With the stubborn confidence of an engineer and an optimism rooted in his Baptist faith, Carter described his motivations in politics and beyond in the same way: an almost missionary zeal to solve problems and improve lives. Carter was raised amid racism, abject poverty and hard rural living — realities that shaped both his deliberate politics and emphasis on human rights. “He always felt a responsibility to help people,” said Jill Stuckey, a longtime friend of Carter's in Plains. “And when he couldn’t make change wherever he was, he decided he had to go higher.” Carter's path, a mix of happenstance and calculation , pitted moral imperatives against political pragmatism; and it defied typical labels of American politics, especially caricatures of one-term presidents as failures. “We shouldn’t judge presidents by how popular they are in their day. That's a very narrow way of assessing them," Carter biographer Jonathan Alter told the Associated Press. “We should judge them by how they changed the country and the world for the better. On that score, Jimmy Carter is not in the first rank of American presidents, but he stands up quite well.” Later in life, Carter conceded that many Americans, even those too young to remember his tenure, judged him ineffective for failing to contain inflation or interest rates, end the energy crisis or quickly bring home American hostages in Iran. He gained admirers instead for his work at The Carter Center — advocating globally for public health, human rights and democracy since 1982 — and the decades he and Rosalynn wore hardhats and swung hammers with Habitat for Humanity. Yet the common view that he was better after the Oval Office than in it annoyed Carter, and his allies relished him living long enough to see historians reassess his presidency. “He doesn’t quite fit in today’s terms” of a left-right, red-blue scoreboard, said U.S. Transportation Secretary Pete Buttigieg, who visited the former president multiple times during his own White House bid. At various points in his political career, Carter labeled himself “progressive” or “conservative” — sometimes both at once. His most ambitious health care bill failed — perhaps one of his biggest legislative disappointments — because it didn’t go far enough to suit liberals. Republicans, especially after his 1980 defeat, cast him as a left-wing cartoon. It would be easiest to classify Carter as a centrist, Buttigieg said, “but there’s also something radical about the depth of his commitment to looking after those who are left out of society and out of the economy.” Indeed, Carter’s legacy is stitched with complexities, contradictions and evolutions — personal and political. The self-styled peacemaker was a war-trained Naval Academy graduate who promised Democratic challenger Ted Kennedy that he’d “kick his ass.” But he campaigned with a call to treat everyone with “respect and compassion and with love.” Carter vowed to restore America’s virtue after the shame of Vietnam and Watergate, and his technocratic, good-government approach didn't suit Republicans who tagged government itself as the problem. It also sometimes put Carter at odds with fellow Democrats. The result still was a notable legislative record, with wins on the environment, education, and mental health care. He dramatically expanded federally protected lands, began deregulating air travel, railroads and trucking, and he put human rights at the center of U.S. foreign policy. As a fiscal hawk, Carter added a relative pittance to the national debt, unlike successors from both parties. Carter nonetheless struggled to make his achievements resonate with the electorate he charmed in 1976. Quoting Bob Dylan and grinning enthusiastically, he had promised voters he would “never tell a lie.” Once in Washington, though, he led like a joyless engineer, insisting his ideas would become reality and he'd be rewarded politically if only he could convince enough people with facts and logic. This served him well at Camp David, where he brokered peace between Israel’s Menachem Begin and Epypt’s Anwar Sadat, an experience that later sparked the idea of The Carter Center in Atlanta. Carter's tenacity helped the center grow to a global force that monitored elections across five continents, enabled his freelance diplomacy and sent public health experts across the developing world. The center’s wins were personal for Carter, who hoped to outlive the last Guinea worm parasite, and nearly did. As president, though, the approach fell short when he urged consumers beleaguered by energy costs to turn down their thermostats. Or when he tried to be the nation’s cheerleader, beseeching Americans to overcome a collective “crisis of confidence.” Republican Ronald Reagan exploited Carter's lecturing tone with a belittling quip in their lone 1980 debate. “There you go again,” the former Hollywood actor said in response to a wonky answer from the sitting president. “The Great Communicator” outpaced Carter in all but six states. Carter later suggested he “tried to do too much, too soon” and mused that he was incompatible with Washington culture: media figures, lobbyists and Georgetown social elites who looked down on the Georgians and their inner circle as “country come to town.” Carter carefully navigated divides on race and class on his way to the Oval Office. Born Oct. 1, 1924 , Carter was raised in the mostly Black community of Archery, just outside Plains, by a progressive mother and white supremacist father. Their home had no running water or electricity but the future president still grew up with the relative advantages of a locally prominent, land-owning family in a system of Jim Crow segregation. He wrote of President Franklin Roosevelt’s towering presence and his family’s Democratic Party roots, but his father soured on FDR, and Jimmy Carter never campaigned or governed as a New Deal liberal. He offered himself as a small-town peanut farmer with an understated style, carrying his own luggage, bunking with supporters during his first presidential campaign and always using his nickname. And he began his political career in a whites-only Democratic Party. As private citizens, he and Rosalynn supported integration as early as the 1950s and believed it inevitable. Carter refused to join the White Citizens Council in Plains and spoke out in his Baptist church against denying Black people access to worship services. “This is not my house; this is not your house,” he said in a churchwide meeting, reminding fellow parishioners their sanctuary belonged to God. Yet as the appointed chairman of Sumter County schools he never pushed to desegregate, thinking it impractical after the Supreme Court’s 1954 Brown v. Board decision. And while presidential candidate Carter would hail the 1965 Voting Rights Act, signed by fellow Democrat Lyndon Johnson when Carter was a state senator, there is no record of Carter publicly supporting it at the time. Carter overcame a ballot-stuffing opponent to win his legislative seat, then lost the 1966 governor's race to an arch-segregationist. He won four years later by avoiding explicit mentions of race and campaigning to the right of his rival, who he mocked as “Cufflinks Carl” — the insult of an ascendant politician who never saw himself as part the establishment. Carter’s rural and small-town coalition in 1970 would match any victorious Republican electoral map in 2024. Once elected, though, Carter shocked his white conservative supporters — and landed on the cover of Time magazine — by declaring that “the time for racial discrimination is over.” Before making the jump to Washington, Carter befriended the family of slain civil rights leader Martin Luther King Jr., whom he’d never sought out as he eyed the governor’s office. Carter lamented his foot-dragging on school integration as a “mistake.” But he also met, conspicuously, with Alabama's segregationist Gov. George Wallace to accept his primary rival's endorsement ahead of the 1976 Democratic convention. “He very shrewdly took advantage of his own Southerness,” said Amber Roessner, a University of Tennessee professor and expert on Carter’s campaigns. A coalition of Black voters and white moderate Democrats ultimately made Carter the last Democratic presidential nominee to sweep the Deep South. Then, just as he did in Georgia, he used his power in office to appoint more non-whites than all his predecessors had, combined. He once acknowledged “the secret shame” of white Americans who didn’t fight segregation. But he also told Alter that doing more would have sacrificed his political viability – and thus everything he accomplished in office and after. King's daughter, Bernice King, described Carter as wisely “strategic” in winning higher offices to enact change. “He was a leader of conscience,” she said in an interview. Rosalynn Carter, who died on Nov. 19 at the age of 96, was identified by both husband and wife as the “more political” of the pair; she sat in on Cabinet meetings and urged him to postpone certain priorities, like pressing the Senate to relinquish control of the Panama Canal. “Let that go until the second term,” she would sometimes say. The president, recalled her former aide Kathy Cade, retorted that he was “going to do what’s right” even if “it might cut short the time I have.” Rosalynn held firm, Cade said: “She’d remind him you have to win to govern.” Carter also was the first president to appoint multiple women as Cabinet officers. Yet by his own telling, his career sprouted from chauvinism in the Carters' early marriage: He did not consult Rosalynn when deciding to move back to Plains in 1953 or before launching his state Senate bid a decade later. Many years later, he called it “inconceivable” that he didn’t confer with the woman he described as his “full partner,” at home, in government and at The Carter Center. “We developed a partnership when we were working in the farm supply business, and it continued when Jimmy got involved in politics,” Rosalynn Carter told AP in 2021. So deep was their trust that when Carter remained tethered to the White House in 1980 as 52 Americans were held hostage in Tehran, it was Rosalynn who campaigned on her husband’s behalf. “I just loved it,” she said, despite the bitterness of defeat. Fair or not, the label of a disastrous presidency had leading Democrats keep their distance, at least publicly, for many years, but Carter managed to remain relevant, writing books and weighing in on societal challenges. He lamented widening wealth gaps and the influence of money in politics. He voted for democratic socialist Bernie Sanders over Hillary Clinton in 2016, and later declared that America had devolved from fully functioning democracy to “oligarchy.” Yet looking ahead to 2020, with Sanders running again, Carter warned Democrats not to “move to a very liberal program,” lest they help re-elect President Donald Trump. Carter scolded the Republican for his serial lies and threats to democracy, and chided the U.S. establishment for misunderstanding Trump’s populist appeal. He delighted in yearly convocations with Emory University freshmen, often asking them to guess how much he’d raised in his two general election campaigns. “Zero,” he’d gesture with a smile, explaining the public financing system candidates now avoid so they can raise billions. Carter still remained quite practical in partnering with wealthy corporations and foundations to advance Carter Center programs. Carter recognized that economic woes and the Iran crisis doomed his presidency, but offered no apologies for appointing Paul Volcker as the Federal Reserve chairman whose interest rate hikes would not curb inflation until Reagan's presidency. He was proud of getting all the hostages home without starting a shooting war, even though Tehran would not free them until Reagan's Inauguration Day. “Carter didn’t look at it” as a failure, Alter emphasized. “He said, ‘They came home safely.’ And that’s what he wanted.” Well into their 90s, the Carters greeted visitors at Plains’ Maranatha Baptist Church, where he taught Sunday School and where he will have his last funeral before being buried on family property alongside Rosalynn . Carter, who made the congregation’s collection plates in his woodworking shop, still garnered headlines there, calling for women’s rights within religious institutions, many of which, he said, “subjugate” women in church and society. Carter was not one to dwell on regrets. “I am at peace with the accomplishments, regret the unrealized goals and utilize my former political position to enhance everything we do,” he wrote around his 90th birthday. The politician who had supposedly hated Washington politics also enjoyed hosting Democratic presidential contenders as public pilgrimages to Plains became advantageous again. Carter sat with Buttigieg for the final time March 1, 2020, hours before the Indiana mayor ended his campaign and endorsed eventual winner Joe Biden. “He asked me how I thought the campaign was going,” Buttigieg said, recalling that Carter flashed his signature grin and nodded along as the young candidate, born a year after Carter left office, “put the best face” on the walloping he endured the day before in South Carolina. BROADVIEW HEIGHTS, Ohio – The city may have to shut down all operations for 15 days starting Jan. 1 because City Council – although it passed the 2025 municipal budget last week – did not muster enough votes to make the budget ordinance go into effect immediately. Council needed a supermajority of five votes to make the budget ordinance go into effect by Jan. 1. Instead, council approved the ordinance 4-3, which means the budget won’t become effective for 30 days after passage or until Jan. 16. “All services will have to stop,” city Finance Director David Pfaff said. “Without money being lawfully appropriated, I cannot pay any bills, nor can I retroactively pay bills if the money was not lawfully appropriated at the time the liability was incurred,” Pfaff said. That also means that the city would not have money to pay police, firefighters or service workers for 15 days. “Under the (federal) Fair Labor Standards Act, an employees must be paid for time worked,” Pfaff said. “However, without money being lawfully appropriated, I have no authority to pay them, therefore they cannot work.” The city has called a special meeting for 7:30 p.m. today (Dec. 23) to see if council can pass a stopgap measure that would fund municipal government for the first 15 days of 2025, until the previously passed budget ordinance kicks in. Voting against the budget ordinance Dec. 16 were council members Brian Dunlap, Glenn Goodwin and Joe Price. “Three people hijacked the way we do our budget process,” Mayor Sam Alai told cleveland.com . “It’s a shame that they’re going to use life safety for our residents and paychecks for our employees to play some sort of childish political game. “This is no joke,” Alai said. “This is a very serious situation that we cannot have. We need to avoid this at all costs. I gave them (council) the way to get out of it, and if they don’t, we will be shutting the city down.” Dunlap called Alai’s comments “absurd.” He said the city administration and some members of council tried to rush the budget through and didn’t provide enough time to resolve disagreements. “The mayor is the one being childish and selfish,” Dunlap said. “It’s ridiculous to say that I don’t want police and fire service in this city. I have kids and grandkids living here.” Goodwin and Price did not return emails seeking comment. Pretzel logic At the Nov. 25 council meeting, Dunlap raised concerns about a salary increase for Alai in the 2025 budget. Under city code that council approved years ago, the mayor must earn 5 percent more than the city’s police and fire chiefs. The idea was to ensure that the mayor is the highest-paid official in the city. In turn, under code, the police and fire chiefs must make 14 percent more than lieutenants in the Police and Fire departments. That’s because, according to Police Chief Steven Raiff and Fire Chief Jeffrey Hajek, lieutenants and even lower-ranking officers at one time were earning more than they were, due to overtime and other benefits that the chiefs do not receive. Earlier this year, police and fire lieutenants received 5 percent raises under a new collective bargaining agreement and will receive raises of 4 percent and 3 percent in 2025 and 2026, respectively. That means the chiefs and Alai also received raises of 5 percent this year and are scheduled to receive another 4 percent and 3 percent over the next two years. This year, Alai’s salary was $141,648 and both chiefs earned $134,903. “I won’t vote for anything that triggers a pay raise for an elected official, and I believe that’s what our budget does,” Dunlap said Nov. 25. Dunlap said “the tether” that connects the salaries of police and fire lieutenants, the police and fire chiefs and the mayor “is a problem.” Councilwoman Jennifer Mahnic asked Dunlap if there was a reason he didn’t bring up the issue during previous Finance Committee meetings where the budget was discussed. “No,” Dunlap said. “No reason.” At the Dec. 16 council meeting, Goodwin wanted to amend the 2025 budget and remove raises that Alai and the two chiefs are scheduled to receive. Goodwin, agreeing with Dunlap, said he was “having a tough time” with how the mayor’s salary is connected to the chiefs’ salaries, even though he was on council when that body approved that arrangement years ago. Goodwin said Alai’s and the two chiefs’ salaries might be higher than their counterparts in other communities, due to the ordinance connecting their salaries. “It was a great idea the way it was set up originally,” Goodwin said. “It just got a little bit out of hand. And like anything, you have to go back and revisit it at some point and now is the time to revisit it.” Price agreed, saying that tying the mayor’s and chiefs’ salaries together might have been a “comfortable decision” years ago “but it may not have been the best (decision.)” However, Law Director Vince Ruffa said the city cannot legally eliminate raises for Alai and the two chiefs without changing the code. Goodwin countered that the city should ask the Ohio Ethics Commission if council can amend the budget and give Alai and the two chiefs zero raises in 2025. Boldt suggested that council pass the 2025 budget and take up with issue of the mayor’s salary connection to the police and fire chiefs’ salaries later in January. Emergency but no emergency Boldt explained that the 2025 budget ordinance won’t take effect until 30 days after passage because it was an emergency ordinance. For emergency ordinances to go into effect faster – in five days – at least five council members would have had to vote in favor. The temporary appropriations ordinance that council will vote on tonight is not an emergency ordinance. Therefore, even with a slim four-vote majority, it would take effect in no more than five days. That’s because under the city charter, ordinances involving the appropriation of money take effect when a simple majority of council approves it and the mayor signs it.

Inflation is predicted to average 2.5% this year and 2.6% next year, according to forecasts from the Office for Budget Responsibility. The British Medical Association said the Government showed a “poor grasp” of unresolved issues from two years of industrial action, and the Royal College of Nursing called the pay recommendation “deeply offensive”. The National Education Union’s chief said teachers were “putting the Government on notice” that the proposed increase “won’t do”. The pay recommendations came after Chancellor Rachel Reeves called for every Government department to cut costs by 5%, as she started work on a sweeping multi-year spending review to be published in 2025. Independent pay review bodies will consider the proposals for pay rises for teachers, NHS workers and senior civil servants. The Department of Health said it viewed 2.8% as a “reasonable amount” to set aside, in its recommendations to the NHS Pay Review Body and the Doctors’ and Dentists’ Remuneration Board remit groups. A 2.8% pay rise for teachers in 2025/26 would “maintain the competitiveness of teachers’ pay despite the challenging financial backdrop the Government is facing”, the Department for Education said. The Cabinet Office also suggested pay increases for senior civil servants should be kept to no more than 2.8%. Paul Johnson, director of the influential economics think tank the Institute for Fiscal Studies (IFS), said it was “not a bad ballpark figure” and feels “just about affordable” given the Government’s public spending plans. The downside, he said, is that public sector workers have lost out since 2010 and unions will be upset that this is not making up the gap, he told Sky News’ Politics Hub with Sophy Ridge. “But given the constraints facing the Chancellor I think it’s pretty hard to argue for more for public sector pay when public sector services ... are under real strain,” he said. Unions expressed their disappointment in the recommendations, with some hinting they could be willing to launch industrial action. The Royal College of Nursing general secretary and chief executive called for “open direct talks now” to avoid “further escalation to disputes and ballots”. Professor Nicola Ranger said: “The Government has today told nursing staff they are worth as little as £2 extra a day, less than the price of a coffee. “Nursing is in crisis – there are fewer joining and too many experienced professionals leaving. This is deeply offensive to nursing staff, detrimental to their patients and contradictory to hopes of rebuilding the NHS. “The public understands the value of nursing and they know that meaningful reform of the NHS requires addressing the crisis in nursing. “We pulled out of the Pay Review Body process, alongside other unions, because it is not the route to address the current crisis. “That has been demonstrated today. “Fair pay must be matched by structural reform. Let’s open direct talks now and avoid further escalation to disputes and ballots – I have said that directly to government today.” Professor Philip Banfield, chairman of the British Medical Association’s council, urged the sector’s pay review body to “show it is now truly independent”. “For this Government to give evidence to the doctors’ and dentists’ pay review body (DDRB) believing a 2.8% pay rise is enough, indicates a poor grasp of the unresolved issues from two years of industrial action,” he said. He said the proposal is far below the current rate of inflation and that the Government was “under no illusion” when doctors accepted pay offers in the summer that there was a “very real risk of further industrial action” if “pay erosion” was not addressed in future pay rounds. “This sub-inflationary suggestion from the current Government serves as a test to the DDRB. “The BMA expects it to take this opportunity to show it is now truly independent, to take an objective view of the evidence it receives from all parties, not just the Government, and to make an offer that reflects the value of doctors’ skills and expertise in a global market, and that moves them visibly further along the path to full pay restoration.” The NEU’s general secretary, Daniel Kebede, said teachers’ pay had been cut by more than one-fifth in real terms since 2010. “Along with sky-high workload, the pay cuts have resulted in a devastating recruitment and retention crisis. Teacher shortages across the school system hit pupils and parents too. “A 2.8% increase is likely to be below inflation and behind wage increases in the wider economy. This will only deepen the crisis in education.” In a hint that there could be a return to industrial action he added: “NEU members fought to win the pay increases of 2023 and 2024. “We are putting the Government on notice. Our members care deeply about education and feel the depth of the crisis. This won’t do.” The offer for teachers is the “exact opposite of fixing the foundations” and will result in bigger class sizes and more cuts to the curriculum, Pepe Di’Iasio, general secretary of the Association of School and College Leaders, said: “The inadequacy of the proposed pay award is compounded by the Government’s intention that schools should foot the bill out of their existing allocations. “Given that per-pupil funding will increase on average by less than 1% next year, and the Government’s proposal is for an unfunded 2.8% pay award, it is obvious that this is in fact an announcement of further school cuts.” Paul Whiteman, general secretary at school leaders’ union NAHT, said: This recommendation falls far short of what is needed to restore the competitiveness of the teaching profession, to enable it to retain experienced professionals and attract new talent. Climate Change Minister Simon Watts says a plan unveiled on Wednesday will ensure will New Zealand meets its emissions budgets and reaches net zero carbon dioxide emissions as early as 2044. Despite an 84 million tonne gap needing to be filled to meet New Zealand's first target under the Paris Agreement, Watts says he remains absolutely committed to meeting the target - but he did not say whether the government would commit to topping up using carbon offsets from overseas or how else the gap will be filled. He said the government was still considering a new recommendation by the Climate Change Commission to move from aiming for net zero emissions to "net negative" or pulling carbon dioxide from the atmosphere by 2050. Watts said the government added to its emissions cutting plan covering 2026-2030 after consultation, to include chapters on building and housing and technology, and reflecting feedback from rangatahi who were concerned that the phrase "least cost" meant saving money now at the expense of future generations. The Green Building Council said although it was pleasing to see a chapter on housing added to the plan, it failed to include "easy wins and opportunities for slashing building emissions." The two actions mentioned in the plan on building - which accounts for 12 percent of the country's emissions - were expanding voluntary energy performance ratings for non-residential buildings and making it easier for people to retrofit their buildings to improve energy efficiency. People seem less inclined to speculate, for example, about alternative explanations for Down syndrome, which causes intellectual disabilities and has long been known to be caused by an extra copy of chromosome 21. “It’s really a shame because there are vulnerable families [of people with autism] who need our support,” said Judith Miller, a clinical psychologist and senior scientist and training director at the Center for Autism Research at Children’s Hospital of Philadelphia. “Every dollar and hour spent trying to debunk a conspiracy theory is a dollar and an hour lost that could have been spent trying to understand how to help families.” A complex condition Finding the causes of autism is complicated, because it’s not a single disorder, said Manish Arora, a professor of environmental medical and climate science at the Icahn School of Medicine at Mount Sinai in New York. “Autism is a spectrum, not a single narrow disease,” Arora said. “It’s many, many things under one umbrella.” Although people diagnosed with autism often have similar strengths and challenges, “there are many paths to autism and many presentations of autism,” Miller said. Scientists have found a variety of risk factors for autism — most of which exist before birth — but there is no single cause for a neurological and developmental condition that affects how people interact with others, communicate, learn and behave. A number of the traits sometimes seen in people with autism — such as being sensitive to loud noises, for example, or finding it difficult to interpret social cues — are also found in people who have not been diagnosed with autism. Doctors diagnose autism based on a person’s behavior, noting that there is no simple test for the condition, as there is for Covid or diabetes, said Arora, founder and CEO of a start-up company that researches biomarkers for autism and other neurological conditions. Finding the cause of an infectious disease — such as influenza, which is caused by the flu virus — is much more straightforward. While researchers continue to study the factors that influence the development of autistic traits, “the one thing we know doesn’t cause autism is vaccines,” said Catherine Lord, a psychologist and researcher at the Center for Autism Research and Treatment at the UCLA David Geffen School of Medicine. Genetic vulnerability Doctors have long known that genes play a large role in autism, simply by noting that autism can run in families. For example, in identical twins — who share all of their DNA — if one twin has autism, the other usually does, as well. In the case of fraternal twins — who share about half their DNA — if one fraternal twin has autism, the chance that the other will have autism ranges from 53% to 67%, according to an analysis of research studies. Scientists have identified more than 100 genes related to autism, Miller said, and genes are believed to play a role in 60% to 80% of cases. “The genetics of autism have never been better understood,” said Dr. Gregory Cejas, medical director of the Autism Clinical Center and Fragile X Clinic at the Washington University School of Medicine. “We’re making leaps and bounds about known genetic causes of autism.” Yet genes clearly don’t explain every case of autism. Autism is very different from conditions like sickle cell anemia or cystic fibrosis, which are caused by a single gene. Scientists believe that people develop autistic traits due to a combination of genetic vulnerability and environmental exposures, Lord said. “People have found many, many different genetic patterns associated with autism, but none of them are only associated with autism and none of them are always associated with autism,” Lord said. For example, fragile X syndrome — caused by a mutated gene on the X chromosome — is the most common known cause of autism. But only a fraction of children with the genetic mutation actually develop autism, Miller said. It’s possible that this mutation leaves some people more vulnerable to developing autistic characteristics, while others with the same mutations don’t develop autistic traits, because they are shielded by protective factors that have not yet been identified. Some people blamed the measles-mumps-rubella vaccine with autism because symptoms of the condition often occur at around 12 to 15 months of age, the same time toddlers get that immunization. But Miller notes that “most of the genetic conditions that affect our life and health aren’t apparent at birth. Symptoms or characteristics won’t show up until later, but the genetic code will have been with us the whole time.” Prenatal vulnerability Many of the known risk factors for autistic characteristics occur before birth or at the time of delivery, Arora said. Babies who experience complications at birth , such as their umbilical cord becoming wrapped around their neck, have a higher risk of autism. So do babies born prematurely , perhaps because of something that happened in the womb. Children are also slightly more likely to be diagnosed with autism if they have older fathers and possibly if they have older mothers, Miller said. It’s not clear if something in the biology of older parents causes a child to have a higher risk of autism, or if socioeconomic issues could play a role. It’s possible that older parents have better access to health care, making it more likely for their child to receive an autism diagnosis. A mother’s health influences her child’s autism risk in several ways, according to multiple studies: Children have a greater chance of being diagnosed with autism if their mothers were exposed to high levels of air pollution or developed a serious infection , such as the flu or pneumonia, while pregnant. While Ne’eman, of the Autistic Self Advocacy Network, said he’s not opposed to basic biological research on autism or its causes, he said those studies do little to help people with autism overcome the barriers they face in their everyday lives. The services include — free intranet TV for mobile, national Wi-Fi roaming that will be available for both BSNL as well as non-BSNL users and fibre-based intranet TV services. With these services, the state-owned telecom aims to enhance connectivity and entertainment options for its customers as well as users of other telecom operators. Here are all the details about the new services. BSNL national Wi-Fi roaming service: How it can help both BSNL and non-BSNL users BSNL has expanded its national Wi-Fi Roaming Facility to rural areas, with Manadipattu becoming the second fully Wi-Fi-enabled village in India. This service will allow both BSNL and non-BSNL customers to enjoy uninterrupted internet access across a network of Wi-Fi hotspots. BSNL fibre-to-the-home (FTTH) customers can access their home internet from any BSNL Wi-Fi hotspot or any BSNL FTTH connection nationwide. For this, only their home data account will be charged. FTTH customers can also use Wi-Fi at public spots or even other BSNL FTTH homes. (To access this, customers will need to provide one-time consent for reciprocal use of these connections across the country. In addition to BSNL FTTH consumers, the high-speed free Wi-Fi connectivity will be extended even to BSNL mobile customers as well. BSNL mobile users can also connect to BSNL Wi-Fi hotspots directly via their mobile plan. One-time registration will make logging in simple and fast. Users can even extend their mobile data usage to BSNL FTTH networks for high-speed downloads. In addition, BSNL mobile users can also log in to any FTTH home connection automatically and will be able to use high-speed internet connectivity. Meanwhile, non-BSNL can also access BSNL’s high-speed Wi-Fi hotspots and BSNL FTTH points/ FTTH home connections by paying through UPI. BSNL’s free intranet TV for mobile and fibre users: How it works Apart from this, BSNL has launched a free Intranet TV service in Puducherry, offering over 300 live TV channels and a variety of on-demand content.
