New Delhi, Dec 15 (PTI) Prime Minister Narendra Modi on Sunday asked states to work towards providing an environment where start-ups can flourish, simplify the compliances that often lead to harassment of citizens and take obesity as a big challenge. Addressing the fourth national conference of chief secretaries here, he said states should reform governance model in such a way that encourages citizen participation, according to an official statement. Modi said it is important to focus on reform, perform, and transform, and that it is also important to inform people about various initiatives of the government. In the health sector, he urged the participants that obesity should be taken as a big challenge in the country. Only a fit and healthy India can be a ‘Viksit Bharat’, he added. The prime minister said India can be made tuberculosis-free by the end of 2025, and that ASHA and Anganwadi workers can play a big role in delivering this goal. Asserting that old manuscripts were India’s treasure, he said states should take steps to use technology to digitize it. He said a great benefit of the conference was that “Team India” had come together for discussion with an open mind and work together for a ‘Viksit Bharat’. Pro-People Pro-active Good Governance (P2G2) is at the core of their work through which they can together achieve the vision of a Viksit Bharat, he added. The conference included discussions around the overarching theme of ‘Promoting Entrepreneurship, Employment and Skilling – Leveraging the Demographic Dividend’. Lauding the advent of start-ups, especially in tier-2 and 3 cities, the prime minister asked states to encourage such innovations and work towards providing an environment where start-ups can flourish. “He urged states to identify locations suitable for entrepreneurs in smaller cities and take initiative to connect them with the banking system, provide logistics and facilitate them,” the statement said. Modi asked states to explore concepts of Viability Gap Funding for recycling of e-waste. This is particularly important as with increasing data and technology driven society, digital waste will further increase, he said. While appreciating that PM GatiShakti has been a key enabler for good governance, he also said that the initiative must be regularly updated and indicators for environmental impacts, disaster prone areas should be included in it. Talking about Aspirational Districts and Blocks Programme, he said that competent officers posted in these blocks and districts can bring about massive changes at the ground level. It would also lead to immense socio-economic benefits, he added. Modi also encouraged officials to work for human resources development in order to develop cities as centres of economic growth. He emphasized on developing institutions for specialization in urban governance, water and environment management. With increasing urban mobility, he stressed on providing adequate urban accommodation which would in turn lead to better productivity in the manufacturing sector in new industrial hubs. Noting that it was the death anniversary of Sardar Vallabhbhai Patel, Modi lauded him as an inspiration for all civil servants and said that everyone should work towards achieving his dream of India. These initiatives can emerge as the driving wheels for the economy with women-led development as the foundation, the statement said. The participants discussed that a multifaceted approach is required to harness the potential of India’s service sector, especially in smaller cities, it said. This involves a combination of policy interventions, infrastructure development, skill enhancement, and a focus on creating a business-friendly environment, the statement added. Emphasis on skilling and formalization of the informal sector was also discussed. Similarly in the rural non-farm sector, it was discussed that rural entrepreneurship should be promoted through specific skilling courses. It was also felt that women and marginalized groups’ participation in non-farm employment should also be encouraged through special incentives, the statement said. The conference had a special session on frontier technologies representing convergence of various fields which can help in providing solutions to global challenges. It also could provide India an opportunity to lead in this arena and have a trajectory of inclusive and sustainable growth, the statement said. British Columbia business owner Joe Chaput will spend $5,500 a month on security guards during the holiday season and plans on upgrading his store's video camera system for around $5,000 more. He's not selling luxury brands or expensive jewels. Chaput sells cheese, and at Christmas, cheese is a hot commodity. He is the co-owner of specialty cheese store les amis du Fromage, with two locations in Vancouver. While cheeselifting is rare in their Kitsilano store, the outlet in East Vancouver is hit in waves, with nothing happening for a month, then three of four people trying to steal their inventory within a week. "Sometimes, you miss it. Sometimes, you catch it. The way shoplifters behave ... they tend to gravitate toward expensive things," said Chaput. Expensive cheese is on shoplifters' Christmas list, he said. "They tend to do the classic examples of staying away from customer service and trying to go to a different part of the store so they can be left alone to steal." Chaput isn't alone. Police say food-related crimes on are the rise in Canada and as prices climb for items such as cheese and butter, they become lucrative on the black market for organized crime groups, not to mention theft for local resale. Sylvain Charlebois, the director of Dalhousie University's Agri-food Analytics Lab, said a black market tends to emerge as soon as food prices surge. "Organized crime will steal anything (if) they know they can sell it and so, they probably would have known who their clients are before even stealing anything at all, and that's how a black market is organized," said Charlebois. He said he believes there are two categories of people shoplifting — those who do so out of desperation because they can't afford the food, or organized criminals, profiting from sales on the black market. Mounties in North Vancouver made cheesy headlines when they ran into a man with a cart of stolen cheese in the middle of the night in September. The cheese, valued at $12,800, was from a nearby Whole Foods Store. While the cheese was recovered, it had to be disposed of because it hadn't been refrigerated. Const. Mansoor Sahak, with the North Vancouver RCMP, said officers believe cheese is targeted because it's "profitable to resell." "If they are drug addicts, they will commit further crimes with that or feed their drug habits. It’s a vicious cycle,” said Sahak. Sahak said meat is also a top target for grocery thieves, with store losses sometimes in the thousands. "So, we're not surprised that this happened,” said Sahak. Police in Ontario have been chasing down slippery shoplifters going after butter. Scott Tracey, a spokesman with Guelph Police Service, said there have been eight or nine butter thefts over the last year, including one theft last December worth $1,000. In October, two men walked into a local grocer and filled their carts with cases of butter valued at $936, and four days later a Guelph grocer lost four cases valued at $958. Tracey said he has looked at online marketplaces and found listings by people selling 20 or 30 pounds of butter at a time. “Clearly, somebody didn't accidentally buy 30 extra pounds of butter. So, they must have come from somewhere,” said Tracey, “I think at this point it appears to be the black market is where it's headed.” He said the thefts seem to be organized, with two or three people working together in each case. Police in Brantford, Ont., are also investigating the theft of about $1,200 worth of butter from a store on Nov. 4. Charlebois said retailers could invest in prevention technologies like electronic tags, but putting them on butter or cheese is rare. He said up until recently grocery store theft has been a "taboo subject for many years." Stores didn't wanted to talk about thefts because they didn't want to alarm people but now they feel they need to build awareness about what is "becoming a huge problem," said Charlebois. Chaput, the cheese store owner, said he had been running the East Vancouver store for 15 years while managing the store in Kitsilano for 30 years, and he loves his customers. "It's really one of the best parts of our businesses, seeing familiar faces and making new customers. It's why we come to work, really. Partly it's the cheese, and partly it's the people," said Chaput. He said his strategy to combat would-be thieves is to give them extra customer service to make it harder for them to steal. He admits, however, that the shoplifting causes him stress. "It's challenging. You're busy trying to run your business day to day and take care of customers and take care of employees. Having to deal with criminals, just kind of scratches away. Tips includes creating a visual schedule or calendar so children can see what is being planned for holiday time (including breaks or downtime), using photos or maps to help prepare children before travelling to visit family or friends for the holidays, and discussing holiday plans as a family to help manage change and expectations and to choose activities that everyone would like to do together. “Parents and caregivers often feel guilty and pressured to have the picture-perfect holiday that they see on social media or in the movies, but that isn’t always the reality,” Captain said. “The fact is we can still enjoy happy holidays if we keep things simple, stick to structure, go back to basics, and are flexible.” Captain, who works in school-based rehabilitation services at Five Counties, provides occupational therapy support to students and often discusses self-regulation in her classes. “I always tell parents to put on your oxygen mask first, to meet your own regulation needs and support your nervous system so that you can support your child’s needs.” Captain said it’s important to manage the variables that are within control. This including getting enough rest and sticking to sleep schedules, selecting a quiet space where family members can rejuvenate, and eating well and staying well-hydrated. “It’s really going back to the basics,” Captain noted. “We’re optimizing our bodies on the inside to cope with all the stress and changes that go on outside and around us.” Another tip is to unplug from technology as much as possible and make meaningful connections by spending time together as a family. “While being together doesn’t require a lot of preparation, make it quality time to really forge that connection,” Captain said. According to Captain, too much screen time during the holidays can affect a child’s sleep, behaviour, routine, and anxiety levels. If spending time in front of a screen, do it together as a family, but avoid screen time too close to bedtime as children can get overstimulated and their sleep can be affected. Another tip is to make sure you spend time outdoors having fun as a family. “I know going outdoors in the winter months in Canada isn’t something we all like to do, but the importance of sunlight, fresh air, and activity are important for everyone to feel their best,” Captain said. In choosing outdoor activities to do together, families can be purposeful and organized. “There’s time to run around in the snow, but planning a scavenger hunt, designing a snow fort, building a snowman, or trying to see how many animals you can spot in 10 minutes can maximize that outdoor experience,” she explained. If the weather precludes outdoor fun, indoor games are a good alternative. These could include creating an obstacle course, doing a puzzle, or trying out a fun and interactive activity like Cosmic Kids Yoga. “Pick what works for your family and do what you can,” Captain said, “and happy holidays can be within our reach.”

A new study has demonstrated that a tiny bundle of optical fibers can continuously, accurately, and simultaneously measure six biomarkers of brain health, helping to prevent serious complications that can follow a traumatic brain injury. , a.k.a. fiber optics, uses pulses of light to transmit data along a bundle of thin strands of glass or plastic. It’s a technology that, more often than not, is closely associated with the internet, a means of achieving things like faster download and upload speeds and reduced latency. A new study led by Imperial College London (ICL) has used the technology to improve healthcare, particularly the diagnosis and treatment of dangerous swelling that can follow a . “Continuous and comprehensive brain monitoring is crucial for timely identification of changes or deterioration in brain function, enabling prompt intervention and personalized treatments,” said the researchers. “However, existing brain monitoring systems struggle to offer continuous and accurate monitoring of multiple brain biomarkers simultaneously.” Brain monitoring after a traumatic brain injury (TBI) is critical to patient care. After the initial injury, the brain swells, a delayed response known as a secondary injury. Swelling presses the soft brain tissue against the hard, inflexible skull, causing further damage. Secondary injury is the of hospital death. Unlike the initial injury, secondary brain injury can be mitigated by closely monitoring parameters such as EEG, intracranial pressure (ICP), cerebral blood flow, and brain oxygen levels. Separate devices are currently used to measure these parameters. For the present study, the researchers took advantage of technological advances to create a bundle of optical fiber sensors that simultaneously monitor six biomarkers that are indicative of brain health: temperature, pH, and concentrations of dissolved oxygen, glucose, sodium ions, and calcium ions. The biomarkers are measured using cerebrospinal fluid (CSF), the watery liquid that fills and surrounds the brain and spinal cord and provides nutrients, removes waste, and acts as a shock absorber for these delicate organs. The tips of six optical fibers were fitted with fluorescent sensors, which, by using a multi-wavelength laser, enabled the selective and continuous measurement of each of the biomarkers. A spare optical fiber was included in case it was needed for signal enhancement or a seventh biomarker. The fibers were bundled up into a 2.5-millimeter-thick (0.1-inch) catheter, which was initially inserted into animal brain models of TBI. Machine learning algorithms were used to decipher the incoming biomarker measurements. After demonstrating that the device could continuously and accurately measure the six biomarkers in animal brains, the researchers moved on to validating their findings using clinical human CSF samples. They obtained samples from 11 patients and used the optical fiber sensing system to measure the select biomarkers. “In the measurement of clinical human CSF samples, the multiplexed sensing system demonstrated high sensing precision for the continuous measurement of multiple biomarkers simultaneously with high selectivity and stability,” the researchers said. “Therefore, we conclude that the sensing system, coupled with intelligent algorithms, possesses great potential in the multiplexed monitoring of deep brain biomarkers for TBI treatment.” The device is not limited to only measuring six biomarkers, though. “In the current design, the system is developed for the monitoring of six biomarkers simultaneously with one spare fiber to accommodate a seventh biomarker,” said the researchers. “However, it is not the maximum capacity of the system. With careful optimization of the connector and individual fiber dimensions, it has the potential to measure more than 10 biomarkers concurrently. Achieving this would require additional lasers with varying wavelengths to efficiently excite all of the sensors.” And the researchers say the sensing device could be used in other situations. “The device also holds potential to be utilized with other modalities,” they said. “The device’s optical fiber-based design offers full compatibility with magnetic resonance imaging (MRI), making it suitable for use in MR-guided surgeries with long-distance fibers and remote monitoring capabilities. It could also be integrated with drug delivery systems, utilizing hollow fibers to directly measure responses to pharmacological interventions. Further studies are necessary to assess the performance of the sensing system in diverse environments to fully explore its potential in multiplexed sensing and beyond.” The researchers said that the probe’s small size and its being made from soft, highly biocompatible materials reduce the risk of it damaging brain tissue and prompting an inflammatory response, making it suitable for long-term implantation. However, the biocompatibility of the system needs to be evaluated over extended periods. “The system is minimally invasive, multiplexed, sensitive, selective, robust, and fully reversible and suitable for long-term applications,” the researchers concluded. “It holds great promise for precise and continuous monitoring of deep brain physiology, aiding in pathological identification and clinical guidance in various clinical cases, including but not limited to brain injury, ischemic or hemorrhagic stroke, and brain tumor resection.” The study was published in the journal . One by one, each entrepreneur spent three minutes pitching an early-stage startup to a crowd of investors and business leaders during the 2024 Techstars Physical Health Fort Worth Demo Day Dec. 11. Bowles smiled with pride. The event marked the end of an initial three-year accelerator program, launched in 2022, that focuses on fostering breakthrough technologies in rehabilitation, physical therapy, human performance and exercise. The 11 companies in the 2024 Techstars Physical Health Fort Worth Accelerator: Athlete Electrokare FluteSpace Gale Payments Gisens Biotech Nerveli Peeq Industries Proton Health Revella Health ReviMo Syndicate Bio Not only was this a big moment for these startups, he said, but it was a shining moment for Techstars Fort Worth’s effort to grow the city as “the physical health capital of the world.” Fort Worth was the only Texas city that hosted a Techstars accelerator this year and remains the only one in the world focused on innovation in physical health, according to the University of North Texas Health Science Center at Fort Worth. Techstars is a global investment firm that provides access to one-on-one mentorship and customized programming for early-stage startups. The firm operates over 50 accelerators worldwide . The business accelerator in Fort Worth has resulted in roughly $17.5 million in capital raised since its launch, according to Bowles. “This has been a great chance for us to celebrate why Fort Worth is such a great place to build a business,” he told the Report. The Techstars Physical Health Fort Worth Accelerator is a partnership between the Health Science Center, city of Fort Worth, Tarrant County, Goff Capital and Techstars. The Fort Worth accelerator was announced during a February 2022 City Council meeting as the city aimed to beef up its economic development strategy to attract more business to town. Cameron Cushman, assistant vice president of innovation ecosystems at the Health Science Center, previously said the lack of an accelerator program focused on early-stage companies from across the country was a big gap in the community. That’s when he started talking with Techstars to create an iteration of the program in Fort Worth. The realm of physical health was a good investment because it’s ripe for disruption and is a way bigger industry than some realize, Cushman said. “If you get cancer, you go to Houston. If you have heart issues, you go to Cleveland Clinic or maybe Mayo Clinic ,” Cushman previously said. “If you want to innovate in physical therapy, where do you go? There’s really not any city in the U.S., at least that I’m aware of, that kind of owns that market.” The accelerator was funded by $4.8 million in federal COVID-19 relief dollars from Fort Worth and Tarrant County and roughly $10 million from Goff Capital and the Health Science Center over a three-year period. Each year, the heads of the accelerator program examined applications from thousands of companies and narrowed down participants to roughly 10 per cohort. Company founders were then connected to experts in the field for a 13-week program to help them strengthen their business model. Since its launch, the accelerator has recruited 31 up-and-coming businesses from across the world to temporarily move to Fort Worth. Three of those companies were originally based in North Texas, while the rest came from outside of the region. The long-term goal has been to keep startups in Tarrant County, Bowles said. Roughly eight to 10 of the 31 companies are either planning to relocate their headquarters or open a regional office in the area, he added. Fort Worth Mayor Mattie Parker said she feels proud of what has been achieved through the Techstars partnership. “Our city launched one of the top accelerator programs on the planet, showcasing Fort Worth’s resources for founders and supporting entrepreneurship for Fort Worth’s residents,” Parker said during a welcome video at the Dec. 11 Demo Day. “Programs like Techstars, combined with our city’s talent and resources, are helping us earn accolades, like being named the seventh best large city to start a business .” As the Techstars Physical Health Fort Worth Accelerator reaches the end of its initial three-year investment, the firm is examining opportunities to determine the future of the program, Bowles said. “We’ve got to work and figure out what we want to do in Fort Worth and across Texas next,” he said. “So much potential. So much opportunity. So much good from leaders in the community. (AP) — Canadian Prime Minister Justin Trudeau returned home Saturday after his meeting with Donald Trump without assurances the president-elect will back away from threatened tariffs on all products from the major American trading partner. Trump called the talks “productive” but signaled no retreat from a pledge that Canada says unfairly lumps it in with Mexico over the flow of drugs and migrants into the United States. After the leaders’ hastily arranged dinner Friday night at Trump's Mar-a-Lago club in Florida, Trudeau spoke of “an excellent conversation" and said in a post later Saturday on X, accompanied by a photo of the two men seated a table and smiling, that he looked forward to “the work we can do together, again.” Trump said earlier on Truth Social that they discussed “many important topics that will require both Countries to work together to address.” For issues in need of such cooperation, Trump cited fentanyl and the “Drug Crisis that has decimated so many lives as a result of Illegal Immigration," fair trade deals "that do not jeopardize American Workers” and the U.S. trade deficit with its ally to the north. Trump asserted that the prime minister had made “a commitment to work with us to end this terrible devastation” of American families from fentanyl from China reaching the United States through its neighbors. The U.S., he said, “will no longer sit idly by as our Citizens become victims to the scourge of this Drug Epidemic.” The Republican president-elect has threatened to impose a 25% tax on all products entering the U.S. from Canada and Mexico as one of his first executive orders when he takes office in January. U.S. customs agents seized 43 pounds of fentanyl at the Canadian border last fiscal year, compared with 21,100 pounds at the Mexican border. On immigration, the U.S. Border Patrol made 56,530 arrests at the Mexican border in October alone and 23,721 arrests at the Canadian border between October 2023 and September 2024 — and Canadian officials say they are ready to make new investments in border security. Trudeau called Trump after the Republican's social media posts about the tariffs last Monday and they agreed to meet, according to a official familiar with the matter who was not authorized to publicly discuss detail of the private talks. The official said other countries are calling Canadian officials to hear how about how the meeting was arranged and to ask for advice. Mexican President Claudia Sheinbaum, after speaking with Trump on the telephone, said Thursday she was confident a tariff war with Washington would be averted. At the dinner that was said to last three hours, Trump said he and Trudeau also discussed energy, trade and the Arctic. A second official cited defense, Ukraine, NATO, China, the Mideast, pipelines and the Group of Seven meeting in Canada next year as other issues that arose. Trudeau's office said in a statement that the leaders “shared a productive wide-ranging discussion” centering on “collaboration and strengthening our relationship,” adding, "As Canada’s closest friend and ally, the United States is our key partner, and we are committed to working together in the interests of Canadians and Americans.” Trump, during his first term as president, once called Trudeau “weak” and “dishonest,” but it was the prime minister who was the first G7 leader to visit Trump since the Nov. 5 election. "Tariffs are a crucial issue for Canada and a bold move was in order. Perhaps it was a risk, but a risk worth taking,” Daniel Béland, a political science professor at McGill University in Montreal. Trudeau had said before leaving from Friday that Trump was elected because he promised to bring down the cost of groceries but now was talking about adding 25% to the cost of all kinds of products, including potatoes from Prince Edward Island in Atlantic Canada. “It is important to understand that Donald Trump, when he makes statements like that, he plans on carrying them out. There’s no question about it,” Trudeau said. “Our responsibility is to point out that he would not just be harming Canadians, who work so well with the United States, but he would actually be raising prices for Americans citizens as well and hurting American industry and business,” he added. The threatened tariffs could essentially blow up the North American trade pact that Trump’s team negotiated during his first term. Trudeau noted they were able to successfully renegotiate the deal, which he calls a “win win” for both countries. When Trump imposed higher tariffs as president, other countries responded with retaliatory tariffs of their own. Canada, for instance, announced billions of new duties in 2018 against the U.S. in a response to new taxes on Canadian steel and aluminum. Canada is the top export destination for 36 U.S. states. Nearly $3.6 billion Canadian (US $2.7 billion) worth of goods and services cross the border each day. About 60% of U.S. crude oil imports are from Canada, and 85% of U.S. electricity imports are from Canada. Canada is also the largest foreign supplier of steel, aluminum and uranium to the U.S. and has 34 critical minerals and metals that the Pentagon is eager for and investing in for national security.
