Russia launched an intercontinental ballistic missile at the central Ukrainian city of Dnipro, according to Ukraine’s Air Force command, in what would be a further major escalation of hostilities and an alarming signal to Kyiv’s Western backers. The strike, if confirmed, would mark the first use of an ICBM in combat since the weapon was developed at the inception of the Cold War. The missile was launched from Astrakhan by the Caspian Sea, a distance of around 1,000 kilometers (620 miles), according to Ukraine. The missile used in the attack was a “new” weapon with all the parameters of an ICBM, including the speed and altitude at which it flew, Ukrainian President Volodymyr Zelenskiy said in a video address on his Telegram account posted later on Thursday. “Obviously, Putin is using Ukraine as a testing ground.” Oil, gold and wheat rose on news of the ICBM’s use, which came as part of a larger missile barrage targeting central Ukraine early on Thursday. Kremlin spokesman Dmitry Peskov referred questions about the launch of an ICBM to Russia’s Defense Ministry, while separately saying that Moscow takes a “responsible position” to avoiding nuclear conflict, the state-run Tass news agency reported. The launch of an ICBM, which has a range of more than 5,000 kilometers and is primarily designed to deliver nuclear weapons, would mark a significant step up in Moscow’s attacks and send a stark signal to Kyiv’s allies after Ukraine used U.S. and U.K. long-range missiles on Russia. The unconfirmed reports of the launch are “deeply concerning,” U.K. Prime Minister Keir Starmer’s spokesman, Dave Pares, told reporters at a regular briefing on Thursday. “If true, clearly this would be another example of grave, reckless and escalatory behavior from Russia and only serves to strengthen our resolve.” Meanwhile, President Vladimir Putin has lowered the threshold for the use of Moscow’s nuclear arsenal as President Joe Biden reversed course and allowed Ukraine to use U.S.-supplied ATACMS missiles to strike Russia. Ukraine also used U.K.-made Storm Shadow missiles against Russian targets. “It’s a very dangerous position that the outgoing administration is taking,” Peskov said of the U.S. decision, according to Tass. “There is a new escalation happening.” Members of President-elect Donald Trump’s circle have taken a similar stance, criticizing the Biden administration’s approach as leading to a spiral of escalating attacks. An ICBM would be an expensive way to cause damage. The cost of the U.S. Air Force’s new Sentinel intercontinental ballistic missile, developed to replace the 1970s-era Minuteman, has risen to as much as $162 million apiece, Bloomberg News reported earlier this year. “This is a very powerful message from Putin,” said Ruslan Pukhov, head of the Moscow-based Centre for Analysis of Strategies and Technologies. “It’s a very calculated move as it does not require retaliation by the U.S.” An industrial facility was damaged in Dnipro, according to regional governor Serhiy Lysak, while other reports said that a rehabilitation center for veterans was damaged. Explosions were heard in the central city of Kryvyi Rih after a second nationwide alert was announced due to the threat of a new ballistic missile attack, city mayor Oleksandr Vilkul said on Telegram. There was no information on casualties or damage. The embassies of the U.S. and some European Union countries in Kyiv temporarily closed on Wednesday in anticipation of a major retaliatory missile strike by Russia. Six of seven Kh-101 cruise missiles were downed during the attack, Ukraine’s Air Force command said on Telegram. They didn’t provide additional information on the ICBM or the launch of a Kinzhal missile, another type of high-speed projectile that was used the attack, only saying they resulted in no “significant consequences,” according to the statement. Half of the power consumers in the Dnipropetrovsk region are without electricity due to supply cuts by after the attack, Serhii Kovalenko, a manager at Yasno distribution company said on Facebook. The currencies of eastern European countries close to Ukraine extended losses, with the Hungarian forint trading around the weakest in two years against the euro. Some of Ukraine’s dollar bonds gained slightly. Despite the escalating conflict, the sovereign notes issued by the government in Kyiv have been boosted recently by investor bets that Trump’s return to the White House will bring steps toward a truce between Ukraine and Russia.LOS ANGELES (AP) — Defending national champion South Carolina women defeated by UCLA 77-62 for their first loss since the 2023 Final Four.

Speakers at an event yesterday criticised the exclusion of indigenous communities from reform commissions and demanded a dedicated minority commission to address concerns specific to those communities. They also called for constitutional recognition of the indigenous communities to ensure the rights they are entitled to as citizens of the country. They made the statements at a discussion titled "The Condition of Indigenous People in Bangladesh and the Way Forward," organised at The Daily Star Centre in Dhaka by the Kapaeeng Foundation, a human rights organisation. Addressing the event, Iftekharuzzaman, executive director of Transparency International Bangladesh, demanded the abolishment of the Chittagong Hill Tracts (CHT) ministry and suggested it be replaced with a diversity commission. He said the ministry had failed in its duty toward indigenous people. "The Chittagong Hill Tracts Ministry, established under the Chittagong Hill Tracts Peace Accord, has completely failed to protect the rights of indigenous people. It should be abolished... The ministry has become development-centric, subjecting indigenous people to majority rule." He further criticised the ministry for focusing on infrastructure projects that erode indigenous heritage and culture rather than prioritising the rights of local communities. Iftekharuzzaman, who also serves as the head of the Anti-Corruption Reform Commission, emphasised the importance of constitutional recognition for members of the indigenous communities. "Some argue that constitutional recognition alone won't solve all problems, but they fail to explain why it would be problematic. Recognition is undeniably a right, given their heritage and culture." He added that the rights of indigenous people would never be upheld unless all citizens viewed their struggles as a collective national concern. Regarding the implementation of the Chittagong Hill Tracts Peace Accord, he said, "No force, not even the prime minister, could implement the Peace Accord alone. The only entity capable of doing so is the Bangladesh Army. Just as they have been recognised globally for establishing peace, I hope they will play a similar role in the hills. We know that if you [the army] want, you can do it." Sarwar Tusher, a member of the Jatiya Nagorik Committee, said the country's constitution is not race-neutral. "What is needed is a constitution that is both non-communal and race-neutral." He expressed concerns over the potential travesty in reform commissions, citing the example of the interim government appointing former bureaucrats as the chief election commission and commissioners under the existing laws. "These bureaucrats were complicit in the misrule under the previous regime and have never apologised for supporting authoritarian governance." Tusher also criticised Chief Adviser Dr Muhammad Yunus for suggesting that reforms would not occur without the consensus of political parties. "Dr Yunus, you must remember that political parties did not lead the uprising; it was the students and the masses who brought about change." He called for the establishment of two additional commissions -- an education commission and a minority commission -- and urged citizens to move beyond the narrative that only the Awami League is the defender of minority rights. Jahangirnagar University teacher Snigdha Rizwana pointed out that indigenous communities were excluded from all commissions due to the unchanged mindset of the ruling authorities. "The indigenous communities have not been represented because the rulers' mindset has not evolved. Despite their unique culture, the Ministry of Cultural Affairs has not taken any steps to preserve it [indigenous culture]. In some cases, instead of protecting their rights, the state has taken their lands in the name of development." She argued that the state is reluctant to recognise indigenous communities because such recognition would necessitate granting them special rights. Prothom Alo Joint Editor Sohrab Hossain also stressed the importance of constitutional recognition for indigenous people. "Without it, the crisis will intensify," he warned. Shamsul Huda, executive director of the Association for Land Reform and Development, called for the establishment of additional commissions on Land Reform and Agriculture, alongside the education and minority commissions. Nai U Prue Marma, a member of the Rangamati Parbatya Zila Parishad, demanded the implementation of the CHT Peace Accord and the inclusion of the 1900 Regulations in the constitution's schedule. Prodip Kumar Mahottam, an additional secretary of the CHT Ministry, highlighted the state's efforts to improve the conditions of indigenous communities. The event also featured a visual presentation on the overall situation of indigenous people by Pallab Chakma, executive director of the Kapaeeng Foundation. Ajoy A Mree presided over the session. Among others, ILO official Amexius Chicham, Bangladesh Adivasi Parishad leader Philemon Baske, and indigenous leader Flora Bably Talang, also spoke at the event.

On Football analyzes the biggest topics in the NFL from week to week. For more On Football analysis, head here . Saquon Barkley has become the Shohei Ohtani of the NFL. There’s no better home run hitter playing football right now. Barkley had touchdown runs of 72 and 70 yards for the Philadelphia Eagles in a 37-20 victory over the Los Angeles Rams on Sunday night. He now has five runs of 50-plus yards this season and is on pace to break Eric Dickerson’s single-season record of 2,105 yards set in 1984. Barkley’s historic performance against the Rams — his 255 yards set a team record — captivated a national audience and turned him into a fan favorite for the AP NFL MVP award. He’s not the betting favorite, however. Josh Allen has the best odds at plus-150, according to Bet MGM Sportsbook. Two-time MVP Lamar Jackson is next at plus-250 followed by Barkley at plus-400. Running backs have won the award 18 times, including three-time winner Jim Brown, who was the AP’s first NFL MVP in 1957. Quarterbacks have dominated the award, winning it 45 times. Only three players who weren’t QBs or RBs have been MVP. It takes a special season for a non-QB to win it mainly because the offense goes through the signal caller. Quarterbacks handle the ball every offensive snap, run the show and get the credit when things go well and the blame when it doesn’t. Adrian Peterson was the most recent non-QB to win it when he ran for 2,097 yards and 12 touchdowns for the Minnesota Vikings in 2012. Playing for a winning team matters, too. Nine of the past 11 winners played for a No. 1 seed with the other two winners on a No. 2 seed. The Vikings earned the sixth seed when Pederson was MVP. Barkley is a major reason why the Eagles (9-2) are leading the NFC East and only trail Detroit (10-1) by one game for the top spot in the conference. Does he have a realistic chance to win the MVP award? Kicker Mark Moseley was the MVP in the strike-shortened 1982 season when he made 20 of 21 field goals and 16 of 19 extra points in nine games for Washington. If voters once selected a kicker, everyone has a chance, especially a game-changer such as Barkley. Defensive tackle Alan Page was the MVP in 1971 and linebacker Lawrence Taylor won it in 1986. Running back Christian McCaffrey finished third in voting last year and wide receiver Justin Jefferson placed fifth in 2022. The Offensive Player of the Year award and Defensive Player of the Year award recognize the best all-around players on both sides of the ball, allowing voters to recognize non-QBs if they choose. Wide receivers and running backs have won the AP OPOY award seven times over the past 11 seasons. McCaffrey was the 2023 winner. The AP’s new voting format introduced in 2022 also gives non-QBs a better opportunity to get MVP recognition. Voter submit their top five picks for each award, with a weighted point system. Previously, voters made one choice for each award. A nationwide panel of 50 media members who regularly cover the league vote for MVP and seven other awards. The awards are based on regular-season performance. The Chiefs (10-1) and Bills (9-2) already are in position to lock up postseason berths right after Thanksgiving. Kansas City clinches a playoff berth with a win over Las Vegas on Black Friday and a loss by Miami on Thursday night, or a win plus a loss by Denver on Monday night. Buffalo can wrap up a fifth straight AFC East title with a victory over San Francisco on Sunday and a loss by the Dolphins. It’s not a given that the Dallas Cowboys will be looking for a new head coach after this season. Owner Jerry Jones said Tuesday on local radio that Mike McCarthy could end up getting a contract extension. “I don’t think that’s crazy at all. This is a Super Bowl-winning coach. Mike McCarthy has been there and done that. He has great ideas. We got a lot of football left,” Jones said. McCarthy led the Cowboys (4-7) to three straight 12-win seasons, but they went 1-3 in the playoffs and haven’t reached the NFC championship game since winning the Super Bowl 29 years ago. Injuries have contributed to the team’s struggles this season, but Dallas was just 3-5 before Dak Prescott was lost for the rest of the season. The Cowboys upset Washington last week and their next four games are against teams that currently have losing records. If they somehow end up 9-8 or even 8-9, Jones could make a case for keeping McCarthy. AP NFL: https://apnews.com/hub/nfl
