Non-HP Products: What's The Difference & Are They Interchangeable?THE HAGUE (AP) — The world’s top war-crimes court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas’ military chief, accusing them of crimes against humanity in connection with the 13-month war in Gaza. The warrants said there was reason to believe Netanyahu and former Defense Minister Yoav Gallant have used “starvation as a method of warfare” by restricting humanitarian aid and have intentionally targeted civilians in Israel’s campaign against Hamas in Gaza — charges Israeli officials deny. The action by the International Criminal Court came as the death toll from Israel’s campaign in Gaza passed 44,000 people, according to local health authorities, who say more than half of those killed were women and children. Their count does not differentiate between civilians and combatants. Experts say hunger has become widespread across Gaza and may have reached famine levels in the north of the territory, which is under siege by Israeli troops. Israel says it has been working hard to improve entry of aid, though the trickle of supplies into Gaza remains near the lowest levels of the war. Netanyahu condemned the warrant against him, saying Israel “rejects with disgust the absurd and false actions” by the court. In a statement released by his office, he said: “There is nothing more just than the war that Israel has been waging in Gaza.” Gallant, in a statement, said the decision "sets a dangerous precedent against the right to self-defense and moral warfare and encourages murderous terrorism.” The warrant marked the first time that a sitting leader of a major Western ally has been accused of war crimes and crimes against humanity by a global court of justice. The decision turns Netanyahu and the others into internationally wanted suspects, putting them at risk of arrest when they travel abroad and potentially further isolating them . Israel and its top ally, the United States, are not members of the court. But others of Israel's allies, including some of its close European friends, are put in an awkward position. Several, including France, welcomed the court's decision and signaled they might arrest Netanyahu if he visited. The move “represents the most dramatic step yet in the court’s involvement in the conflict between Israel and Hamas," said Anthony Dworkin, senior policy fellow at the European Council on Foreign Relations. Israeli leaders, politicians and officials across the spectrum denounced the warrants and the ICC. The new defense minister, Israel Katz, who replaced Gallant earlier this month, said Thursday’s decision is “a moral disgrace, entirely tainted by antisemitism, and drags the international judicial system to an unprecedented low.” Human rights groups applauded the move. The warrants against both sides “break through the perception that certain individuals are beyond the reach of the law,” the associate international justice director at Human Rights Watch, Balkees Jarrah, said in a statement. The decision came six months after ICC Chief Prosecutor Karim Khan requested the warrants. The court issued a warrant for Mohammed Deif, head of Hamas’ armed wing, over the Oct. 7, 2023, attacks that triggered Israel’s offensive in Gaza. It said it found reasonable grounds to believe Deif was involved in murder, rape, torture and the taking of hostages amounting to war crimes and crimes against humanity. In the Hamas-led attack, militants stormed into southern Israel, killing 1,200 people — mostly civilians — and taking some 250 others hostage. Around 100 Israelis remain captive in Gaza, around a third of them believed to be dead. Khan withdrew requests for warrants for two other senior Hamas figures, Yahya Sinwar and Ismail Haniyeh , who have both since been killed. Israel says it also killed Deif in an airstrike, but Hamas has never confirmed his death. The warrants for Netanyahu and Gallant were issued by a three-judge panel in a unanimous decision. The panel said there were reasonable grounds to believe that both men bear responsibility for the war crime of starvation and the crimes against humanity of murder, persecution and other inhumane acts. The judges said the lack of food, water, electricity, fuel and specific medical supplies created conditions “calculated to bring about the destruction of part of the civilian population in Gaza,” including the deaths of children due to malnutrition and dehydration. They also found that by preventing hospital supplies and medicine from getting into Gaza, doctors were forced to operate, including performing amputations, without anesthesia or with unsafe means of sedation that led to “great suffering.” Israeli diplomatic officials said the government is lobbying the international community to speak out against the warrants and is considering an appeal to the court. The officials spoke on condition of anonymity pending a formal decision on how the government will proceed. Despite the warrants, none of the suspects is likely to face judges in The Hague anytime soon. Member countries are required to detain suspects facing a warrant if they set foot on their soil, but the court has no way to enforce that. For example, Russian President Vladimir Putin, wanted on an ICC warrant for alleged war crimes in Ukraine, recently visited Mongolia, a member state in the court but also a Russian ally. He was not arrested. Still, the threat of arrest now complicates any travel abroad by Netanyahu and Gallant. EU foreign policy chief Josep Borrell said the warrants are binding on all 27 members countries of the European Union. France signaled it could arrest Netanyahu if he came to its territory. Foreign Ministry spokesman Christophe Lemoine called it a “complex legal issue” but said France supports the court’s actions. “Combating impunity is our priority,” he said. “Our response will align with these principles.” Hamas in a statement welcomed the warrants against Netanyahu and Gallant but made no mention of the one against Deif. Israel’s opposition leaders fiercely criticized the ICC’s move. Benny Gantz, a retired general and political rival to Netanyahu, said it showed “moral blindness” and was a “shameful stain of historic proportion that will never be forgotten.” Israel’s campaign has caused heavy destruction across Gaza and driven almost the entire population of 2.3 million people from their homes, leaving most dependent on aid to survive. Two days after Hamas’ attack on southern Israel, Gallant announced a total seal on Gaza, vowing not to let in food, fuel or other supplies. Under U.S. pressure, Israel began allowing a trickle of humanitarian aid to enter a few weeks later. Israel now says it puts no limit on the supplies permitted into Gaza, and it blames the U.N. distribution system. But Israel's official figures show the amount of aid it has let in has plunged since the beginning of October. The U.N has blamed Israeli military restrictions, along with widespread lawlessness that has led to theft of aid shipments. The case at the ICC is separate from another legal battle Israel is waging at the top U.N. court, the International Court of Justice, in which South Africa accuses Israel of genocide , an allegation Israeli leaders staunchly deny. Lawyers for Israel argued in court that the war in Gaza was a legitimate defense of its people and that it was Hamas militants who were guilty of genocide. When researchers infected a batch of raw milk with the H1N1 virus – a subtype of the influenza A virus – and kept it at a relatively standard domestic refrigeration temperature of 4 °C (about 39 °F), they found it took the pathogen 2.3 days to reach a 99 percent reduction in infectivity. Alarmingly, a small fraction of the virus particles remained in a transmissable state for up to five days. The recommended shelf life of refrigerated raw milk is between five and seven days, meaning even under ideal circumstances milk containing the virus could transmit the flu to a consumer. Thankfully, pasteurization resolved the threat. When researchers heated infected milk to 63 °C for 30 minutes, they successfully inactivated the infectious influenza A virus. "This work highlights the potential risk of avian influenza transmission through consumption of raw milk and the importance of milk pasteurization," says environmental engineer Alexandria Boehm from Stanford. Boehm and her colleagues say they could find no other study that has investigated how long viruses can remain infective in raw milk. Theirs is the first, and it comes at a critical time. In a world first, an outbreak of highly pathogenic avian influenza (HPAI) in the US has officially made the jump from birds to cows, infecting hundreds of dairy farms across the nation with the H5N1 virus. "The persistence of influenza viruses in raw milk is concerning, as the consumption of raw milk remains high in the United States due to cultural factors and several popular misconceptions," the authors write . "Some of these misconceptions include beliefs that raw milk could cure lactose intolerance or asthma, enhance the immune system, and have greater nutritional value compared to pasteurized milk." None of these arguments are ultimately backed up by evidence, and the risks from drinking raw milk can be extremely dangerous, even fatal. About 4 percent of Americans drink raw milk at least once each year, but even with such a small population directly exposed to the risk, there is a threat to public health. The more time the HPAI virus spends in a human body, the more chances it has to get to know the terrain, possibly mutating to better infect our species down the road. So far, US dairy farm workers that have fallen ill have experienced only mild symptoms , but historically, H5N1 outbreaks among humans have high fatality rates , sitting somewhere around 50 percent. Even without bird flu on the scene, health officials warn that drinking unpasteurized milk can expose consumers to pathogens, s uch as Listeria , Salmonella , Campylobacter , and E. coli. Country singer Caleb Kennedy, who competed in American Idol Season 19, has been sentenced to eight years in prison following his involvement in a 2022 car crash that killed a man in Pacolet, South Carolina. Kennedy pled guilty last week to the felony charge of driving under the influence resulting in death, according to the Greenville News . He was initially sentenced to 25 years in prison and a $25,100 fine, but he had that sentence and fine reduced to eight years and $15,100, with three of those years served in home detention. Additionally, the singer will serve five years of probation, and he is required to attend mental health and substance abuse counseling. The legal update comes nearly three years after Kennedy, then 17, struck and killed 54-year-old Larry Duane Parris while driving his Ford F-150 on February 8, 2022. Warrants alleged that Kennedy was under the influence of marijuana at the time, and he was arrested on the DUI charge on the day of the crash. The motion to approve a 2% increase Monday came from council member Gabe Johnson, chair of the council’s Personnel and Finance Committee. “Last year was a substantial tax increase,” Johnson said, referencing the 8% levy increase for 2024. “Two might still be too high, but I know people are feeling both ways, so I think two is kind of a compromise, right in the middle.” The 2%, Johnson noted, still gives the council some unallocated fund balance in case of instances like the hiring of an additional informational technology employee or a change of heart on the levy for the Brainerd Lakes Regional Airport. Council member Kara Terry said before the motion was made she would not support a measure that allocates only $1,000 to the airport. The vote for the $1,000 airport levy came Sept. 16, when the council also approved the preliminary budget. Terry was absent during the meeting, leading to a split 3-3 vote to set the airport levy at $150,000. That tie was broken by Mayor Dave Badeaux, who was opposed. A subsequent motion to approve a $1,000 levy for the airport passed 5-1, with Tiffany Stenglein as the sole no vote. The action came after discussion of Brainerd residents being taxed twice for the airport by paying into both the county and city levies for its operations. When approached earlier this year about having an ownership discussion about the airport, county staff indicated they were not interested, though Commissioner Steve Barrows has since said the county is willing to have the conversation, though the last request came too far into the budget process. “Without the increased airport allocation, I will not be voting in favor of the levy,” Terry said Monday. Stenglein said she shared Terry’s concerns, feeling like only $1,000 undermines the work airport staff does and the value gained from the airport. However, Stenglein said she was not willing to throw the whole budget and levy away because of that one issue. “I will take my half a loaf of bread on this one,” Stenglein said. Kevin Stunek, council liaison to the Airport Commission, said he would also oppose the measure because of the airport levy. “I really struggle with this. I think $1,000 is peanuts,” Stunek said. “... I just have to support the airport as the liaison out there and the staff and the people.” Council member Mike O’Day said he would support the 2% levy increase. Rich countries have agreed to pool together at least $300 billion a year by 2035. It’s not near the full amount of $1.3 trillion that developing countries were asking for, and that experts said was needed. But some delegations said this deal is headed in the right direction, with hopes that more money flows in the future. The text included a call for all parties to work together using “all public and private sources” to get closer to the $1.3 trillion per year goal by 2035. That means also pushing for international mega-banks, funded by taxpayer dollars, to help foot the bill. And it means, hopefully, that companies and private investors will follow suit on channeling cash toward climate action. The agreement is also a critical step toward helping countries on the receiving end create more ambitious targets to limit or cut emissions of heat-trapping gases that are due early next year. It’s part of the plan to keep cutting pollution with new targets every five years, which the world agreed to at the U.N. talks in Paris in 2015. The Paris agreement set the system of regular ratcheting up climate fighting ambition as away to keep warming under 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels. The world is already at 1.3 degrees Celsius (2.3 degrees Fahrenheit) and carbon emissions keep rising. What will the money be spent on? The deal decided in Baku replaces a previous agreement from 15 years ago that charged rich nations $100 billion a year to help the developing world with climate finance. The new number has similar aims: it will go toward the developing world's long laundry list of to-dos to prepare for a warming world and keep it from getting hotter. That includes paying for the transition to clean energy and away from fossil fuels. Countries need funds to build up the infrastructure needed to deploy technologies like wind and solar power on a large scale. Communities hard-hit by extreme weather also want money to adapt and prepare for events like floods, typhoons and fires. Funds could go toward improving farming practices to make them more resilient to weather extremes, to building houses differently with storms in mind, to helping people move from the hardest-hit areas and to help leaders improve emergency plans and aid in the wake of disasters. The Philippines, for example, has been hammered by six major storms in less than a month, bringing to millions of people howling wind, massive storm surges and catastrophic damage to residences, infrastructure and farmland. “Family farmers need to be financed," said Esther Penunia of the Asian Farmers Association. She described how many have already had to deal with millions of dollars of storm damage, some of which includes trees that won't again bear fruit for months or years, or animals that die, wiping out a main source of income. “If you think of a rice farmer who depends on his or her one hectare farm, rice land, ducks, chickens, vegetables, and it was inundated, there was nothing to harvest,” she said. He cited Trump's recent victory in the US — with his promises to pull the country out of the Paris Agreement — as one reason why the relationship between China and the EU will be more consequential for global climate politics moving forward. Developing nations also faced some difficulties agreeing in the final hours, with one Latin American delegation member saying that their group didn't feel properly consulted when small island states had last-minute meetings to try to break through to a deal. Negotiators from across the developing world took different tacks on the deal until they finally agreed to compromise. Meanwhile, activists ramped up the pressure: many urged negotiators to stay strong and asserted that no deal would be better than a bad deal. But ultimately the desire for a deal won out. Some also pointed to the host country as a reason for the struggle. Mohamed Adow, director of climate and energy think tank Power Shift Africa, said Friday that “this COP presidency is one of the worst in recent memory,” calling it “one of the most poorly led and chaotic COP meetings ever.” The presidency said in a statement, “Every hour of the day, we have pulled people together. Every inch of the way, we have pushed for the highest common denominator. We have faced geopolitical headwinds and made every effort to be an honest broker for all sides.” Shuo retains hope that the opportunities offered by a green economy “make inaction self-defeating” for countries around the world, regardless of their stance on the decision. But it remains to be seen whether the UN talks can deliver more ambition next year.
