TORRINGTON – Over the next five years, the Board of Education wants to spend $12.9 million on facility improvements and $6.8 million on technology upgrades. Director of Facilities Dean Pergola and Director of Information Technology Rachael Viens presented their five-year plans to the board in a remote meeting Wednesday. The board authorized Superintendent Michael Wilson to forward the documents to the city by Dec. 31. Pergola said he derived much of his plan from a facility study and future plans for schools, including redistricting. “I went through every school trying to figure out what to do this year and what can wait,” he said. The most pressing issues on the $1.7 million list of Forbes School’s 2025-2026 upgrades that Pergola recommends include $55,000 in Americans with Disabilities Act-compliance fixes and $20,000 for new drinking fountains. Vogel-Wetmore School’s $1.95 million list includes a $1.75 million roof replacement. Torrington Middle School’s $644,500 list includes a $500,000 roof replacement. For Southwest School, Pergola recommends $329,890 in fixes, including a $127,200 roof, for next year. At Torringford School, the $386,618 chiller is “our weakest link that we have right now,” Pergola said. The overall list would run $408,618 and include security cameras and a replacement keyboard for building access. For the district as a whole, he recommends $155,000 in snow-removal equipment and security cameras. In total, Pergola recommends spending $3.59 million next fiscal year and said a good chunk of that would be up to 73% reimbursable through state grants, costing the city about $1.6 million. When asked by board member Jeffrey Putnam if the plans can change, Pergola said they are not written in stone. “Year after year things will change, but it does give us something to send to the city,” board Co-Chairwoman Susan DePretis said. Viens said she researched when warranties will end to determine which devices are in imminent need of replacement. “For the upcoming year, there’s MacBook and iPad refreshes ... so we can have a new warranty so everything is covered and we’re not covering the bill if anything breaks,” she said. The list includes replacing 1,200 MacBooks and 660 iPads. The buildings also need a new phone system, Viens said, noting parts for the antiquated system in use are difficult to find and the company that does repairs is forced to buy them on eBay. “Our current phone system is obsolete,” she said. When board member Glenn Burger questioned replacing 1,200 devices at once, Viens said they were purchased at the same time so the warranties will expire at the same time. The system and device upgrades Viens recommended for next fiscal year will run just under $2 million. Mayor Elinor C. Carbone said Thursday the Board of Finance will be given a copy of the plans and review them, likely in April 2025 during budget season.

Ukraine is slowly losing the three-year conflict on the battlefield. Russia is slowly losing the economic conflict at a roughly equal pace. The Kremlin’s oil export revenues are too low to sustain a high-intensity war and nobody will lend Vladimir Putin a kopeck. Russia’s overheated, military-Keynesian war economy looks much like the dysfunctional German war economy of late 1917, which had run out of skilled manpower and was holed below the waterline after three years of Allied blockade – as the logistical failures of the Ludendorff offensive would later reveal. Vladimir Putin’s war has crippled Russia’s economy. Credit: AP Photos Putin’s strategic victory in Ukraine was far from inevitable a fortnight ago and it is less inevitable now after the Assad regime collapsed like a house of cards , shattering Putin’s credibility in the Middle East and the Sahel. He could do nothing to save his sole state ally in the Arab world. “The limits of Russian military power have been revealed,” said Tim Ash, a regional expert at Bluebay Asset Management and a Chatham House fellow. Turkey is now master of the region. Turkish forces had to step in to rescue stranded Russian generals. Even if Putin succeeds in holding on to his naval base at Tartus – a big if – this concession will be on Ottoman terms and sufferance. “Putin now goes into Ukraine peace talks from a position of weakness,” said Mr Ash. Loading When Trump won the US elections in 2016, corks of Golubitskoe Villa Romanov popped at the Kremlin. There were no illusions this time. Anton Barbashin from Riddle Russia says Donald Trump imposed 40 rounds of sanctions on Russia, belying his bonhomie with Putin before the cameras. He has since warned that Putin will not get all of the four annexed (but unconquered) oblasts of Donetsk, Luhansk, Kherson and Zaporizhia. The Kremlin had banked on a contested election outcome in the US, followed by months of disarray that would discredit US democracy across the world. The polite interregnum has been a cruel disappointment. Barbashin says Russia’s leaders expect Trump to issue ultimatums to both Kyiv and Moscow: if Volodymyr Zelensky balks at peace terms, the US will sever all military aid; if Putin drags his feet, the US will up the military ante and carpet-bomb the Russian economy.Securities Exchange Board of India (SEBI) has completed all 24 investigations in the Adani-Hindenburg case and is set to submit its final report soon. Earlier the market regulator had informed the Supreme Court that it had completed 22 of the 24 investigations. One of the two remaining investigations related to trading pre and post-Hindenburg report was to ascertain whether some entities’ short positions were unusual when the report was released. In this regards, SEBI has issued a show-cause notice to Hindenburg Research. SEBI’s investigation found that the disclaimer by the short seller on holding positions in the Adani group stock “only through non-Indian traded securities was misleading since it concealed the complete extent of its financial interest in companies which were the subject of its research report due to Hindenburg’s direct stake in profits from positions taken by the FPI in the future of AEL on the Indian stock exchange.” Hindenburg has dismissed SEBI’s findings as “nonsense” The second pending investigation was related to an allegation of violation of minimum public shareholding by Adani group companies listed on the bourses. SEBI investigated six listed Adani group entities and found that four companies, including Adani Power and Adani Energy, had violated the public shareholding norms by categorising some of the promoter held shares as public. Adani group companies have denied the findings of the SEBI investigations as per disclosures made by the companies to the stock exchanges. While the market regulator is yet to issue its final order in the matter, determination of whether there has been a violation or not in all 24 investigations related to the allegations made in the Hindenburg report. Market experts said that SEBI should release its findings quickly after completing the due process of hearing all parties. “There is a perception that SEBI is not doing enough in the Adani case. Now we have a new set of allegations from the US investigating agencies which needs to be investigated as well,” said a proxy advisory firm. Comments

Dominican judge Yacaira Veras postponed the hearing Thursday at the request of prosecutors because of the absence of several key witnesses in the case. The judge replied that Franco is obligated to continue with the trial schedule and his conditional release from detainment. Rape investigation that Swedish media say focused on Kylian Mbappé has been closed STOCKHOLM (AP) — Swedish prosecutors say they have dropped a rape investigation that was launched in connection with soccer star Kylian Mbappé’s visit to Stockholm in October. In a statement, lead investigator Marina Chirakova says there is not enough evidence to continue the investigation into the allegation at a hotel. Prosecutors never publicly named the suspect in the investigation but some Swedish media reported it was Mbappé. The Real Madrid striker visited Stockholm in October during a break in the Spanish league. At the time, Mbappé’s legal team dismissed those reports as false. Lina al-Hathloul is a London-based activist whose sister was jailed in Saudi Arabia then banned from travel after campaigning to end a ban on women driving. When FIFA confirmed the kingdom as the 2034 tournament host on Wednesday its president Gianni Infantino acknowledged “the world will be watching” for positive social change. Al-Hathloul says western people “will be very safe” at the World Cup but "will see a bubble of what Saudi Arabia is.” Team claims NASCAR rescinded approval to buy new charter unless federal antitrust suit is dropped CHARLOTTE, N.C. Front Row and 23XI rejected NASCAR's new revenue sharing agreement and have gone to court. NASCAR now says it will move forward in 2025 with 32 chartered teams and eight open spots, with offers on charters for Front Row and 23XI rescinded and the SHR charters in limbo. Indian teen Gukesh Dommaraju becomes the youngest chess world champion after beating Chinese rival NEW DELHI (AP) — Indian teenager Gukesh Dommaraju has become the youngest chess world champion after beating the defending champion Ding Liren of China. Dommaraju, 18, secured 7.5 points against 6.5 of his Chinese rival in Thursday's game which was played in Singapore. He has surpassed the achievement of Russia’s Garry Kasparov who won the title at the age of 22. Dommaraju is now also the second Indian to win the title after five-time world chess champion Viswanathan Anand. The Indian teen prodigy has long been considered a rising star in the chess world after he became a chess grandmaster at 12. He had entered the match as the youngest-ever challenger to the world crown after winning the Candidates tournament earlier this year. 10 notable books of 2024, from Sarah J. Maas to Melania Trump

Consumers in the United States scoured the internet for online deals as they looked to take advantage of the post-Thanksgiving shopping marathon with Cyber Monday. Even though e-commerce is now part and parcel of many people's regular routines and the holiday shopping season, Cyber Monday — a term coined in 2005 by the National Retail Federation — has become the biggest online shopping day of the year, thanks to the deals and the hype the industry has created to fuel it. Adobe Analytics, which tracks online shopping, expected consumers to spend $13.2 billion Monday — a record, and 6.1% more than last year. That would make it the biggest shopping day for e-commerce for the season — and the year. Online spending was expected to peak between the hours of 8 p.m. and 10 p.m. on Monday night, per Adobe — reaching an estimated $15.7 million spent every minute. For several major retailers, a Cyber Monday sale is a dayslong event that began over the Thanksgiving weekend. An Amazon Prime delivery person lifts packages while making a stop Nov. 28, 2023, in Denver. Amazon kicked off its sales event right after midnight Pacific time on Saturday. Target's two days of discount offers on its website and app began overnight Sunday. Walmart rolled out its Cyber Monday offers for Walmart+ members Sunday afternoon and opened it up to all customers three hours later, at 8 p.m. Eastern time. Consumer spending for Cyber Week — the five major shopping days between Thanksgiving and Cyber Monday — provides a strong indication of how much shoppers are willing to spend for the holidays. Many U.S. consumers continue to experience sticker shock after the period of post-pandemic inflation, which left prices for many goods and services higher than they were three years ago. But retail sales nonetheless remain strong, and the economy kept growing at a healthy pace. At the same time, credit card debt and delinquencies are rising. More shoppers than ever are also on track to use "buy now, pay later" plans this holiday season, which allows them to delay payments on holiday decor, gifts and other items. Many economists also warned that President-elect Donald Trump's plan to impose tariffs next year on foreign goods coming into the United States would lead to higher prices on everything from food to clothing to automobiles. A FedEx delivery person carries a package from a truck Nov. 17, 2022, in Denver. The National Retail Federation expects holiday shoppers to spend more this year both in stores and online than last year. But the pace of spending growth will slow slightly, the trade group said, growing 2.5% to 3.5% — compared to 3.9% in 2023. A clear sense of consumer spending patterns during the holiday season won't emerge until the government releases sales data for the period, but some preliminary data from other sources shows some encouraging signs for retailers. Vivek Pandya, lead analyst at Adobe Digital Insights, noted that discounts from Thanksgiving onward "exceeded expectations" and online spending throughout Cyber Week is on track to cross a record $40 billion mark combined. U.S. shoppers spent $10.8 billion online on Black Friday, a 10.2% increase over last year, according to Adobe Analytics. That's also more than double what consumers spent in 2017, when Black Friday pulled in about $5 billion in online sales. Consumers also spent a record $6.1 billion online on Thanksgiving Day, Adobe said. Meanwhile, software company Salesforce, which also tracks online shopping, estimated that Black Friday online sales totaled $17.5 billion in the U.S. and $74.4 billion globally. Mastercard SpendingPulse, which tracks in-person and online spending, reported that overall Black Friday sales excluding automotive rose 3.4% from a year ago. A United Parcel Service driver sorts deliveries July 15, 2023, on New York's Upper West Side. E-commerce platform Shopify said its merchants raked in a record $5 billion in sales worldwide on Black Friday. At its peak, sales reached $4.6 million per minute — with top categories by volume including clothing, cosmetics and fitness products, according to the Canadian company. Toys, electronics, home goods, self-care and beauty categories were among the key drivers of holiday spending on Thanksgiving and Black Friday, according to Adobe. "Hot products" included Lego sets, espresso machines, fitness trackers, makeup and skin care. Other data showed physical stores saw fewer customers on Black Friday, underscoring how the huge crowds that were once synonymous with the day after Thanksgiving are now more than happy to shop from the comfort of their homes. RetailNext, which measures real-time foot traffic in stores, said its early data showed store traffic on Friday was down 3.2% in the U.S. compared to last year, with the biggest dip happening in the Midwest. Sensormatic Solutions, which also tracks store traffic, said its preliminary analysis showed retail store traffic on Black Friday was down 8.2% compared to 2023. Grant Gustafson, head of retail consulting and analytics at Sensormatic Solutions, noted that in-store traffic was getting spread across multiple days since many retailers offered generous discounts before and after Black Friday. "Some of the extended Black Friday promotions really ended up leading to a little bit of a softer day-of traffic than expected," Gustafson said. In 2024, staying small on purpose seems to be paying off big for small businesses. They're keeping operations small and targeting niche, highly specialized customers. And some business owners find this strategy results in more time, energy, and money to intentionally capitalize on unique, small cap opportunities. The data tells the story of growth in small businesses for the year. According to NEXT , the Small Business Administration (SBA) reports awarding 38,000 SBA 7(a) loans under $150,000: double the amount they awarded in 2020. Here are the related small-business trends paying off in 2024. Commercial real estate agent Ryan Beckenhauer of Market Real Estate in Boulder, Colorado, has noticed that small businesses are growing smaller, and that their office and warehouse spaces are starting to reflect that as they shop for business space. In commercial real estate, many small business owners gravitate toward industrial condos and other flexible spaces. These are small-scale industrial spaces with a 90:10 or 80:20 split of warehouse to office. "More individuals are leveraging skills acquired at larger organizations to venture out on their own," explains Beckenhauer. And he goes on to say that they don't need a large commercial space as they make that leap to start a business. His clients include engineers, consultants, builders and other tradespeople. Beckenhauer's clients like the flexibility of being out of an office and being close to their inventory and workshop space. "The clients want to see and touch the finishes," he says. Small business owners both rent or buy these spaces. But he's seeing his clients opt to own industrial condos to stabilize costs due to rent increases in Boulder. And because these spaces are smaller, it can be easier for new buyers to qualify for financing. Mariana Alvarez, owner of Controller Works , an online bookkeeping and advisory firm, has noticed that small business owners outsource financial support services because they don't want to increase headcount. "Outsourcing gives them the possibility of having access to the knowledge and the skills of a CFO without having to pay for the salary," she says. "They don't have to manage or deal with the workload, employment taxes , and all that comes with it," says Alvarez. Additionally, many small business owners in fields like construction are family-owned, and this makes it easier for business owners to hand off delicate financial work to a trusted person with financial experience. Every small business has recurring tasks that can benefit from some level of artificial intelligence automation . And Alvarez sees a lot of value in using AI for small business bookkeeping. She explains that you can automate the data entry on Quickbooks. "When you create rules, as long as you create the rules correctly, it pretty much does itself," says Alvarez. From there, you can lean on financial experts to help you analyze the data and make more informed decisions. She uses AI as a background resource when guiding her accounting clients. "I believe that we still need the human-to-human interaction that comes with more perspective for financial analysis," she explains. According to the SBA , 77% of consumers feel that human interaction is still required for a positive customer experience. People turn to small businesses every day for a human experience. According to Arvind Rongala, CEO of Edstellar , small business workers can show up for their customers but still use AI for routine tasks like customer queries. "This balance allows companies to scale their operations without losing the personal touch that makes them unique. It's important to remember that AI isn't there to replace the human element—it's there to enhance it," he says. "By really focusing on one very small weakness that Amazon has, I've been able to carve out a successful business by offering something different," says Lou Harvey owner of Tank Retailer , a retailer of commercial water and fuel tanks. "When you read our customer reviews, many of them actually mention me by name because of how much we focus on customer service and go the extra mile." One of Harvey's most successful business strategies this year has been to lean into his small, niche market and offer the kind of customer experience that large retailers like Amazon don't. "Any small weaknesses that Amazon has (however small those weaknesses may be) needs to become a strength of a smaller business focusing on a niche market," says Harvey. Harvey has his company's customer service phone number front and center on the website to help earn customer trust. "I prominently feature our phone number, and a real person always answers the phone (usually it's me)," says Harvey. Lucie Voves, CEO and founder of Church Hill Classics , an online, woman-owned diploma framing company that uses sustainable materials, has noticed an uptick in customers seeking services from a business on a mission. "This year, we've seen a growing inclination for consumers to actively seek out and support small businesses owned by women and minorities," says Voves. When consumers shop small, they choose to make their dollars count. "Customers are fueled by a desire to promote social impact through purchasing power," says Voves. Long gone are the days of online retailers "building it and they will come." In 2024 we've seen more small businesses than ever turn to social commerce to sell directly on social media platforms like Instagram Shopping , Facebook Marketplace , and TikTok . Small business owners are turning toward influencers, social media ads, and organic content to target their customers. Mike Vannelli of Envy Creative creates online ads for businesses, and he has seen his clients succeed on TikTok of late. "I've seen businesses, especially in retail, use TikTok's short-form video format to make their products go viral. Think of it as word-of-mouth marketing on steroids," says Vannelli. He uses the platform's algorithm to push a company's content to the right audiences, and it works because TikTok loves storytelling. "I know small brands that use behind-the-scenes videos, customer testimonials, and even playful challenges that tap into trends to humanize their products and build trust," explains Vannelli. To stand out on TikTok, he says, smaller brands need to embrace authenticity and emotional connection. Show your team, share your journey, and involve your community in content creation. Carrier Board of Directors Announces an 18 Percent Increase in Quarterly Dividend to $0.225 per Share

Minutes after the University of North Carolina announced it had hired Bill Belichick as its next head football coach, the Tar Heels’ Instagram account posted a photo of the legendary NFL coach — at no more than 3 years old — sitting in the UNC bleachers. “Welcome home, Coach,” the post reads , dredging up the memory of when the young Belichick shadowed his father, Steve, who was a UNC assistant from 1953 to 1955. As news of his hiring spread around the NFL world, the reaction ranged from excitement at seeing him back on the sideline to disbelief. The most decorated coach in NFL history after earning six Super Bowl rings with the New England Patriots, and two more as the defensive coordinator with the New York Giants, Belichick is officially making his next challenge college football after agreeing to a five-year deal with UNC. “I will have to see him on the sideline to believe that’s happening,” Washington Commanders offensive coordinator Kliff Kingsbury joked Thursday. “We’ll see how the NFL job search goes and all that. I will have to see him on the sideline coaching in Chapel Hill to believe that’s happening." While Belichick’s knowledge of the sport, and his success, are unquestioned, there has been debate among those who have played for the 72-year-old coach during his 40-plus years in football about how well his style will translate to the college game. Some of his former players believe his skill set will work at any level. That list apparently includes Tom Brady, the quarterback during all six of Belichick’s Super Bowl wins with New England. “Congrats, coach. The Tar Heel way is about to become a thing,” Brady posted on Instagram on Thursday, referencing “The Patriot Way” that he popularized in New England. Some cautioned that the players he brings into the UNC program should prepare to have their limits tested like never before. “I think he’s going to do good,” said Patriots receiver Kendrick Bourne, who played under Belichick during his final three years in New England. “Bill does a good job of developing players, developing young men. I think it will be a challenge for the young man. He’s a tough coach, which we all know. But I think it will be good for certain players that have the right mindset.” Bourne's advice? Always stay locked in mentally. “Just stay tough,” Bourne said. “Have a gritty mindset because it’s not going to be easy, but in the end, it’s going to be worth it." Though some have questioned why the Tar Heels would even consider hiring Belichick after parting ways with 73-year-old Mack Brown this season, current Patriots coach Jerod Mayo said good coaching is ageless. “To me, it doesn’t matter if you’re a young man or a 10-year vet in the league, he’s a great teacher,” said Mayo, who played eight seasons under Belichick, winning a Super Bowl during the 2014 season, and then succeeded him as head coach after last season. "I wish him nothing but the best. It doesn’t really matter what level, I think he’ll be successful.” NFL Hall of Famer Deion Sanders is a relative newcomer to the college game himself. He spent three seasons at Jackson State before going to Colorado in 2023. In a message posted to the X social media platform, he welcomed Belichick as a competitor. “Coach Bill Belichick is a coaches coach to all us Coaches along with my man coach (NIck) Saban,” Sanders posted. “They’re game changers and they know how to move people forward. I know this is a great thing for College Football & for North Carolina. God bless u Coach, if you’re happy I am 2.” But former Patriots defensive back Je’Rod Cherry wonders how well Belichick’s old-school coaching style will be received in an era in which in-your-face methods don't always fly as well as they did when Belichick began his career. “You can’t coach hard anymore,” Cherry said during an appearance on ESPN GameNight. “You can’t yell at guys, curse at guys and that’s what he does. You are going to have to find guys who are going to accept that brand of coaching and will accept someone constantly getting on them." New York Jets safety Jalen Mills, who played for Belichick with the Patriots from 2021 to 2023, said he was surprised by the news. “I thought he definitely was going to try to wait it out until after the season and come back to the NFL,” Mills said. "But I think it’s gonna be a good thing for him because now you get a guy who has won and, of course, he’s going to try to turn that program around. But he also gets to connect with the younger generation and kind of modify and adjust to this younger generation of football on top of what he already knows. So I think that’ll just help him as far as coaching. And then, of course, he’ll give those guys, those young guys, structure as far as what the NFL looks like, too.” Just how much the Belichick on the college sidelines will resemble the one in the cutoff hooded sweatshirt who patrolled NFL sidelines is unclear. Belichick hinted they will be one and the same. During an appearance on “The Pat McAfee Show” on ESPN prior to agreeing to the UNC job, Belichick laid out what his approach at the college level would be. “The program would be a pipeline to the NFL for the players than have the ability to play in the NFL,” Belichick said. “It would be a professional program — training, nutrition, scheme, coaching, techniques — that would transfer to the NFL. It would be an NFL program at a college level.” AP National Writer Howard Fendrich and Pro Football Writer Dennis Waszak contributed to this report. AP NFL: https://apnews.com/hub/nfl
