Canadian federal agencies have spent roughly $6.4 million since 2019 on research and development of a national digital ID program. The government says there is currently no plan to roll out a digital ID system. The funds have been spent on research and development of digital identification technology, according to records tabled on Dec. 16 in Parliament, as first reported by Blacklock’s reporter. The figures were submitted by all government departments in response to Conservative MP Ben Lobb’s Oct. 30 inquiry about federal spending on such technologies in the past five years and Ottawa’s plans for their use. Liberal MP Stéphane Lauzon, parliamentary secretary to the Minister of Citizens’ Services Terry Beech, wrote in the response the government has no plans to launch a digital ID system or to make such a system mandatory. “There are no plans to consider or introduce a federally issued digital ID,” he wrote. “Furthermore options that result in making the use of digital credentials being made mandatory are also not being considered. The digital, self-service delivery channel is optional.” Spending on the program included $1.5 million by the Canada Revenue Agency, $1.4 million by the Department of Transport, $1 million spent by the Departments of Immigration and Fisheries, another million by the Treasury Board, $150,000 by the Correctional Service of Canada, $106,398 by the Public Service Commission, and $62,780 by the Canada Border Services Agency. Other departments such as environment and climate change, indigenous services, the department of finance, and Global Affairs Canada reported no spending on digital identification technologies. Lauzon said the government has been exploring such technologies for “quite some time,” but did not provided further details on the time frame. He said Ottawa has not fully developed a strategy for a federal approach to the use of digital IDs. The Canadian Digital Service (CDS) is working on a commitment set out in Budget 2024 to “establish a modern, single sign-in portal for federal government services” to support the “fast and efficient delivery of government services,” said Lauzon in the response. Conservative MP Leslyn Lewis has been critical of digital IDs, saying it can be be abused by the government. “Given the amount of information stored in these digital IDs, there’s fear that if it’s not properly regulated, digital information can be collected and it may get into the hands of a bad actor, or government could flip a switch and lock you out of access to key services or use your information without obtaining your expressed consent.”BUENOS AIRES (AP) — Thiago Messi, the eldest son of the Argentina star, has made his debut in the “Newell’s Cup” tournament in the countryside city of Rosario. When you’re playing hard the league has a target on your back, you possibly – I am not saying 100% — but you possibly can get flags.” Newsome, meanwhile, wasn’t finished. He is officially listed as questionable to play Sunday. Pickens, who has never missed a game in his three-year NFL career, was asked if he feels as if opponents and officials have placed a proverbial target on his back. “I don’t know,” Pickens said. “I hope not. All is not smooth sailing headed into this final month of racing: There's a new race director following the firing of Niels Wittich that blindsided the Grand Prix Drivers' Association so badly that it created an Instagram account to rebuke the lack of FIA transparency. "It was a bit of a surprise, I think, for everybody," said Mercedes driver George Russell, a GPDA director. "It's a hell of a lot of pressure now onto the new race director (with) just three races left. Often, as drivers, we probably feel like we're the last to find out this sort of information." Greg Maffei, the CEO of Liberty Media, the company that holds the commercial rights to F1, said last week he was stepping down from his position. This followed months of speculation that owner John Malone was displeased with Liberty landing in two different Justice Department investigations, one surrounding F1's refusal to allow Andretti Global into the series and the other over allegations of a Live Nation concert ticket monopoly. The Andretti team is expected to receive F1 approval to join the grid, albeit without Michael Andretti, who has scaled back his role dramatically since the IndyCar season ended in September. F1 denied over the weekend that Stefano Domenicali, CEO of Formula One Management, was also on the move amid rumors that the Italian would take over MotoGP if Liberty's purchase of the series is approved. Renee Wilm, a longtime Liberty Media employee, CEO of the Las Vegas Grand Prix and potentially Domenicali's successor, told The Associated Press she will fulfill any role Malone tasks her with but has little desire to move from Colorado to London to replace Domenicali. Hamilton doesn't think all the behind-the-scenes changes will be a fan topic as the season comes to a close. But he noted that consistency from race control is all the drivers have asked for, while throwing his support behind Domenicali and the job Maffei has done in growing F1 since Liberty took over. "I really hope Stefano is not leaving because he's been so instrumental in changes and progress to this whole thing," Hamilton said. "And he knows the sport as well as anyone. But all good things do come to an end, and whoever they put into place, I just hope they are like-minded. But sometimes you have to shake the trees." That's just what happened with the surprise departure of race director Wittich. Although drivers have been unhappy with race officiating this season and held a private GPDA meeting in Mexico City, Russell said they had no prior warning Wittich was out. The race director is the referee each weekend and Wittich has been in charge since 2022, when Michael Masi was fired following the controversial 2021 season-ending, championship-altering finale at Abu Dhabi. Now the man in charge for the final three races is Rui Marques, the Formula 2 and Formula 3 race director. Las Vegas, which overcame multiple stumbling blocks in last year's debut before putting on one of the best races of the season, is a difficult place to start. Verstappen can win his fourth title by simply scoring three points more than Lando Norris of McLaren. "It's a bit weird with three races to go to do that," Verstappen said. "It doesn't matter if you're positive or negative about certain things. I thought in Brazil there was definitely room for improvement, for example. It's still a bit weird having to now then deal with a different race director." Charles Leclerc of Ferrari wondered why the move was made with only three races to go. "To do it so late in the season, at such a crucial moment of the season, it could have probably been managed in a better way," he said. The drivers have consistently asked for clearer guidelines in the officiating of races, specifically regarding track limits and racing rules. The drivers have no idea how Marques will officiate, highlighting a disconnect between the competitors and Ben Sulaymen's FIA. "We just want to be transparent with the FIA and have this dialogue that is happening," Russell said. "And I think the departure of Niels is also a prime example of not being a part of these conversations." The GDPA statement made clear the drivers do not think their voice is being heard. "If we feel we're being listened to, and some of the changes that we are requesting are implemented, because ultimately we're only doing it for the benefit of the sport, then maybe our confidence will increase," Russell said. "But I think there's a number of drivers who feel a bit fed up with the whole situation. It only seems to be going in the wrong direction." He also said the relationship between the drivers and the FIA seems fractured. "Sometimes just hiring and firing is not the solution," he said. "You need to work together to improve the problem." Norris, who has battled Verstappen this year with mixed officiating rulings, said "obviously things are not running as smoothly as what we would want." Marques has his first driver meeting ahead of Thursday night's two practice sessions and then three weeks to prove to the competitors he is up for the job. Carlos Sainz Jr., who will leave Ferrari for Williams at the end of the season, hopes the drama doesn't distract from the momentum F1 has built over the last five years. "I think Formula 1 is in a great moment right now and all these rumors, I think in every team, every job, there's job changes," he said. "It's not big drama. I'm a big fan of the people you mentioned, they've done an incredible job in Formula 1 and Formula 1 is what it is thanks to these people. But it's just so emotional, especially the Stefano one. The only one that has a real effect is the race director. Consequently, the Comptroller-General of Customs (CGC), Bashir Adewale Adeniyi, has approved the reduction of Customs checkpoints across the country to streamline operations and ease the movement of goods and persons. “Moving forward, customs operations will rely more on actionable intelligence and strategic risk management frameworks to enhance efficiency and effectiveness. “Also, the Service is deploying geospatial tools and advanced technologies to ensure the effectiveness of NCS enforcement strategies. “This development underscores the Service’s commitment to leveraging innovative, intelligence-driven approaches for effective border enforcement and anti-smuggling operations,” the statement reads in part. Drawing from the above strategies, the Service also announces the dissolution of the Joint Border Patrol Team (JBPT) after due consultation with the Office of the National Security Adviser (ONSA). “This operation, which commenced in 2019 with the code name ‘Ex-Swift Response’ and later evolved into JBPT, was initially designed to enforce the partial border closure policy. Since its inception, the JBPT has played a pivotal role in curbing the influx of dangerous goods and ensuring compliance with Nigeria’s trade and security regulations,” the statement said. WILMINGTON, Del. (AP) — Attorneys for Fox Corp. asked a Delaware judge Friday to dismiss a shareholder lawsuit seeking to hold current and former company officials personally liable for the financial fallout stemming from Fox News reports regarding alleged vote rigging in the 2020 election. Five New York City public employee pension funds, along with Oregon’s public employee retirement fund, allege that former chairman Rupert Murdoch and other Fox Corp. leaders deliberately turned a blind eye to liability risks posed by reporting false claims of vote rigging by election technology companies Dominion Voting Systems and Smartmatic USA. Smartmatic is suing Fox News for defamation in New York, alleging damages of $2.7 billion. It recently settled a lawsuit in the District of Columbia against One America News Network, another conservative outlet, over reports of vote fraud. Dominion also filed several defamation lawsuits against those who spread conspiracy theories blaming its election equipment for Donald Trump’s loss in 2020. Last year, Fox News settled a defamation lawsuit filed by Dominion in Delaware for $787 million. The shareholder plaintiffs also allege that Fox corporate leaders ignored “red flags” about liability arising from a 2017 report suggesting that Seth Rich, a Democratic National Committee staffer, may have been killed because he had leaked Democratic party emails to Wikileaks during the 2016 presidential campaign. Rich, 27, was shot in 2016 in Washington, D.C., in what authorities have said was an attempted robbery. Fox News retracted the Seth Rich story a week after its initial broadcast, but Rich’s parents sued the network for falsely portraying their son as a criminal and traitor. Fox News settled the lawsuit in 2020 for “millions of dollars,” shortly before program hosts Lou Dobbs and Sean Hannity were to be deposed, according to the shareholder lawsuit. Joel Friedlander, an attorney for the institutional shareholders, argued that Fox officials waited until the company’s reporting about Rich became a national scandal before addressing the issue. Similarly, according to the shareholders, corporate officials, including Rupert Murdoch and his son, CEO Lachlan Murdoch, allowed Fox News to continue broadcasting false narratives about the 2020 election, despite internal communications suggesting that they knew there was no evidence to support the conspiracy theories. “The Murdochs could have minimized future monetary exposure, but they chose not to,” Friedlander said. Instead, he argued, they engaged in “bad-faith decision making” with other defendants in a profit-driven effort to retain viewers and remain in Trump’s good graces. “Decisions were made at the highest level to promote pro-Trump conspiracy theories without editorial control,” Friedlander said. Defense attorneys argue that the case should be dismissed because the plaintiffs filed their lawsuit without first demanding that the Fox Corp. board take action, as required under Delaware law. They say the plaintiffs also failed to demonstrate that a pre-suit demand on the Fox board would have been futile because at least half of the directors face a substantial likelihood of liability or are not independent of someone who does. Beyond the “demand futility” issue, defense attorneys also argue that allegations that Fox officials breached their fiduciary duties fail to meet the pleading standards under Delaware and therefore should be dismissed. Defense attorney William Savitt argued, for example, that neither the Rich settlement, which he described as “immaterial,” nor the allegedly defamatory statements about Dominion and Smartmatic constitute red flags putting directors on notice about the risk of defamation liability. Nor do they demonstrate that directors acted in bad faith or that Fox “utterly failed” to implement and monitor a system to report and mitigate legal risks, including defamation liability risk, according to the defendants. Savitt noted that the Rich article was promptly retracted, and that the settlement included no admission of liability. The Dominion and Smartmatic statements, meanwhile, gave rise themselves to the currently liability issues and therefore can not serve as red flags about future liability risks, according to the defendants. “A ‘red flag’ must be what the term commonly implies — warning of a risk of a liability-causing event that allows the directors to take action to avert the event, not notice that a liability-causing event has already occurred,” defense attorneys wrote in their motion to dismiss. Defense attorneys also say there are no factual allegations to support claims that Fox officials condoned illegal conduct in pursuit of corporate profits, or that they deliberately ignored their oversight responsibilities. That game put Broncos football on the national map for most fans, but looking back 18 years later, Petersen sees it differently. “Everybody wants to talk about that Oklahoma Fiesta Bowl game, which is great how it all worked out and all those things,” Petersen said. “But we go back to play TCU (three years later) again on the big stage. It's not as flashy a game, but to me, that was an even better win.” Going back to the Fiesta Bowl and winning, Petersen reasoned, showed the Broncos weren't a splash soon to fade away, that there was something longer lasting and more substantive happening on the famed blue turf. The winning has continued with few interruptions. No. 8 and third-seeded Boise State is preparing for another trip to the Fiesta Bowl, this time in a playoff quarterfinal against No. 5 and sixth-seeded Penn State on New Year's Eve. That success has continued through a series of coaches, though with a lot more of a common thread than readily apparent. Dirk Koetter was hired from Oregon, where Petersen was the wide receivers coach. Not only did Koetter bring Petersen with him from Oregon, Petersen introduced him to Dan Hawkins, who also was hired for the staff. So the transition from Koetter to Hawkins to Petersen ensured at least some level of consistency. Koetter and Hawkins engineered double-digit victory seasons five times over a six-year span that led to power-conference jobs. Koetter went to Arizona State after three seasons and Hawkins to Colorado after five. Then when Petersen became the coach after the 2005 season, he led Boise State to double-digit wins his first seven seasons and made bowls all eight years. He resisted the temptation to leave for a power-conference program until Washington lured him away toward the end of the 2013 season. Then former Boise State quarterback and offensive coordinator Bryan Harsin took over and posted five double-digit victory seasons over his first six years. After going 5-2 during the COVID-shortened 2020 season, he left for Auburn. “They just needed consistency of leadership,” said Koetter, who is back as Boise State's offensive coordinator. “This program had always won at the junior-college level, the Division II level, the I-AA (now FCS) level.” But Koetter referred to “an unfortunate chain of events” that made Boise State a reclamation project when he took over in 1998. Coach Pokey Allen led Boise State to the Division I-AA national championship game in 1994, but was diagnosed with cancer two days later. He died on Dec. 30, 1996, at 53. Allen coached the final two games that season, Boise State's first in Division I-A (now FBS). Houston Nutt became the coach in 1997, went 4-7 and headed to Arkansas. Then Koetter took over. “One coach dies and the other wasn't the right fit for this program,” Koetter said. “Was a really good coach, did a lot of good things, but just wasn't a good fit for here.” Story continues below video But because of Boise State's success at the lower levels, Koetter said the program was set up for success. “As Boise State has risen up the conference food chain, they’ve pretty much always been at the top from a player talent standpoint,” Koetter said. “So it was fairly clear if we got things headed in the right direction and did a good job recruiting, we would be able to win within our conference for sure.” Success didn't take long. He went 6-5 in 1998 and then won 10 games each of the following two seasons. Hawkins built on that winning and Petersen took it to another level. But there is one season, really one game, no really one half that still bugs Petersen. He thought his best team was in 2010, one that entered that late-November game at Nevada ranked No. 3 and had a legitimate chance to play for the national championship. The Colin Kaepernick-led Wolf Pack won 34-31. “I think the best team that I might've been a part of as the head coach was the team that lost one game to Nevada,” Petersen said. "That team, to me, played one poor half of football on offense the entire season. We were winning by a bunch at half (24-7) and we came out and did nothing on offense in the second half and still had a chance to win. “That team would've done some damage.” There aren't any what-ifs with this season's Boise State team. The Broncos are in the field of the first 12-team playoff, representing the Group of Five as its highest-ranked conference champion. That got Boise State a bye into the quarterfinals. Spencer Danielson has restored the championship-level play after taking over as the interim coach late last season during a rare downturn that led to Andy Avalos' dismissal . They said in January, ‘We’re going to get that done.’ They went to work.” As was the case with Danielson, Petersen and Koetter said attracting top talent is the primary reason Boise State has succeeded all these years. Winning, obviously, is the driving force, and with more entry points to the playoffs, the Broncos could make opportunities to keep returning to the postseason a selling point. But there's also something about the blue carpet. Petersen said he didn't get what it was about when he arrived as an assistant coach, and there was some talk about replacing it with more conventional green grass. A poll in the Idaho Statesman was completely against that idea, and Petersen has come to appreciate what that field means to the program. “It's a cumulative period of time where young kids see big-time games when they're in seventh and eighth and ninth and 10th grade and go, ‘Oh, I know that blue turf.
