Police to check foul play possibility The post mortem will be carried out at Goa Medical College and Hospital and action will follow if any foul play is detected, the Goa Police spokesperson added. The Sunburn festival is one of the most popular end of the year celebrations in Goa. But the EDM venue has always been a hot topic in the politics of the state. Back in 2019, three people had died after collapsing while attending the festival, prompting strong reactions from the state’s politicians. In another similar yet unrelated incident, a 50-year-old woman attending the retirement party of her husband in Rajasthan’s Kota collapsed abruptly and died last week. The woman's husband, Devendra Sandal, was taking early retirement to take care of her, who had heart-related issues, people close to the family said. Deepika died at his office at Central Warehouse in the Dakaniya area in Kota on last Tuesday. Devendra, a resident of Shastri Nagar, Dadabari in Kota, had sought voluntary retirement, three years before his retirement age. His voluntary retirement was approved and it was his last day in office on Tuesday. If any president embodied that work, it was Carter. Citizen, veteran, farmer, governor, president, Sunday school teacher, peace promoter, home builder for those without shelter. Carter was the antidote to the disgraced president Richard Nixon and all the damage he inflicted on America’s democracy. Carter projected honesty, compassion, religious rectitude, morality, racial justice and public service. But a series of events overtook him. Carter’s highest priority, a national energy plan, took 18 months to enact and was only a marginal success. In 1979, the US was hit with an oil shock spurred by Iran and OPEC that cut supplies and drove up prices. There were petrol lines everywhere. That summer, the country was gripped by a sense of profound drift. For 10 days, Carter retreated to Camp David for meetings and consultations with experts and citizens to help him find answers to the country’s deepening malaise. Carter came down from the mountain and delivered a sermon to the country on what was wrong: “It is a crisis of confidence. It is a crisis that strikes at the very heart and soul and spirit of our national will. We can see this crisis in the growing doubt about the meaning of our own lives and in the loss of a unity of purpose for our nation. The erosion of our confidence in the future is threatening to destroy the social and the political fabric of America.” A few days later, Carter fired five members of his cabinet. His approval rating sank to 30 per cent. The American people’s loss of confidence was in the president and his ability to govern. In November 1979, following the return of Ayatollah Khomeini and the overthrow of the Shah, who was aligned with the West, the US Embassy in Tehran was seized and 52 American diplomats were taken hostage. A rescue mission failed spectacularly in April 1980, with American service members lost when their helicopters crashed in the desert. The Iranians, intent on further humiliating America and its leader, did not release the hostages until moments after Carter ceased being president. Those were the depths of Carter’s presidency. The fights over his policy agenda were agonising. It got to a point where many Democrats in Congress took more relish in attacking and criticising the White House than in attacking and beating the Republicans. Inflation would hit an all-time high of 14.6 per cent in the election year of 1980, accompanied by even higher interest rates. Those wars inside the party led many Democrats to support Ted Kennedy, the last surviving brother after JFK and Bobby, to aim for the White House and reclaim the Kennedy mantle. The party was torn down the middle. Carter prevailed and won renomination, yet his presidency was fatally weakened. He was crushed by Ronald Reagan. The Carter presidency continues to shape America’s destiny today. The reason Democrats were able to pass so much legislation under President Joe Biden is because they remembered that disunity was death to Carter’s domestic policy agenda. During his presidency, Carter never visited Australia but met prime minister Malcolm Fraser three times. The leaders faced momentous events. In 1978, the US recognised China and severed ties with Taiwan. Australia formally joined the US boycott of the 1980 Olympics following the Soviet Union’s invasion of Afghanistan. Yet his profound virtues and decency, his compassion for humanity, the noble principles he stood for and sought to fulfil, his exemplary conduct as a former president, and his all-encompassing marriage to Rosalynn are being remembered and celebrated today, more than four decades later. On taking office as governor of Georgia in 1971, Jimmy Carter declared: “The time for racial discrimination is over.” As with his southern predecessor in the presidency, Lyndon Johnson, Carter fought segregation and was irrevocably committed to civil rights, racial justice and racial equity. Carter’s last public act was to live long enough, at age 100, to redeem his fundamental values with his vote to make Kamala Harris the first Black woman to take the oath of office. Jimmy Carter met a moment in American politics when the country was yearning for honesty, fidelity to basic American values, a restoration of faith in good government, and a belief that the country could go forward together. The National People’s Power’s (NPP) victory in the November 14 General Elections (GE) — it secured 61 percent of the vote and 159 of 225 seats in Parliament — is a remarkable performance in Sri Lanka’s history of electoral politics. In Jaffna in the island’s Northern Province (NP), the NPP’s performance was particularly significant as it secured the highest number of votes as a single party. Its ability to outperform regional parties in Jaffna, Trincomalee, Vanni and Ampara by winning three of the six seats is commendable since Southern-based political parties have historically found it challenging to make inroads in these minority-dominated districts. Jaffna, which is predominantly inhabited by Tamil communities, has been central to Sri Lanka’s ethnic tensions and political movements. It was a focal point of the protracted civil war as the Liberation Tigers of Tamil Eelam (LTTE) sought to establish an independent Tamil state in the region. It continues to be a region of significant political and cultural importance. The NPP’s victory in Jaffna, Vanni and other minority-dominated districts relegated traditional Tamil parties to second or third place. Several senior Tamil politicians such as M.A. Sumanthiran, Douglas Devananda, Angajan Ramanathan, Sivanesathurai Chandrakanthan, Dharmalingam Siddharthan and Suresh Premachandran were among those unseated. It was only in Batticaloa that the traditional Tamil parties performed better than the NPP did. Examining the new Government’s electoral gains under the leadership of President Anura Kumara Dissanayake in predominately minority areas is imperative to situate its historic victory in the context of wider trends of rejection of elite parties, erosion of the appeal of Tamil nationalist politics and changing priorities among locals. Disenchantment with mainstream politics Shortly after the GE, researcher Harindra Dassanyake posted on X, formerly Twitter, that the NPP has managed to overcome “ethnicised electoral borders”. Conversations with locals in Jaffna on their perceptions of the NPP Government reiterate this argument. Explaining the NPP’s dismal performance in the North in the Presidential Election (PE) on September 21, most people we spoke to said they were unaware of the NPP and its policies and lacked confidence in it. However, they decided to give the new administration a chance when Dissanayake won the PE and assumed political power. In the weeks after his victory, President Dissanayake undertook several positive measures such as the closure of some Army camps and the release of land occupied by the Security Forces. While the Sinhalese-dominated South experienced a process of disenchantment with elite politics, the North, primarily Jaffna, faced a similar trend of frustration with and fragmentation of traditional Tamil parties. Many Northerners were fed up with the entrenched power structures dominated by the region’s elite players and their not taking concerted measures to improve the people’s livelihoods. The wide array of political parties and candidates, including those established newly, also contributed to the fragmentation of the Tamil vote and the weakening of their political position in the national arena. Political infighting that followed the demise of veteran Ilankai Tamil Arasu Kachchi (ITAK) leader R. Sampanthan in June 2024 played a role too. Many Tamils had become increasingly frustrated with traditional Tamil parties, their lack of commitment to electoral promises and excessive attention paid to power devolution and war-time accountability. Many Tamil leaders had long exploited ethnic cleavages to consolidate and maintain political power over addressing bread-and-butter issues such as the high Cost of Living (COL), unemployment and increasing household debt. One local expressed frustration with the high COL, particularly food and transportation expenses that have surged after the Covid-19 pandemic. Many feel that a big portion of their salaries simply goes towards covering these costs. Several Jaffna residents said that land-related issues are a major problem. However, only a few local actors made efforts to address issues of land appropriation and lack of access to land, and to reduce the precarity of rural communities. The easy availability of narcotics and addiction to drugs in some parts of Jaffna has also become a pressing problem. It is not uncommon to find drugs such as marijuana in some schools. One resident also shared the struggles during the pandemic, such as the lack of an income for daily wage earners, lack of financial and material support from the State and challenges to transition towards organic farming. Key position in Northern Province In an article in The Diplomat, Uditha Devapriya, an analyst at Factum, an Asia-Pacific think tank, said that although an anti-incumbency sentiment did contribute to the NPP’s victory, this factor alone does not explain how the party managed to secure the trust of citizens over other parties. For a long time, the ITAK was the dominant party that represented the political interests of Sri Lankan Tamils and managed to maintain its key position in the Northern Province at the 2020 GE. However, there is now a new generation of citizens and politicians in the Tamil polity, who have less attachment to themes of the 13th Amendment and devolution of power and have chosen to support broader-based issues such as economic inequality, corruption, and governance, resonating with younger and marginalised voters. A resident of Jaffna said that people below 45 have little recollection of the civil war and may not give priority to political and constitutional issues. In the recent GE, the Tamil political parties that advocated for issues such as devolution did not perform well. They are no longer the sole political representatives in Tamil politics. The Tamil polity has changed. During the election campaign, the NPP said it would alter the political discourse on race relations and usher in social cohesion in a manner that does not further deepen ethnic divisions but rather unites the different communities. It presented itself as the agency of transformative change. Motivated by its increasing popularity, the party was aware that it had to go beyond its core vote base to consolidate broad-based support. Hence, it undertook measures to effectively engage with people at the grassroots such as setting up a permanent party office in Jaffna. NPP Member of Parliament Bimal Rathnayake conducted press conferences regularly and engaged trade union activists and local professionals. The NPP initially struggled to expand its activities in Jaffna since the Janatha Vimukthi Peramuna (JVP), its core constituent, is known for its violent opposition to the India-Sri Lanka Accord of 1987, which provided Tamils with a measure of autonomy. However, the JVP’s reconfiguration as the NPP paid dividends and the latter was able to expand into the North between 2020 and 2024, with its JVP-linked baggage slowly fading away. The younger generation, which did not face the horrors of the war, was drawn towards the NPP’s policies, its campaign and promises. In contrast, the United National Party (UNP), which has some support among the Tamils, has been in shambles at the grassroots for the last few years. The NPP stepped into this void through its wide-ranging organisational network. Shifting priorities of key issues While Jaffna continues to grapple with challenges such as militarisation, land rights, and resource allocation, the emergence of diverse political voices like the NPP signals a potential shift in the region’s political landscape. It is evident that ethnic politics without focusing on the material and economic struggles of citizens is unlikely to pay dividends going forward. There is a shift in attitudes on what issues are more pressing for people, especially the youth. Much scholarly research has shown that the youth tend to be at the forefront of social movements and radical change by seeking a different reality. The recent analyses by commentators along with our conversations with the residents of Jaffna indicate that most people in urban areas are hopeful of the NPP Government’s capability to bring the much-needed change in the country, including in the North. Many are confident that the NPP would govern as a broad-based coalition and be different from its previous avatar, the JVP, and its association with Sinhala-Buddhist nationalism. The departure of many veteran politicians from Parliament and the induction of new Parliamentarians indicates a strong desire for social, political and economic transformation across the country. Citizens despite their ethnicity, religion, gender, and age have united in unique and unprecedented ways by giving the NPP a mandate to fulfill its pledges. The changing voting patterns in the North also indicate that Tamils perceive the NPP as a serious political contender. Post-war, Jaffna’s politics have revolved around rebuilding infrastructure, addressing war-related grievances, and advocating for Tamil rights and devolution of power. The Tamil National Alliance (TNA), a major political force in the region, has played a key role in these efforts, often navigating between the demands for greater autonomy and reconciliation with the Central Government. Despite some progress, issues such as land rights, militarisation, and equitable resource distribution continue to influence the political discourse in Jaffna. Whether the NPP will fulfill its commitment to transformational change or relapse into the old political culture that impacted parties when they came to power remains to be seen. There is also a legacy of previous regimes securing a landslide victory only to head towards authoritarianism through unchecked, arbitrary and excessive power, which happened during the tenures of both former Presidents Mahinda Rajapaksa and Gotabaya Rajapaksa. As It Happens 11:45 Exiled Belarusian opposition leader has a message for the world: Stand up to dictators Sviatlana Tsikhanouskaya is in Canada this telling anyone who will listen that democratic countries must be united in their opposition to dictators. By dictators, she is referring to Belarusian President Alexander Lukashenko, whose government imprisoned her husband and drove her into exile , and Lukashenko's close ally, Russian President Vladimir Putin. Tsikhanouskaya challenged Lukashenko in the 2020 presidential election, a role she took over from her husband, Syarhei Tsikhanouski, who was arrested days after he announced his candidacy. Lukashenko, who has ruled Belarus for decades, won in a landslide, sparking massive protests in the country . Tsikhanouskaya and her allies, as well as independent election monitors, maintain the election was rigged in Lukashenko's favour. Several western countries, including Canada , have not recognized his victory. Since then, Tsikhanouskaya has lived in exile in Lithuania, and has spent the last four years travelling the world, urging leaders to support the pro-democracy movement in Belarus and anti-Russian resistance in neighbouring Ukraine. She reiterated messages to political and military leaders this past week at the Halifax International Security Forum and the NATO Parliamentary Assembly in Montreal. Tsikhanouskaya joined As It Happens host Nil Köksal on Monday. Here is part of their conversation. Was that the key message you were trying to get across [this weekend]? We fully support [the] Ukrainian fight for freedom, and I think that Ukrainians have to be given everything possible for them to win. Belarusian people ... share 1,000 kilometres [of] border with Ukraine, and our fates are intertwined. So we want to make sure that Belarus will not be given as [a] consolation prize to Putin, that there should be demands from [the] democratic world that Russian troops have to be withdrawn not only from Ukraine, but also from Belarus, including nuclear weapons. In Ukraine, the Russians are fighting with missiles, with tanks. In Belarus, we call it creeping occupation. They interfere through the ally, Lukashenko, who is a dictator and who Belarusian people are opposing. They interfere into our military sphere, into our economy, our education processes. There is a process of Russification. They're ruining our national identity. They want to ruin our country. That's why we need supporters of our independency ... and this can be done through weakening of Putin's regime and through weakening of Lukashenko's regime. They are crossing red line after red line, challenging the democratic world, and thinking that they will stay unpunished. They feel this impunity. So [the] democratic world has to stay united and to show democracy has teeth. Dictators are bold. They make alliances. They unite to each other. And they think that they can ruin democratic society, they can poison democratic people with the narratives that: "Look, it's not your wars. You don't have to interfere. Just enjoy your comfortable life. " But it's not so, because they can knock [on] your doors. I think that when new leaders come to democratic countries, they think that they might educate dictators. "I'm the person who will change [the] dictator. You know, I will make him a wonderful offer, and it will change his policy." It will never happen. The policy should be: Dictators cannot be appeased. Dictators cannot be re-educated. Dictators can only be fought. Have you spoken to members of the incoming administration in the United States? We have contacts in Trump's team. I doubt that Belarus exists in their orbit, so we have to explain what's happening in Belarus, how Belarus and Ukraine [are] interconnected. When our uprising in Belarus happened back in 2020, it was Trump's administration that imposed [the] first sanctions against Lukashenko's regime. So now we have to see what actions will follow after this new presidential election. We feel these repressions everyday. It's a signal for me that Lukashenko knows, this regime knows, that people are not giving up. They know that our movement, democratic movement, went underground [for] the moment because the fear is still too strong. But the regime didn't manage through these repressions to change the minds of people; you know, to make them like this regime or trust this regime. They feel very weak. And this tyranny is their only weapon they have. What do you want the world to know about what is set to happen in the new year in Belarus? Lukashenko's going to have a ritual of appointing himself again as president, though he lost legitimacy back in 2020. We are not asking [people] to go to the streets because it will be more victims, more political prisoners. And it's not the moment we are preparing for. For sure, [there] will be the moment of opportunity for Belarusian people to resist again ... but we have to wait. People want somehow to contribute to our fight, so we ask them, if you are forced to go to the polling station, [vote] against everybody. It will not change anything. Nobody's going to count your votes. But still, it will be like your moral release. People who don't want to vote, please don't go. Because, again, it's not about elections. People who live in exile ... are going to have a huge campaign in all the countries where Belarusian diaspora [are] present just to highlight the situation in Belarus, highlight political prisoners, highlight these fraudulent elections just to be visible again. But it’s already taking on an outsize significance as President-elect Donald Trump charts his return to office. The withdrawal of Matt Gaetz as Trump’s nominee for attorney general dramatically affirmed that the Senate still maintains its “advice and consent” powers when it comes to vetting and installing a president’s Cabinet. Yet it may be only a brief reprieve from the intense struggles to come as Senate Republicans try to preserve their constitutional role. Trump has been making his Cabinet announcements at a rapid clip, often over social media, and frequently catching GOP senators off guard. Gaetz’s selection on Nov. 13, in particular, left Republicans shocked and momentarily dumbfounded. His withdrawal just over a week later came just as suddenly, leaving many grasping for words. Within hours, Trump had moved on, announcing on social media that he had selected another loyalist, former Florida Attorney General Pam Bondi, to run the Justice Department. Over the weekend, Trump filled out the rest of his Cabinet selections. The dizzying speed of the picks has given Trump’s second term in office a bracing start, a show of force from a president-elect who has made clear he intends to fill his administration with officials who are willing to upend the ways of Washington. His desire to pack the government with loyalists and wield executive power in expansive ways seems certain to result in frequent clashes with Congress, even with Republicans in control. “From what I’m hearing from my Republican colleagues on everything from defense secretary to other posts, it sounds like they are ready to roll over for Mr. Trump,” Sen. Tammy Duckworth, an Illinois Democrat, said on CBS’ “Face the Nation.” Republican senators are choosing their words carefully as they size up Trump’s proposed Cabinet, while also issuing gentle reminders about their role in the confirmation process. “The constitutional directive is clear, and it does not change based upon the personalities involved,” said Sen. Mike Rounds, a South Dakota Republican. “The way I approach it, the president has a responsibility to make nominations, and we give him the benefit of the doubt, but we do have a responsibility for ‘advice and consent.’” Gaetz’s nomination was sunk after Republican senators had privately become wary of a volatile confirmation hearing amid allegations he had sex with an underage girl. As many as four to six GOP senators were signaling their reservations, according to one outgoing Republican senator, Mike Braun of Indiana, though the number was certainly higher. With Democrats ready to oppose Cabinet nominees they view as unqualified and extreme, Trump’s margin for error is narrow. Republicans are set to have a 53-47 majority in the next Senate, so defections from just four Republicans would mean defeat for any nominee that doesn’t enjoy bipartisan support. Other Cabinet picks also face a complicated path to confirmation. Trump’s transition team has so far not signed the requisite agreements that allow the FBI to screen his personnel choices, sending nominees before the Senate without the typical vetting that happens beforehand. So far, Trump’s nominees have included for defense secretary, Pete Hegseth, a Fox News personality who was accused of sexual assault, which he denies; for secretary for health and human services, Robert F. Kennedy, Jr., who has also faced allegations of sexual misconduct as well as concern about his opposition to vaccines; and for national intelligence director, Tulsi Gabbard, a former Democratic House member who has echoed Russian propaganda and talking points. Those picks fall outside the Republican mainstream and are a notable departure from when Trump entered the White House the first time and mostly chose from the ranks of Republican officials well-respected across Washington. “The Constitution gives us a role in personnel called ‘advice and consent,’” said Sen. Mitch McConnell, the outgoing Senate Republican leader who will remain in office next year. “My view is that’s exactly what will unfold here when these nominees are actually sent forward, and we will treat them like we’ve treated all others with proper vetting.” Still, Trump’s allies argue that senators need to be ready to confirm the Cabinet, no matter who is chosen. “The president deserves to be able to put people in place who will do what he campaigned on, which is to disrupt, and the establishment is concerned, and they probably should be,” said Sen. Eric Schmitt, a Missouri Republican, adding, “I fully support President Trump’s ability to pick his people to go do that.” After Gaetz’s withdrawal, Trump supporters on social media and in activist circles circulated the names of Republicans they believed were holding out support. Charlie Kirk, whose conservative youth organization Turning Points Action worked closely with the Trump campaign, is already organizing a “grassroots army” to pressure senators to confirm his nominees. That might not even matter. Trump has also demanded that Senate Republicans agree to allow him to make recess appointments, a process whereby the Senate would adjourn so that Trump could use a constitutional power to make appointments while the chamber is in recess. Sen. John Thune, who will take over as Senate majority leader in January, has kept that option on the table, saying he would be inclined to use it if Democrats try to delay confirmations. It would be unprecedented in modern times for the Senate to step aside willingly to allow the president to make top-level Cabinet appointments. Experts say it would amount to surrendering the chamber’s constitutional power over Cabinet choices. “It’s crystallized the choices for Senate Republicans,” said Sarah Binder, a political scientist at George Washington University. “Who is your loyalty to and how far are you willing to put your loyalty to President Trump above your procedural rights and constitutional powers?” Yet some Trump allies have also discussed a scenario where the Republican-controlled House could vote to adjourn Congress. Even if the Senate declined to adjourn also, that could theoretically create a “disagreement” between the two chambers, which allows the president to tap a constitutional authority to adjourn Congress until a time he thinks is “proper.” Still, that constitutional provision has never been tried, and Binder asserted that it would still be within the Senate leaders’ ability to promptly call the chamber back into session. But it would also be a further test for the senators. “A constitutional system doesn’t work unless those in the institutions stand up and fight to maintain their constitutional rights of advice and consent,” said Binder.
