TOMS RIVER, N.J. — A U.S. senator has called for mysterious drones spotted flying at night over sensitive areas in New Jersey and other parts of the Mid-Atlantic region to be “shot down, if necessary,” even as it remains unclear who owns the unmanned aircraft. “We should be doing some very urgent intelligence analysis and take them out of the skies, especially if they’re flying over airports or military bases,” Sen. Richard Blumenthal of Connecticut said Thursday, as concerns about the drones spread across Capitol Hill. People in the New York region are also concerned that the drones may be sharing airspace with commercial airlines, he said, demanding more transparency from the Biden administration. The White House said Thursday that a review of the reported sightings shows that many of them are actually manned aircraft being flown lawfully. White House National Security spokesman John Kirby said there were no reported sightings in any restricted airspace. He said the U.S. Coast Guard has not uncovered any foreign involvement from coastal vessels. “We have no evidence at this time that the reported drone sightings pose a national security or a public safety threat, or have a foreign nexus,” Kirby said, echoing statements from the Pentagon and New Jersey Gov. Phil Murphy. Pentagon spokesperson Sabrina Singh has said they are not U.S. military drones. In a joint statement issued Thursday afternoon, the FBI and the Department of Homeland Security said they and their federal partners, in close coordination with the New Jersey State Police, “continue to deploy personnel and technology to investigate this situation and confirm whether the reported drone flights are actually drones or are instead manned aircraft or otherwise inaccurate sightings.” The agencies said they have not corroborated any of the reported sightings with electronic detection, and that reviews of available images appear to show many of the reported drones are actually manned aircraft. “There are no reported or confirmed drone sightings in any restricted air space,” according to the statement. The drones appear to avoid detection by traditional methods such as helicopter and radio, according to a state lawmaker briefed Wednesday by the Department of Homeland Security. The number of sightings has increased in recent days, though officials say many of the objects seen may have been planes rather than drones. It’s also possible that a single drone has been reported more than once. The worry stems partly from the flying objects initially being spotted near the Picatinny Arsenal, a U.S. military research and manufacturing facility, and over President-elect Donald Trump’s golf course in Bedminster. In a post on the social media platform X, Assemblywoman Dawn Fantasia described the drones as up to 6 feet (1.8 meters) in diameter and sometimes traveling with their lights switched off. Drones are legal in New Jersey for recreational and commercial use but are subject to local and Federal Aviation Administration regulations and flight restrictions. Operators must be FAA certified. Most, but not all, of the drones spotted in New Jersey appeared to be larger than those typically used by hobbyists. Sen. Cory Booker of New Jersey said he was frustrated by the lack of transparency, saying it could help spread fear and misinformation. “We should know what’s going on over our skies,” he said Thursday. John Duesler, president of the Pennsylvania Drone Association, said witnesses may be confused about what they are seeing, especially in the dark, and noted it’s hard to know the size of the drones or how close they might be. “There are certainly big drones, such as agricultural drones, but typically they are not the type you see flying around in urban or suburban spaces,” Duesler said Thursday. Duesler said the drones — and those flying them — likely cannot evade detection. “They will leave a radio frequency footprint, they all leave a signature,” he said. “We will find out what kind of drones they were, who was flying them and where they were flying them.” Fantasia, a Morris County Republican, was among several lawmakers who met with state police and Homeland Security officials to discuss the sightings from the New York City area across New Jersey and westward into parts of Pennsylvania, including over Philadelphia. It is unknown at this time whether the sightings are related. Duesler said the public wants to know what’s going on. “I hope (the government agencies) will come out with more information about this to ease our fears. But this could just be the acts of rogue drone operators, it’s not an ‘invasion’ as some reports have called it,” Duesler said. “I am concerned about this it but not alarmed by it.”

Putin was speaking a day after Russia fired the new intermediate-range weapon into Ukraine for the first time , a step he said was prompted by Ukraine's use of US ballistic missiles and British cruise missiles to hit Russia. The Kremlin leader described the missile's first use as a successful test, and said more would follow. "We will continue these tests, including in combat conditions, depending on the situation and the nature of the security threats that are created for Russia," he said in televised comments to defence officials and missile developers. "Moreover, we have a stock of such products, a stock of such systems ready for use." Intermediate missiles have a range of 3,000-5,500km, which would enable them to strike anywhere in Europe or the western United States from Russia. Security experts said the novel feature of the Oreshnik missile was that it carried multiple warheads capable of simultaneously striking different targets - something usually associated with longer-range intercontinental ballistic missiles designed to carry nuclear warheads. Ukraine said the missile reached a top speed of more than 13,000 kph and took about 15 minutes to reach its target from its launch. The firing of the missile was part of a sharp rise in tensions this week as both Ukraine and Russia have struck each other's territory with increasingly potent weapons . Moscow says that by giving the green light for Ukraine to fire Western missiles deep inside Russia, the US and its allies are entering into direct conflict with Russia. On Tuesday, Putin approved policy changes that lowered the threshold for Russia to use nuclear weapons in response to an attack with conventional weapons. SEVERE ESCALATION Ukrainian President Volodymyr Zelenskyy said Russia's use of the new missile amounted to "a clear and severe escalation" in the war and called for strong worldwide condemnation. He said Ukraine was working on developing new types of air defence to counter "new risks". The Kremlin said the firing of the Oreshnik was a warning to the West against taking further "reckless" actions and decisions in support of Ukraine. The Oreshnik was fired with conventional, not nuclear warheads. Putin said it was not a strategic nuclear weapon but its striking power and accuracy meant that its impact would be comparable, "especially when used in a massive group and in combination with other high-precision long-range systems". He said the missile was incapable of being shot down by an enemy. "I will add that there is no countermeasure to such a missile, no means of intercepting it, in the world today. And I will emphasize once again that we will continue testing this newest system. It is necessary to establish serial production," he said.

Donald Trump’s transition team has signed a Memorandum of Understanding with the Justice Department, paving the way for the team to seek FBI background checks on the president-elect’s appointees. The agreement, announced by the Trump team on Tuesday, outlines the terms of cooperation between the transition team and the DOJ, marking a significant step in preparation for the incoming administration. It comes after complaints from some Republican senators that the delay in signing the memorandum could hold up the confirmation process for Trump’s nominees. “This allows the transition team to submit names for background checks and security clearances,” the transition said in a statement. CNN previously reported that the transition team was using private companies to conduct vetting of potential candidates and not going through traditional FBI screenings for at least some of its picks. It is still unclear how many of Trump’s candidates to lead various agencies and departments will be submitted to the FBI for background checks. Trump and his allies believe the FBI system is slow and plagued with issues that could stymie the president-elect’s plan to quickly begin the work of implementing his agenda, people briefed on the plans said. While some key GOP senators have suggested openness to Trump’s Cabinet picks not undergoing full FBI background checks, as has traditionally been done, others have said they’d like to see that process followed. “As I’ve repeatedly said to you, I believe that we need an FBI background check to evaluate the allegations,” Maine Sen. Police and military personnel were seen leaving the grounds of parliament following the bipartisan vote, and the declaration was formally lifted around 4:30 a.m. during a Cabinet meeting. Yoon imposed martial law late Tuesday, vowing to eliminate “anti-state” forces as he struggles against an opposition that controls parliament and that he accuses of sympathizing with communist North Korea. Less than three hours later, parliament acted, with National Assembly Speaker Woo Won Shik declaring that the martial law was “invalid” and that lawmakers “will protect democracy with the people.” The president’s surprising move harkened back to an era of authoritarian leaders that the country has not seen since the 1980s, and it was immediately denounced by the opposition and the leader of Yoon’s own party. Lee Jae-myung, leader of the liberal Democratic Party, which holds the majority in the 300-seat parliament, said the party’s lawmakers would remain in the Assembly’s main hall until Yoon formally lifted his order. Woo applauded how troops quickly left the Assembly after the vote. At least one window was broken as troops attempted to enter the Assembly building. Gen. Pat Ryder said there was no effect on the more than 27,000 U.S. service members based in South Korea. They are not confined to base or under any type of curfew, Ryder said. The South Korean military also said that the country’s striking doctors should return to work within 48 hours, Yonhap said. Soon after the declaration, the parliament speaker called on his YouTube channel for all lawmakers to gather at the National Assembly. Do You Know Vail Code?By Tom Hals and Jonathan Stempel WILMINGTON, Delaware (Reuters) - A Delaware judge ruled on Monday that Tesla CEO Elon Musk still is not entitled to receive a $56 billion compensation package despite shareholders of the electric vehicle company voting in June to reinstate it. The ruling by the judge, Chancellor Kathaleen McCormick of the Court of Chancery, follows her January decision that called the pay package excessive and rescinded it, surprising investors, and cast uncertainty over Musk's future at the world's most valuable carmaker. Musk did not immediately respond to an emailed request for comment. Tesla in a statement on X said, "The ruling is wrong, and we're going to appeal," saying that the judge had overruled a supermajority of shareholders. Musk and Tesla can appeal to the Delaware Supreme Court as soon as McCormick enters a final order, which could come as soon as this week. The appeal could take a year to play out. Tesla has said in court filings that the judge should recognize a subsequent June vote by its shareholders in favor of the pay package for Musk, the company's driving force who is responsible for many of its advances, and reinstate his compensation. McCormick said Tesla’s board was not entitled to hit “reset” to restore Musk’s pay package. “Were the court to condone the practice of allowing defeated parties to create new facts for the purpose of revising judgments, lawsuits would become interminable,” she said in her 101-page opinion. She said a ratification vote like the one used by Tesla had to be conducted before the trial and a company cannot ratify a transaction involving a conflicted controller. She had determined Musk controlled the pay negotiations. She also said Tesla made multiple material misstatements in its proxy statement regarding the vote, and could not claim the vote was a “cure-all” to justify restoring Musk’s pay. Tesla shares fell 1.4% in after hours trade, after the ruling. Gary Black, managing partner of The Future Fund, which owns Tesla stock, said on X that he believed the Delaware Supreme Court was more pragmatic than McCormick. "I doubt this ruling will be resolved anytime soon, and it will likely be overturned by a more moderate court along the way," he wrote. The pay package had awarded Musk stock options if the company hit performance and valuation goals. While the award originally was valued at up to $56 billion, Tesla's shares have surged 42% since Nov. 5, when Republican candidate Donald Trump, supported by Musk, won the U.S. presidential election. Following that rally, the pay package is worth about $101 billion. The ruling comes as Musk has been tasked by Trump with creating a more efficient government by slashing spending. The role as co-lead of the new Department of Government Efficiency would be informal rather than a government position, allowing Musk to keep his job at Tesla as well as leading other companies including rocket maker SpaceX. Musk threw himself behind Trump's election campaign and has become a close adviser in the process. PAY DAY FOR PLAINTIFF'S LAWYERS McCormick also ordered Tesla to pay the attorneys who brought the case $345 million, well short of the $6 billion they initially requested, but still one of the largest fee awards ever in securities litigation. She said the fee could be paid in cash or Tesla stock. “We are pleased with Chancellor McCormick’s ruling, which declined Tesla’s invitation to inject continued uncertainty into Court proceedings," said a statement from Bernstein Litowitz Berger & Grossmann, one of the three law firms for the plaintiff. The law firm also said it looked forward to defending the court's opinion if Musk and Tesla appealed. After the January ruling, Tesla shareholders flooded the court with thousands of letters arguing that rescinding Musk's pay increased the possibility he would leave Tesla or develop some products like artificial intelligence at ventures other than Tesla. Mom-and-pop investors and Musk's influential fans helped Tesla and Musk win the June shareholder vote and many were speaking up on social media against Monday's decision. "Beyond the pedantic details of legal procedure, the bigger issue here is that the voice of shareholders is being overruled," Omar Qazi said in a post on X from the handle @WholeMarsBlog after Monday's ruling. "If they can't consider the vote in this case, hopefully they'll consider it on appeal," said Qazi who has more than 551,000 followers. McCormick in January found that Musk improperly controlled the 2018 board process to negotiate the pay package. The board had said that Musk deserved the package because he hit all the ambitious targets on market value, revenue and profitability. After the January ruling, Musk criticized the judge on his social media platform X and encouraged other companies to follow the lead of Tesla and reincorporate in Texas from Delaware, although it is unclear if any companies did so. The judge in her January ruling called the pay package the "biggest compensation plan ever - an unfathomable sum." It was 33 times larger than the next biggest executive compensation package, which was Musk's 2012 pay plan. Musk's 2018 pay package gave him stock grants worth around 1% of Tesla's equity each time the company achieved one of 12 tranches of escalating operational and financial goals. James Comer, R-Ky., has opened an investigation into the Federal Emergency Management Agency over reports that it discriminated against supporters of Donald Trump. Comer said whistleblower reports suggest anti-Trump discrimination is rampant and has been going on for years. “[O]n the condition of anonymity, a FEMA official stated that the practice avoiding ‘white or conservative-dominated’ areas is an ‘open secret at the agency that has been going on for years,’” Comer said in a letter to FEMA. The investigation comes after FEMA fired one of its hurricane response supervisors after news went viral that she told her workers to avoid “Trump houses.” However, that employee has publicly said she was only following orders and acting according to the culture at FEMA. Comer and more than two dozen Republican lawmakers sent a letter to FEMA Administrator Deanne Criswell demanding documentation, from internal policies to spending figures to incident reports. Lawmakers have pointed toward more anonymous sources backing up the fired employee’s claims. “Additionally, another whistleblower contacted the Committee during the hearing," the letter said. "This individual informed the Committee that a FEMA contractor warned a disabled veteran’s family in Georgia to remove Trump campaign materials from their home because FEMA supervisors viewed Trump supporters as domestic terrorists. At a hearing this week, U.S. Rep. Greg Steube, R-Fla., pointed to 35 of his constituents who shared similar stories with him. Lawmakers grilled Criswell over the discrimination reports at the hearing as well as FEMA’s recent focus on Diversity Equity and Inclusion efforts, something FEMA named as its number one goal in its latest strategic report. Lawmakers also raised concerns about the agency spending hundreds of millions of dollars on helping migrants. She also said she does not think this fired employee is indicative of a broader problem in the agency but is looking into it. Criswell said FEMA workers went back to the homes that were skipped over by the fired employee and promised to ensure it doesn't happen again. “The Committee is in the process of investigating these claims,” the Oversight letter said. “If they are true, they would corroborate concerns that political discrimination extends beyond [the fired FEMA employee].
