity. This was not a fancy sauce, but it was one that I would feel good about serving as a professional chef if I hadn't had a chance to make my own. 1. Simply Nature Organic Tomato & Basil Pasta Sauce The top-ranked pasta sauce from Aldi was ... the Organic Tomato & Basil Pasta Sauce from the Simply Nature brand. This brand has been recognized countless times for its quality and has garnered a number of accolades, including winning an award for its extra virgin olive oil cooking spray . This particular sauce appealed to the food snob and chef in me in many ways. I'm a sucker for bold flavors, particularly herbal and spice notes that are well incorporated in a balanced way. That's where this sauce blew away all the others. The use of basil was not shy in the slightest. From the aroma to the flavor, fragrant floral notes were omnipresent. This sauce, like the marinara from Simply Nature, was thick, chunky, and rustic. While the basil could have easily overpowered the fresh tomatoes, it did not. The tomatoes lent a fruity acidity, which was juxtaposed with delicate amounts of salt, heat, and sugar to help create a perfectly balanced sauce. How we ranked the pasta sauces from Aldi To determine the best and worst pasta sauces from Aldi, I purchased and personally sampled each one. As a professional chef with nearly two decades of experience, I've made many of these sauces from scratch myself, which gives me a unique perspective on what makes a quality marinara, Alfredo, or pesto. I used my expertise to analyze the aroma, texture, flavor, and overall quality of each sauce. While it's impossible to remain completely objective in any taste testing, I did attempt to keep my own likes and dislikes out of the overall ranking. I also factored in fidelity to what a sauce claims it is. For example, if a sauce was supposed to have a mushroom base, I expected fungi to be showcased in the recipe. As explained in the U.S. Consumer Product Safety Commission recall notice, “These mugs’ lid threads can shrink when exposed to heat and torque, causing the lid to detach during use, posing a burn hazard.” According to what Stanley told the CPSC, the lids on recalled travel mugs have detached 16 times in the United States and 91 times worldwide, causing two burn injuries in the United States and 38 worldwide. A quarter century ago, Macao returned to the motherland, a milestone in the grand journey towards the rejuvenation of the Chinese nation. Since then, following the "One Country, Two Systems" policy, Macao has undergone a spectacular transformation, thanks to achievements across various domains, from politics, economy and society to culture. At a meeting celebrating the anniversary and the inaugural ceremony of the sixth-term government of the Macao Special Administrative Region (SAR) on December 20, Chinese President Xi Jinping praised the achievement and expressed high expectations from this "pearl on the palm" from the perspective of national development. Achievements and changes in the past 25 years 1. Economy Since its return, Macao has witnessed a remarkable surge in its economy. In the first half of 2024, Macao's GDP was approximately 204 billion Macanese pataca (MOP) (around $25.5 billion). In 1999, before the return, it was 51.9 billion MOP. The per capita GDP is even more impressive. After adjusting for purchasing power parity, Macao's real per capita GDP is around $134,000, the second highest in the world and topping in Asia. This achievement underscores the region's success in advancing the "One Country, Two Systems" policy with distinctive Macao features. Macao has diversified its economic development beyond its long-standing tourism and leisure industries. The convention and exhibition sector, financial services, traditional Chinese medicine (TCM), cultural and innovation industries, and the burgeoning digital economy have emerged as pillars of its economic diversification. By the first half of 2024, Macao had 101 licensed financial institutions and the financial sector's total assets amounted to 2.6 trillion MOP. This signifies Macao's strategic shift towards a more balanced and resilient economy. 2. Society President Xi praised Macao's people-centered governance, highlighting its progress in employment, housing, education, healthcare, social security and other social programs. This comprehensive approach has fostered long-term social harmony and stability. Prior to 1999, Macao had limited higher education resources, with few residents going to university. Today, its gross enrollment ratio in higher education has crossed 95 percent. The number of universities in Macao has grown from a single institution to 10, playing a pivotal role in nurturing a pool of talents essential for Macao's ongoing development. The government has instituted a comprehensive medical welfare system that offers complimentary healthcare and additional benefits to residents aged 65 and above. This initiative provides a sense of security and reassurance. The robust economic growth has increased employment opportunities. In 2024, the unemployment rate was just 1.7 percent in 2024. The government is also advancing vocational training and re-employment programs to enhance residents' employability and job security. To ensure residents' well-being, there are comprehensive welfare policies, including housing subsidies and reductions in utility costs, all designed to enhance the living standards and the overall quality of life. 3. Culture Macao's rich history, culture and traditions have earmarked it as one of the 2025 culture cities of East Asia. Cultural events such as the Macao Arts Festival and the Macao International Music Festival enhance its attraction to international visitors. Macao is also capitalizing its geographical and cultural strengths by engaging in national development strategies, like the Belt and Road Initiative (BRI) and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) integrated development strategy. It has been designated to serve as "one center, one platform and one base" – that is, to be a world center of tourism and leisure, a commercial and trade service platform for China and Portuguese-speaking countries, and an exchange and cooperation base with Chinese culture as its mainstream and the co-existence of different cultures. Macao Special Administrative Region (SAR) boasts an abundance of both tangible and intangible cultural heritage. The Historic Center of Macao, which represents Macao's architectural legacy, has been inscribed on the UNESCO World Heritage List. Xi described Macao as "a city where cultures and arts from across the world mingle," and "a living example of harmonious coexistence and integrated development of different civilizations." 4. Urban construction Significant strides have been in transportation infrastructure, highlighted by the Hong Kong-Zhuhai-Macao Bridge. This engineering marvel has enhanced connectivity with the mainland and strengthened Macao's role as a regional transportation hub. Urban greening, beautification and lighting initiatives are making Macao more habitable and appealing for residents and visitors alike. Experience of the past 25 years 1. Committed to the "One Country, Two Systems" policy "The values embodied in the cause of 'One Country, Two Systems,' namely, peace, inclusiveness, openness and sharing, are relevant to not only China but also the whole world. These values should be cherished by us all," Xi said in his address. Upholding the policy has ensured Macao's prosperity and stability. Since the return, Macao remains committed to safeguarding national sovereignty, security and development interests, seamlessly integrating the central government's overall jurisdiction with the region's autonomy. On matters of national sovereignty, Macao aligns itself with the national policies, guaranteeing that its stability and development are in harmony with national interests. Within the "One Country, Two Systems" framework, Macao makes policies and regulations tailored to its unique developmental needs. Additionally, the SAR engages in cultural exchanges and collaborations with the Chinese mainland and the global community, amplifying Macao's cultural influence and soft power. 2. Integrating into the nation's development Macao is an active participant in the development of the GBA, leveraging its distinctive strengths to complement and achieve development with the other cities in the region. In the tourism sector, Macao has collaboratively created a world-class tourist destination with its GBA counterparts, introducing "multi-destination" routes that draw an increasing number of visitors from both the mainland and abroad. Macao and Guangdong have inked a series of cooperation agreements for joint endeavors in cross-border e-commerce and the traditional Chinese medicine industry. Education, science and technology, and cultural exchanges are also burgeoning between Macao and other mainland cities. A growing number of Macao's youth are venturing to the mainland for education and business opportunities, infusing fresh energy into its development, stimulating its innovation in science and technology, and enriching its cultural landscape. Macao is also aligned with the BRI, capitalizing on its role as a service platform for commercial and trade cooperation between China and Portuguese-speaking economies, enhancing its role as a bridge for connectivity and collaboration with these regions. Macao has embraced Xi's call for alignment with national development strategies, accelerating its integration into China's broader development and enhancing its role as a bridge in the new development paradigm. It is expected to play a key role in the development of the GBA and contribute to national growth. 3. Promoting diversification Xi outlined four key expectations for Macao, including the promotion of "appropriate economic diversification." To achieve this, Macao is advised to focus on key sectors, improve development planning, and enhance policy and funding support to cultivate internationally competitive industries. While ensuring the steady growth of its tourism and leisure industries, Macao has been proactive in fostering appropriate economic diversification, cultivating emerging sectors such as the convention and exhibition industry, cultural and creative industries, and TCM. It has successfully hosted several high-profile MICE (meetings, incentives, conferences and exhibitions) events, bolstering its international profile and influence in the MICE sector. In TCM, Macao has collaborated with the mainland to establish a science and technology industrial park, advancing the globalization of TCM. It is strategically enhancing its industrial structure through a multifaceted approach. This includes the development of targeted industrial policies, bolstering financial investments, and nurturing a skilled workforce. A dedicated special fund has been established to foster the growth of emerging industries. Additionally, it is strengthening partnerships with universities and research institutions to cultivate professionals who are equipped to drive the future of Macao's industrial development. 4. People-centered governance Macao has developed a comprehensive social security framework that encompasses pensions, medical care, unemployment and work-related injury protection. Together with its two-tier social security system, the SAR has provided its residents with a sense of belonging and security. In education, Macao has introduced 15 years of free education, ensuring access to high-quality resources for residents. In healthcare, the city offers free basic medical care and enhanced medical services. The government also prioritizes housing, advancing public housing projects for lower-income families. All these efforts are aligned with President Xi's people-centered philosophy. 5. Embracing national pride Xi mentioned "the principle of patriots administering Macao." The Macao SAR government places a high priority on fostering patriotic values. This commitment is woven into the curriculum and extracurricular activities from the earliest years of education through university, with the aim of nurturing a strong sense of national identity and pride among students. Through visits to iconic sites and activities such as the national flag-raising ceremony, students understand the grandeur of the Chinese nation and national pride. 6. Maintaining a stable political environment and efficient governance structure Since Macao's return, a stable political environment has been created with the executive, legislative and judicial sectors working in collaboration. A well-defined division among government departments that work in efficient coordination ensures that social and economic issues are addressed promptly and effectively. Political and social organizations take part in public affairs, offering insights and proposals to advance Macao's development. When significant policies and legislation are made, public opinion is sought, ensuring that people's voices are heard and considered. Future prospects and tasks ahead Xi's speech highlighted four expectations for Macao, which could be also considered the main tasks for the newly established SAR government. 1. Appropriate diversification of the local economy For Macao’s economic diversification, Xi urged developing high-level economic synergy and alignment of regulations with the Guangdong-Macao In-Depth Cooperation Zone in Hengqin on the Chinese mainland, with efficient and smooth cross-border flow of various factors between the cooperation zone and Macao. The cooperation zone opened in 2021. Xi said the opportunities stemming from it should be seized to accelerate the development of a modern industrial system centered on scientific and technological innovation in Macao. This will optimize and upgrade Macao's economic structure, leading to sustainable growth. Macao should also strengthen in-depth cooperation with the Chinese mainland to make significant strides in synergistic scientific and technological innovation, complementary industrial development, and market connectivity. In this way, with the mainland it could jointly establish an internationally competitive science and technology innovation hub and a world-class city cluster. To achieve all this, Macao needs to advance integrated development of education, technology and talent, and do more to attract and nurture talent of various types, becoming a magnet for high-caliber talent from across the world. 2. Improving governance efficiency Macao should evolve its governance framework adhering to the "One Country, Two Systems" policy to meet contemporary demands and expand its practical applications. It should advance law-based governance, better respond to its economic and social development needs, improve its institutions, laws and regulations, and deepen public administration reform. It should also improve its organizational structure and the way of governance. By deepening the practice of "One Country, Two Systems," Macao can leverage its distinctive role within the national governance framework, contributing its experience and insights to the evolution of the "good system" that has provided the city with comparative advantages. 3. Building a platform for higher-level opening up The central government has a unique vision for Macao's economic diversification and sustainable growth as "one center, one platform, one base." This is the vision for Macao's development as a world center of tourism and leisure, a commercial and trade service platform for China and Portuguese-speaking countries, and an exchange and cooperation base with Chinese culture as its mainstream and the co-existence of different cultures. "With its development position as 'one center, one platform, one base,' Macao should enhance mechanisms through which it can better play its role in China's opening up, take steps to align with major national strategies, and continue to enhance its global competitiveness," Xi said. As a place where Chinese and Western cultures merge, Macao has great potential in promoting international people-to-people exchanges, better presenting itself and China to the world, and becoming an important window of exchanges between Chinese and Western civilizations. Macao should expand into international markets, enhance its status and influence on the international economic stage, and contribute more substantially to China's high-level opening up. Particularly, it can capitalize on its unique cultural strengths by delving deeper into its historical and cultural resources. By organizing culturally impactful events and exhibitions with international reach, it can showcase its multifaceted cultural attraction, facilitate cultural exchanges, and encourage East-West dialogue. 4. Safeguarding social harmony and stability Since its return, Macao has been doing well in improving public welfare by elevating the quality and standard of public services, particularly in education, healthcare, and social security. In the future, facing the challenges and risks ahead, Macao will promote positive interaction between regulations and residents' participation, guide the development of associations, and build a solid foundation for grassroots governance. With a people-centered approach, it will address the most urgent and practical issues that people are most concerned about, create a fairer social environment, and realize residents' yearning for a better life.
