MANILA, Philippines — Senior citizens will no longer need to present their purchase slip booklets to avail themselves of the discount on medicines, according to the newest directive from the Department of Health (DOH). Health Secretary Teodoro Herbosa on Monday signed DOH Administrative Order (AO) No. 2024-0017, which removes the requirement for seniors to present the purchase booklet to drugstores in order to get a 20-percent discount. “I am also a senior citizen. I know it is hard to always bring a purchase booklet with you. Seniors need the discount on their medicines, and we must make it easy for them to get that,” Herbosa pointed out. “On behalf of President Marcos Jr., we at the DOH give this gift of convenience and more affordable medicines to all of our senior citizens,” he added. READ: Reminder to seniors: Discounts total 32% The decision of the DOH to revise its rules was to make it consistent with Republic Act No. 9994, or the Expanded Senior Citizens Act of 2010, which does not require seniors to present a purchase booklet to be entitled to the 20-percent discount on medicines on top of the exemption from the 12-percent value-added tax (VAT) on these products. The law requires seniors to present to drugstores and pharmacies only an identification card issued by their local Office of the Senior Citizen Affairs, a passport, or any other document that establishes that they are at least 60 years old. While a doctor’s prescription is needed to buy prescription medicines, the Food and Drug Administration noted that this is not required when buying over-the-counter drugs, including vitamins and food supplements. “The department recognizes that requiring senior citizens to present purchase booklets during every transaction to avail [themselves of] the 20 percent discount in the purchase of medicines results in undue burden and difficulties,” Herbosa said in AO 2024-0017. The revised policy will benefit more than 9.2 million Filipino senior citizens in the country, based on the latest 2020 census by the Philippine Statistics Authority. The newest AO revises certain sections of DOH AOs No. 2010-0032, and 2012-0007. Based on the previous AOs, the purchase slip booklets are used to record the medicines, their quantity, and when and where they were bought by the seniors to help the drugstores monitor the last purchase made for a certain medicine. The purchase slip booklets were also used by pharmacists of drugstores to indicate the quantity of the unfilled balance of prescription drugs, including maintenance medicines, that needed to be bought in the future by senior citizens. Under the previous AOs, pharmacies cannot dispense more than a month’s supply of prescription medicines to senior citizens to ensure the safety and potency of the drugs purchased. Absent the purchase slip booklets, based on the new policy, the pharmacist will now indicate the quantity partially filled and the unfilled balance on the prescription. “The senior citizen shall retain the partially filled prescription and present the same later to complete the prescribed quantity,” AO 2024-0017 states. Asked if the policy of removing the requirement for purchase booklets would also apply to persons with disabilities (PWDs)—who are also afforded the same 20-percent discount and VAT exemption when purchasing medicines—Herbosa deferred to the National Council on Disability Affairs, an attached agency of the Department of Social Welfare and Development (DSWD). The National Commission of Senior Citizens, whose mandate is to ensure the effective implementation of various programs and services for seniors, is under the Office of the President. In January 2024, ACT-CIS Rep. Erwin Tulfo proposed to have the senior citizen’s purchase booklet requirement when claiming discounts in establishments removed, a proposal similar to that made earlier by Marikina Rep. Stella Quimbo. A position paper by the DSWD Program Management Bureau (PMB) said the booklets were inconvenient, as some senior citizens forget to bring them when making purchases. The PMB proposed that the booklets be replaced by online records instead for the sake of convenience. However, the Drugstores Association of the Philippines (DAP) argued that the booklet was still useful and necessary to ensure compliance with prescribed medications and prevent abuses. HIGH radiation levels found in drinking water is the last straw, Upper Hunter residents say, making terrible quality water even worse. Login or signup to continue reading It is not only smelly, discoloured, foul-tasting and full of minerals which ruin appliances, many residents now fear that it is also unsafe. Former police officer Michael Blades said that, long before recent water tests showed the maximum possible radiation dose from the bore water was double the Australian Drinking Water Guidelines, it had been known to cause health issues, such as rashes in young children. "I moved to Merriwa to live in a police residence from Western Sydney where the water quality was ok," Mr Blades said. He noticed immediately that there was a "considerable issue" with the water quality, he said. "It was terrible," Mr Blades said. "It is very hard water with a lot of minerals in it. It is foul-tasting, it smells, and we have had to replace washing machines, hot water elements... "Every time we had a bath or shower the water would affect my family, especially my children." When he moved to the area, in 2017, his then 12-year-old daughter developed "terrible rashes" from her neck down to her knee caps, Mr Blades said. "Local doctors knew of the problem and said it was a common thing with the town's water," Mr Blades said. "The only way to escape it was not to have a bath." He was paying $150 per month for bottled water, because rain water ran out quickly during dry weather and bushfire season. "It has impacted our health, and it has impacted locals' mental health, especially finding out there might be radiation in our drinking water." Merriwa resident Brad Foster said the water quality had always been "a bit how's it going" but it had deteriorated significantly during the past 12 to 18 months. "My wife and I don't wash our cars in town ,... it just leaves white scaly spots and they build up," Mr Foster said. "We have had to replace all the water and sewage under the house due to the scale building up in it." When the water smells particularly bad, the smell lingers, he said, and reminds him of going to a public pool or a water park at the start of the season, when the water is being heavily treated. Mr Foster said it was hard to believe the council had not communicated with the community since it first announced it was investigating higher than usual levels of radiation in the water , in early August. "That happened, and nothing has happened since," Mr Foster said. "You wash your clothes in it, you wash yourself in it, you wash everything in it, you cook with it ... even if the standard is one one hundredth of what would be potentially harmful exposure, it's cumulative." Residents have taken to social media to vent their concerns, including images of ruined kitchen items. The issue was being raised at a council meeting on Monday (November 25) by whistleblower and Councillor Troy Stolz. He is calling on the council to lobby the Department of Climate Change, Energy, the Environment and Water for funding to improve the poor-quality drinking water in Merriwa and Cassilis "with a sense of urgency". Regardless of recent information from NSW Health saying that the higher levels of radiation found in the water were "not dangerous", the water quality was sub-standard, he said. "I have seen first-hand photos of local children who are suffering medical conditions such as severe rashes after bathing. This is not good enough." In August, a Upper Hunter Shire Council statement said it had moved the town's supply to two groundwater bores with the lowest radioactivity "as a precaution" while further investigations into radiation levels took place. Testing has revealed the maximum possible radiation dose from the bores is double the Australian Drinking Water Guidelines. In the statement, the council said a result above the screen values does not mean the drinking water is unsafe, but further investigation was required. Detailed radionuclide testing by the Australian Nuclear Science and Technology Organisation (ANSTO) would take about 10 weeks, it said. The Department of Climate Change, Energy, the Environment said it was a council responsibility, along with local water utilities, to "monitor and manage" the delivery of clean drinking water to their communities. That included managing water quality issues and maintaining infrastructure, a spokesperson said. "Our department plays an important supporting role, providing technical advice and valuable training for councils across regional NSW when they need additional resources," a statement issued to the Newcastle Herald said. "This includes working closely with NSW Health in providing support to Upper Hunter Shire Council in responding to the ongoing situation in Merriwa and Cassilis." The department cited a $32.8 million Town Water Risk Reduction Program, which it says has been extended for another year, which focuses on raw water quality monitoring and advanced operational support for water operators. Responding to Cr Stolz, council staff said there were few avenues for the council to explore by way of external funding. "Although there are no current grants available, exploring alternative funding options for the full scheme, including political advocacy and user-pays systems, will be vital to securing an improved water quality system." Matt Gaetz that includes an array of shocking findings, including that the Florida representative paid multiple women , including a 17-year-old girl, for sex, as well as purchased and used illegal drugs. The committee concluded that Gaetz violated multiple state laws related to sexual misconduct while in office, including the state’s statutory rape law. “The Committee determined there is substantial evidence that Representative Gaetz violated House Rules and other standards of conduct prohibiting prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress,” panel investigators wrote. While ethics reports have previously been released after a member’s resignation, it is extremely rare. Gaetz has repeatedly denied all wrongdoing, and on Monday filed a lawsuit seeking to block the report’s release, saying it contains “untruthful and defamatory information” that would “significantly damage” his “standing and reputation in the community.” Matt Gaetz withdraws from consideration for attorney general citing 'distraction' to Trump transition House Ethics Committee made 'no agreement' on releasing Matt Gaetz report after meeting The release of the report comes after at least one Republican joined all five Democrats on the panel earlier this month in a secret vote to release the report about their former colleague despite initial opposition from GOP lawmakers, including House Speaker Mike Johnson, to publishing findings about a former member of Congress, the Associated Press reported. Here are the five most shocking findings in the House report on Gaetz: The report states that between 2017-2020, Gaetz paid "tens of thousands of dollars" across at least 20 occasions to women that the committee determined "were likely in connection with sexual activity and/or drug use." The committee found that the sexual encounters were often organized by his friend Joel Greenberg, a former Seminole County tax collector who is serving an 11-year prison sentence for underage sex trafficking, and wire fraud. Greenberg, who cooperated with federal investigators, said he set up the rendezvous through the website SeekingArrangement.com “Mr. Greenberg told the Committee that Representative Gaetz was aware that the women they had sex with and paid had met Mr. Greenberg through the ‘sugar dating’ website,” the panel wrote. The report said Gaetz made payment to women using multiple platforms, including PayPal, Venmo and CashApp. The report states many of the women interviewed "were clear that there was a general expectation of sex" and text messages show Gaetz would ask the women "to bring drugs to their rendezvous". “Nearly every young woman that the Committee interviewed confirmed that she was paid for sex by, or on behalf of, Representative Gaetz,” the panel wrote. One woman "said that she brought cocaine to at least one event with Representative Gaetz and that she witnessed him taking cocaine or ecstasy on at least five occasions," the report reads. After Gaetz’s attempt to block the release of the report failed, he began posting excerpts of testimony from the women he was found to have paid for sex on social media. He highlighted that one woman said she never "charged" money, but was simply given money. “Giving funds to someone you are dating — that they didn’t ask for — and that isn’t ‘charged’ for sex is now prostitution?!?” he wrote in one post. “There is a reason they did this to me in a Christmas Eve-Eve report and not in a courtroom of any kind where I could present evidence and challenge witnesses.” One of the sexual encounters during that time period involved a 17-year-old girl, the committee said. The woman told the committee she had sex with Gaetz twice at a July 2017 party when she was 17. “The Committee received testimony that Victim A and Representative Gaetz had sex twice during the party, including at least once in the presence of other party attendees,” the committee wrote. “Victim A recalled receiving $400 in cash from Representative Gaetz that evening, which she understood to be payment for sex. At the time, she had just completed her junior year of high school.” The then-17-year-old did not tell Gaetz she was a minor at the time, and he did not ask her age, the committee found. The committee did not receive any evidence Gaetz was aware of her age. The woman told congressional investigators she was under the influence of ecstasy at the party and that she recalled seeing Gaetz use cocaine at the party. Gaetz has denied having sex with a minor. “I NEVER had sexual contact with someone under 18,” the Florida Republican wrote on X last week. “Any claim that I have would be destroyed in court - which is why no such claim was ever made in court. The committee investigation also focused on September 2018 trip to the Bahamas, in which they say Gaetz violated the House Gift Rule, a set of rules for members of the House of Representatives regarding gifts, benefits, and hospitality The report said that for that trip Gaetz accepted gifts of transportation and lodging in excess of permissible amounts. Gaetz traveled to the Bahamas with two other men and six women. He flew to the Bahamas on a commercial airline but returned on a private plane, the committee found. “The attendees stated that this was a social trip — they sunbathed, chartered a boat, and went to dinners and to a casino as a group. Representative Gaetz engaged in sexual activity with at least four of the women on the trip,” the committee wrote. Committee investigators concluded that between 2017 to 2020, Gaetz “used or possessed illegal drugs, including cocaine and ecstasy, on multiple occasions.” “There is substantial evidence that Representative Gaetz used cocaine, ecstasy, and marijuana. At least two women saw Representative Gaetz using cocaine and ecstasy at different events,” the committee wrote. “Additionally, nearly every witness interviewed observed Representative Gaetz using marijuana.” The committee wrote that Gaetz appeared to set up a “pseudonymous e-mail account from his House office in the Capitol complex for the purpose of purchasing marijuana.” Gaetz denied using illicit drugs in written correspondence to the committee, the report said. He also categorically stated to the committee that the allegations he “may have engaged in sexual misconduct including violations of federal laws relating to sex trafficking and state laws relating to prostitution and statutory rape,” were “false” Gaetz also repeatedly denied having ever paid for sex, but when given the opportunity to put that assertion in writing Gaetz refused to respond, asserting that “asking about [his] sexual history as a single man with adult women is a bridge too far," according to the report. Gaetz did broadly address the allegation that he engaged in sexual activity with a minor in a Sept. 2024 letter to the Committee, writing: “Your correspondence of September 4 asks whether I have engaged in sexual activity with any individual under 18. The answer to this question is unequivocally NO. You can apply this response to every version of this question, in every forum.” The Committee said they found substantial evidence that Gaetz attempted to obstruct the Committee’s investigation into his wrongdoings by withholding relevant information, providing irrelevant documents in an overall effort to delay the investigation. "Representative Gaetz pointed to evidence that would “exonerate” him yet failed to produce any such materials," the report said. "Gaetz continuously sought to deflect, deter, or mislead the Committee in order to prevent his actions from being exposed." This was most notable in regards to the Committee’s specific requests regarding the Bahamas trip. The committee said Gaetz intentionally withheld information relating to his return trip via private plane. "Representative Gaetz clearly understood that he had acted contrary to House Rules by accepting private plane travel but chose to try to cover up his actions rather than comply with the Committee’s request," the report said. "Despite asserting he wanted an opportunity to address the allegations against him Gaetz declined to provide testimony voluntarily and did not appear when subpoenaed." The committee said that Gaetz was given ample time to review and produce documents requested at various points in the Committee’s investigation, but he chose to hand over documents that were largely irrelevant from time periods after most of the relevant conduct occurred. Trump suggested in 2016 that he might undo Obama’s action, but he dropped that notion after Alaska’s senators objected. He raised it again during a rally in Phoenix on Sunday. “McKinley was a very good, maybe a great president,” Trump said Sunday. “They took his name off Mount McKinley, right? That’s what they do to people.” Once again, Trump’s suggestion drew quick opposition within Alaska. “Uh. Nope. It’s Denali,” Democratic state Sen. Scott Kawasaki posted on the social platform X Sunday night. Republican Sen. Lisa Murkowski , who for years pushed for legislation to change the name to Denali, conveyed a similar sentiment in a post of her own. “There is only one name worthy of North America’s tallest mountain: Denali — the Great One,” Murkowski wrote on X. Various tribes of Athabascan people have lived in the shadow of the 20,310-foot (6,190-meter) mountain for thousands of years. McKinley, a Republican native of Ohio who served as the 25th president, was assassinated early in his second term in 1901 in Buffalo, New York. Alaska and Ohio have been at odds over the name since at least the 1970s. Alaska had a standing request to change the name since 1975, when the legislature passed a resolution and then-Gov. Jay Hammond appealed to the federal government. Known for its majestic views, the mountain is dotted with glaciers and covered at the top with snow year-round, with powerful winds that make it difficult for the adventurous few who seek to climb it. The recipe was posted to the social media platform this week by food creator Logan Moffitt, who went viral this summer for his innovative cucumber salad concoctions. Moffitt, who is based in Canada , blew up after showing off recipes for sliced cucumbers with ingredients like lox, ranch mix, kimchi and chamoy. Now, he's venturing into the world of cocktail making, and using some equally interesting ingredients in his boozy drinks. In a new clip, Moffitt created what he called a caesar salad martini, showing viewers the step-by-step instructions on how they can make it for themselves at home. To start things off, he added some ice to his martini shaker, along with two shots of chilled Grey Goose vodka. But then, things started to get interesting. Moffitt showed off a tub of homemade caesar salad dressing that he had whipped up, and added three spoonfuls of it to the mix. President Joe Biden and First Lady Jill Biden are among the many Americans mourning the loss Sunday. “Today, America and the world lost an extraordinary leader, statesman and humanitarian,” they said in a statement . “He saved, lifted, and changed the lives of people all across the globe. He was a man of great character and courage, hope and optimism. We will always cherish seeing him and Rosalynn together.” Their statement continued to recognize the work Carter did for the country and encouraged "young people" in the country to study Carter and his life if they're in "search of what it means to live a life of purpose and meaning." Businessman, Navy officer, evangelist, politician, negotiator, author, woodworker, citizen of the world — Carter forged a path that still challenges political assumptions and stands out among the 45 men who reached the nation’s highest office. The top diplomats met for the final time before a new U.S. administration takes office with wars raging in the Mideast and Ukraine. “Knock on wood,” Italian Foreign Minister Antonio Tajani said as he opened the Group of Seven meeting outside Rome. “We are perhaps close to a ceasefire in Lebanon," he said. "Let's hope it's true and that there's no backing down at the last-minute.” A ceasefire in Gaza and Lebanon was foremost on the agenda of the G7 meeting in Fiuggi, outside Rome, that gathered ministers from Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, in the last G7 encounter of the Biden administration. For the first time, the G7 ministers were joined by their counterparts from Saudi Arabia, Egypt, Jordan, the United Arab Emirates and Qatar, the so-called “Arab Quintet,” as well as the Secretary General of the Arab League. “Everyone favors a ceasefire in both scenarios,” Tajani told reporters, adding that Italy had offered to take on an even greater peacekeeping role in Lebanon to oversee any ceasefire deal. As the ministers arrived in Italy, Israel’s ambassador to the U.S., Mike Herzog, told Israeli Army Radio on Monday a ceasefire deal to end fighting between Israel and the Lebanon-based Hezbollah could be reached “within days.” Several Arab ministers reiterated calls for a ceasefire in both Lebanon and Gaza during a G7-affiliated conference in Rome. “We need a ceasefire, a permanent ceasefire. That will stop the killings and stop the destruction and restore a sense of normalcy to life,” Jordanian Foreign Minister Ayman Safadi told the conference. Egyptian Foreign Minister Badr Abdelatty, for his part, reaffirmed that Cairo would host a minister-level conference next Monday on mobilizing international aid for Gaza. The so-called “Quintet” has been working with the U.S. to finalize a “day after” plan for Gaza. There is some urgency to make progress before the Trump administration takes over in January. President-elect Donald Trump is expected to pursue a policy that strongly favors Israel over the aspirations of the Palestinians. Tajani added another item to the G7 agenda last week after the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas’ military chief. Italy is a founding member of the court and hosted the 1998 Rome conference that gave birth to it. But Italy’s right-wing government has been a strong supporter of Israel after the Oct. 7 Hamas attacks, while also providing humanitarian aid for Palestinians in Gaza. The Italian government has taken a cautious line, reaffirming its support and respect for the court but expressing concern that the warrants were politically motivated. The United States, Israel's closest ally, has called the warrants “outrageous.” Tajani acknowledged consensus hadn't been reached among the G7 members but hoped for agreement to have a unified position. He noted that all sides need Netanyahu to make any deal. “We can also not agree with how his government has led the reaction after the massacre of Oct. 7, but now we have to deal with Netanyahu to arrive at peace in Lebanon, peace in Palestine,” Tajani said. Nathalie Tocci, director of the Rome-based Institute for International Affairs think tank, warned that inserting the ICC warrant into the G7 agenda was risky, since the U.S. is the lone member that is not a signatory to the court and yet tends to dictate the G7 line. “If Italy and the other (five G7) signatories of the ICC are unable to maintain the line on international law, they will not only erode it anyway but will be acting against our interests,” Tocci wrote in La Stampa daily this weekend, recalling Italy’s recourse to international law in demanding protection for Italian U.N. peacekeepers who have come under fire in southern Lebanon. The other major talking point of the G7 meeting is Ukraine , and tensions have only heightened since Russia attacked Ukraine last week with an experimental, hypersonic ballistic missile that escalated the nearly 33-month-old war. Russian President Vladimir Putin said the strike was retaliation for Kyiv’s use of U.S. and British longer-range missiles capable of striking deeper into Russian territory. The G7 has been at the forefront of providing military and economic support for Ukraine since Russia’s invasion in February 2022 and G7 members are particularly concerned about how a Trump administration will change the U.S. approach. Trump has criticized the billions of dollars that the Biden administration has poured into Ukraine and has said he could end the war in 24 hours, comments that appear to suggest he would press Ukraine to surrender territory that Russia now occupies. “It’s hugely important that this G7, that all colleagues across the G7 continue to stand with Ukraine for as long as it lasts,” British Foreign Secretary David Lammy said as he arrived. He announced new sanctions on vessels of Russia's “shadow fleet” of ships that are evading sanctions to export Russian oil. “And we are confident that Ukraine can have the funds and the military equipment and kit to get through 2025,” Lammy said.
