Slain Assistant Public Prosecutor Sayful Islam Alif The port city and trading centre of Chittagong has been a hotbed of ethnic, linguistic and religious conflict for decades. Earlier, the fight was between Bengali Muslims and the indigenous Buddhist Chakma tribe in the Chittagong Hill Tracts (CHT). On their part, militant Hindus had recently organised massive demonstrations and threatened to march to Dhaka if the Interim Government failed to protect the community from Islamists and anti-Hasina forces. The recent trouble sparked off when the Hindu organisation Sammilito Sanatan Jagaran Jote held a demonstration in which its flag was seen flying above the Bangladeshi national flag. For this, monk Chinmoy Krishna Das Brahmachari of the Sammilito Sanatan Jagaran Jote was arrested amidst a skirmish between his followers and the police. In the clash, Assistant Public Prosecutor Sayful Islam Alif was killed. Sayful is said to be a Jammat-i-Islami man who had sought a ban on ISKCON. However, ISKCON made it clear at a press conference that monk Chinmoy had been expelled from ISKCON earlier for misbehaving with a child. Therefore, the organisation would not shoulder any responsibility over his statements. He told a mass rally in Chittagong’s Laldighi ground, “If anyone wants to evict us (the Hindus) from this country and live in peace, it will become Afghanistan or Syria. There will be no democratic force. Bangladesh will become a sanctuary of communalism.” The arrest of Chinmoy had reverberations in New Delhi. The Indian External Affairs Ministry (MEA) expressed “deep concern”. In a statement, it said, “This incident follows multiple attacks on Hindus and other minorities by extremist elements in Bangladesh”. The MEA called upon the interim Government of Bangladesh to “ensure safety and security of Hindus and all minorities.” New Delhi is annoyed by regular declarations from the leaders of the Interim Government, including Chief Advisor Dr. Muhammad Yunus, that Hasina would be brought back from refuge in India, to face trial. However, till date, Dhaka has not formally asked for her extradition, perhaps not to put New Delhi in a fix. Responding to New Delhi’s remarks, Dhaka said Delhi’s statement was “contrary to facts.” A statement from the Ministry of Foreign Affairs of Bangladesh said that India had said “on a matter concerning the internal affairs of Bangladesh”, and added, “such unfounded statements not only misrepresent facts but also stand contrary to the spirit of friendship and understanding between the two neighbouring countries”. With the Indian media being spiteful about the peoples’ movement against Hasina, linking it to Islamic extremism and Pakistan’s machinations, and the Bangladeshi media harping on alleged Indian conspiracies to dominate Bangladesh, relations between the two countries have little or no chance of improving in the foreseeable future. Geographical location However, right-thinking Bangladeshi intellectuals rue the turn of events and see the disadvantages of an India-Bangladesh conflict to both countries. They are aware of the geographical location of Bangladesh which is surrounded on three sides by India and on one side by the Bay of Bengal. They also know that Bangladesh is heavily dependent on trade with India. It depends on India for river waters too. India too needs Bangladesh’s cooperation to prevent Islamic militants and the North Eastern tribal militants from securing hideouts in Bangladesh to plan attacks on India. Friendship with Bangladesh is also needed to minimise the threat from China which is expanding its footprint in South Asia. Since the issues are deep and formal relations are cold, informal contacts (track-two diplomacy) could help heal the deep wounds inflicted by the cataclysmic events of this year and set the stage for a formal rapprochement. Despite significant progress, HIV/AIDS continues to pose a major challenge, affecting millions worldwide, particularly among marginalised and vulnerable communities. World AIDS Day focuses on raising awareness, promoting unity, mobilising action, addressing global inequalities, and commemorating the historical significance of HIV/AIDS, which remains one of the most devastating pandemics in modern history. Q: What is this year’s theme and why was it chosen? A: The theme for World AIDS Day 2024 is Take the Rights Path. It was chosen to highlight the importance of protecting human rights in the global fight against HIV/AIDS. Q : Do you see an increase in the number in recent years? A: Yes, there has been an observable increase in the number of detected HIV cases in Sri Lanka in recent years. There was a 14 percent rise in newly detected cases compared to 2022, with a male-to-female ratio of 7:1.4 Number of annually reported HIV cases 1991-2023. Q: How do these figures compare with global figures in the South Asian region? A : Sri Lanka’s HIV prevalence remains low (around 0.03 percent in the general population) relative to other South Asian countries, such as India and Nepal, where prevalence rates are higher. Q: Gender-wise and age-wise who are those most at risk of getting HIV? Why? A : In Sri Lanka, the groups most at risk of acquiring HIV are largely determined by social and behavioural factors. Women, especially sex workers and those engaged in high-risk behaviours, young people, Men having sex with men, people who inject drugs, and transgender individuals are particularly vulnerable. Young people, particularly those between the ages of 15 and 24, are highly vulnerable to HIV due to a combination of biological factors and lack of access to comprehensive sexual education. They are more likely to engage in risky sexual behaviours and face barriers to accessing HIV testing and prevention services. Q: Occupation-wise, who are those most at risk in Sri Lanka? A : In Sri Lanka, the risk of acquiring HIV is not significantly influenced by occupation alone but rather by high-risk behaviours associated with certain groups. For instance, the HIV prevalence among men who have sex with men (MSM) was 2.4 percent in 2023, while among female sex workers (FSW), it was only 0.02 percent. This highlights that although the prevalence among FSWs is relatively low, they remain vulnerable due to several risk factors including: * Unprotected Sexual Encounters: Despite the availability of condom distribution programs, not all clients consent to using protection, increasing the risk of HIV transmission. * High Partner Turnover: Frequent engagement with multiple sexual partners elevates exposure risk. * Social Stigma: The stigma surrounding sex work often prevents FSWs from accessing healthcare services and HIV prevention programs. * Limited Access to Regular Testing: Many sex workers lack consistent access to testing and treatment services, leaving infections undiagnosed and untreated. On the other hand, MSM, including bisexual men, face the highest risk of HIV transmission in Sri Lanka due to: * Stigmatisation and Legal Barriers: Same-sex practices are heavily stigmatised, and legal restrictions discourage MSM from openly seeking healthcare services. * Hidden Networks: MSM often engage in secretive behaviours, which make it challenging to reach them through public health interventions. * Unprotected Anal Sex: This practice carries a significantly higher risk of HIV transmission compared to vaginal sex. Q : What are the symptoms to look out for early onset of the disease? A : In the early stages of HIV infection, some people may experience acute retroviral syndrome (ARS), also known as primary HIV infection or acute HIV. These symptoms typically appear 2 to 4 weeks after exposure to the virus and may resemble flu-like symptoms. Not everyone experiences ARS, but those who do might notice fever, fatigue, sore throat, swollen lymph nodes, skin rash, muscle and joint pain. Q: If detected can HIV be reversed? A : No, HIV cannot be reversed as there is currently no cure for the virus. However, with early diagnosis and appropriate treatment, its progression can be significantly slowed down, allowing people to live long and healthy lives. Q: How is it diagnosed? What are the tests used? A: HIV is diagnosed through blood or saliva tests that detect the presence of HIV antibodies, antigens, or the virus itself. Initially, a screening test is used for diagnosis of HIV. Currently, the most recommended tests for the diagnosis of HIV in Sri Lanka are the HIV antigen/antibody rapid test and HIV (Ag/Ab) ELISA. However, there are several other tests available for screening, such as the dual HIV/Syphilis test and HIV self-tests. Q: Are they freely available in any state facility with diagnostic labs? A : Free HIV testing is available at all government-specialised STD (Sexually Transmitted Infections? / Sexual Health clinics. The central clinic is at De Saram Place, Colombo, and there are 41 district STD clinics providing this service island-wide. Various outreach clinics and mobile testing units in Sri Lanka, especially in high-risk areas, provide free HIV tests as part of the government’s initiative. NGO workers who collaborate with government services also provide free HIV testing services. Q: Are there different stages of disease? A : The WHO clinical staging system classifies HIV progression into four stages, based on clinical signs, symptoms, and the CD4 count: Stage 1: Acute HIV infection or asymptomatic HIV. Stage 2: Mild symptoms, such as unexplained weight loss, minor infections, or diarrhea. Stage 3: Severe symptoms, including more serious opportunistic infections, prolonged diarrhea, and significant weight loss. Stage 4: AIDS with life-threatening opportunistic infections and cancer. "With this being stable at lower levels, it may not be economical given that the rupee is falling and forex risk is borne by banks." Forex Stockpile The RBI's move to raise the ceiling is to shore up foreign exchange (forex) reserves, which have fallen by $60 billion after touching an all-time high of $706 billion at the end of September. The forex reserves have declined as the RBI is selling dollars to support the rupee, which has consistently weakened against the greenback and hit new record lows of 85.80 Friday. Bankers say the existing spreads of 250-350 bps already offer sufficient flexibility and room for banks to adjust FCNR rates upward. "The spread between US and Indian interest rates has narrowed to its lowest level in recent years, making Indian foreign currency deposits less appealing to the Indian diaspora," said VRC Reddy, head of treasury, Karur Vysya Bank . "On the other hand, demand for export credit in rupee terms remains robust due to interest subvention benefits for MSME borrowers, reducing the attractiveness of borrowing in foreign currency for export credit, particularly when hedging costs are factored in. Even when using FX deposits for rupee-based purposes, the landed cost often exceeds that of rupee deposits, further limiting their appeal." Rather, many banks are offering rates that are lower than the earlier ceiling. The ARR for dollar deposits is pegged around 4.24% for December and an increase in the ceiling by 400 bps allows lenders to offer 8.24% on dollar deposits. However, most banks are offering just about 150-200 bps above the ARR. For instance, the State Bank of India (SBI) is giving savers 5.35% on one-year rate dollar deposits under the FCNR (B) scheme, and the rate has remained the same since mid-October. This shows the rates are lower than the previous spread of 250 bps. SBI offers 3.90% for five FCNB (B) deposits, which is still lower than the revised 500 bps spread. The revised caps announced in the monetary policy review are applicable only until the end of March 2025. "The cash reserve ratio (CRR) exemption on incremental FCNR deposits may encourage banks to raise FCNR deposit rates, thereby attracting more foreign exchange flows-an essential measure in the current economic context," Reddy said. Foreign currency deposits mobilised by banks in rupee equivalent stood at ₹1.98 lakh crore as of March 31, 2024, up 46% over the previous financial year, according to the latest Trends and Progress of Banking report published last week. In 2013, the then governor, Raghuram Rajan, launched the FCNR (B) plan, wherein the RBI effectively provided banks with a cushion against risks of adverse currency movements through the period of a committed deposit. ORLANDO, Fla. — Next time Iowa State plays football, it will be in Dublin, Ireland. Saturday’s 42-41 Pop-Tarts Bowl win against Miami signaled the end of Iowa State’s first 11-win season. And at the rate modern college football moves with the transfer portal and NIL, the smart teams have already been thinking about the 2025 season. Here are the three biggest questions facing Iowa State ahead of that Aug. 3, 2025 game against Kansas State in Ireland. Iowa State woke up Sunday with a massive hole in its production. Senior receivers Jaylin Noel and Jayden Higgins combined for 2,377 receiving yards this season. The other 17 players who caught a pass this season combined for 1,203. We know how the Cyclones will try to replace the duo. On Dec. 14, ISU landed a commitment from sophomore Eastern Carolina receiver Chase Sowell and three days later one from former UCF receiver Xavier Townsend. A funny coincidence is Sowell stands 6-foot-4, the same height as Higgins, while Townsend is listed at 5-foot-11, identical to Noel. Next season, Iowa State should also look to the tight end position to fill some lost production. Ben Brahmer’s sophomore season essentially ended in November after he suffered a leg injury against UCF. He caught 10 passes for 179 yards and a touchdown. Sophomore tight end Gabe Burkle saw a leap in his production after Brahmer got hurt. Burkle finished the season with five catches against Arizona State in the Big 12 Championship and four against Miami, including a leaping touchdown catch in the first quarter. Burkle and Brahmer finished as the third and fourth leading receivers behind Noel and Higgins. Although the winter transfer portal window for underclassmen closed Saturday, there could still be Cyclones who enter. Every player on a team in the postseason has an additional five days after the season ends to enter the portal. No Iowa State opt-outs were reported leading up to the Pop-Tarts Bowl, but NFL Draft prospects Higgins and defensive back Darien Porter both chose not to play. Don’t be surprised if there are some Cyclones who enter the portal between now and the Thursday deadline. That’s not particularly an indictment on ISU’s program or culture, just the reality of modern college football. Derek Hoodjer is ISU’s assistant AD for player personnel. He is in charge of building ISU’s roster and navigating the portal. After the Pop-Tarts Bowl, Hoodjer celebrated with players on the field and made sure Noel got to lift the bowl trophy after his postgame press conference. Hoodjer is going to be the busiest person in Ames for the next couple weeks. Iowa State rode its defense until wheels fell off. The tires might still be discarded in a corner of AT&T Stadium after Arizona State ran all over the Cyclones in a 45-19 win. Miami quarterback Cam Ward threw for three touchdowns in the first half of the Pop-Tarts Bowl before sitting out the second half to preserve his NFL Draft stock. Credit to the ISU defense, it forced a punt and interception on Miami’s final two possessions to lead to a win. Rampant injuries made every defensive effort this season a patchwork attempt. Through the first 10 games, ISU averaged 6.4 key defensive players sidelined . The Cyclones injury luck can’t be worse next season, right? That’s probably true, but graduation is still going to cost ISU several key pieces. Safety Beau Freyler is the “nucleus” of Iowa State’s team and played his last game Saturday. Darien Porter is a veteran in ISU’s secondary and top special teams contributor who opted out of the Miami game with NFL Draft hopes. Redshirt senior J.R.
