‘New era in travel’: airports, airlines continue to be sweet spot for biometricsThere are indications that President Bola Tinubu is set to transmit names of ambassadors-designate to the Senate for screening and confirmation, The PUNCH reports. The list comprises nominees who will serve as Nigeria’s ambassadors and high commissioners to various countries and multilateral organisations. Government officials with knowledge of the developments told our correspondent that names of nominees would be transmitted in early December. The development comes 14 months after 83 ambassadors were recalled in September 2023. Nigeria has 109 missions, 76 embassies, 22 high commissions and 11 consulates globally. The PUNCH reported on November 21, 2024, that the Federal Government had commenced the deployment of consular officers to diplomatic missions worldwide, before the anticipated release of the ambassadorial list. On Wednesday, the President left Abuja for a three-day state visit to France at the invitation of President Emmanuel Macron. Afterwards, he is expected in South Africa for a state visit, his second appearance in the country after attending President Cyril Ramaphosa’s inauguration ceremony last June. Upon assuming office in May 2023, Tinubu reassessed Nigeria’s foreign policy, leading to the recall of the 83 career and non-career ambassadors from their stations. The envoys were instructed to return to Nigeria by October 31, 2023. The Minister of Foreign Affairs, Yusuf Tuggar, said the ambassadors served at the President’s behest in their host nations and it was his “prerogative to send or recall them from any country.” However, 14 months later, they were yet to be replaced, leaving a diplomatic void. Section 171(2)(1c) and Subsection 4 of the 1999 Constitution (as amended) stipulate that appointments to the office of ambassador, high commissioner or other principal representatives of Nigeria abroad be made by the President and shall not have effect unless the Senate confirms it. On March 25, Tuggar confirmed that the ministry had compiled and forwarded the names of prospective career diplomats to the President for consideration. “We have collated everything on our part and forwarded it to Mr President,” Tuggar told our correspondent. Though it was unclear whether the nominees were political or career diplomats, indications suggested they primarily comprised the latter. While career diplomats are determined by their progression through the Foreign Service, political diplomats are often appointees of the President. The President’s Special Adviser on Information and Strategy, Mr Bayo Onanuga, who earlier spoke on the issue, said such nominations must pass through a thorough process before a final list is transmitted to the National Assembly. “Don’t forget that the ambassadorial list has two components. There are career ambassadors and political ambassadors. The foreign affairs list and the consolidated list will still go through certain processes before it is released,” he said. In a recent interview, one official who asked to remain anonymous as he was not authorised to speak to the press confirmed that the appointment was imminent. “Ambassadorial appointments require approval from the National Assembly. So, the list will be submitted to the Senate President, who will then announce it. But it has not been submitted yet. Yes, I can confirm that. “Once submitted to the Senate President, they will publish it the following day. So, that means it would be until he (President Tinubu) comes back from France and South Africa because he is going to South Africa from France for a state visit. After that, he will release it,” said the official. In April 2024, the government appointed 12 consuls-general and five chargés d’affaires to represent Nigeria in 14 countries, but these interim measures fell short of filling the leadership vacuum in key missions. Consuls-general and chargés d’affaires can perform routine administrative duties and oversee the operations of an embassy. They, however, lack the diplomatic weight to engage at the highest levels, such as with heads of state or critical international negotiations. Related News Tinubu begins state visit in France 30-year experience prepared me for COAS job – Oluyede Tinubu promises to enhance security in Gulf of Guinea On May 28, the foreign affairs minister cited lack of funds as the primary reason for the delay in the appointment of new ambassadors. A few days later, former Ministry of Foreign Affairs spokesperson, Eche Abu-Ode, said any new ambassadorial appointments would depend on budget allocations. A senior official in the nation’s Foreign Service with knowledge of the developments said although the appointees would be named in early December, they would not begin their tour of duty until months later. The official explained, “This is the last week of November. Within the first week of December, it should be out. It’s long overdue. What happens is that the Senate will screen those appointed. “There’s usually an agreement; it’s like one president writing to another president informing them that ‘I am sending such and such a person as my principal representative to your country.’ “The other country will write back saying they have accepted such a person. That ambassador will now take a letter of credence to the host president. “Once a foreign government receives an agreement, it does serious background checks on the persons nominated for ambassadorial roles to know the person’s standing and to ensure that they don’t have inimical intentions for the country. But we haven’t gotten to that stage yet. “Those nominated have to be announced first. When they are announced, it will take a minimum of three months and a maximum of six months for them to begin their tour of duty. “This depends on the country. For instance, if Nigeria wants to send an ambassador to the Niger Republic, given the current state of the relationship, Niger would understandably take its time to run this check.” On the identities of the designates, The PUNCH gathered that a senior official in the President’s media team had been penned down for the appointment. “The ambassador thing is coming up very soon. It’s coming soon and it’s going to be announced in about a week. Maybe not all the countries, it’s going to be African countries first. But it will soon be released. “What I’m hearing is that one of the presidential media aides is likely going to be made an ambassador to one of those African countries. If there’s any announcement, his name will be mentioned,” said a senior State House official close to the President. The PUNCH learnt that a founder of a tier-one bank, a former Deputy Governor of Lagos State and the Speaker of a House of Assembly in the North, were considered for ambassadorial roles. Another official told The PUNCH that expectations were high due to the months-long lag, and concerns continued to grow as the country’s foreign missions were left without top ambassadors to fill the vacuum. “It has been a long coming. Many decisions are on hold because our missions and embassies are still expecting new diplomats. Major meetings are happening around the world without us because we have no representation at such levels. “The President cannot be everywhere at the same time. The minister of foreign affairs cannot do everything by himself,” the official said, preferring to stay anonymous as he was not authorised to speak to the press. Meanwhile, ex-diplomats have raised concerns over the eight-month delay in posting ambassadors, saying the country would be disadvantaged due to non-representation. They warned that Nigeria’s absence from the international stage could have long-term consequences for its reputation. A former Nigerian Ambassador to Mexico and Singapore, Dr Ogbole Amedu-Ode, said, “In a situation of negotiations taking place at the highest level of the mission hierarchy, it means that those missions that do not have their principal envoys would be placed at a disadvantage of non-representation. “However, it is not too much of an issue in the practice of diplomacy. This is because, in the absence of a principal envoy of ambassadorial rank, the Chargés d’affaires will hold watch until a substantive head of mission arrives. Government and governance, which extends to diplomacy and diplomatic practice, have continuity as one of their hallmarks.” Similarly, a retired Consul to Cameroon and delegate to the World Expo and Economic Development Centre in Paris, Amb Rasheed Akinkuolie, was concerned that host governments might question why Nigeria had not replaced its recalled ambassadors, potentially seeing the prolonged absence as a sign of instability. Akinkuolie argued, “It is not the best option not to have resident ambassadors at a post. Chargés d’affaires may not be able to relate with host governments at the highest level, which includes heads of state. “A chargé d’affaires can generally only relate with foreign ministries and other officials.”Central Vic abattoir stops small kills leaving farmers without processor

Russia's deputy U.N. ambassador said on Wednesday any decision by President-elect Donald Trump's incoming administration to cut support for Ukraine would be a "death sentence" for the Ukrainian army, while accusing Kyiv of trying to drag NATO countries into direct conflict with Russia in the meantime. Speaking to the U.N. Security Council, Dmitry Polyanskiy accused the outgoing administration of U.S. President Joe Biden of trying through its increased support to Ukraine to create a "mess, both in Russia and with the new team in the White House." Polyanskiy said Ukrainian President Volodymyr Zelenskyy was terrified of the return of Trump in January, and had reason to be so.

Analysis included 230 studies—a mix of randomized, prospective, and database research SUNNYVALE, Calif., Dec. 05, 2024 (GLOBE NEWSWIRE) -- ISRG The peer-reviewed Annals of Surgery published a meta-analysis of 30-day surgical outcomes across seven oncological surgical procedures , comparing robotic, laparoscopic, and open surgical approaches. The study covered a 12-year timeframe and analyzed 230 studies from 22 countries: 34 randomized controlled trials, 74 prospective studies, and 122 database reviews. Each surgical approach represented more than a million procedures. The meta-analysis, conducted by scientists from Intuitive and Massachusetts General Hospital, demonstrated multiple benefits for robotic surgery using Intuitive's da Vinci system as compared to laparoscopy and open surgery. "Robotic surgery with da Vinci showed fewer conversions, less blood loss, fewer blood transfusions, fewer readmissions and reoperations, and a shorter length of stay after 30 days," said Intuitive Executive Vice President and Chief Medical Officer Myriam Curet, MD. "The editors at the Annals of Surgery thoroughly scrutinized and peer-reviewed this study prior to acceptance," said Curet. "The quality of scientific data we are seeing after decades of robotic surgery underscores the value that the da Vinci robotic approach continues to have for improved surgical care." Notable study results included: Da Vinci robotic cases were 56 percent less likely to convert to open surgery versus laparoscopy. Da Vinci robotic cases saw less blood loss versus open, comparable blood loss with laparoscopy. Da Vinci robotic cases were 21 percent less likely to require blood transfusions versus laparoscopy and 75 percent versus open. Da Vinci cases were 10 percent less likely to experience 30-day postop complications versus laparoscopy; 44 percent versus open. Da Vinci cases saw a half-day savings in hospital stay compared to laparoscopy and 1.9 days compared to open. Operative time for da Vinci cases was 17.7 minutes longer than laparoscopy and 40.9 minutes longer than open. "The data presented in our study describes the value of robotics in both the controlled clinical setting of randomized controlled trials and in the ‘real-clinical-world' of population-based studies," said Rocco Ricciardi, MD, MPH, lead study author and chief of colon and rectal surgery at the Massachusetts General Hospital. "Ultimately, demonstrating population-based gains with robotics allows us to determine value of robotic procedures for the average person who might need surgery." Traditional minimally invasive surgery offers many benefits but presents several technical limitations—notably lower quality vision and depth perception, camera instability, limited range of motion and dexterity due to the straight and rigid hand-held instruments, and it can take a severe physical toll on the surgeon. Intuitive technology introduced in the da Vinci surgical system has helped surgeons overcome many of those technological limitations via advanced 3DHD vision, wristed instrumentation, and greater precision, especially in deep, limited, or narrow areas of the body such as the chest, abdomen, and pelvis. There have been numerous studies comparing perioperative outcomes between robotic, laparoscopic, and open surgery but they have focused on individual procedures, which result in procedure-specific evaluations. Intuitive's study in the Annals of Surgery looked at randomized controlled trials, prospective cohort, and database studies published within the last 12 years, and it shows multiple benefits for robotic surgery using the da Vinci system compared to laparoscopic and open surgery, which may be useful to decision makers who are considering the use of robotics in a multi-specialty setting. The study scope focused on 30-day outcomes specific to oncology procedures that often require deep and narrow surgical access. It did not review oncologic outcomes. OKLAHOMA CITY (AP) — Alabama faces a tougher roadblock than it might appear in its quest to maintain positioning for the College Football Playoff. Sure, Oklahoma has struggled in its first Southeastern Conference season. The Sooners (5-5, 1-5 SEC) have lost four straight conference games. The Sooners have fired their offensive coordinator and they have the worst offense in the league. But they have a tough defense, too. Linebacker Danny Stutsman, a midseason AP All-American, anchors a nasty unit that has kept the Sooners competitive in losses at Ole Miss and Missouri. He ranks second in the SEC with 96 tackles. Defensive back Billy Bowman Jr. has scored four defensive touchdowns since the start of the 2023 season, tied for the most nationally. Defensive end R Mason Thomas has seven sacks, with six coming in the fourth quarter of close games. Alabama coach Kalen DeBoer is paying attention. “It’s going to take a great week of preparation,” DeBoer said. “A physical football team all around. Their defense is, I think, an extremely tough defense in all ways — just what they do with their scheme and then with their personnel, the way they fly around.” Plus, Oklahoma is motivated. It’s Senior Day for a program that would become bowl eligible with a win. Beating the seventh-ranked Crimson Tide could cure a lot of ills for the Sooners. “I think they know they could be a great example for what fight and what belief and what finishing and what improving and what proving people wrong looks like,” Oklahoma coach Brent Venables said. “And I think this is a group of guys that are committed to doing that.” Alabama (8-2, 4-2) has more answers than most. Jalen Milroe has passed for 15 touchdowns and rushed for 17. Freshman receiver Ryan Williams has 40 catches for 767 yards and eight touchdowns. “Yeah, incredibly explosive, and they have great playmakers everywhere," Venables said. “Certainly, it starts — everything goes through the quarterback.” There has been much talk about what a third loss would do to Alabama's playoff hopes. DeBoer said his team isn't focused on that. “I think we're really honed in and the guys really believe on and have understood the significance of really focusing on where we’re at right now,” he said. “We talk about the next play is the most important play, the next game is the most important game. We haven’t thought about anything beyond Oklahoma.” Milroe is only the fourth SEC quarterback since 2007 to have at least 15 passing touchdowns and 17 rushing touchdowns in a single season. The others won the Heisman Trophy during their seasons — Florida's Tim Tebow in 2007, Auburn's Cam Newton in 2010 and Texas A&M's Johnny Manziel in 2012. “I think it just starts with doing what’s best for the team, and that’s what Jalen is all about," DeBoer said. Since returning to the lineup early against South Carolina four games ago, Oklahoma quarterback Jackson Arnold has completed 70 of 112 passes for 705 yards with five touchdowns with no interceptions. Still, his fumble that was returned for a touchdown in the final minute against Missouri was the difference in a 30-23 loss. Arnold has dealt with significant criticism all season. “That goes along with that position at a place like the University of Oklahoma,” Venables said. “That’s a position that’s a little bit ... it’s a bit like the head coach position. There’s a different type of microscope and there’s a different type of focus and that’s okay he’s got broad shoulders to handle that.” Oklahoma running back Jovantae Barnes ran for career highs of 203 yards and three touchdowns against Maine two weeks ago, then he sat out last week's loss to Missouri. He's listed as questionable on this week's injury report. He leads the Sooners with 577 yards rushing this season. Venables is impressed with what DeBoer has done in his first year at Alabama since taking over for Nick Saban. “One of Kalen’s strengths as a football coach — a very successful coach — is he takes a group of players that he has, and their staff figures out what they can do,” Venables said. “They major in that, put them in position to be successful based on the players’ strengths. They’ve done a nice job of doing that throughout the course of the season.” Oklahoma beat heavily favored Alabama 45-31 in the Sugar Bowl to cap the 2013 season, a game that helped pump energy into the Sooner program under Bob Stoops. Alabama got revenge in 2018, beating the Sooners 45-34 in the College Football Playoff. Get poll alerts and updates on the AP Top 25 throughout the season. Sign up here .
