A downtown Derry project touted as being a magnet for business and community support got one more step approved in the process. Town councilors recently approved a master development agreement to help get the long-awaited Abbott Court development project on track, a move that will, when the project is done, bring parking, housing and retail to a property long on the town’s radar. The agreement, between the town and development partner Lansing Melbourne Group, helps move the project forward. The project has been the subject of many town gatherings to talk about downtown progress and what might be best to bring to the community to support local business and residents. The town signed a memorandum of understanding with Lansing Melbourne back in 2021 to determine what opportunities may lie at the Abbott Court location, forming a partnership to move forward with the project. The town also expanded a tax-increment financing district, or TIF, into the downtown to help support development. There were some legal challenges to the project brought by abutters that have since been resolved, clearing the path forward. Abbott Court has a long downtown history. The site includes several parcels of land including land off Central Court the town acquired beginning in the mid-1980s. The property is in the downtown district that allows for mixed use and a variety of other permitted uses including retail, commercial and residential. Phase I of the project will bring a 275-space parking structure to the property and 117 residential spaces offering studio, one- or two-bedroom units. Next phases will include retail/commercial development and additional housing. The land is also adjacent to Derry’s rail trail and within walking distance to Broadway and its businesses. Many ideas about what to do with Abbott Court have floated through town boards over the years. There have been at least 10 studies done over the past three decades associated with Abbott Court and what might work best on that property. “And the last two master plans identified the redevelopment of Abbott Court as critical to the downtown’s development,” Town Manager David Caron said in a recent report to Council. Caron added at a recent Council meeting that the project has been a “multi-decade goal of the community.” “Abbott Court (and the downtown) has been a consistent goal of the Town Council for at least the past six or seven years,” Caron said at the recent meeting. With the legal obstacles removed, Caron said the project is moving forward. Parking garage construction could get started as part of the plan’s first phase next year, with housing to follow. UConn announced a two-year contract extension for head football coach Jim Mora on Saturday, just before the team took the field for the Fenway Bowl against North Carolina. Mora’s contract extension will run through 2028 and will pay him $10 million through the remaining four years, with the opportunity to earn more in incentives. The 63-year-old coach is set to make $1.7 million next season, $1.9 million in 2026 and $2.3 and $2.4 million in 2027 and 2028, respectively. UConn then went out and thrashed North Carolina, 27-14, in a game that wasn’t as close as the score indicated. “I am forever grateful. I’m grateful to (athletic director) David (Benedict) and (school president) Radenka (Maric) and the Board of Trustees, but this is about what the (UConn players) did today,” Mora said when asked about the extension in the postgame press conference. In a statement released by UConn ahead of the game, Mora said: “I’d like to thank David Benedict, Radenka Maric and the University of Connecticut leadership for their trust in me and their commitment to our football program. When I first got here, I talked about where we wanted this program to go and we have shown great progress but we still have plenty of work to do. The commitment and dedication from the university and the athletic department has me excited about the future for our football team.” “Three years ago, I tasked Jim Mora with the challenge of leading our football team back to success and through his experience, energy and leadership he has done just that,” UConn athletic director David Benedict said in a statement. “He has taken our program to post season bowl games twice and just guided our team to one of the best seasons in UConn football history, building a momentum to keep this program moving forward. I look forward to his leadership of our football team in the years ahead.” Mora is coming off one of the most successful seasons in UConn football history, having led the team to an 8-4 record and an appearance in the Fenway Bowl. It’s the Huskies’ second bowl appearance in three years. UConn’s eight wins is the most for the program since 2010, and the Huskies had their first winning season since that year, too. A win Saturday would give UConn nine wins for just the third time in program history, with the last two such seasons coming in 2003 and 2007. UConn quarterbacks coach Brad Robbins is heading to Tulsa as an offensive coordinator and quarterbacks coach, according to a report from CBS Sports. Robbins was part of a coaching staff that helped the offense produce its most prolific attack since the 2009 season and fifth-most in program history (32.3 points per game). The 16 teams announced Tuesday compete Dec. 30, 2024, to Jan. 4, 2025, in Liverpool, N.S., for the right to represent Canada at the 2026 Olympic Games in Milan-Cortina, Italy. Mixed doubles made its Olympic debut in 2018, when Canada’s Kaitlyn Lawes and John Morris claimed the first gold medal in Pyeongchang, South Korea. The 2025 trials winner must help qualify Canada for the Winter Games and will do that at the 2025 world championship April 26 to May 3 in Fredericton. The top eight countries in World Curling’s rankings will compete in Italy. The 2024 world mixed doubles championship was also a qualifying factor. Canada ranks fifth in the world after Colton and Kadriana Lott of Gimli, Man., reached the playoff round in Aberdeen, Scotland. The Lotts, Brendan Bottcher and reigning women’s world champion skip Rachel Homan, Lisa Weagle and John Epping, Laura Walker and Kirk Muyres, and the husband-and-wife duos of Jennifer Jones and Brent Laing, and Jocelyn Peterman and Brett Gallant, are in the trials field. Peterman and Gallant were world championship silver medallists in 2019 and Walker and Muyres, the top-ranked team in Canada, were bronze medallists in 2018. Now, president-elect Donald Trump has announced his own executive order worth hundreds of billions of dollars, promising to sign a massive tariff hike on goods from Mexico, Canada and China on his first day in office. Those tariffs could be the first test of just how cravenly loyal the Supreme Court’s conservative wing is to the man who appointed three of the sitting justices to the bench. ADVERTISEMENT “Tariff” is just a fancy word for a tax paid by U.S. businesses on imported goods, with the added costs passed on to American consumers. Trump’s proposed tariffs of 25 percent on all products from Mexico and Canada, and 10 percent on all products from China, will cost about $272 billion per year, economists told CNN. The president does have some congressional power to enact tariffs, but a policy as massive as the one Trump is proposing would normally trigger something called the “major questions doctrine,” legal analysts have pointed out . That’s the same doctrine the Supreme Court used to strike down Biden’s student loan forgiveness program and to hamper his efforts to reduce greenhouse gas emissions. It basically says that anytime a federal agency tries to enact a policy with “vast economic and political significance,” the courts have to scrutinize whether Congress actually intended to give the agency that power, the justices decided in 2022 in West Virginia v. Environmental Protection Agency . In that case, the Supreme Court held that even though Congress had given the EPA the power to set environmental performance standards by applying “the best system of emission reduction,” Biden’s EPA couldn’t reduce emissions by phasing out coal and gas plants. A year later, in Biden v. Nebraska , the court struck down Biden’s $400 billion student loan forgiveness plan, even though Congress had given the Secretary of Education the power to “waive or modify” laws and regulations governing student loan programs. Critics have blasted both decisions as a “judicial power grab” and accused the justices of legislating from the bench. But whatever the merits of the rule itself, the exact same justices that struck down Biden’s policies in 2022 and 2023 are likely to decide on Trump’s tariffs. Companies that will be impacted by the new taxes have been preparing lawsuits for weeks, according to a report from NBC, meaning the rule will almost certainly end up litigation. The big question now is whether the Supreme Court will apply the same legal standard for Trump. In his statement on Monday, Trump seemed to hint at some type of national security justification for the tariffs. His planned executive order is in response to “thousands of people... pouring through Mexico and Canada, bringing crime and drugs at levels never seen before,” including fentanyl originating in China, he said. But so far, national security hasn’t figured in the major questions doctrine. In fact, critics argue that the rule itself threatens national security. And even if there were an exception, it’s not clear what an import tax paid by American companies has to do with illegal border crossings. Of course, it’s completely possible the Supreme Court’s conservative majority will suddenly, conveniently decide the major questions doctrine doesn’t apply to issues of national security, and that all a president has to do is say the phrase “national security” to end any legal scrutiny. In that case, the Supreme Court will have passed its first MAGA loyalty test.
