The prestigious Indian Institute of Technology, Kanpur, has cancelled the PhD programme of former assistant commissioner of police, Mohd Mohsin Khan, for allegedly raping a 26-year-old IIT-K research scholar. The action against the 2013 PPS officer came on the basis of a recommendation from DGP headquarters. Director of IIT Kanpur Manindra Agarwal told PTI that the institution received a letter from the police department stating that the NOC (No Objection Certificate) issued for Khan to pursue the PhD programme had been cancelled. "Soon after getting the letter, the institute also terminated the PhD programme of Mohd Mohsin Khan, the then ACP Kanpur. The written communication has been made regarding termination," Agarwal said. NoneFiring tranquiliser darts on the female tiger that is on the prowl in West Bengal’s Jangalmahal region has failed to capture Zeenat . On Saturday, the tigress was located in Bankura district, the third district of southern Bengal since it strayed to West Bengal after running away from Similipal National Park in neighbouring Odisha on December 10. The three-year-old stray wild cat has been changing her location every few days and has kept the West Bengal Forest department on the edge ever since she entered the State from Jharkhand on December 19. Multiple attempts to catch Zeenat have failed as she has reportedly killed over three domestic goats and their carcasses were found in the nearby jungles. She was first spotted in Jhargram district, and then travelled to Bandwan area of Purulia district on Thursday. She moved to Purulia’s Dangardi forests in Manbazar for only a day. She was in Purulia’s Bandwan for over five days. Now, she is in the Ranibandh area of Bankura according to Forest department officials from Saturday. Speaking to The Hindu , Debal Roy, Chief Wildlife Warden, said: “We made an attempt to tranquilise her at 4 p.m. on Saturday, December 28, but that failed. Our teams are in constant watch. We are trying our best and setting up cages in multiple locations. We are using both active and passive methods to get a hold of her.” Mr. Roy also mentioned that there have been no reports of any locals being injured or attacked by the tigress to date even as the big cat remains on the move across three districts of southern Bengal. Officials have set up fencing across multiple locations to avoid any conflict. The Forest department has also found multiple paw prints of Zeenat in Purulia and Bankura’s forests. According to Forest officials, they now have three teams on constant watch in Bankura’s Ranibandh area, where the tigress was last sited. They are using radio trackers to track her movements at the moment. They are employing modern technology, such as drones with thermal imaging, night vision devices, monitoring teams, and even using goats as bait to manage the situation and either capture the tigress or guide her back along the path she entered. But she has managed to escape all the traps till now, causing panic among locals as these are small patches of forests that have human settlements in multiple pockets of the district. Forest department officials are continuously urging locals in the area to avoid venturing into the forests and to remain indoors to ensure safety. Login or signup to continue reading Amel Mouhtadi, who goes by the moniker 'Angel Amy' according to her YouTube account, read out an apology letter when she was sentenced over the September 30 blaze at Wollongong Local Court earlier this month. "I'm deeply sorry for my actions, I think about this all the time," Mouhtadi, 43, said through tears. "I went from being a victim to a perpetrator of domestic violence. I'm being sorry not because I want a lighter sentence ... I'm sorry because there is no room for domestic violence in our society. "I don't know how things got so messed up." Mouhtadi went on to reveal she had been assaulted and bashed with tins of tuna while in jail. "I've been hot-watered, I've been bashed in the cells," she said. "You might think women are easier but they get you five to one and once you're down they stomp on you ... They bash you in the head with tuna tins." Tendered court documents state Mouhtadi had not lived at the Illawarra unit she bought with her wife since July due to an apprehended violence order banning the boxer from going near or contacting her. However Mouhtadi breached the order after making threats in a phone call about 11pm on September 30 that prompted her wife to flee the home. "I'm going to come back to the house and f---ing burn it down," Mouhtadi said. CCTV captured Mouhtadi at the unit wearing hi-vis about 1am the next morning, with the offender sending a video to her wife showing her letting a small dachshund out of a dog crate. Mouhtadi sent another video of herself traipsing through the bedrooms while saying: "I've poured petrol on the bed, I've poured petrol everywhere ... I'm going to hand myself in afterwards." Footage showed her using a jerry can to tip fuel onto the furniture and the landing of a stairwell, before she ignited it. Mouhtadi fled the unit, which was closely connected to three others, and could be heard for several minutes yelling: "There's a fire, get out now!" The offender continued texting her wife, referring to her as a "f---ing dog" and threatening "I'm coming for your head". She sent a final text at 1.48am stating: "It's burnt now." Emergency crews responded to the blaze as black smoke emitted from the property. The fire was extinguished with $135,000 in damage sustained to all upstairs rooms. Mouhtadi was arrested after she handed herself in to Lake Illawarra police station. She told police she had been diagnosed with autism and borderline personality disorder, before making full admissions to her offending. "I, Amel Mouhtadi, burnt that f---ing house down," she said. Magistrate Claire Girotto labelled Mouhtadi's reaction to being abandoned as "extreme" and ordered her to seek treatment for her diagnoses. Mouhtadi said "I don't care if you slap with me with 20 years jail" but the magistrate told the offender her jurisdictional limit in the local court was two years, which is what she sentenced her to. Amaree Abram added 14 points while going 5 of 11 from the floor, including 1 for 3 from 3-point range, and 3 for 3 from the line and also had eight rebounds. Al Green had 12 points and shot 4 of 9 from the field, including 1 for 5 from 3-point range, and went 3 for 4 from the line. The Bulldogs extended their winning streak to seven games. George Kimble III finished with 21 points for the Colonels (4-3). Devontae Blanton added 17 points and five assists for Eastern Kentucky. Jordan Crawford also had nine points. Amid a fresh wave of violence, Mexico's President Claudia Sheinbaum has sent her security chief and thousands of troops to stem a bloody escalation of drug cartel crime in Sinaloa state, signaling a shift in security strategy in the Latin American nation. On the campaign trail, Sheinbaum had promised to largely continue the security policy of her mentor and predecessor Andres Manuel Lopez Obrador, which prioritized addressing the root social causes of crime rather than attacking the cartels - an approach nicknamed "hugs not bullets" after a catchphrase of the former president. But initial signs from her first months in office suggest a more aggressive approach with the most substantial deployment in at least six years of military and naval troops, as well as special forces and heavy weaponry to Sinaloa since an intra-cartel war broke out in September. High-profile arrests and large drug seizures have followed, including a record bust of over a ton of fentanyl. That more front-footed strategy could align well with President-elect Donald Trump, who has called on Mexico to do more to stop the flow of drugs, and migrants, to the U.S. But it also risks further inflaming violence and homicides, as a more confrontational position has done in the past in a country where cartels are heavily armed with military-grade weapons. Sheinbaum's office did not reply to a request for comment. "There is a change without a doubt ... we are seeing signs that the strategy of hugs and not bullets is on the way out," said Vicente Sanchez, a security expert and member of Mexico's National System of Investigators, a government agency that works to improve the quality of Mexican research. Security experts said they believe the new strategy is partly a response to Trump's threat to impose 25 percent tariffs on products from Mexico if the country does not curb drug trafficking and the illegal crossing of migrants into the United States. Some have also taken it as an indirect admission that Lopez Obrador's less confrontational strategy did not work, with many experts saying it helped organized crime groups entrench power in vast swaths of the country. The U.S. ambassador to Mexico, Ken Salazar, publicly criticized the approach, saying it had "failed" and "Mexico is not safe." MILITARY TO THE STREETS Some security experts have drawn comparisons between the operations in Sinaloa and the military war waged on the cartels by then-President Felipe Calderon in 2006. That triggered a spiral of violence to which many analysts trace the continued high homicide rates Mexico. The United Nations has repeatedly criticized the use of the armed forces in the fight against crime in Mexico, arguing that it encourages human rights violations. The Mexican government denies that security in the country has been militarized or that human rights abuses are common. Key to Sheinbaum's crime-fighting strategy is her new security chief Omar Garcia Harfuch, an experienced policeman who worked for the president while she was mayor of Mexico City. Sheinbaum sent Garcia Harfuch to Sinaloa to oversee operations. "We know how difficult it is to pacify the country," he said last week after an investigator from his ministry was killed in Sinaloa. The confrontation between rival groups in Sinaloa, which intensified on Sept. 9, has so far killed some 650 people, with more reported missing. In an attempt to contain the conflict, the local security chief was replaced by a military officer over the weekend. In the same week, at least three soldiers were killed by land mines laid by organized crime in two separate locations in the western state of Michoacan. For some experts there is a danger if Sheinbaum seeks to replicate her strategy in Sinaloa across the country. "Each one (criminal group) has its own personality, its own mark, and we have to find the part that hurts them," said Tomas Guevara, an expert on security issues in Sinaloa.
