The auto industry is pulling back on its 'capital junkie' tendencies after unprecedented spending on EVs, self-drivingBy: Aroona Khan Contrary to prevailing views that economic interdependence promotes peace and cooperation among the states, experts argue that economic interdependence has security implications due to asymmetric economic relations among states. A state may be dependent on other states for critical goods and commodities. States fear that the other side may leverage such dependence to devastate its economy. States are trying to reduce such exposure which is leading to more tensions and military competition. The United States and China are the most significant trade partners. However, this trade is asymmetric. It implies that trade balance between the two supports the former. The latter fears that in future, China may exploit such dependence on critical goods and materials. Furthermore, the U.S. is also persuading its allies to de-risk their economies to reduce their vulnerabilities and diversifying their trade relationship. It is also convincing them to use the U.S. sponsored supply chain coalitions. That is why the United States’ administration has been trying to decrease China’s capability to purchase advanced US materials such as semiconductors, chip-making materials, and the other essential technologies since the year 2022. Now just few weeks before Donald Trump’s return as president, the United States announced new export restrictions on China’s advanced semiconductors on December 2, 2024. China has condemned the United States’ hawkish stance. As the U.S. is increasing its efforts to reduce the export of the state-of-the-art chips to China. These chips are used in artificial intelligence and advanced weapon systems. The U.S. commerce secretary said that Joe Biden’s presidency had been tough in strategically addressing the issue of China’s military upgrading through export controls. The national security adviser Jake Sullivan also said that the United States has taken important measures to protect the use of our technology by our adversaries which is important for the national security. The United States has banned the deals to 140 companies; these include Chinese chip firms Piotech and SiCarrier. The U.S. Commerce Department said that these restrictions are introduced to reduce China’s development of advanced artificial intelligence that is used for advanced warfare and weaken China’s growth of its semiconductor ecosystem. These rules included the ban on China-bound deliveries of high bandwidth memory (HBM) chips. These chips are used in applications such as Artificial intelligence training, software utensils and chipmaking materials. These also included the equipment made in Singapore and Malaysia. The firms that are mostly affected are Chinese or Chinese-owned industries in Singapore, Japan, and South Korea. After the latest restrictions of United States on exports of advanced chips to China, the government of the Netherlands said it is also concerned about the United States’ tension and is closely monitoring the latest restrictions and would soon decide if it will increase its own controls on China. The Netherlands-based computer chip equipment maker ASML said that if their government would enforce the new rules, these latest restrictions would affect its export of deep ultraviolet lithography (DUV) systems to the chip making plants in China. As they are already following the restrictions of the US government on the selling of extreme ultraviolet lithography machines (EUV) to China. Following these restrictions, China, announced that it had forbidden exports of the important minerals such as germanium, gallium, and antimony to the United States. These are rare minerals, which are mined in small quantities. These minerals are used in the materials used for the military such as in different kind of weapons systems and technical products such as semiconductors and chips that are used in advanced computers and artificial intelligence. These elements are also used in electrical machinery such as vehicles and other devices. China announced it the next day after the United States’ latest restriction on its chip sector. These trade problems between the United States and China had increased just before newly elected President Donald Trump joined next month. According to the Chinese officials, this was an important initiative as the United States was violating export controls. The Chinese industry associations have said that these restrictions and sanctions would affect the global chip industry and will increase the prices in the United States. These trends reflect that political and military tensions are increasing between the two states. Expectations are that the incoming Trump administration will intensify these trends next month. These developments may have negative repercussions on global economic interdependence and promote competitive environments among states. These trends will also affect the companies globally that are producing or depend on the semiconductors as these bans on exports would eventually cause the prices to increase. Communications Minister Shlomo Karhi said on Wednesday he had collected the signatures of 13 ministers on a document calling for the ouster of Attorney General Gali Baharav-Miara. In an interview with the Haredi Kikar Hashabbat website, Karhi presented the document and said he is "actively working on it" and got the process moving himself. The minister said that as soon as he obtains 17 signatures, which would be more than half of the ministers, the government will be obligated to discuss the dismissal procedure, which he says will begin with contacting the search committee. About the possibility that a constitutional crisis could be created over the issue of prime ministerial incapacity, Karhi said, "It's not a constitutional crisis, but a crisis that the High Court would manufacture – and then end up drowning in its own crisis." Karhi argued that the regime in Israel is not a " full democracy ," citing as proof that in a full democracy the court does not have the authority to nullify Basic Laws. He went on to say, "We haven't yet reached a situation of a judicial coup by invoking incapacity. It won't happen, the High Court doesn't have the authority." Last week, top coalition figures said that despite the calls from some ministers to fire the attorney general, the prime minister's position on the issue hasn't changed. The desire to fire Baharav-Miara , who was appointed by the Bennett government, has been evident since the first day of Netanyahu's return as prime minister. A disruptive ransomware attack on Blue Yonder, a supply chain management software provider for major retailers, consumer product companies, and manufacturers, highlights the heightened risk organizations face during the busy holiday season. A Nov. 21 attack on Blue Yonder affected infrastructure that the company uses to host a variety of managed services for customers, which include 46 of the top 100 manufacturers, 64 of the top 100 consumer product goods makers, and 76 of the top 100 retailers in the world. Among those reportedly most affected by the attacks are Morrisons and Sainsbury's, two of the UK's largest supermarket chains. British media outlet The Grocer quoted a Morrisons spokesperson as describing the Blue Yonder attack as affecting the smooth delivery of goods to stores in the UK. Availability of some product lines at wholesale and convenience locations could drop to as low as 60% of normal availability, the media outlet reported. In the US, Starbucks reported the Blue Yonder attack affecting a back-end process for employing scheduling and time-tracking . But besides that, there have been no confirmed reports so far of widespread disruptions resulting from the attack. Blue Yonder's US customers include Kimberly-Clark, Anheuser-Busch, Campbell's, Best Buy, Wegmans, and Walgreens. The company said it was actively monitoring its Blue Yonder Azure public cloud environment but had not spotted any suspicious activity. "Since learning of the incident, the Blue Yonder team has been working diligently together with external cybersecurity firms to make progress in their recovery process," a Blue Yonder spokesperson said in an emailed statement to Dark Reading. "We have implemented several defensive and forensic protocols" to mitigate the issue. "We have notified relevant customers and will continue to communicate as appropriate. Additional updated information will be provided on our website as our investigation proceeds," the spokesperson added. The statement did not provide any kind of timeline by which it hopes to completely restore its systems. The fallout from the Blue Yonder attack is similar to that from other major supply chain attacks in recent times, including the ones on Progress Software's MOVEit file transfer software , Kaseya , WordPress , and Polyfill.io . In each instance, the threat actors behind the attacks managed to impact a broad swath of organizations by targeting a single trusted player in the software supply chain. Research that Semperis conducted showed that 86% of ransomware victims over the past year were targeted either on a holiday or on a weekend. More than six in 10 respondents in the survey said they experienced a ransomware attack during a corporate event. Semperis found that while most of the organizations in its survey maintained a round-the-clock security operations capability, some 85% scaled back security operations center (SOC) staffing levels by up to 50% outside normal business hours. "Despite widespread cybersecurity efforts, many organizations are unintentionally opening a door to ransomware by reducing their defenses during weekends and holidays," says Jeff Wichman, director of incident response at Semperis. "Attackers clearly expect this behavior and target these periods — as well as other material corporate events that might signal distracted or reduced defenses — to strike. In each country, the vast majority of businesses reduce staffing by up to 50% on holidays and weekends. In Germany, 75% of organizations downsized staff by as much as 50% on holidays and weekends. "In security, you can’t wax or wane, and your defenses need to be constant" and around the clock, he says. Wichman recommends that organizations maintain at least 75% of their regular staffing levels on holidays and weekend to maintain operational resiliency. Nick Tausek, lead security automation architect at Swimlane, says incidents like the attack on Blue Yonder highlight why cyber hygiene is important at all times of the year, but especially so during the holiday season: "User training, frequent, comprehensive backups, and a tested disaster recovery plan are the three biggest protections against cybercriminals and ransomware operators during the busy holiday season."
