Police arrested a 26-year-old man on Monday in the Manhattan killing of UnitedHealthcare’s CEO after they say a Pennsylvania McDonald's worker alerted authorities to a customer who resembled the suspected gunman. The suspect, identified by police as Luigi Nicholas Mangione, had a gun believed to be the one used in Wednesday’s attack on Brian Thompson , as well as writings expressing anger at corporate America, police said. Here are some of the latest developments in the ongoing investigation: Where was the man captured? Mangione was taken into custody at around 9:15 a.m. after police received a tip that he was eating at a McDonald’s in Altoona, Pennsylvania, about 85 miles (137 kilometers) east of Pittsburgh, police said. Mangione was being held in Pennsylvania on gun charges and will eventually be extradited to New York to face charges in connection with Thompson’s death, said NYPD Chief of Detectives Joseph Kenny. What evidence did police find? In addition to a three-page, handwritten document that suggests he harbored “ill will toward corporate America,” Kenny said Mangione also had a ghost gun , a type of weapon that can be assembled at home and is difficult to trace. Refik Hodzic Keston K Perry As yet another United Nations Climate Change Conference fails to produce a strong commitment to urgent climate action, the climate crisis is on course to get much worse. While its effects, such as unprecedented flooding, devastating droughts, storm surges, biodiversity loss and more intense hurricanes appear novel in the eyes of many in the Global North, these disasters have caused immeasurable destruction for decades across the Global South, especially the Caribbean. Extreme weather events not only threaten the economic viability of these societies, but also call into question the role of the most powerful international economic institutions, the World Bank and the International Monetary Fund. Intervention by these bodies has consistently worsened the economic situation of climate-stricken communities. This is why the World Bank and the IMF need to be abolished to save the planet and human lives. Caribbean island nations know this reality all too well. On July 1, Hurricane Beryl slammed into Grenada. Two of its island territories, Carriacou and Petite Martinique, were flattened, as Beryl damaged or destroyed nearly 100 percent of homes and devastated infrastructure. At least six people were killed. The neighbouring island nation of St Vincent and the Grenadines also suffered widespread destruction due to the hurricane. Across the two countries, as many as 80,000 people were affected, with 20,000 people made homeless and 11 killed. Jamaica was not spared either. The hurricane killed at least four people and affected 160,000. Farming communities suffered devastating losses. It has been now almost five months since the hurricane swept through the Caribbean and these communities are still struggling to recover. This is because these island nations have been taken hostage by disastrous deals with the IMF and the World Bank. Instead of helping a region that is at the epicentre of climate disasters, these two institutions force its nations into borrowing arrangements that prioritise austerity and objectives of global capital, rather than immediate and longer-term relief and recovery. As a result, communities suffer under increased public debt and reduced investment in supporting the social infrastructure necessary to respond to climate disasters and mitigate the effects of climate change. In addition, instead of offering unconditional relief and recovery funding on terms required to truly meet the needs of people, these entities have explicitly supported debt-related financial tools like catastrophe insurance or bonds, debt swaps, and now “disaster clauses” integrated into debt contracts. A disaster or hurricane clause adds to the contractual terms of a debt instrument the ability of a borrower to defer payments of interest and principal in the event of a qualifying natural disaster. The clause sets out the kinds of preconditions for specific events or triggers that would permit the borrower to temporarily defer repayments of interest, principal, or both for a period of one to two years. This mechanism does not reduce or eliminate debt. While it purports to offer “relief”, it brings further misery and onerous costs to climate-devastated governments and communities. Take for example the disaster clause, which has been praised and advocated by Caribbean economist and current climate finance adviser of the Inter-American Development Bank, Avinash Persaud, one of the architects of the “Bridgetown Initiative” for the reform of the international financial system. It can only be triggered when an arbitrary threshold like wind speed or financial cost of destruction during a hurricane has been satisfied or exceeded. In the case of Hurricane Beryl, Grenada was able to trigger this clause, but Jamaica was not able to make use of a similar financial tool. In Grenada’s case, the deferred payments will be added back to the principal in subsequent years. In Jamaica’s case, a catastrophe bond could not be used because the hurricane did not meet the so-called “air pressure” parameter, which means investors’ funds remain safe. A catastrophe bond is a high-yield debt instrument arranged by the World Bank and designed to raise money for insurance corporations in the event of a natural disaster. These investors profit as much as 15 percent returns on these instruments when they fail to pay out. If a payout was triggered, bondholders could have paid as much as $150m. These thresholds do not follow scientific evidence or consider the complicated nature and unpredictability of these disasters. That is because they are determined by financial analysts who pursue higher returns for investors. Without sufficient resources for recovery and relief efforts, Jamaica and Grenada may be forced to request recovery loans from the IMF and the World Bank, therefore increasing debt burdens even further. The long-term effect of these arrangements can be seen in Barbuda, Sint Maarten and Dominica, which were devastated by Category 5 Hurricanes Irma and Maria in 2017. My recent visits to these islands, which have not fully recovered, show that debt-related financial instruments are not just wholly inadequate, but utterly unjust. They cannot ensure the social, economic and environmental recovery of communities. In Dominica, for example, debt has mushroomed after the hurricane disaster as climate financing to help it “recover” came in the form of loans. As a result, the nation of 70,000 people is having to pay $30m per year just to service debt. As one Dominican taxi driver put it to me: “The true hurricane started after the hurricane passed.” The hardship that the IMF and the World Bank heap on climate-devastated communities falls in line with the legacies and realities of colonialism. The logic of their mechanisms can be traced back to the insurance system, capital markets, and financial instruments that fuelled the transatlantic slave trade. During that time, enslaved Africans were viewed as chattel and nonhuman property, ships owned by enslavers were insured by major brokers, and slave-produced commodities received investment from colonial governments and financial corporations. These all aimed to accumulate the wealth that produced metropolitan Europe. The World Bank and the IMF operate today as neocolonial institutions that continue the agenda of Euro-American imperial powers. They do not act to mitigate disasters but perpetuate them through debt bondage imposed on climate-devastated countries in the Caribbean and elsewhere. In this moment of multiple, intersecting crises, they are unsuited for the perils and challenges of the climate crisis. To be sure, the World Bank and the IMF were not intended to serve “The Wretched of the Earth” to borrow Frantz Fanon’s language. They were created to prop up Euro-American supremacy and hegemony and protect the interests of global capital. We therefore cannot expect these bodies to be reformed and operate against the economic and political interests of imperial powers and big capital. We need a global movement that calls for and acts on abolishing these institutions for us to meet the demands of these critical times. With the world expected to build the equivalent of New York City every month for the next 40 years, the construction sector needs to conserve resources and build better with less. This means building nature-positive cities – and a regenerative future. To ensure that urbanization supports biodiversity restoration, the private sector is finding new ways to reduce resource demand through circularity practices and to contribute to nature restoration. For this ecosystem shift to continue, public and private sector organizations both need to align with this vision and partner across the entire construction value chain to help create nature-positive cities. Businesses have an active role to play in advancing a low-carbon economy. In particular, there is a significant opportunity for the construction sector to make more positive contributions to nature through increasing circularity practices. Construction and demolition waste can be reused as aggregate and in other valuable applications. Leading companies are already showing that this is possible through a “3 R approach”: reduce, recycle, regenerate. To reduce the sector’s biodiversity footprint, for example, construction companies can limit their total use of natural resources through well thought-out designs and by reducing packing waste and minimising construction errors. This can mean adopting circular economy practices such as reusing concrete demolition waste and improving building energy efficiency, for example. Some companies are also adopting construction practices that limit the use of water, reusing available water where possible and limiting further groundwater extraction. These efforts are part of the UN Water Mandate , which calls for quality monitoring and wastewater treatment by signatories. To recycle materials and keep them in the construction loop, companies are currently pioneering solutions and innovations that advance circular construction. This means building better with less and creating new from old. Technology can be used to track the recycling of construction demolition materials into new building solutions, for example. This could encourage the reuse of a significant amount of demolition materials across a broad range of applications. To regenerate ecosystems and bring more nature into cities, companies can embed the development of nature-positive solutions into their research and development activities and across their portfolios. For example, new types of construction materials that integrate dense and porous concrete can be used to grow artificial reefs, helping to restore fragile marine ecosystems. There are three feasible early contributions the private sector could make: Local governments must join the transition by putting in place the necessary enabling policy regimes and supporting infrastructure to expand the adoption and use of recycled materials. Some governments are already stepping up support. Zurich requires all publicly owned buildings to be made using concrete with 25% recycled materials, for example. ReLondon (a partnership between the London mayoralty and boroughs) is also working to reduce annual consumption of primary raw materials by 20% in new constructions. To reap the benefits of a circular economy, policies must enable greater collaboration across the value chain by improving demand and supply signalling, and investing in public procurement systems and education to scale the impact. Jim Himes, D-Conn., the top Democrat on the House Intelligence Committee, said on “Fox News Sunday.” “'We don’t know’ is not a good enough answer,” he said. National security officials have said the drones don’t appear to be a sign of foreign interference or a public safety threat. But because they can’t say with certainty who is responsible for the sudden swarms of drones over parts of New Jersey, New York and other eastern parts of the U.S. — or how they can be stopped — has led leaders of both political parties to demand better technology and powers to deal with the drones. Sen. Chuck Schumer called Sunday for the U.S. Department of Homeland Security to deploy better drone-tracking technology to identify the drones and their operators. “New Yorkers have tremendous questions about it,” Schumer, the Senate Majority leader, told reporters about the drone sightings. “We are going to get the answers for them.” The federal government did little to answer those questions in its own media briefings Sunday morning. “There’s no question that people are seeing drones,” U.S. Homeland Security Secretary Alejandro Mayorkas told ABC’s George Stephanopoulos. “But I want to assure the American public that we are on it. We are working in close coordination with state and local authorities.” Some of the drones reported above parts of New York and New Jersey have turned out to be “manned aircraft that are commonly mistaken for drones,” Mayorkas said. “We know of no foreign involvement with respect to the sightings in the Northeast. And we are vigilant in investigating this matter.” Last year, federal aviation rules began requiring certain drones to broadcast their remote identification, including the location of their operators. It’s not clear whether that information has been used to determine who is behind the drones plaguing locations over New York and New Jersey. Mayorkas’ office didn’t respond to questions about whether they’ve been able to identify drones using this capability. Schumer wants the federal government to use a recently declassified radio wave technology in New York and New Jersey. The radio wave detector can be attached to a drone or airplane and can determine whether another flying object is a bird or a drone, read its electronic registration, and follow it back to its landing place. Schumer said state and local authorities do not have the authority to track drones. On Sunday, New York Gov. Kathy Hochul said federal officials were sending a drone detection system to the state. “This system will support state and federal law enforcement in their investigations,” Hochul said in a statement. The governor did not immediately provide additional details, including where the system will be deployed. Dozens of mysterious nighttime flights started last month over parts of New Jersey, raising concerns among residents and officials. Part of the worry stems from the flying objects near the Picatinny Arsenal, a U.S. military research and manufacturing facility and over President-elect Donald Trump’s golf course in Bedminster. Drones are legal in New Jersey for recreational and commercial use, but they are subject to local and Federal Aviation Administration regulations and flight restrictions. Operators must be FAA certified. Drones are now being reported all along the northern East Coast, with suspicious sightings in Connecticut, Massachusetts, Pennsylvania and Virginia, according to news reports. Some U.S. political leaders, including Trump, have called for much stronger action against these drones, including shooting them down. Certain agencies within the Department of Homeland Security have the power to “incapacitate” drones, Mayorkas said Sunday. “But we need those authorities expanded,” he said. A bill before the U.S. Senate would enhance some federal agencies’ authority and give new abilities to local and state agencies to track drones. It would also start a pilot program allowing states and local authorities to disrupt, disable or seize a drone without prior consent of the operator. “What the drone issue points out are gaps in our agencies, gaps in our authorities between the Department of Homeland Security, local law enforcement, the Defense Department.," said Rep. Mike Waltz, R-Fla., Trump’s pick to be his national security adviser, speaking on CBS’ “Face the Nation” on Sunday. NoneRuling on Monday after an emergency hearing at Belfast High Court, judge Mr Justice McAlinden rejected loyalist activist Jamie Bryson’s application for leave for a full judicial review hearing against Northern Ireland Secretary Hilary Benn. The judge said Mr Bryson, who represented himself as a personal litigant, had “very ably argued” his case with “perseverance and cogency”, and had raised some issues of law that caused him “some concern”. However, he found against him on the three grounds of challenge against Mr Benn. Mr Bryson had initially asked the court to grant interim relief in his challenge to prevent Tuesday’s democratic consent motion being heard in the Assembly, pending the hearing of a full judicial review. However, he abandoned that element of his leave application during proceedings on Monday, after the judge made clear he would be “very reluctant” to do anything that would be “trespassing into the realms” of a democratically elected Assembly. Mr Bryson had challenged Mr Benn’s move to initiate the democratic consent process that is required under the UK and EU’s Windsor Framework deal to extend the trading arrangements that apply to Northern Ireland. The previously stated voting intentions of the main parties suggest that Stormont MLAs will vote to continue the measures for another four years when they convene to debate the motion on Tuesday. After the ruling, Mr Bryson told the court he intended to appeal to the Court of Appeal. Any hearing was not expected to come later on Monday. In applying for leave, the activist’s argument was founded on three key grounds. The first was the assertion that Mr Benn failed to make sufficient efforts to ensure Stormont’s leaders undertook a public consultation exercise in Northern Ireland before the consent vote. The second was that the Secretary of State allegedly failed to demonstrate he had paid special regard to protecting Northern Ireland’s place in the UK customs territory in triggering the vote. The third ground centred on law changes introduced by the previous UK government earlier this year, as part of its Safeguarding the Union deal to restore powersharing at Stormont. He claimed that if the amendments achieved their purpose, namely, to safeguard Northern Ireland’s place within the United Kingdom, then it would be unlawful to renew and extend post-Brexit trading arrangements that have created economic barriers between the region and the rest of the UK. In 2023, the UK Supreme Court unanimously ruled that the trading arrangements for Northern Ireland are lawful. The appellants in the case argued that legislation passed at Westminster to give effect to the Brexit Withdrawal Agreement conflicted with the 1800 Acts of Union that formed the United Kingdom, particularly article six of that statute guaranteeing unfettered trade within the UK. The Supreme Court found that while article six of the Acts of Union has been “modified” by the arrangements, that was done with the express will of a sovereign parliament, and so therefore was lawful. Mr Bryson contended that amendments made to the Withdrawal Agreement earlier this year, as part of the Safeguarding the Union measures proposed by the Government to convince the DUP to return to powersharing, purport to reassert and reinforce Northern Ireland’s constitutional status in light of the Supreme Court judgment. He told the court that it was “quite clear” there was “inconsistency” between the different legal provisions. “That inconsistency has to be resolved – there is an arguable case,” he told the judge. However, Dr Tony McGleenan KC, representing the Government, described Mr Bryson’s argument as “hopeless” and “not even arguable”. He said all three limbs of the case had “no prospect of success and serve no utility”. He added: “This is a political argument masquerading as a point of constitutional law and the court should see that for what it is.” After rising to consider the arguments, Justice McAlinden delivered his ruling shortly after 7pm. The judge dismissed the application on the first ground around the lack consultation, noting that such an exercise was not a “mandatory” obligation on Mr Benn. On the second ground, he said there were “very clear” indications that the Secretary of State had paid special regard to the customs territory issues. On the final ground, Justice McAlinden found there was no inconsistency with the recent legislative amendments and the position stated in the Supreme Court judgment. “I don’t think any such inconsistency exists,” he said. He said the amendments were simply a “restatement” of the position as set out by the Supreme Court judgment, and only served to confirm that replacing the Northern Ireland Protocol with the Windsor Framework had not changed the constitutional fact that Article Six of the Acts of Union had been lawfully “modified” by post-Brexit trading arrangements. “It does no more than that,” he said. The framework, and its predecessor the NI Protocol, require checks and customs paperwork on goods moving from Great Britain into Northern Ireland. Under the arrangements, which were designed to ensure no hardening of the Irish land border post-Brexit, Northern Ireland continues to follow many EU trade and customs rules. This has proved highly controversial, with unionists arguing the system threatens Northern Ireland’s place in the United Kingdom. Advocates of the arrangements say they help insulate the region from negative economic consequences of Brexit. A dispute over the so-called Irish Sea border led to the collapse of the Northern Ireland Assembly in 2022, when the DUP withdrew then-first minister Paul Givan from the coalition executive. The impasse lasted two years and ended in January when the Government published its Safeguarding the Union measures. Under the terms of the framework, a Stormont vote must be held on articles five to 10 of the Windsor Framework, which underpin the EU trade laws in force in Northern Ireland, before they expire. The vote must take place before December 17. Based on the numbers in the Assembly, MLAs are expected to back the continuation of the measures for another four years, even though unionists are likely to oppose the move. DUP leader Gavin Robinson has already made clear his party will be voting against continuing the operation of the Windsor Framework. Unlike other votes on contentious issues at Stormont, the motion does not require cross-community support to pass. If it is voted through with a simple majority, the arrangements are extended for four years. In that event, the Government is obliged to hold an independent review of how the framework is working. If it wins cross-community support, which is a majority of unionists and a majority of nationalists, then it is extended for eight years. The chances of it securing such cross-community backing are highly unlikely.

On the offensive side, it'll be tough to replace the grittiness and pure love for Mizzou that Cook, a St. Louis native, brings to the squad. Moore said that young man means quite a bit to him. "Really want to finish the right way for Brady Cook. Just extremely appreciative of what he has done for me. His girlfriend watches our kids, so on a daily basis helping out my wife. He's a winner. He has been consistent, emotional consistency. Just his ability to win 20 games in the last two years," Moore said. After Sunday's press conference, the Tigers took off for one more practice at Vanderbilt University, where there was a surprise waiting for them.
