Ho ho ho, the holiday season has arrived and while it is a time of love and giving, criminals know that it is also a time of distraction. The creativity and expansion of digital access makes crime more accessible and harder to track than in years past. Old schemes take on new approaches and it is costing innocent people tremendous loss. Living in an area known for safety, our guard is down, oftentimes making us more vulnerable to the ingenuity of criminal behavior. These can take the form of outright theft of merchandise or property, to the demand for money via fear (of arrest, deportation, medical bills, loved one in trouble, etc.). Some of it is direct, such as a personal phone call or contact. Others are through seemingly innocent social media, or even coming from credible sources like a caller ID that displays a familiar number, or an email that has been “spoofed.” In phone calls, timing can work to their advantage; if made late at night, clear thinking can be clouded by exhaustion. With advancements in artificial intelligence, even amateurs can duplicate voices and images of public officials or even loved ones, to appear genuine. We are receiving complaints about phone calls listing the Eagle County Sheriff’s Office in caller ID, demanding money for an ignored arrest warrant. Here is one recent example. The caller says, “I’m calling to let you know that there is a warrant out for your arrest.” Shocked, you respond in disbelief. “What are you talking about? I haven’t done anything illegal.” They say, “You ignored a subpoena to report for jury duty and the judge has issued a warrant for your arrest. But before we come out, I wanted to allow you the opportunity to pay your bail now, to avoid having to get processed into jail in the middle of the night. We can easily take care of it with a credit card, bank transfer, or gift card.” If you receive one of these calls, please know that we will never call asking for money ... not ever! If you get a call, tell them that you need a few minutes to determine how to best send the money and call the Sheriff’s Office directly ... do not simply return their call or dial a number they provide. You don’t quite understand what’s happening, but putting up bail now, without going through an arrest in the middle of the night, and you can deal with the rest of it in the morning. They send you a text with a copy of the warrant. It looks official, right down to the emblems and signatures. All of the VIN numbers and license plates matched, yet, the inspector discovered that the title had been altered and was fraudulent. This was a sophisticated scheme and despite the buyer’s due diligence, they ended up with no vehicle and out thousands of dollars. Another scam is the online job offer. A text or email is received from a spoofed address, offering money for remote work. They will “interview” you via text or email, then make an offer. As a new employee, they will ask for the usual employer-needed information, like your current and previous addresses and employers for verification, your social security number for taxes, your banking information for direct deposits, your next of kin for insurance purposes, and other personal details. This is all an elaborate scam for identity theft and banking access. With online ordering, if buying from an unknown source, attempt to check out the validity of the retailer before entering credit card information. Begin with a simple Google search of the name. They can be small or new and completely legitimate ... just check. Regarding deliveries, beware of porch theft. Even cameras won’t stop the theft, as most hide their faces, and by the time the owner is aware, they are long gone. Uruguay, the country of writer Mario Benedetti and soccer player Luis Suárez, has achieved what many countries have pledged for decades: 98% of its grid runs on green energy. Luis Prats, 62, is a Uruguayan journalist and contributor to the Montevideo newspaper El País . He remembers that during his childhood, blackouts were common in Uruguay because there were major problems with energy generation. “At that time, more than 50 years ago, electricity came from two small dams and from generation in a thermal plant,” Prats explained in Spanish by telephone. “If there was a drought in the Negro River basin, where those dams are, there were already cuts and sometimes restrictions on the use of electrical energy.” Just 17 years ago, Uruguay used fossil fuels for a third of its energy generation, according to the World Resources Institute . | Today, only 2% of the electricity consumed in Uruguay is generated from fossil sources. The country’s thermal power plants rarely need to be activated, except when natural resources are insufficient. Pablo Capurro, agronomist and livestock engineer, shared with Deutsche Welle his concern at the time about the possible impact of wind turbines on the life of his farm. Capurro and other farmers in the region sought advice from a team of engineers and took a trip to Brazil to visit wind farms in that country. After the trip, they were convinced that the implementation of the wind turbines would not affect the production system. Capurro’s cows seem not to be affected by the presence of the windmills: “I feel very satisfied for having introduced a wind energy park on a livestock farm.” In 2010, Uruguay reached a multiparty agreement and adopted the energy transition to indigenous and renewable sources as a state policy, guaranteeing its execution and continuity, Walter Verri, Uruguay’s undersecretary of industry, energy, and mining, explained by telephone in Spanish: “This policy included a long-term perspective and also incorporated the social, ethical, and cultural dimensions in addition to the classic technical-economic analysis of the energy issue.” The state energy company, UTE, pays rent every year to the owners of the land where the wind farms operate. Just as Don Quixote faced the windmills as a challenge that he had to overcome to fulfill his duty as a knight-errant, the installation and maintenance of wind farms in Uruguay also involved facing significant obstacles. From technical challenges to financial and regulatory barriers, the transition to clean energy sources needed a concerted effort to overcome these difficulties and move toward a more sustainable future. How to pay for all those turbines? Méndez Galain, winner of the 2023 Carnot Prize , which recognizes distinguished contributions to energy policy, conceived a variation of an approach used by some electric companies in Brazil. These companies operated through public-private partnerships, where the companies were responsible for energy generation, while private entities managed distribution and customer service. Méndez Galain’s innovation lay in reversing that dynamic: Private companies would be responsible for installing and maintaining the wind turbines that would supply Uruguay’s grid, while the public company would continue to distribute the energy to consumers. This approach had the inherent advantage of transferring the costly initial outlay for the construction of wind turbines to private companies. The state company agreed to acquire all the energy produced by said turbines at a preestablished rate for 20 years. “Investors need assurance that their investment will be repaid,” Méndez Galain explained during the interview with NPR, “and for that, they need a specific time horizon.” There was political will for this approach: All parties in Uruguay agreed with the transition. In 2009, Uruguay began auctions in which wind companies from around the world competed to offer the cheapest renewable energy to the country. In 2011, a specific auction aimed to secure an additional 150 megawatts of wind energy, which would represent approximately 5% of the country’s total power generation capacity. After receiving offers from more than 20 international companies, the professor and his team decided to drastically accelerate the country’s energy transition. Ultimately, they accepted many more offers than initially planned, signing contracts that expanded Uruguay’s capacity to generate electricity not by 5%, but by more than 40%. Uruguay’s energy grid became powered almost exclusively by domestic renewable sources, and consumer prices, adjusted for inflation, fell. “Electricity bill prices dropped substantially,” said Alda Novell, a resident of Montevideo, by telephone. During a panel discussion titled “Impact Maximization: Leveraging Trade and Investment for Growth and Development,” Zhan said: “We need to embed investment strategies into the SDG implementation plans. We need to transform these international investment regimes into a kind of SDG promotion instrument.” The SDGs are a set of 17 global objectives established by the UN to address pressing social, economic, and environmental challenges, aiming to achieve a sustainable and equitable future by 2030. Zhan also called for transforming international investment: “We need to be practicing incentives for investment on the ground.” Ibrahim Al-Mubarak, assistant minister of investment and CEO of the Saudi Investment Promotion Authority, outlined the Kingdom’s focused approach to investment. “Our investment strategy focuses on quality, FDI. That’s a very big word. So, what I like to call it is smart capital,” he said. Al-Mubarak also emphasized Saudi Arabia’s reform journey under Vision 2030, saying: “Since the launch of Vision 2030, we have set a very ambitious reform agenda. That reform agenda comes in various ways, be it in the reform of existing laws, launching new laws, removing subsidies.” These reforms aim to bolster the Kingdom’s investment environment, which has already been recognized as the 16th most competitive economy globally, according to the IMD’s World Competitiveness Index. Al-Mubarak highlighted the significance of comprehensive and consistent regulatory reforms in enhancing investment appeal. One measure of this is the success of Saudi Arabia’s Regional Headquarters Program, which came into effect in January and encouraged multinational companies to set up regional offices in Riyadh. “We already have exceeded our target by having 550 regional headquarters companies here. Our location, our infrastructure, our youth are enabling us to achieve those (goals), but they have to be clubbed with positive, unified, consistent regulatory reform agenda,” Al-Mubarak said. The assistant minister highlighted that attracting investments requires groundwork, adding: “The promotion piece of investment is one thing, but the attraction is a much tougher one because it requires a lot more reforms and work on the ground, on the infrastructure, on the policies, on the procedures.” Chairman of the Berlin Global Dialogue and Professor of Economics at the European School of Management and Technology Lars-Hendrik Roller called for a broader perspective on global investments. “The world is changing, and now I think we need to look eye level (at) Africa and other continents as well,” he said. He also cautioned about the interplay of foreign policy and national security with economic agendas, adding: “What is now overarching more and more (is) foreign policy and economic policy, national security issues.
