WASHINGTON — President Joe Biden said Sunday that the sudden collapse of the Syrian government under Bashar Assad is a “fundamental act of justice” after decades of repression, but it was “a moment of risk and uncertainty” for the Middle East. Biden spoke at the White House hours after after rebel groups completed a takeover of the country following more than a dozen years of violent civil war and decades of leadership by Assad and his family. Biden said the United States was monitoring reports of the whereabouts of Assad, with Russian state media saying he had fled to Moscow and received asylum from his longtime ally. The outgoing Biden administration and President-elect Donald Trump were working to make sense of new threats and opportunities across the Middle East. Biden credited action by the U.S. and its allies for weakening Syria’s backers — Russia, Iran and Hezbollah. He said that “for the first time,” they could no longer defend Assad’s grip on power. “Our approach has shifted the balance of power in the Middle East,” Biden said, after a meeting with his national security team. Trump said Sunday that Assad had fled because close ally Vladimir Putin, the Russian president, “was not interested in protecting him any longer.” Those comments on Trump’s social media platform came a day after he used another post to decry the possibility of the U.S. intervening militarily in Syria to aid the rebels, declaring, “THIS IS NOT OUR FIGHT.” The Biden administration said it had no intention of intervening. The U.S has about 900 troops in Syria, including forces working with Kurdish allies in the opposition-held northeast to prevent any resurgence of the Islamic State group. Biden said he intended for those troops to remain, adding that U.S. forces on Sunday conducted “precision air strikes” on IS camps and operations in Syria. U.S. Central Command said the operation hit more than 75 targets. “We’re clear-eyed about the fact that ISIS will try and take advantage of any vacuum to reestablish its credibility, and create a safe haven,” Biden said, using a different acronym for the group. “We will not let that happen.” The Syrian opposition that brought down Assad is led by Hayat Tahrir al-Sham, which the U.S. says is a terrorist organization with links to al-Qaida, although the group says it has since broken ties with al-Qaida. “We will remain vigilant,” Biden said. “Make no mistake, some of the rebel groups that took down Assad have their own grim record of terrorism and human rights abuses.” He added that the groups are “saying the right things now.” “But as they take on greater responsibility, we will assess not just their words but their actions,” Biden said. A senior Biden administration official, when asked about contact with Hayat Tahrir al-Sham leaders after Assad’s departure, said Washington was in contact with Syrian groups of all kinds. The official, who was not authorized to publicly discuss the situation and spoke on condition of anonymity, also said the U.S. has focused over the past several days on chemical weapons that had been controlled by the Assad government, aiming to ensure that they were secured. Still, Assad’s fall adds to an already-tense situation throughout much of the region on many fronts — including Israel’s war with Hamas in Gaza and its fragile ceasefire with Hezbollah in Lebanon. Like Biden, Trump — who takes office in five-plus weeks — made a connection between the upheaval in Syria and Russia’s war in Ukraine, noting that Assad’s allies in Moscow, as well as in Iran, the main sponsor of Hamas and Hezbollah, “are in a weakened state right now.” Vice President-elect JD Vance, a veteran of the U.S.-led war in Iraq, wrote on social media Sunday to express skepticism about the insurgents. “Many of ‘the rebels’ are a literal offshoot of ISIS. One can hope they’ve moderated. Time will tell,” he said. Trump has suggested that Assad’s ouster can advance the prospects for an end to fighting in Ukraine, which was invaded by Russia in February 2022. The president-elect wrote that Putin’s government “lost all interest in Syria because of Ukraine,” and the Republican called for an immediate ceasefire, a day after meeting in Paris with the French and Ukrainian leaders. Daniel B. Shapiro, a deputy assistant secretary of defense for the Middle East, said the American military presence will continue in eastern Syria but was “solely to ensure the enduring defeat of ISIS and has nothing to do with other aspects of this conflict.” “We call on all parties in Syria to protect civilians, particularly those from Syria’s minority communities, to respect international military norms and to work to achieve a resolution to include the political settlement,” Shapiro said. “Multiple actors in this conflict have a terrible track record to include Assad’s horrific crimes, Russia’s indiscriminate aerial bomb bombardment, Iranian-backed militia involvement and the atrocities of ISIS,” he added. Shapiro, however, was careful not to directly say Assad had been deposed by the insurgents. “If (that is) confirmed, no one should shed any tears over the Assad regime,” he said. As they pushed toward the Syrian capital of Damascus, the opposition freed political detainees from government prisons. The family of missing U.S. journalist Austin Tice renewed calls to find him. “To everyone in Syria that hears this, please remind people that we’re waiting for Austin,” Tice’s mother, Debra, said in comments that hostage advocacy groups spread on social media. “We know that when he comes out, he’s going to be fairly dazed & he’s going to need lots of care & direction. Direct him to his family please!” Tice disappeared in 2012 outside Damascus, amid intensification of what became a civil war stretching more than a decade. “We’ve remained committed to returning him to his family,” Biden said at the White House. “We believe he’s alive, we think we can get him back, but we have no direct evidence to that yet. And Assad should be held accountable.” The president added: “We have to identify where he is.” The U.S. has no new evidence that Tice is alive but continues to operate under the assumption that he is, according to a U.S. official. OTTAWA—Three key premiers whose provinces generate energy exports dismissed Premier suggestion that Canada should slap punitive tariffs on America or shut off electricity, gas and oil shipments to the U.S. in retaliation for Donald Trump’s threatened tariffs on Canadian products, as Trump shrugged off Ford’s warning. Alberta Premier Danielle Smith, Quebec Premier François Legault, and Newfoundland and Labrador’s Andrew Furey said bluntly they do not support Ford’s threat to “cut off their energy” which he said would make Americans “feel the pain.” Ford made the threat after all 13 premiers met the night before with Prime Minister Justin Trudeau on Canada’s response, and he reiterated it Thursday. However Trump, the incoming U.S. president appeared unmoved by Ford’s tough talk when speaking with a CNBC reporter Thursday on the floor of the New York Stock Exchange. “That’s OK if he that does that. That’s fine,” Trump told CNBC, repeating his about the Canada-U.S. trade deficit. “The United States is subsidizing Canada and we shouldn’t have to do that,” Trump said. “And we have a great relationship. I have so many friends in Canada, but we shouldn’t have to subsidize a country. We’re subsidizing more than a $100 billion a year. We shouldn’t have to be doing that.” Alberta’s Smith dismissed throttling Canadian energy shipments as she unveiled Alberta’s own plan to beef up border security with new provincial sheriff patrol teams to allay Trump’s border concerns. “Under no circumstances will Alberta agree to cut off oil and gas exports,” Smith said. “We don’t support tariffs. I don’t support tariffs on Canadian goods, and I don’t support tariffs on U.S. goods, because all it does is make life more expensive for everyday Canadians and everyday Americans,” Smith said. “Instead, we’re taking a diplomatic approach, and we’re meeting with our allies in the U.S. We’re making the case for Alberta oil and gas to be part of the solution to energy affordability, to energy security and to, generally speaking, North American defence security as well,” she said. Ford reiterated the notion of cutting off Canadian energy exports to the U.S. right before Quebec and Newfoundland and Labrador unveiled a blockbuster new $225-billion hydroelectricity , one those two provinces touted as key to Canada’s renewable energy commitments. The deal replaces a scorned decades-old contract due to expire in 2041, and requires Quebec to pay 30 times more for thousands of kilowatt hours of power generated from the Churchill Falls plant. It will also see the two provinces develop new hydro power projects along the Churchill River, and generate 2,400 more megawatts for Quebec. Legault called it an “extraordinary” deal for Quebec that means Labrador hydroelectricity will ramp up from a 17 per cent share of Quebec’s supply to 50 per cent. Furey said the agreement “changes everything.” “It is a fair deal for both parties. It’s a good commercial deal that recognizes the ills of the past and creates a new path forward for Newfoundland and Labrador, while allowing Quebec some certainty moving forward. So Premier Legault did show us the money,” Furey quipped. So it was no surprise when both premiers immediately dismissed any call to shut off energy exports to U.S. markets. “These tariffs will have significant impact on families and macro economies on both sides of the border. We hope it is just bluster. We’re preparing as if it is not. There will be no winners in a trade war,” Furey said, echoing Smith’s pledge. “Certainly from Newfoundland and Labrador’s perspective, we have no interest in stopping the flow of oil and gas, our incredibly valuable and now well-sought-after-world-class oil and gas to the United States. Nor do we now have any interest in stopping export of any electrons that could be produced in Labrador to the Northeastern seaboard.” Legault said he met Trump in Paris last weekend, “and he told me very clearly that we can avoid those tariffs if we do what needs to be done with the borders.” “He doesn’t want to see any more illegal immigrants coming from Canada to U.S. So I think the best choice right now for Mr. Trudeau is to very fast table a plan with money, with the number of people, to better secure the border. I think we have to do that. It’s a lot better than getting 25-per-cent tariffs starting on Jan. 21. So I prefer that than starting a war and stopping sending energy to (the) United States.” The Alberta premier said her new measures, which include sheriff patrol teams, and a “red zone” within two kilometres of the Alberta-Montana border, had been in the works since 2023 and would have been implemented even without Trump’s tariff threat. Steve Verheul, Canada’s former top trade negotiator, has suggested that Canada could put export levies on key Canadian goods like oil and agricultural commodities, saying it would quickly drive up the cost of fuel and food to American consumers, and could be used as leverage to negotiate a “broader exemption across all the sectors” that may be hit by Trump’s tariffs. Smith dismissed that, too, as a “terrible idea.” Manitoba Premier Wab Kinew said Thursday he also intends to beef up border security using provincial conservation officers and spend more on overtime for RCMP officers at the border. Kinew did not directly answer whether he would restrict electricity exports, but Kinew said Manitoba is drafting a list of potential retaliatory tariffs in order to protect Canadian jobs at risk from Trump’s tariffs. He said Canada must show “how are we going to stand up for the ag industry? How are we going to stand up for our energy industry and the manufacturing industry here in Manitoba? So we have to make sure that our response is comprehensive,” he said. But at Queen’s Park, Ford did not walk anything back. Confidence in the American way of life waned and convinced many Americans that the man in the White House, Jimmy Carter, was inept, unlucky or both. His approval rating plummeted to a record low as a recession and a growing perception of weakness took hold. It was a crushing blow to an administration that began with promise and optimism. “The tragedy of Jimmy Carter is that his fourth year was disastrous,” Robert A. Pastor told The Atlanta Journal-Constitution . He was a Carter adviser and professor of international relations at American University before his death in 2014. “The number of setbacks that occurred ultimately set the stage for his defeat and has colored the way people look at Jimmy Carter,” said Pastor. “And it has prevented them from appreciating what he did do.” Carter rose from relative obscurity to the presidency in two years, with the help of his family and the Peanut Brigade, friends from Georgia who knocked on hundreds of thousands of doors across the U.S. to vouch for him face-to-face with Americans. He offered “a government as honest as the people,” after the national embarrassment of President Richard Nixon and the Watergate scandal. Carter’s first three years in office yielded “extraordinary accomplishments,” Pastor says. The president brokered the Camp David Accords, a peace agreement between Israeli Prime Minister Menachem Begin and Egyptian Prime Minister Anwar Sadat. That led to the two foreign leaders winning the 1978 Nobel Peace Prize. He normalized relations with China and made human rights a cornerstone of U.S. foreign policy. Carter signed the Panama Canal treaty, established the departments of energy and education, and vastly expanded national parks and recreation areas and preserves, including the Chattahoochee River National Recreation Area — one of metro Atlanta’s favorite green spaces. Definitively, he cut oil imports by half in an effort to free the nation from energy dependence on foreign nations. That dependence had become frighteningly clear from an oil embargo by OPEC nations, which had jacked up fuel costs, caused shortages and hamstrung a faltering economy. Carter tried to address the economic and other problems in what came to be known as the “malaise” speech, even though he never uttered that word. His fifth major address on the energy crisis, the speech was complex, preachy and prescient. The speech was well received until, as historian Douglas Brinkley noted in a PBS documentary, “it boomeranged on him” with a series of following events. In the speech, he asked American’s to return to their roots of optimism and faith in democracy and each other. He described an erosion in trust among neighbors and a gridlocked government beholden to special interests as a “crisis of confidence.” “In a nation that was proud of hard work, strong families, close-knit communities, and our faith in God, too many of us now tend to worship self-indulgence and consumption,” he said. “Human identity is no longer defined by what one does, but by what one owns. But we’ve discovered that owning things and consuming things does not satisfy our longing for meaning. We’ve learned that piling up material goods cannot fill the emptiness of lives which have no confidence or purpose.” Carter urged a new age of limits and sacrifice. “The solution of our energy crisis can also help us to conquer the crisis of the spirit in our country,” he said. To some, it came across as more of a sermon from the life-long Baptist Sunday school teacher than a presidential address. A week later, Carter asked his entire Cabinet to resign, a poorly managed house-cleaning that suggested the White House was falling apart. Many came to believe that Carter — not the loss of vision and hope by the American people — was the problem. As the economy’s fluttering drift continued, the former Navy engineer was criticized as being a micro-manager and more interested in the process of setting up policy than he was in producing effective ones. He had to fend off attacks of being too much of a D.C. outsider to get much done inside the Beltway, and he suffered other inside attacks for being too conservative for the liberal wing of his party. And when he ran for re-election, he was challenged in his own Democratic primary by U.S. Sen. Ted Kennedy, which made matters worse. A year later, Ronald Reagan defeated Carter in a landslide. Carter returned to Plains to lick his wounds and begin the long work that 24 years later would earn him the Nobel Peace Prize. Carter admitted his mistakes as president three decades after leaving the White House, but said he didn’t regret what he did. “I never have felt discouraged or disappointed when I look back at those four years,” he told TV interviewer Charlie Rose during a media tour in 2010 to promote his book “White House Diary.” To “60 Minutes” reporter Lesley Stahl he said, “I think I was identified as a failed president because I wasn’t re-elected.” Carter told interviewers that his proudest achievement was that “all the hostages in Iran came home alive.” They were released moments after Reagan took the oath of office. If he could do anything differently, he has said, he would have sent one more helicopter in an attempt to rescue the hostages. Three of the eight helicopters failed, causing the mission to abort. The botched rescue further entrenched his perception of ineptitude. He was tagged as weak “because I didn’t bomb Iran,” he told Rose. His biggest mistake? “Not becoming a trusted and supported leader of the Democratic party,” he told Rose. “I ran as an outsider,” he recalled. “I rode the wave of dissatisfaction with the government.” “Americans were discouraged and embarrassed,” as he ran for president, he told Rose. The Vietnam War had just ended, Richard Nixon had resigned the presidency after Watergate. The country had witnessed the assassinations of John F. Kennedy, Robert Kennedy and Martin Luther King Jr. Americans were cynical and deeply distrustful of government. “I capitalized on the displeasure of the American people,” he said. But as president, he also pursued an aggressive agenda to right the ship that confused voters and alienated lawmakers. He had big and futuristic ideas, but some analysts said he struggled to explain those to voters in ways that resonated with them. Reagan took office, welcomed home the U.S. hostages from Iran, and removed the solar panels that Carter had installed on the roof of the White House. Carter went on after his presidency to establish a continuing life on the world stage through his work at the Carter Center, eradicating diseases, brokering peace between warring nations, ending hunger, fighting for the environment and human rights without the constraints of having to answer to a voters, a political party or Congress. He and his wife Rosalynn, blessed with long lives, persisted in the work for more than 40 years. Rosalynn Carter died at age 96 on Nov. 19, 2023. The former president died at age 100 on Dec. 29, 2024. In his book “Sources of Strength” he wrote that one should not concentrate on the number of years one might have left, “at best, life is short, and its duration is unpredictable.” Instead, he wrote, use whatever time you have to make life meaningful. “I feel at ease with history,” he told a USA Today interviewer in 1986. “I feel that our record will stand the test of time.”

Russian energy giant Gazprom said on Saturday it would suspend gas exports to Moldova from 0500 GMT on Jan. 1 due to unpaid debt by Moldova, which is bracing for severe power cuts. It said the company reserved the right to take any action, including terminating the supply contract with Moldova. Russia supplies Moldova with about 2 billion cubic metres of gas per year, which is piped via Ukraine to the breakaway region of Transdniestria where it is used to generate cheap power that is sold to government-controlled parts of Moldova. Moldovan Prime Minister Dorin Recean condemned the Russian decision, which is a precursor to a total shutdown of Russian gas exports via Ukraine and to Europe, where it flows further to Slovakia, Austria, Hungary and Italy, once a current transit deal with Ukraine expires on Dec. 31. Moldova will be hit the hardest by the shutdown. “This decision confirms once again the intention of the Kremlin to leave the inhabitants of the Transdniestrian region without light and heat in the middle of the winter,” Recean wrote on Facebook, accusing Russia of using energy as a political weapon. Moscow has repeatedly dismissed those allegations. Russia, which is critical of Moldova’s West-leaning central government, has said Moldova should pay a debt on past supplies. According to Russian calculations, the debt stands at $709 million. Moldova has put the debt at $8.6 million. Gazprom has said previously it wants Moldova to pay the debt before it starts to pump gas to the country via alternative routes. Transdniestria and the government in Chisinau agreed in 2022 that all Russian gas received by Moldova would flow to the breakaway region, which traditionally does not pay for fuel. Without gas supplies, the power-generating plant could stop working and Moldova and Transdniestria would face hours-long blackouts similar to those experienced by Ukraine due to Russia’s attacks on its energy infrastructure in their war. The government of Transdniestria told businesses that from Saturday, gas supplies would start to be switched off to commercial entities that were not considered critical. But it said supplies of gas, heating and hot water to households would continue as usual until Jan. 1. Recean said Moldova had diversified sources of gas supply “in order to reduce dependence on a single supplier”. “Our country is prepared to handle any situation that arises following the Kremlin’s decision,” he added. Moldova’s population of 2.5 million has been preparing for long power cuts since Ukraine’s government said it will not extend its transit contract with Gazprom. Moldova and Transdniestria have both declared states of emergency over the threat of disrupted gas supplies, and Moldova said on Friday it will curb power exports and introduce measures to reduce consumption by at least a third from Jan. 1.
