This happened because of all your silence.” LPGA commissioner Mollie Marcoux Samaan, who is resigning in January, said the new gender policy "is reflective of an extensive, science-based and inclusive approach." By making it to the second stage of Q-school, Davidson would have had very limited status on the Epson Tour, the pathway to the LPGA. The LPGA and USGA say their policies were geared toward being inclusive of gender identities and expression while striving for equity in competition. The LPGA said its working group of experts advised that the effects of male puberty allowed for competitive advantages in golf compared with players who had not gone through puberty. “Our policy is reflective of an extensive, science-based and inclusive approach,” said LPGA Commissioner Mollie Marcoux Samaan, who announced Monday that she is resigning in January. "The policy represents our continued commitment to ensuring that all feel welcome within our organization, while preserving the fairness and competitive equity of our elite competitions.” Mike Whan, the former LPGA commissioner and now CEO of the USGA, said it developed the updated policy independently and later discovered it was similar to those used by swimming, track and field, and other sports. United States Golf Association CEO Mike Whan said the new policy will prevent anyone from having "a competitive advantage based on their gender." “It starts with competitive fairness as the North star,” Whan said in a telephone interview. “We tried not to get into politics, or state by state or any of that stuff. We just simply said, ‘Where would somebody — at least medically today — where do we believe somebody would have a competitive advantage in the field?’ And we needed to draw a line. “We needed to be able to walk into any women's event and say with confidence that nobody here has a competitive advantage based on their gender. The project near the Windermere Hills mountains will conserve wildlife habitats and create a public recreation area across over 21,000 acres of vital sagebrush steppe, wet meadow and native grasslands. The Rocky Mountain Elk Foundation will receive the grant and handle putting the easement together. Acres for America, a partnership between Walmart and the National Fish and Wildlife Foundation, is a conservation grant program which takes applications from across the country. Program lead Ryan Pettigrew of Acres for America Walmart said the program often gets 70 applicants or more from around the United States. “W e narrow that list down based on a large number of factors that include conservation impact, community impact, public access and opportunity for wildlife travel corridors.” Acres for America began in 2005, “long before many other companies were doing this kind of work,” Pettigrew said. “We originally set out to offset our land development footprint with conservation — we saw it as a cost of doing business,” he said. “We originally intended to conserve 100,000 acres, because that's what we targeted as our growth trajectory. And the reality is, the program Acres for America blew past that 100,000 acres of land conservation fairly quickly. We renewed the program in 2015 for another 10 years and have just kept going. “So, at this point, we're over 2 million acres that we've helped conserve and 126 projects. We've had grants awarded for projects in all 50 states, Puerto Rico and the District of Columbia,” Pettigrew said. “We've helped conserve all that acreage, over 2 million acres — but through a broad spectrum of project types,” from landscape-scale preserves with tens of thousands of acres to park-size projects with 50 acres, he said. “What we've accomplished is engaging in some significant landscape conservation that has improved wildlife habitat but also helped improve the lives of our customers all over the country, through better wildlife, cleaner air, cleaner water and access to public lands,” Pettigrew said. Chris West, director of the Rocky Mountain Regional Office for National Fish and Wildlife Foundation, explained what the conservation partnership looks like from his organization's perspective. “Every year we do a request for proposals that basically asks the conservation community around the country to bring the best projects forward,” he said. “One of the big goals or focuses of the foundation is wildlife migration and migration corridors. We also had a goal of having a project in every state. And until this project, we didn't have one in Nevada.” A combination of Elko County’s mule deer population, the participation of the Rocky Mountain Elk Foundation and support within the state from entities like Nevada Department of Wildlife caused the project to materialize, West said. “A lot of our big game species in the West make long-distance migrations, either elevationally or they travel long distances,” West explained. “Species like elk and mule deer and pronghorn are known for their long-distance migration, basically trying to follow the green grass in the spring and into the summer and have the best forage for where they calve and raise their babies.” In the wintertime, he said, these species do the opposite, which is “trying to find the safest, driest, warmest spot they can to survive the winter.” “A lot of times, those are very different places,” he noted. “Nevada Department of Wildlife, in particular, has done quite a bit of work on radio collaring and GPS collaring of mule deer and trying to understand where the deer are going during those migrations and where those key places are for them to spend their winters and their summers,” West said. “Elko County has some of the most important migration routes in the state and some of the longest in the country — and so that was one of the reasons. This project's right in the middle of, for mule deer, some of the biggest migration areas.” As recipients of the grant, the Rocky Mountain Elk Foundation said it received $750,000 in grant money from Walmart and the National Fish and Wildlife Foundation, along with $2,901,500 in matching funds, for a total project amount of $3,651,500. San Francisco (5-5) dropped to .500 after losing at home to the Seattle Seahawks, though the 49ers remain just a game behind the Arizona Cardinals in the NFC West. “I think we’re motivated to keep winning more than anything,” Packers center Josh Myers said. “Obviously, they have knocked us out quite a bit. There’s that extra motivation behind it, but at this point, we’re just trying to churn out wins.” The 49ers will be playing this game without starting quarterback Brock Purdy, who injured his right shoulder in the Seahawks game. Although an MRI showed no structural damage, Purdy's shoulder didn't improve as the week wore on. Brandon Allen will start in Purdy's place. Green Bay is third in the NFC North and two games behind the Detroit Lions, but the Packers appear on track to at least earn a wild-card playoff berth. Shared Services Canada is currently in the process of procuring commercially available public cloud services, including Infrastructure as a Service (IaaS) and Platform as a Service (PaaS), to support its operations across different aspects of the federal government. This procedure is standard for the most digitally advanced governments around the world who, like Canada, aim to centralize IT infrastructure, reduce reliance on legacy systems and incorporate the most up-to-date cloud services. The goal is to ensure easier and more secure access to government services. This is desperately important and needed in Canada, because Canada has been lagging behind most developed countries due to its decentralized administrative nature and lack of digitalization of end-to-end public services. Canada currently ranks 47th out of 193 countries in the UN’s Global E-Government Development Index , trailing most European Union countries and the United States, which ranks 19th. Good things aside about the need for action, the devil is in the details. The agency’s tender website says the estimated contract period will be 300 months, or 25 years, which is problematic. Given Ottawa’s track record on tech vendors, such as ArriveCan and the Phoenix payroll system, contracts that stretch on for more than two decades are a recipe for disaster. ArriveCan, which was originally projected to cost $80,000, quickly ballooned to an estimated $59.5-million . The bill for Phoenix, went from $300-million in 2016 to $3.5-billion and counting in just 8 years. Now imagine the prospect of these boondoggles extending on for 25 years and that is the table Ottawa is setting with contract periods of 300 months. And beyond the costs, pigeonholing cloud services for such a long time runs the risk of Ottawa consistently falling behind as certain technologies advance. Just think about how many government institutions still use a fax machine, despite the fact that the technology expired long ago. Procuring cloud services is never an easy task, as it requires substantial financial and human-resource commitments. However, most digitally advanced countries are becoming increasingly cautious about IT contractual practices and obligations in a few notable ways. First, it is best to employ a process that is flexible regarding specific vendors. The EU, for example, is working to reduce its dependency on specific vendors via the EU Data Act. Actions by local competition authorities are making sure both businesses and government agencies have a possibility to switch between vendors and avoid costly vendor lock-ins. Second, while specific financial or time-related caps for IT public procurement are generally unsustainable and impractical, government agencies around the world are careful to commit to longer-period contracts, acknowledging technology is changing quickly, as are government needs. Not putting all of one’s eggs in one basket is practical. The most digitally advanced governments in the world aim for shorter contract periods with provisions for possible extensions, allowing agencies to adjust the duration based on evolving needs and technological advancements. On top of that, in these more dynamic jurisdictions, government agencies are encouraged to regularly assess their procurement contracts to ensure alignment with their needs and technological standards, which prevents contracts from becoming outdated or unnecessarily prolonged. These are lessons Canada should learn from before potentially making decades-long commitments that are bound to run up enormous costs and fail to provide.Senators' Brady Tkachuk, Linus Ullmark headed to 4 Nations Face-OffA “mystery disease” recently struck the south-western corner of the Democratic Republic of Congo (DRC), killing between 67 and 143 people over two weeks . The disease was reported to cause flu-like symptoms of fever, headache, cough and anaemia. An epidemiologist told Reuters that it was mainly women and children who were seriously affected by the disease. But little else is known about the disease so far. Health officials in the DRC are urgently investigating this incident to identify the cause of this deadly outbreak. Initially, they would consider possible diseases known to be endemic to the region such as malaria, dengue or Chikungunya . However, they are likely to face difficulties detecting the cause because of diagnostic testing infrastructure issues , as well as difficulties with sample collections, transport of those samples to laboratory and testing. In low-income countries, such as the DRC, many clinical laboratories can only test for common pathogens. Limitations in the quality and performance of some of their clinical laboratories are also a problem. If it is not one of the usual suspects, the detection of rarer pathogens often requires samples to be sent to more specialist laboratories that can do specialised tests, such as gene sequencing. This could mean that samples need to be sent to laboratories abroad. However, the international sharing of such biological samples is highly contentious over concerns that the benefits of doing so are often not fairly shared between countries. Another priority for local health officials is to understand the extent and severity of the outbreak. The high mortality and number of cases of people affected are alarming. However, it is not easy to work out the true extent of such outbreaks, as not all infected patients will be detected. Not all infected people seek care. Clinics may be few and far between, especially in remote areas, and are often understaffed. Indeed, the DRC has fewer than two doctors per 10,000 population (by comparison the UK which has more than 31 doctors per 10,000 population). Even if patients did attend a hospital or clinic, not all infections would be diagnosed. Not all patients would be tested for infection, and not all detected infections are reported to the health authorities. The lack of information about the cause, extent and number of infected people makes it hard to accurately assess the threat it poses. But this is not an isolated risk. Outbreaks of new infectious diseases have occurred regularly over the years . This is partly driven by climate change, changing population demography, urbanisation and deforestation that enables the “spillover” of infections from animals to humans. Unfortunately, our global infectious disease radar is broken. Disease surveillance is fragmented globally . In poorer countries, there will be many areas where diseases are not detected or are detected late. Surveillance services are often poorly resourced and understaffed, staff often lack training or supervision, and reporting may not be standardised. There is also often a significant delay from the time a person gets infected, and is diagnosed with the disease, to the time it is reported to the public health authorities . This in turn delays disease control responses to outbreaks. These problems are worse in resource-poor settings, such as in sub-Saharan Africa. What solutions are being tried? One World Health Organization (WHO) initiative being trialled in several countries across Africa, South America and south Asia, is the 7-1-7 initiative . This sets aspirational targets for outbreaks of infectious diseases to be detected within seven days, notified to public health authorities within a day, and seven days to complete an initial response. This is a laudable aim but it may still be too late for fast-moving outbreaks. Another solution is to better integrate and better coordinate existing surveillance activities and systems. One such WHO initiative is Integrated Disease Surveillance and Response (IDSR), which has mainly been deployed in Africa over the past two decades. IDSR has had mixed success so far. A recent review found information technology system issues, financial constraints and data-sharing problems, as well as workforce gaps. Other global initiatives include the International Pathogen Surveillance Network brought together by the WHO Hub for Pandemic and Epidemic Intelligence, and recent efforts to promote collaborative surveillance across different agencies and sectors (from human health to animal health and the environment) to work together and share information as well as expertise. The effectiveness of such initiatives remains to be seen, but they are a step in the right direction. Without better disease surveillance globally, we may not detect the next pandemic until it is too late.
