nexbetsports 1 NoneKUALA LUMPUR, Nov 24 — Malaysia currently has fewer than 1,000 registered aesthetic doctors, but centres offering beautifying medical procedures are popping up all over the Klang Valley which makes one wonder how safe they are. Instead, beauticians or “beauty therapists” — as some of them call themselves — are the ones performing invasive medical procedures at centres that are not equipped with proper medical facilities as required of clinics prescribed in the Private Healthcare Facilities and Services Act 1998. Malay Mail checked on five aesthetic centres — big and small — around Kuala Lumpur and Selangor offering invasive medical procedures in the name of beauty, and discovered that doctors were not administering the treatments. When asked, these beauty centres confidently claimed that their staff possess adequate skill to operate lasers on certain skin conditions, even though the Ministry of Health (MOH) considers them as medical procedures as listed in its latest Guidelines on Aesthetic Medical Practice published in 2020. “For us, it’s clear: lasers and injectables are not allowed when done by beauticians," a senior official from the Health Ministry told Malay Mail when contacted. President of Registered Aesthetic Doctors Malaysia Dr Ungku Mohd Shahrin Ungku Mohd Zaman also confirmed that lasers and injectables cannot be administered by beauticians or “beauty therapists” as they are considered medical procedures. The Health Ministry has also never consented or authorised any surgical or invasive aesthetic procedures to be performed in beauty centres and such procedures must be done by a doctor who holds a Letter of Credentialing and Privileging (LCP) in aesthetic medicine in a registered clinic, Health Minister Datuk Seri Dzulkefly Ahmad said on November 4. Nonetheless, notable treatments at beauty centres include High-Intensity Focused Ultrasound (HIFU) and “pico” and “carbon” lasers. “Pico” and “carbon” lasers are a type of laser used to treat certain skin conditions and often advertised as treatments at beauty centres. However, to Dr Ungku Mohd Shahrin, it’s just a brand that centres use to entice customers. Some centres are transparent about using lasers but some deny using them. An establishment denied using “pico” lasers for their treatments when asked and instead shared a video of their “alternative” technology. However, Dr Ungku Mohd Shahrin confirmed with Malay Mail that it was lasers. “HIFU, lasers, medium and deep chemical peel, injectables, surgical procedures... they can’t manage this. Beauticians cannot carry out the procedures that doctors carry out,” Dr Ungku Mohd Shahrin explained. Lasers are powerful medical devices used to perform medical procedures that should only be operated by qualified doctors and carried out in registered clinics that are well-equipped to deal with medical emergencies, not mere beauty centres. “If it is not done properly or the wrong setting is conducted, the power, the energy of the laser is not done well, it can burn the patient’s skin,” Dr Amelia Siah Siang Yee, founder of chain aesthetic clinic Aglow Clinic, explained. As many beauticians or beauty therapists have used lasers on clients, it may seem easy enough to operate. However, even qualified doctors with years of experience can make mistakes, said Dr Ruban Nathan, former chairman of the Cosmetic Dermatology & Laser Medicine Board under the Malaysian Dermatological Association. He called beauticians who administer medical procedures “very brave”. “I can teach a monkey how to do it, but can they handle the complications?” Dr Ruban asked. Dr Ungku Mohd Shahrin said the human body is delicate and prone to unpredictable reactions arising from certain procedures. He listed several examples such as post-inflammatory hyperpigmentation, which is the darkening of a certain spot; scarring and low-level laser therapy (LLLT) can also cause increased permeability of the skin cell that may result in other detrimental effects. He added that mishandling lasers can cause blindness and errors from HIFU treatments can cause permanent nerve damage. “Unless they are trained, certified to manage complications – they are medical doctors to begin with, then only they can perform these procedures,” he said. “Some of the devices that are there in medical and beauty centres are even much more expensive, have much higher specifications, more complex than what I have actually in my clinic,” he added. Lasers are medical devices that must be registered with the Medical Device Authority. However, a loophole in the rules allows non-medical practitioners to operate medical-grade lasers without a penalty as it is not a designated medical device under the Medical Device Act 2012. Unless lasers are designated medical devices under Section 26 of the Act, anyone without a permit can operate lasers without any repercussions. While there is no law that explicitly prohibits beauticians from administering lasers and similar treatments, it is possible for beauticians to be charged under Section 33 of the Medical Act 1971 which prohibits unqualified persons from practising medicine with a fine of not exceeding RM2,000 for a first-time offence, an MOH source said. The ministry, however, has not utilised this law to act against errant aesthetic centres. Although all the beauty centres Malay Mail contacted claimed to use medical-grade lasers, unbranded and unregistered lasers can also be purchased on e-commerce platforms for as low as RM1,600. However, all three doctors said that the price of medical-grade lasers were above RM100,000. Laser treatments are not the only procedure that is cause for concern; other procedures such as light chemical peels can also be dangerous as patients could develop anaphylactic shock, a severe allergic reaction, and difficulty in breathing, Dr Ungku Mohd Shahrin said. “[At clinics] we have doctors who manage to inject with adrenaline, antihistamines, and the patient calms down. “What are you going to do if you are not trained as a medical professional? How are you going to treat that?” he asked. She and a friend reached out to one such commenter who presented themselves as a teenage girl. “Everything seemed to check out. She had a profile built with lots of pictures of her. Then we also moved communications over to Instagram and all the pictures lined up and it just seemed feasible. We actually had very lengthy conversations with her and it just felt genuine. She was very believable,” said Benacem. “We thought she was a young, teenage girl. So for her safety, we understood she might not want to meet up in person. She showed us screenshots of tickets and we agreed per her preference that we would send the payment to PayPal as opposed to e-transfer. [We paid] for the first ticket and then she sent us the first ticket. Then I had sent the PayPal for the second ticket, and we never got a second ticket. She basically blocked us and there was no way to reach out to her anymore.” Benacem and her friend paid $600 for two tickets and received sweet nothing in return. Instead they were left with just one to split between the two of them. “It was only $300, so that should have set off a red flag. But $300 in this economy is hard ... but it was too much of a good situation and so we kind of fell for it. We got really excited and we missed all the red flags,” she said. They felt there was no fair way to decide who would go for the show and instead of risking any bad blood, they ended up reselling the one ticket they received from the scammer. “We were really upset. Some expletives were said ... but it gives the opportunity for somebody else to enjoy it,” she said. In a Zoom interview, Daniel Tsai, an adjunct professor specializing in business law and technology at the University of Toronto said Benacem fell victim to one of the most common online scams. “Usually what we see is the use of Kijiji and other open marketplaces, where you’re not able to identify or verify the identity of the other parties — that’s where people can pretend to be somebody else. They don’t even have to be in the same city. They could be in a foreign country,” he explained. “Inevitably they always ask for some kind of Bitcoin or e-transfer, which makes it effectively impossible to get your money back once you transfer it out.” He cautions against buying tickets from unknown sellers online. “You shouldn’t be buying tickets online from anyone that you don’t know and you haven’t actually spoken to or seen in person to discuss the purchase. It’s just not worth it,” he said. He says even a video call is not proof enough anymore and could be a very convincing hoax. “The deep fakes have gotten so good with AI that you can have a zoom call like this ... and the person is speaking, it looks like they have naturalistic realistic movements. You wouldn’t be able to tell if that’s a virtual avatar created by AI. That actually happened in a banking scam in Hong Kong where the bank was defrauded out of tens of millions of dollars,” he said. All a bad actor needs is a free app and a sample of someone’s voice and image from their social media to pull off such a scam. “And unfortunately, the software developers of these apps haven’t put in protections or protocols to prevent that type of misuse and fraud from occurring,” he said. Another common fraud technique he says to watch out for involves hacked social media accounts of friends and family. “So you believe you know this person from Facebook or some other social media, you’re connected, you’re in the same network, so you have no reason to doubt that that is the person that you know. And you purchase the tickets finding out later it’s all fake and that that person’s account was hacked, and in fact, you were dealing with somebody else and not with that person. Pakistan and Saudi Arabia have pledged to expand mutual cooperation to improve internal security in their respective countries, the Interior Ministry said on Sunday. Saudi Arabia and Pakistan have long shared a multifaceted relationship rooted in mutual economic interests, strategic military cooperation, and shared Islamic heritage. Historically, these ties have encompassed economic assistance, energy supplies and military collaboration, with Saudi Arabia being a significant source of financial aid and oil for Pakistan. During an ongoing visit to Saudi Arabia, Interior Minister Mohsin Naqvi met Saudi Minister of State for Interior Dr Khalid Mohammed Abdullah Al Battal in Riyadh, where he also toured the Public Security Police Headquarters. BARCELONA, Spain (AP) — Tens of thousands of Spaniards marched in downtown Barcelona on Saturday to protest the skyrocketing cost of renting an apartment in the popular tourist destination. Protesters cut off traffic on main avenues in the city center, holding up homemade signs in Spanish reading “Fewer apartments for investing and more homes for living" and “The people without homes uphold their rights.” The lack of affordable housing has become one of the leading concerns for the southern European Union country, mirroring the housing crunch across many parts of the world, including the United States . Organizers said that over 100,000 had turned out, while Barcelona’s police said they estimated some 22,000 marched. Either way, the throngs of people clogging the streets recalled the massive separatist rallies at the height of the previous decade’s Catalan independence movement. Now, social concerns led by housing have displaced political crusades. That is because the average rent for Spain has doubled in last 10 years. The price per square meter has risen from 7.2 euros ($7.5) in 2014 to 13 euros this year, according to the popular online real estate website Idealista. The growth is even more acute in cities like Barcelona and Madrid. Incomes meanwhile have failed to keep up, especially for younger people in a country with chronically high unemployment. Protestor Samuel Saintot said he is “frustrated and scared” after being told by the owners of the apartment he has rented for the past 15 years in Barcelona’s city center that he must vacate the premises. He suspects that the owners want him out so they can renovate it and boost the price. “Even looking in a 20- or 30-kilometer radius outside town, I can’t even find anything within the price range I can afford,” he told The Associated Press. “And I consider myself a very fortunate person, because I earn a decent salary. And even in my case, I may be forced to leave town.” A report by the Bank of Spain indicates that nearly 40% of Spaniards who rent dedicate an average of 40% of their income to paying rents and utilities, compared to the European Union average of 27% of renters who do so. “We are talking about a housing emergency. It means people having many difficulties both in accessing and staying in their homes,” said Ignasi Martí, professor for Esade business school and head of its Dignified Housing Observatory. The rise in rents is causing significant pain in Spain, where traditionally people seek to own their homes. Rental prices have also been driven up by short-term renters including tourists. Many migrants to Spain are also disproportionately hit by the high rents because they often do not have enough savings. Spain is near the bottom end of OECD countries with under 2% of all housing available being public housing for rent. The OECD average is 7%. Spain is far behind France, with 14%, Britain with 16%, and the Netherlands with 34%. Carme Arcarazo, spokesperson for Barcelona’s Tenants Union which helped organize the protest, said that renters should consider a “rent strike” and cease paying their monthly rents in a mass protest movement. “I think we the tenants have understood that this depends on us. That we can’t keep asking and making demands to the authorities and waiting for an answer. We must take the reins of the situation,” Arcarazo told the AP. “So, if they (the owners) won’t lower the rent, then we will force them to do it." The Barcelona protest came a month after tens of thousands rallied against high rents in Madrid. The rising discontent over housing is putting pressure on Spain’s governing Socialist party, which leads a coalition on the national level and is in charge of Catalonia’s regional government and Barcelona’s city hall. Spanish Prime Minister Pedro Sánchez presided over what the government termed a “housing summit” including government officials and real estate developers last month. But the Barcelona’s Tenants Union boycotted the event, saying it was like calling a summit for curing cancer and inviting tobacco companies to participate. The leading government measure has been a rent cap mechanism that the central government has offered to regional authorities based on a price index established by the housing ministry. Rent controls can be applied to areas deemed to be “highly stressed” by high rental prices. Catalonia was the first region to apply those caps, which are in place in downtown Barcelona. Many locals blame the million of tourists who visit Barcelona, and the rest of Spain, each year for the high prices. Barcelona’s town hall has pledged to completely eliminate the city’s 10,000 so called “tourist apartments,” or dwellings with permits for short-term rents, by 2028.

The campaign for this round of assembly elections officially began on October 15, when the Election Commission of India announced polls in Maharashtra and Jharkhand. But in India’s tribal heartland, the campaign began far earlier — on June 28, when former chief minister Hemant Soren was released from jail after being imprisoned for five months over corruption charges. The 49-year-old was already buoyed by the Indian National Developmental Inclusive Alliance’s (INDIA) performance in the Lok Sabha polls — the Jharkhand Mukti Morcha (JMM) won three seats and its ally, the Congress, won two, up from one and one in 2019 — and he set out to craft a campaign premised on his persona, pushing his wife Kalpana Soren into a prominent spot, and playing up his family’s links to the state’s formation. Soren’s successful campaign rested on three prongs. One, emerge as the undisputed leader of the tribals. Soren had already embarked on this project in 2019 when he crafted the first pre-poll pact in the JMM’s history. He now linked his controversial jail term to the question of tribal asmita (pride). In every election speech, he reminded ordinary people how the Bharatiya Janata Party had detained a tribal son and conspired against the adivasis. Whenever possible, he brought up controversies around the Chhota Nagpur land-tenancy act and the implementation of a domicile policy based on land records from 1932 — two issues that had kicked up a huge political storm during the last BJP government in the state between 2014 and 2019, and were responsible for the defeat of the National Democratic Alliance (NDA) in 2019. Soren’s lieutenants also reminded people how the BJP nominated a non-tribal person (Raghubar Das) as chief minister, a first for a state whose formation was catalysed by a long and bloody adivasi movement. Though he didn’t campaign due to ill health, the figure of Soren’s father and JMM founder Shibu Soren was used strategically to fan his emotive connection with a generation of people who had seen the senior adivasi leader emerge as a flag-bearer of a separate state for tribespeople in the 1970s. This approach also helped the JMM control the more polarising aspects of senior Soren’s legacy and build a more inclusive campaign. Of course, it is unlikely that Soren would have emerged as a pan-state leader had it not been for his jail stint. In rally after rally, he played up his imprisonment, called it unjust, and attacked the BJP for having imprisoned a son of the soil. He alleged that he was locked up because he was serving poor tribespeople and was standing against big business interests, and promised the electorate an expansion in reservations if he was voted back to power. This was the second prong of his strategy, one that also hinged on pushing his wife, Kalpana Soren, into prominence. This was a risky strategy at first — after all, her rising prominence at the time of his arrest had led to rumblings in the party and it was also among the issues responsible for the exit of senior leader Champai Soren months before the elections (he joined the BJP). But together, the Soren couple put the chief minister’s persona and his jail stint the emotive core of their campaign. This helped Soren emerge as the biggest leader, not only of his own tribal group, the Santhals — the biggest scheduled tribe (ST) in the state, comprising roughly a third of the province’s adivasi population — but also blank out other competing tribal leaders from the BJP among groups such as Oraon, Munda and Ho. In a field crowded with other former chief ministers, it helped one stand out. The JMM and its allies ended up winning 27 out of 28 seats reserved for Scheduled Tribes. And three, the JMM was buoyed by the response among rural women to its Mukhyamantri Maiya Samman Yojana, which gave ₹ 1,000 to poor women. By making the cash transfer scheme the centrepiece of its welfare outreach, the JMM was able to build a new catchment of voters in every constituency whose identities lay beyond the traditional buckets of community or region. It helped arrest the development narrative that the BJP has successfully used elsewhere, and blunt allegations of corruption — especially in those 68 seats where more women voted than men. The culmination of this strategy was a victory unprecedented in scale in Jharkhand, helping JMM retain power for the first time in its existence. The ease of the win, though, hid just how bruising the campaign trail had been these last few months.
