Three Republican South Dakota politicians are in line to take on more prominent roles to influence cyber policy next year: Gov. Kristi Noem is president-elect Donald Trump’s pick to lead the Homeland Security Department, Sen. Mike Rounds is poised to seize the gavel of a key cybersecurity subcommittee and John Thune will become Senate majority leader. As president of Dakota State University, a school that has put a big focus on cybersecurity and tech, José-Marie Griffiths has worked with all three of them closely on cyber issues — testifying before their committees, consulting them on legislation, being appointed to national commissions by them and more. She has a sense, then, of how the trio will approach their newly elevated roles. In an interview with CyberScoop, she said she expects China to get more attention from the South Dakota politicians, as well as agriculture, a more proactive approach to cybersecurity and a recognition of the need for cyber talent in the center of the country. Thune and Rounds have sponsored cyber legislation in the Senate in the past, and as majority leader, Thune will be able to play a major role in what bills make it to the floor. “Senator Thune is a little bit quieter and calmer than most,” Griffith said. “He doesn’t give an awful lot away. I think he will initially be focused on all of the Senate.” But, she said, “I can imagine that with Governor Noem, if she’s confirmed, and with [Thune’s] position and with Senator Rounds and his role in cybersecurity, I would find it unusual if they didn’t see something emerge, some of those bills come up to the forefront.” Thune’s past tenure as chairman of the Senate Commerce Committee gave him jurisdiction over and oversight of privacy and tech bills, making it a legislative focus of his. He was part of the long-stalled push to pass a data privacy measure , and sponsored a bill on artificial intelligence standards . “His Commerce [Committee] side was very much involved when we had the 5G issues that we were talking about,” Griffiths said. Thune this year discussed how that topic is a national security challenge amid competition with China. Thune has also sponsored or co-sponsored cybersecurity-specific bills, including ones to boost the cyber defense of drones , create a cyber public awareness campaign , develop voluntary cyber guidelines , bolster the cyber workforce and aid small businesses on cybersecurity. As the top Republican on the Senate Armed Services Subcommittee on Cybersecurity, Rounds has emphasized threats from China, Russia and new technologies, and has spoken about the need to improve both cyber offense and defense. He was the first senator to serve as chairman of that subcommittee. He touted language he got into the annual defense policy bill last year, such as a provision authorizing the Defense Department to conduct cyber operations against Mexican drug cartels. Rounds also fought to keep the National Defense University’s College of Information and Cyberspace open. Separate from his subcommittee role, Rounds has sponsored or co-sponsored legislation on the cyber workforce and agricultural cybersecurity. Given his background, Rounds tends to approach cyber as a national security and defense issue, Griffiths said. Spokespeople for Rounds and Thune did not respond to requests for comment about their cybersecurity-focused priorities in the coming years. Noem’s record on cybersecurity includes rejecting DHS grants, hyping the industry in her state and signing cyber legislation into law. Griffiths said Noem got up to speed on cyber during her time in Congress as a member of the House Armed Services Committee. One problem Griffiths has talked about is the tendency for cyber professionals to flock to the coasts — Silicon Valley in the private sector, and Washington, D.C. to work for the government. Noem’s aware of that too, Griffiths said. “She recognizes that we need to see more capabilities, or leverage more capabilities, in the center of the country,” Griffiths said. “I think that’s going to be interesting.” South Dakota’s House representative, Republican Dusty Johnson, also sits on the United States House Select Committee on Strategic Competition between the United States and the Chinese Communist Party. “All four of them are very interested in the role of China,” Griffiths said. With agriculture being South Dakota’s top industry, cybersecurity in that area could also get more emphasis from the state’s elevated trio. “Agriculture is probably the one critical infrastructure that came rather late to the game of cybersecurity,” she said. In their final challenge to secure a junk food buffet for everyone, Richard and Maura still seemed to think the other campmates believed their sob story of no food and no beds but Coleen Rooney had sussed them out. At the picnic trial area Richard and Maura were told they had 12 picnic themed dishes and for every two they successfully ate or drank they would win another portion of food for the junk food buffet. Brought out by a ranger bear, Maura had ‘Porked Eye’ which was two pig’s eyeballs, whilst Richard tucked into a Crawl-Dorf Salad, where he had to eat five cockroaches and five crickets. But the late arrivals reigned victorious, successfully winning six more portions up for grabs at the junk food buffet and redeeming themselves from their Jungle Junkyard deception. The campmates learned they would have a feast of - burgers, hot dogs, chicken nuggets, pizza, onion rings and fries. But after tucking in to the mammoth meal two campmates were left with a sour taste in their mouths. A WALMART Christmas tree is back in stores for the holiday season. The mega-retailer offers a variety of artificial trees for Christmas, but one viral favorite is in stock. A design influencer, Simply Staged and Styled shared their Walmart find on Facebook . O CHRISTMAS TREE... Jimmy Carter , the 39th President of the United States, has died at 100. The longest-living president in U.S. history died almost two years after entering hospice care in his Georgia home in lieu of continued medical intervention for his various health issues. Carter was a one-term but popular president, holding office from 1977-1981, and was unseated by Ronald Reagan. The former Commander in Chief’s nonprofit organization announced he was entering hospice care in February 2023. “After a series of short hospital stays, former U.S. President Jimmy Carter decided to spend his remaining time at home with his family and receive hospice care instead of additional medical intervention,” the February 18 Twitter announcement read. “He has the full support of his family and his medical team. The Carter family asks for privacy during this time and is grateful for the concern shown by his many admirers.” Carter had undergone multiple hospital stints in recent years for various health issues, such as melanoma and several falls. On August 2, 2015, Carter underwent surgery to remove a small cancerous mass in his liver, and he recovered easily. However, the procedure revealed further health complications. On August 11, 2015, it was announced that the cancer had spread to other parts of Carter’s body. In an August 20, 2015 press conference, his doctor revealed the melanoma had spread to four parts of his brain. Carter’s parents and three siblings (two sisters and a brother) all died of different forms of cancer. His mother died of breast cancer; his father and siblings all died of pancreatic cancer. Age 90 at the time of his melanoma diagnosis, Carter believed he was nearing the end of his life but was at peace. “I just thought I had a few weeks left, but I was surprisingly at ease,” he said at the time, per ABC News . “I’ve had a wonderful life. I have thousands of friends...so I was surprisingly at ease, much more so than my wife was.” The former president underwent treatment (surgery, radiation therapy, and immunotherapy) to “extend” his life as much as possible. The treatment was successful, with Carter announcing in March 2016 that doctors stopped his treatment. Carter was hospitalized again the next year for dehydration due to building homes for Habitat for Humanity in Winnipeg, Canada. He was back at work on the homes the next day after some hours of observation. In May 2019, Carter broke his hip in a fall on his way out of his Plains, Georgia, home to go turkey hunting. He had a hip replacement a few days later and suffered another fall in October 2016, needing stitches over one of his eyebrows. In November 2019, he underwent surgery to address pressure in his brain caused by bleeding from the falls and recovered fine. Carter first served as a Georgia senator from 1963 to 1967 and then served as the 76th governor of Georgia from 1971 to 1975. He beat incumbent President Gerald Ford in the 1976 presidential election. The 2002 Nobel Peace Prize winner sought to make the government “competent and compassionate” during his tenure. His accomplishments as president include creating the Department of Education, bolstering the Social Security system, hiring a record number of minority groups in government jobs, and protecting/improving the environment. Part of that effort was successfully adding 103 million acres of Alaskan land to the national park system. Carter was determined to see the U.S. switch from fossil fuel to clean energy with renewable resources. To that end, he had 32 solar panels installed on the roof of the West Wing in the summer of 1979, hoping to set an example for the future of renewable energy. The panels were used for seven years before Reagan had them removed. While he had notable accomplishments, rising energy costs, mounting inflation, and continuing tensions made it difficult for Carter to meet the high expectations he set for his administration. He shepherded in nearly eight million new jobs and a decrease in the budget deficit (per WhiteHouse.org ), but near record-high inflation and interest rates of the time, and the efforts to fix them, triggered a short recession in the economy. In foreign affairs, Carter led the Camp David Accords in 1978, a political agreement between Egypt and Israel reached through 12 days of secret negotiations at the President’s Maryland country retreat. His focus on human rights didn’t sit well with the leaders of the Soviet Union and some other nations. He obtained ratification of the Panama Canal treaties, set up diplomatic relations with the People’s Republic of China, and finished the negotiation of the SALT II nuclear limitation treaty with the Soviet Union. Born James Earl Carter, Jr. on October 1, 1924, Carter’s family ran a peanut farm in Plains, Georgia. Talk of politics and his Baptist faith were tenets of his childhood. He graduated from the Naval Academy in Annapolis, Maryland, in 1946, serving seven years as a naval officer. Carter married his wife, Rosalynn Carter — who died in November 2023 — after graduating from the Academy in 1946. Once again, Towson University cannot move forward with a new doctorate due to its similarity to a degree program at Morgan State University, the Maryland Higher Education Commission has ruled. Eight of the nine commissioners present Wednesday upheld a previous ruling that the doctorate in sustainability and environmental change proposed by Towson University duplicated Morgan State’s bioenvironmental science Ph.D. “It is the role and responsibility of the Maryland Higher Education Commission to prevent unreasonable duplication and unnecessary duplication,” wrote Kristin Clarkson, director of communications for the commission, in an email to The Baltimore Sun. “We encourage institutions to develop academic programs that are not duplicative of existing programs. Moreover, the Commission prioritizes collaboration among institutions to best serve students and the needs of the State.” Morgan State’s program is the only one of its kind in Maryland’s higher education system, according to the school’s website. The degree focuses on various environmental issues affecting biological systems. The key focus of Towson’s proposed program was climate change and sustainability, and included some science courses, the university told The Sun. Students would also be required to take nonscience courses in areas such as economics, geography and political science, making it a unique program in the state, a university official said. Officials at Towson said the school will continue to “seek avenues for accelerating engagement with community partners and collaboration with other universities.” “While TU respects the decision of the commissioners, we are disappointed in and do not concur with today’s denial of our appeal to the Maryland Higher Education Commission that would have led to the approval a unique and critically important interdisciplinary doctoral program in Sustainability and Environmental Change,” a Towson University spokesperson wrote in an email. “The graduates of such a unique program would have helped our state to meet the critical environmental and climate-change related challenges we all face today and increasingly will face in the future.” Morgan State officials referred questions to the higher education commission. It’s not the first time TU had a proposal for a graduate program rebuffed because the curriculum was ruled too similar to one offered at Baltimore’s Morgan State, which is a historically Black university about 4 miles away. In June 2023, to Towson University’s request to start a doctoral program in business analytics because they believed it duplicated a program already taught at the Cold Spring Lane campus. TU’s request was originally denied by a commission employee for being duplicative. The commission’s board overruled that decision in a 4-3 vote that allowed Towson to proceed, but the state’s , saying the vote was invalid. Towson eventually . “Preventing the duplication of academic programs at Maryland’s colleges and universities has a long history rooted in desegregation efforts,” Clarkson said. In May 2021, for the state to settle a lawsuit over the treatment of its four historically Black universities — Morgan State, Bowie State University, Coppin State University and the University of Maryland Eastern Shore — with $555 million in extra funding over 10 years. Alumni and supporters of the schools alleged the state systematically undermined the institutions and made it difficult to compete with the state’s other public universities for students and resources.
