The system brings in extra government revenue through vehicle fees and offers refuge to full-time travelers who wouldn’t otherwise have a permanent address or a place to vote. And that’s the problem. State leaders are at a stalemate between those who say people who don’t really live in South Dakota shouldn’t be allowed to vote in local elections and those who say efforts to impose a longer residency requirement for voting violate the principle that everyone gets to vote. And at least one state has gotten wind that its residents might be avoiding high income taxes with easy South Dakota residency and is investigating. Easy South Dakota residency for nomads has become an enterprising opportunity for businesses such as RV parks and mail forwarders. “That’s the primary concept here, is the people that have given up their sticks and bricks and now are on wheel estate, we call it, and they’re full-time traveling,” said Dane Goetz, owner of the Spearfish-based South Dakota Residency Center, which caters to full-time travelers. “They need a place to call home, and we provide that address for them to do that, and they are just perpetually on the move.” Goetz estimated more than 30,000 people are full-time traveler residents of South Dakota, but the actual number is unclear. The state Department of Public Safety, which handles driver licensing, says it doesn’t track the number of full-time traveler applications. Officials of the South Dakota Secretary of State’s Office did not respond to emailed questions or a phone message seeking the state’s tally of full-time travelers registered to vote. The office is not responsible for enforcing residency requirements, Division of Elections Director Rachel Soulek said. Victor Robledo, his wife and their five kids hit the road a decade ago in a 28-foot (8.5-meter) motorhome to seek adventure and ease their high cost of living in Southern California. They found South Dakota to be an opportunity to save money, receive mail and “take a residency in a state that really nurtures us,” he said. They filed for residency in 2020. “It was as simple as coming into the state, staying one night in one of the campgrounds, and once we do that, we bring in a receipt to the office, fill out some paperwork, change our licenses. I mean, really, you can blow through there — gosh, 48 hours,” Robledo said. Residency becomes thorny around voting. Some opponents don’t want people who don’t physically live in South Dakota to vote in its elections. “I don’t want to deny somebody their right to vote, but to think that they can vote in a school board election or a legislative election or a county election when they’re not part of the community, I’m troubled by that,” said Democratic Rep. Linda Duba, who cited 10,000 people or roughly 40% of her Sioux Falls constituents being essentially mailbox residents. She likes to knock on doors and meet people but said she is unable to do “relationship politics” with travelers. The law the Republican-controlled Legislature passed in 2023 added requirements for voter registration, including 30 days of residency — which don’t have to be consecutive — and having “an actual fixed permanent dwelling, establishment, or any other abode to which the person returns after a period of absence.” The bill’s prime sponsor, Republican Sen. Randy Deibert, told a Senate panel that citizens expressed concerns about “people coming to the state, being a resident overnight and voting (by) absentee ballot or another way the next day and then leaving the state.” Those registered to vote before the new law took effect remain registered, but some who tried to register since its passage had trouble. Dozens of people recently denied voter registration contacted the American Civil Liberties Union of South Dakota, according to the chapter’s advocacy manager, Samantha Chapman. Durational residency requirements for voting are, in general, unconstitutional because such restrictions interfere with the interstate right to travel, said David Schultz, a Hamline University professor of political science and a professor of law at the University of St. Thomas. “It’s kind of this parochialism, this idea of saying that only people who are really in our neighborhood, who really live in our city have a sufficient stake in it, and the courts have generally been unsympathetic to those types of arguments because, more often than not, they’re used for discriminatory purposes,” he said. Earlier this year, the Legislature considered a bill to roll back the 2023 law. It passed the Senate but stalled in the House. During a House hearing on that bill, Republican Rep. Jon Hansen asked one full-time traveler when he was last in South Dakota and when he intends to return. The man said he was in the state a year earlier but planned to return in coming months. Another man who moved from Iowa to work overseas said he had not lived “for any period of time, physically” in South Dakota. “I don’t think we should allow people who have never lived in this state to vote in our state,” Hansen said. Republican Sen. David Wheeler, an attorney in Huron, said he expects litigation would be what forces a change. It’s unlikely a change to the 30-day requirement would pass the Legislature now, he said. “It is a complicated topic that involves federal and state law and federal and state voting rights, and it is difficult to bring everybody together on how to appropriately address that,” Wheeler said. More than 1,600 miles (2,500 kilometers) east, Connecticut State Comptroller Sean Scanlon has asked prosecutors to look into whether some state employees who live in Connecticut may have skirted their tax obligations by claiming to be residents of South Dakota. Connecticut has a graduated income tax rate of 3.0% to 6.99%. Connecticut cities and towns also impose a property tax on vehicles. South Dakota has none. Scanlon and his office, which administers state employee retiree benefits, learned from a Hartford Courant columnist in September that some state retirees might be using South Dakota’s mail-forwarding services for nefarious reasons. Money does not offer advisory services.*** Alternative assets offer tremendous opportunities for patient investors. These investments aren’t correlated with stock market returns and can continue to rally higher even if stocks experience a pullback, correction or enter a bear market. However, you also don’t want to get stuck with the wrong alternative assets, since most of them aren’t as liquid as stocks. Whereas you can trade your favorite stocks in seconds, it can take much longer — in some instances, several months — to buy or sell an alternative asset, such as real estate, collectibles or private debt. So if you are wondering which alternative assets are worth considering, the following discusses the three top choices that have delighted investors so far. Bitcoin It’s hard to think of any alternative asset or stock that has outperformed bitcoin over the past five years. While investors can choose from many cryptocurrencies, bitcoin is the most reliable and the foremost example of digital assets. The world’s largest cryptocurrency has soared by 1,200% over the past five years and last week, it broke past $100,000 for the first time this year. Bitcoin’s returns can receive a further boost from the crypto-friendly incoming Trump administration . The president-elect’s proposal to set up a strategic bitcoin reserve can prompt other countries to follow suit, and with numerous governments buying bitcoin, it will increase demand for the asset, fundamentally propelling the price further. Even though bitcoin has become a household name at this point, there’s still plenty of potential for the leader of crypto, as adoption rates are still growing. The digital currency has rallied by 121% year-to-date, including a 40% surge in the month following the election. Bitcoin has now surpassed silver as the eighth largest asset in the world, and at the time of writing, it boasts a market cap of $1.893 trillion — or more than 53% of the total market cap of all cryptocurrencies. Real Estate Real estate is another popular alternative asset that can generate lofty returns. Returns vary greatly based on the location, property type and several other factors. While capital and the amount of time required can deter some investors, there are numerous ways to invest in real estate that can lower those barriers to entry. Examples include real estate investment trusts (REITs), real estate investment groups and crowdfunded real estate. There are also exchange-traded funds (ETFs) that make this alternative asset more accessible. The Vanguard Real Estate ETF (VNQ), for example, has delivered an annualized 9.48% return over the past 15 years. However, this annualized return doesn’t offer the best perspective of how much you can earn with real estate. As an asset class, real estate’s greatest strength is the ability to leverage with mortgages . As long as investors keep up with predictable monthly payments, they can continue to acquire real estate. It’s more predictable and less risky than using margin to trade stocks, and it increases your potential returns. For instance, you can buy a $1 million property with only $30,000 if you qualify for a 3% down payment. If you want to avoid private mortgage insurance , you have to put down $200,000 for a 20% down payment. The down payment and mortgages represent your current investment, not the mortgage’s remaining balance. If you put $30,000 into a $1 million property and net $10,000 in rental income in one year, you have realized a 33% cash-on-cash return. Meanwhile, if you compare the rental income to the property’s $1 million valuation, it only shows up as a 1% return. That’s just an example, and your returns may look different depending on several factors. However, investors can get a deeper appreciation for real estate’s total returns if they focus on cash-on-cash returns and leverage the tax benefits that come with owning property. Gold Gold has withstood the test of time. It’s been a medium of exchange for thousands of years, and it’s more liquid than real estate. Furthermore, gold is easier to carry and transport, but what about its annualized returns? The SPDR Gold Trust ETF (GLD) has delivered an annualized return of 7.8% over the past decade, but gains have been heating up as gold prices continue to rise. Gold, as a physical asset , has an annualized 11.9% return over the past five years and a three-year annualized return of 13.4%. It’s also gained roughly 30% over the past year. Gold benefits from trends that would hurt other investments, such as inflation and geopolitical unrest. Economic and global uncertainties can reduce the supply of gold as more individuals and governments accumulate the precious metal . Gold prices can also remain steady or gain ground during economic cycles that result in hardships for equity securities like stocks. For instance, during 2022’s bear market, gold remained relatively flat as the Nasdaq Composite fell by 33%. Diversify Your Portfolio with Alternative Assets Each of these three alternative assets can help increase your net worth and provide more diversification to your investment portfolio. Of the three, bitcoin has been the top performer; however, it comes with significant risk and elevated volatility, making it a better option for younger investors who have longer time horizons to recover from dramatic dips in price. Real estate is a timeless investment that is always in demand. However, investors will have to analyze additional metrics, such as an area’s population growth, new amenities, rent growth rates, maintenance and appreciation — as well as depreciation — over time. There’s more to do when investing in real estate, and it can take several months to complete a transaction. Gold is the least risky of the three options. As a store of value, the precious won’t crash like crypto did in 2018 and 2022, and it’s more liquid than real estate. Gold gains value as inflation increases and interest rates go down. It also benefits from economic and geopolitical uncertainty, a characteristic that separates it from most asset classes. Stocks can still deliver enticing returns, and historically, they provide the strongest gains over the long term. But for investors, diversification is a safeguard against overconcentration. Spreading your capital across traditional and alternative assets can reduce your risk and lead to more opportunities. When a city’s NFL mascot gets its own Super Bowl ring, you know you’ve got a champion on your hands. That was the case with Thunder, the Denver Broncos’ real-life mascot, after the team won the 2016 Super Bowl. Yes, it was a real ring, but also a symbolic gesture — just like Thunder. A quartet of majestic, white Arabian horses, all owned by Denver entrepreneur and philanthropist Sharon Magness Blake, have appeared under the name at games and events over the last three decades, even flying to select cities and appearing on TV shows. Just as important, Magness Blake said, have been the celebrity equine’s appearances at the National Western Stock Show during its 16-day run at the National Western Center, which takes place each January in Denver. “All the Thunders have been out there,” said Magness Blake, who has been providing Arabians to the Broncos since 1993. “They’ve been at roping classes, or done Dancing with the Horses on Kid’s Day. We have a free kids day at the (Stock Show), but last time I was there with Thunder they had neglected to tell us it was going to be 3,000 kids!” The turnout surprised Magness Blake, who’s a trustee of the event, but it makes sense given that attendance has been up year-over-year since 2021, with a total of about 700,000 earlier this year (with revenues “rising accordingly,” according to the Stock Show). In September, Stock Show leaders named Magness Blake 2025’s Citizen of the West , a prestigious award that recognizes not only her work with animals, but her wide-ranging, massively successful fundraising for nonprofits and worthy causes — to the tune of more than $100 million by this point. “I grew up in Philadelphia with modest means, so I gravitate toward women who are abused, children and the elderly,” she said of her fundraising work. “I also grew up loving horses, but didn’t have access to them because I lived in a city of concrete.” “What has always struck me about Sharon is how comfortable she is with all people,” said Sen. John Hickenlooper, then governor of Colorado, in 2011 when Magness Blake won the Mizel Community Enrichment Award . “She is literally right at home with some of the biggest stars in show business, but not at the expense of others. Few have her level of grace; there’s always such a sense of joy around her.” Magness Blake’s ability to land stars such as Garth Brooks for fundraisers has helped her success. But the 46th Citizen of the West award is particular to Denver, honoring those “who embody the spirit and determination of the Western pioneer – a true representative of Western lifestyle, ideals, agricultural heritage, and traditions,” according to the Stock Show. A panel of community leaders selects recipients, they said. That includes past winners and honchos at the 118-year-old event. “Sharon is an extraordinary citizen and philanthropist, supportive and freely giving of her talent, time and treasure,” wrote Pete Coors, chairman of the Stock Show’s $150 million capital campaign, Honoring the Legacy, in an email to The Denver Post. Magness Blake is a committee member of Honoring the Legacy, which is raising funds to support transformative construction on the National Western Complex’s grounds. She’s also an old friend, and a known quantity when it comes to supporting key Denver causes, Coors said. Like him, Magness Blake is one of Colorado’s business and philanthropic elite, but also a boots-on-the-ground type when it comes to Western culture. “Sharon’s love of horses is legendary; from owning and raising Arabian horses to thrilling Denver Broncos fans with Thunder she has made innumerable contributions to the world of horses,” he wrote. Magness Blake, the widow of billionaire cable TV pioneer Bob Magness , who died in 1996, has long raised and trained horses. As the Stock Show rightly boasts, Magness Racing Ventures sold 900 racing horses worldwide at its peak. Since 2004, Magness Blake has been married to former Breckenridge mayor and retired attorney Ernie Blake, who also shares her love of horses and travels with Thunder. Magness, who lives with Blake in Cherry Hills, has sat on boards and raised money for Volunteers of America, the Denver Council of Boy Scouts of America, the University of Colorado Hospital Foundation, the Garth Brooks Teammates for Kids Foundation, Susan G. Komen for the Cure, the Global Down Syndrome Foundation, Denver Center for the Performing Arts and many others. She’s also president of the Thunder Foundation, a partner with Denver’s Epicurean Catering, and organizer of the Denver Broncos’ annual holiday party for the Boys & Girls Clubs of Metro Denver. Still, she’s most closely associated in society circles with Western Fantasy, the main fundraiser for Volunteers of America, through which she’s raised about $40 million over the last three decades. She’s stepping back from that now, she said, following a couple of staph infections over the last year that nearly killed her, both from back surgeries. Fortunately, last year’s Western Fantasy raised $2.8 million — thanks in part to her husband stepping in to sell tables while she was recovering. “It’s funny because I am very competitive,” she said of the 31-year-old event, which she co-founded with Jean Galloway. “We beat every other event in Denver last year in (fundraising totals), which was our first year ever to do that. So this was going out on a high note for me.” She’s confident that when the $1 billion Stock Show project is finished, the muddy charm of the event will remain. With CEO Paul Andrews stepping down next year , it’s vitally important to continue the organization’s legacy and character. “It’s going to be a new awakening, if you can get people in there — which I’m sure we will,” she said. “We’ll be able to experience Western heritage in a modern way, and educate people about it, because let’s face it: you’ve got to reach young people in different ways than we used to.” Magness Blake is happy to use her position to donate, organize, and otherwise support nonprofit causes. But the 2025 Citizen of the West award is going not just to her, but to countless people who have helped in her efforts over the years, she said. “It’s great recognition not just for what I do, but what I’m part of, because teamwork is what the West is really about,” she said. “Most people don’t do things for credit, they do it because they love it. ... They don’t want any recognition, but are always there when you need them.” The 46th Citizen of the West award dinner takes place Jan. 13, 2025.
