Oregon Health Authority Director Sejal Hathi wants to improve Oregon’s health care system, including keeping rural hospitals open, supporting homeless people and testing children for lead poisoning. This week she released a report outlining 16 wide-ranging goals that stem from her meetings with health care leaders in more than a dozen cities across the state during a tour of Oregon during her first six months on the job. Among her goals, Hathi wants to cut back bureaucracy for mental health and addiction treatment providers and ensure local public health agencies have adequate staff to test and treat Oregonians for sexually transmitted infections. Community leaders pressed those issues and others in their meetings with Hathi in Astoria, Bend, The Dalles, Eugene, Hood River, Grants Pass, Klamath Falls, Lebanon, Medford, Pendleton, Portland, Redmond and Salem. Hathi’s report cites more than 60 issues community leaders would like addressed and 16 areas where state officials have started to tackle the needs. They include ways to make health more accessible and help providers as they serve Oregon’s most vulnerable people, including residents who face homelessness or mental health challenges. “Many of these challenges are longstanding and complex, but that doesn’t mean we can’t make meaningful, if incremental, progress,” Dr. Hathi said in a statement. “The feedback we received from these communities is driving tangible steps forward at OHA to remove barriers and improve outcomes — and I’m grateful to both staff and our partners for helping us better serve all Oregonians.” Hathi started her role as the authority’s director in January and is near the end of her first year on the job. The agency is researching state and federal policies and searching for ways to support health care facilities in rural areas more and reduce the risk of closures. In southern Oregon, communities told Hathi they need more action so children are tested for lead exposure. In response, the Oregon Health Authority has started to work on a new rule to ensure that providers are reimbursed when they conduct lead testing for people on Medicaid, which provides health care to about 1.4 million low-income Oregonians. The agency also wants to increase the rates of childhood blood lead screenings among youngsters enrolled in Medicaid and set that goal in its strategic plan. In the Willamette Valley, local public health agencies said they need more funding to test for sexually transmitted infections and HIV. The health authority is working on strategies to make more funding available, including from federal dollars. The health authority also wants to make it easier for doulas to be paid through Medicaid. Doulas provide non-medical support to pregnant women during and after a pregnancy. The health authority plans to seek funding to expand doula hubs in communities. Individual doulas would be able to join the hubs so they receive more administrative support as they navigate the Medicaid billing system. The health authority has two more plans for Medicaid. The agency will provide health care providers with more guidance on how to bill Medicaid when they provide care for people who are homeless and living on the street. By Alexandra Alper and Karen Freifeld (Reuters) -The Biden administration plans to blacklist a Chinese company whose TSMC-made chip was illegally incorporated into a Huawei artificial-intelligence processor, according to a person familiar with the matter. The Chinese company, Sophgo, drew attention after a chip found on Huawei’s Ascend 910B multi-chip system matched one it ordered from Taiwan Semiconductor Manufacturing Company. Sophgo is the latest Chinese company slated to be punished by the U.S. for helping Huawei. Earlier this month, the Commerce Department added other companies viewed as part of Huawei’s shadow network to the U.S. Commerce Department’s restricted trade list. Sophgo, an affiliate of bitcoin mining equipment supplier Bitmain, is in the process of being placed on the list, known as the Entity List, the source said. Companies are added to the list for activities contrary to U.S. national security and foreign policy interests. Exporters are then barred from shipping goods and technology to them without a license, which is likely to be denied. China’s Huawei, a telecommunications equipment maker and technology conglomerate, was placed on the list in 2019. Since 2020, it has been a violation to ship even foreign-made chips to the company without a license. A spokesperson for the Commerce Department declined to comment. Sophgo did not immediately respond to requests for comment. In an October statement, the company said it “has never been engaged in any direct or indirect business relationship with Huawei.” This fall, tech research firm TechInsights took apart the Huawei 910B, discovered the chip and informed TSMC, which notified the U.S. Commerce Department, as Reuters reported in October. After determining the chip matched Sophgo’s design, TSMC suspended shipments to the company, sources said. TSMC, the world’s largest contract chipmaker, said in October it has not supplied Huawei since 2020. A Taiwan official said that month that TSMC alerted Taiwan and U.S. authorities and began a detailed investigation. A TSMC spokesperson declined comment on Friday about what the investigation had turned up. Huawei said in October it has not produced any chips via TSMC since the U.S. imposed new export rules on the company in 2020. It did not immediately respond to a request for comment on Friday. The controversy around a religious Christmas sign that was taken down in downtown Kelowna continues. Two days after a sign stating 'Keep Christ in Christmas' was removed from the nativity scene display at Stuart Park, Kelowna-Centre MLA Kristina Loewen went to social media to express her opinion on the matter. "We believe that it's an important detail that Christmas is a Christian holiday," said Loewen in her video, referring to 'we' as all of the MLAs for the Central Okanagan. "We will be standing united and defending all British Columbians rights to religion and freedom of expression, speech, thought, belief," she added. "Canada is an incredible country full of diverse cultures and religions, and a wide variety of views, and I think that's one of the things that makes us so incredible." Kelowna-Lake Country-Coldstream MLA Tara Armstrong agreed with her fellow Conservative, quote-tweeting the video and saying "a great message from a colleague and friend. I'm proud to be part of a team that stands for what's right." Macklin McCall, MLA for West Kelowna, also quote-tweeted Loewen's post. However, Kelowna-Mission MLA Gavin Dew appears to not have commented on social media. The nativity scene is put up by the Knights of Columbus every year and a permit is given from the City of Kelowna to do so. When the 'Keep Christ in Christmas' sign was displayed beside the scene on Monday, Dec. 9, some people in the community, including the Kelowna Atheists, Skeptics, and Humanists Association (KASHA) took issue. A letter by KASHA to Black Press Media on Dec. 9, stated the nativity scene is part of Christmas, just as "lights, festive trees, and other decorative displays" are also. "This message is not merely festive—it is political, advocating for a specific religious interpretation of the holiday," said KASHA about the sign. The next day, the sign was taken down and the City of Kelowna confirmed that the sign was not part of the Knights of Columbus' permit for the nativity scene. The Knights of Columbus had no comment regarding the matter. Capital News reached out to Loewen for further comment but was met with an automatic e-mail reply. Additionally, the City of Kelowna stated it had no comment on Loewen's video. However, Ian Bushfield the executive director of the B.C. Humanist Association did have a comment. "Freedom of religion in Canada includes freedom from religion," said Bushfield in an e-mailed statement. "Ms. Loewen and all Christians are obviously free to celebrate Christmas as a Christian holiday but our governments have a clear duty of religious neutrality. That means neither endorsing nor prohibiting any religion over any other. That sign, and arguably even the nativity scene, being on public property breaches that duty. She can put the sign up at her church or at her own house but we do not live in a theocracy." Bushfield has previously stated that BCHA is an organization committed to secular values. “Part of that is the separation of religion and government," said Bushfield.
