New Delhi: The issue of lateral entry to fill key posts in government departments, which triggered a political row earlier this year over lack of reservation for these positions, will be examined by a parliamentary panel. According to details put out by the Lok Sabha secretariat, lateral entry in civil services is among the subjects selected by the Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice for examination in 2024-25. In August this year, the Union Public Service Commission (UPSC) had advertised 45 posts — 10 of joint secretaries and 35 of directors and deputy secretaries — to be filled through the lateral entry mode on contract basis. The advertisement triggered protests from the Opposition as well as NDA allies like the Lok Janshakti Party (LJP) and Janata Dal (United). Many leaders, including Congress president Mallikarjun Kharge, Leader of Opposition Rahul Gandhi, Bahujan Samaj Party chief Mayawati, and Samajwadi Party’s Akhilesh Yadav slammed the government’s policy for not having reservations for Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Classes (OBC) candidates. The government then asked the UPSC to cancel its advertisement. Bureaucrats are usually recruited through the civil services exam process but lateral entrants, typically experts in a particular field, are inducted directly for a limited term. The move follows public criticism of the report from the U.S. ambassador to Israel. The rare public dispute drew accusations from prominent aid and human-rights figures that the work of the U.S.-funded Famine Early Warning System Network , meant to reflect the opinion of unbiased international experts, has been tainted by politics. A declaration of famine would be a great embarrassment for Israel, which has insisted that its 15-month war in Gaza is aimed against the Hamas militant group and not against its civilian population. U.S. ambassador to Israel Jacob Lew earlier this week called the warning by the internationally recognized group inaccurate and “irresponsible ." Lew and the U.S. Agency for International Development, which funds the monitoring group, both said the findings failed to properly account for rapidly changing circumstances in north Gaza. Humanitarian and human rights officials expressed fear of U.S. political interference in the world's monitoring system for famines. The U.S. Embassy in Israel and the State Department declined comment. FEWS officials did not respond to questions. “We work day and night with the U.N. and our Israeli partners to meet humanitarian needs — which are great — and relying on inaccurate data is irresponsible,” Lew said Tuesday. USAID confirmed to the AP that it had asked the famine-monitoring organization to withdraw its stepped-up warning issued in a report dated Monday. The report did not appear among the top updates on the group's website Thursday, but the link to it remained active . The dispute points in part to the difficulty of assessing the extent of starvation in largely isolated northern Gaza. Thousands in recent weeks have fled an intensified Israeli military crackdown that aid groups say has allowed delivery of only a dozen trucks of food and water since roughly October. FEWS Net said in its withdrawn report that unless Israel changes its policy, it expects the number of people dying of starvation and related ailments in north Gaza to reach between two and 15 per day sometime between January and March. The internationally recognized mortality threshold for famine is two or more deaths a day per 10,000 people. FEWS was created by the U.S. development agency in the 1980s and is still funded by it. But it is intended to provide independent, neutral and data-driven assessments of hunger crises, including in war zones. Its findings help guide decisions on aid by the U.S. and other governments and agencies around the world. A spokesman for Israel's foreign ministry, Oren Marmorstein, welcomed the U.S. ambassador's public challenge of the famine warning. “FEWS NET - Stop spreading these lies!” Marmorstein said on X . In challenging the findings publicly, the U.S. ambassador "leveraged his political power to undermine the work of this expert agency,” said Scott Paul, a senior manager at the Oxfam America humanitarian nonprofit. Paul stressed that he was not weighing in on the accuracy of the data or methodology of the report. “The whole point of creating FEWS is to have a group of experts make assessments about imminent famine that are untainted by political considerations,” said Kenneth Roth, former executive director of Human Rights Watch and now a visiting professor in international affairs at Princeton University . “It sure looks like USAID is allowing political considerations -- the Biden administration’s worry about funding Israel’s starvation strategy -- to interfere." Israel says it has been operating in recent months against Hamas militants still active in northern Gaza. It says the vast majority of the area’s residents have fled and relocated to Gaza City, where most aid destined for the north is delivered. But some critics, including a former defense minister, have accused Israel of carrying out ethnic cleansing in Gaza’s far north, near the Israeli border. North Gaza has been one of the areas hardest-hit by fighting and Israel’s restrictions on aid throughout its war with Hamas militants. Global famine monitors and U.N. and U.S. officials have warned repeatedly of the imminent risk of malnutrition and deaths from starvation hitting famine levels. International officials say Israel last summer increased the amount of aid it was admitting there, under U.S. pressure. The U.S. and U.N. have said Gaza’s people as a whole need between 350 and 500 trucks a day of food and other vital needs. But the U.N. and aid groups say Israel recently has again blocked almost all aid to that part of Gaza. Cindy McCain , the American head of the U.N. World Food Program, previously called for political pressure to get food flowing to Palestinians there. Israel says it places no restrictions on aid entering Gaza and that hundreds of truckloads of goods are piled up at Gaza’s crossings and accused international aid agencies of failing to deliver the supplies. The U.N. and other aid groups say ongoing combat, looting and insufficient security by Israeli troops make it impossible to deliver aid effectively. Lew, the U.S. ambassador, said the famine warning was based on “outdated and inaccurate” data. He pointed to uncertainty over how many of the 65,000-75,000 people remaining in northern Gaza had fled in recent weeks, saying that skewed the findings. FEWS said in its report that its famine assessment holds even if as few as 10,000 people remain. USAID in its statement to AP said it had reviewed the report before it became public, and noted “discrepancies” in population estimates and some other data. The U.S. agency had asked the famine warning group to address those uncertainties and be clear in its final report to reflect how those uncertainties affected its predictions of famine, it said. “This was relayed before Ambassador Lew’s statement,” USAID said in a statement. “FEWS NET did not resolve any of these concerns and published in spite of these technical comments and a request for substantive engagement before publication. As such, USAID asked to retract the report.” Roth criticized the U.S. challenge of the report in light of the gravity of the crisis there. “This quibbling over the number of people desperate for food seems a politicized diversion from the fact that the Israeli government is blocking virtually all food from getting in,” he said, adding that “the Biden administration seems to be closing its eyes to that reality, but putting its head in the sand won’t feed anyone.” The U.S., Israel’s main backer, provided a record amount of military support in the first year of the war. At the same time, the Biden administration repeatedly urged Israel to allow more access to aid deliveries in Gaza overall, and warned that failing to do so could trigger U.S. restrictions on military support. The administration recently said Israel was making improvements and declined to carry out its threat of restrictions. Military support for Israel’s war in Gaza is politically charged in the U.S., with Republicans and some Democrats staunchly opposed any effort to limit U.S. support over the suffering of Palestinian civilians trapped in the conflict. More than two dozen transgender people and their allies staged a sit-in at a U.S. Capitol bathroom Thursday to protest a proposed policy that would prohibit the country’s first openly trans member of Congress from using the women’s restrooms in the building. Of the 25 demonstrators, about 15 were arrested for illegally protesting inside the Cannon House Office Building within the U.S. Capitol complex in violation of a Washington, D.C., code regarding crowding and obstructing, according to Brianna Burch, a spokesperson for the U.S. Capitol Police. Advocates held the sit-in protest inside and outside the women’s bathroom closest to House Speaker Mike Johnson’s office over his support for a policy introduced by Rep. This is about safety for anyone, for women or otherwise.” Following the protest, Mace shared a video on social media addressing the demonstrators by calling them an anti-trans slur. Standing outside of what appeared to be a Capitol police station, she then read the protesters their Miranda rights using a megaphone. Willis, who is co-founder of the Gender Liberation Movement, said trans people deserve to use the restroom without fear of discrimination or violence like everyone else. “In the 2024 election, trans folks were left to fend for ourselves after nearly $200 million of attack ads were disseminated across the United States,” she said in a statement released by the organization after her arrest, citing political advertising data gathered by Ad Impact . “Now, as Republican politicians try to remove us from public life, Democratic leaders are silent as hell. But we can’t transform bigotry and hate with inaction. We must confront it head on. Democrats must rise up, filibuster, and block this bill.” Manning said she attended the protest because, as someone who has fought against similar rules, she knows “what it’s like to feel pushed aside and erased.” “I’m not here as a leader or a spokesperson but simply as another member of my community who shows up unconditionally to support my siblings in this fight,” she said in a statement released by the Gender Liberation Movement. “I will stand beside them no matter what. We didn’t start this fight, but we are together now.” McBride did not immediately return a request for comment about the protest. The latest trophy will appear rather less appealing to many: an ice bath. But having a cold water tub in your penthouse or mansion in which to plonk your shivering self is, believe it or not, a badge of prestige. Celebrity fans of 'cold water immersion' – the fancy term for dunking yourself in freezing water – include pop stars Lady Gaga and Madonna. The trend has taken hold in boardrooms and on trading floors. The craze for cold water includes freezing showers and ice baths, where users dip into a low-temperature, sauna-style box or inflatable pod for a few minutes. Trying it on for size: Hugh Wahla, former boss of fashion chain Urban Outfitters, is a fan of the big freeze Like many a fad in the business world, it seems to have started in Silicon Valley. Twitter founder Jack Dorsey says he starts his days at 5am with an ice-cold bath, just before he embarks on a five-mile walk to work. A cold dip is part of Richard Branson's morning routine on his Necker Island. Brewdog founder James Watt, who has an ice bath on the balcony of his luxury London apartment, claims it is the 'single most important thing' he does for his health. Devotees claim there are plenty of physical benefits. Exposure to the cold when alternated with a hot shower or a sauna, they argue, can improve circulation, which is beneficial for heart health. The cold can also help to numb pain receptors for those experiencing joint or muscle pain. Bosses also believe it boosts their resilience to uncomfortable experiences, thus training their brains to better manage stress. Some City slickers joke that the temperature of these dips is in fact much warmer than some investor meetings. Vito Sperduto, head of RBC Capital Markets US, has said he hasn't used hot water for years – even despite harsh New York winters. Cold-water immersion can release 'feel-good' chemicals in the body. Krissie Claire, who runs a marketing agency Kollectify, says she takes cold dips in the morning. 'It's self care, meditation, challenging, anxiety reducing, recovery for the muscles after exercise, a safe space and a place to overcome fear to prepare you for whatever comes at you,' she says. Many follow the teachings of Wim Hof, a Dutch motivational speaker dubbed 'the Iceman', who has popularised cold water immersion. However, admiration for him has been clouded in recent weeks after accusations from his former partner that he abused her and her children for years. Hof denies these claims. Ice baths come with health warnings, including a risk of hypothermia or frostbite should someone linger too long. But anyone wishing to bathe like a boss can buy a cheap ice tub for less than £50 at High Street retailers, while fancier ones cost closer to £4,500. Other City types head to venues such as Hackney Wick Sauna Baths in East London, which have barrels of freezing water. Or you could just take a cold bath or shower at home. Hindu nationalist activists were emboldened earlier this year when Prime Minister Narendra Modi inaugurated a grand new Hindu temple in the northern city of Ayodhya, built on grounds once home to the centuries-old Babri mosque. That mosque was torn down in 1992 in a campaign spearheaded by members of Modi's party, sparking sectarian riots that killed 2,000 people nationwide, most of them Muslims. Some Hindu campaigners see an ideological patron in Modi.
