The proposed bill will now go to a special committee set up for the issue and discussions are expected to take place early next year. The Internet’s rapid growth has created a power imbalance between news publishers and large online enterprises which now set the financial terms for their use of content created by others. Many countries are grappling with this issue, and new regulations are taking shape. In Australia and France, Google and Meta are increasingly required to negotiate fairer revenue-sharing agreements and licensing deals with publishers. A similar push in India will be an essential step to ensure the continued vibrancy and financial sustainability of news organisations, which are under threat in their traditional and online formats. The government’s affirmation of support for fair revenue sharing in favour of news publishers — first expressed last year — is more important than ever. As Artificial Intelligence makes stealthy, large-scale appropriation of content easier and when new business models are built on that technological capacity, fair compensation for original creators is an urgent question. The time has come to rapidly act to give force to these pronouncements through law. The pushback that these steps will likely face from Big Tech platforms make it that much more important to start the work quickly, and with resolve. The Minister has also expressed concern on the issue of misinformation and fake news. It is important for the government to establish trust as a good faith broker and avoid the temptation to act as a regulator or censor of content. Trust comes, for instance, by taking steps to improve the public’s media literacy in general. The government’s desire, now stalled by the judiciary — to act as a fact-checker — in fact, to be the final authority over what is or is not true about the Union government, is not helpful. Trust is established by empowering a strong press to pursue and verify falsehoods vigorously; and not by state regulation and censorship. The partisan application of existing rules by authorities that go after the Opposition parties on charges of misinformation while turning a blind eye towards violations by the ruling party must also stop. Only an even-handed application of laws against misinformation will act as a deterrent for bad actors. India’s news industry has always suffered from fundamental financial and political challenges. The Internet age offers the opportunity to work on remedies. The firms that control the Internet must be more effectively regulated, and government interventions, which are necessary, must not result in state high-handedness. An upcoming hearing at The Supreme Court, which will decide if survivors of domestic violence are able to sue their abusers for “family violence,” could result in consequences for survivors, warns one legal advocacy non-profit. In February, 2025, Canada’s Supreme Court will decide if family violence is recognized as a tort – a civil wrong, for which someone could be held liable. If recognized, the decision would allow for family court cases over family violence, giving survivors of domestic violence the option to sue their abusers for family violence. But the National Association of Women and the Law (NAWL), which is set to appear before the Supreme Court alongside other organizations and stakeholders to present the implications of the decision, is concerned the new tort could give abusers an avenue to sue their victims. “Often, what we see is abusers using remedies that are meant for survivors and kind of twisting them and using them to their advantage,” said Suzanne Zaccour, director of legal affairs at NAWL, in an interview with rabble.ca . “We think abusers may try to use this tort of family violence to sue their own victims.” How parental alienation arguments target survivors Zaccour’s main concern is the argument of parental alienation, a tactic that is increasingly used in custody battles in Canadian courtrooms. The argument is often used by abusers in family court cases when a woman alleges their partner is abusive, Zaccour explained. Sometimes, the abusive party will claim that the other party has been psychologically manipulating their child and turning them against them by repeatedly badmouthing them to their child or falsely accusing them of abuse. In some cases, if the court believes allegations of abuse were falsified to alienate a child from their parent, abusers can be awarded custody of their children. A UN report , released this summer, called the concept “highly gendered”, “unfounded and unscientific”, highlighting that it is “predominantly used against mothers”. Zaccour worries that if the Supreme Court decides to recognize a tort of family violence, abusers will be able to argue that parental alienation is family violence – and that this could force victims to pay damages to their abusers. “We’re seeing that courts are already imposing costs on survivors, taking kids away from them,” Zaccour said. “We think it is likely that courts could also make them pay damages.” “They’re going to say ‘well, my ex alienated the children’ if their children don’t want to see them because they’re violent,” Zaccor explained. “They’re going to say ‘this constitutes family violence, so, she needs to pay me.’” What safeguards are needed NAWL is supportive of recognizing family violence as a tort that can be used in family court – but only with appropriate safeguards. Zaccour hopes that their intervention at the Supreme Court will highlight the implications of the decision and result in protections for survivors being written in. “We’re hoping to inform the court of these risks and, ultimately, make sure that there are some safeguards in the decision,” she said, “to encourage them if they decide to recognize this tort that they do so carefully, making sure judges are instructed appropriately.” Still, Zaccour thinks there is a simpler solution – banning the concept of parental alienation from family court altogether. “They need to legislate that you cannot use this unscientific theory in court cases,” she said. In January, a coalition of over 250 Canadian feminist organizations, including NAWL, sent letters to Prime Minister Justin Trudeau and Minister of Justice Arif Viranion, urging the government to remove the concept from family law cases. The concept has yet to be removed. Zaccour warned that, if not removed, the concept will continue to be used as a strategy to further target survivors of domestic violence, both in custody battles and in future family violence cases, should the tort be recognized. “If the government doesn’t act, abusers will continue to use this,” she said. “We have to make sure that women don’t face even more consequences.” Support rabble today! Cabinet names Kuwait’s GCC Summit delegationRuby Hunt, the woman who steered the creation of St. Paul’s home rule charter and then went on to become the third women ever to serve on the St. Paul City Council, has died at the age of 100. A native of St. Paul, Hunt became one of the first women to assume leadership roles in local politics and stayed engaged in local politics for years after she left office. “She was a class act all the way through,” said Joseph Errigo, the former president and CEO of housing nonprofit CommonBond Communities. The 1942 valedictorian of Monroe High School, Hunt went to work for the Corps of Engineers as an office clerk in Panama after the outbreak of World War II. There she met her husband, Richard, a colleague in the Corps. They married in Panama in 1944 and then returned to St. Paul where they raised their family. Her daughter Jane Hunt said her mother, who died of natural causes Saturday, was a strong figure whose example cleared a path for her three daughters and three foster daughters. “We didn’t grow up thinking there was anything we couldn’t do,” said Jane. “Nothing was actually said but I think because Ruby was such a strong person we thought we could do whatever we want.” Hunt took to civic life and became president of the St. Paul Parent Teacher Association and then the St. Paul League of Women Voters. Her political powers rising, Hunt became chair of the St. Paul Charter Commission, which presided over the creation of the city’s home rule charter enacted in 1972. It created a ‘strong-mayor’ form of government that sought to end a period of cronyism within City Hall. With the new system in place, Hunt ran for political office and won, becoming just the third women to serve on the St. Paul City Council. She stayed there for 10 years, and then successfully ran for a seat on the Ramsey County Board of Commissioners, serving 12 years. Hunt’s interest in government continued with her role in changing the St. Paul-Ramsey Medical Center from a public institution to a private one, now known as Regions Hospital. When former St. Paul City Council Member Patrick Roedler started a Friday lunch group in the late 1990s for St. Paul public servants, journalists, judges, and power brokers, Hunt was there. The group still meets to this day, and Hunt was a longtime participant in the group who was known for her institutional memory of St. Paul politics, said John Mannillo, a longtime downtown St. Paul developer. “She would sit there and talk to everybody and whenever we wanted accurate history, Ruby was the one,” he said. She also served with a variety of groups, from the Port Authority to the Metropolitan Airports Commission, and on the boards of Health Partners, St. Joseph’s Hospital and the Friends of the St. Paul Public Library. Jane, her daughter, said Hunt continued to stay engaged in local politics until her death, whether it was encouraging the other residents of her retirement home to register to vote or cheering when the St. Paul City Council this year became an all-female board. Hunt survived by daughters Lynn, Lee, and Jane; foster daughters Joy Perez, Gisele Hayes, and Terry Link; three grandchildren and one great grandchild. A memorial service will be held at 1 p.m. Jan. 17 at Gloria Dei Lutheran Church, 700 S. Snelling Ave., St. Paul. In a statement on Friday, the Chairman and Chief Electoral Commissioner of RSIEC, Retired Justice Adolphus Enebeli, clarified that all genuinely recruited ad-hoc staff were listed in widely circulated publications, including Rivers State-owned newspapers. The statement affirmed that all ad-hoc staff, including “Local Government Returning Officers, Ward Returning Officers, Supervisory Presiding Officers, Presiding Officers, and Poll Clerks who served across the 23 Local Government Areas, 319 Wards, and 6,866 Polling Units, have been fully paid”. However, the Commission noted that some individuals who applied for positions as Assistant Poll Clerks and Poll Monitors but were not enlisted forced their way into polling centers on election day, expecting payment. It noted that “these individuals, not officially selected or published as ad-hoc staff, are behind the complaints and threats of protest over non-payment”. RSIEC emphasized that all 14,712 ad-hoc staff genuinely recruited and deployed for the elections have received their payments in full. The Commission urged the public to disregard the “baseless claims” and maintain peace.
