Sean Horrell walked into the woods holding a basket filled with hot meals, water bottles, juice boxes and snacks for a group of people living in a small London, Ont., homeless encampment. When he approached the camp, he was greeted by a brown dog that barked and wagged its tail. As Horrell called out names, four people left their makeshift shelters to grab the lunch he'd brought. It was a chilly day in late November, with thick clouds and a light drizzle making it feel even colder. "Do you have any winter clothes?" asked a woman in a black hoodie with "Good Vibes" written on it. Horrell responded with a smile, "Yes, you have to walk with me." Two men and a woman followed as he strolled through muddy leaves to a minivan in a nearby parking lot, where they tried on jackets, boots and socks. "On days like today, where it's raining or as the weather gets worse, it means so much more that we show up and we come to them," Horrell said. "Not only does it make them feel very valued but often if you're sick out here, that's when you need energy and a warm meal the most." As the province seeks to end homeless encampments in public spaces with tough new legislation, many Ontarians are divided over how the issue should be handled amid ongoing housing, addictions and mental-health crises. An unhoused person sleeps on a doorstep in this undated file photo (Daryl Newcombe/CTV News London) But Horrell and his team at 519Pursuit, a non-profit organization that helps homeless people in London, are determined to continue delivering hot meals and supplies five days a week to people living in tents. Horrell's routine is almost the same every day. In the morning, he drives to a storage building where 519Pursuit keeps donated items including sleeping bags, drinks, snacks and pet food. Then, he and a group of volunteers pack food and drinks in plastic bags before heading off in different directions to distribute help across the city. Premier Doug Ford's government recently introduced legislation to give more powers to police and municipalities to clear encampments out of public parks, a move critics say would further marginalize an already marginalized group. The bill aims to strengthen penalties for those who repeatedly break trespass laws and use illegal drugs in public, but it's unclear when that will take effect since the legislature won't return from its winter break until March 3. The Canadian Alliance to End Homelessness has called the pending legislation "ineffective, costly and cruel." "The only way to solve homelessness is with homes," it said in a news release. "Encampments are necessary right now because the system itself is inundated, there aren't enough (shelter) beds," he said. "If it is a choice between having no space for people who are experiencing homelessness and having allocated spaces, I think it is an obvious choice." The premier also announced an additional $75.5 million funding toward homelessness prevention programs, including $50 million for affordable housing and $20 million to expand shelter capacity. Horrell said the issue has always been a "double-edged sword." While encampments provide homeless people with support and a sense of community, they also pose challenges for area residents and businesses, he said. As he spoke with The Canadian Press, Horrell was approached by a man walking his dog close to an encampment who said he enjoyed talking to a couple in one of the tents when dropping them food and supplies, calling both "good" people. But he also heard from an elderly woman who complained about her shoes being stolen from her property and quickly pointed finger at people in a nearby camp – who denied the accusation. The Abacus Data survey, commissioned by the Canadian Alliance to End Homelessness, asked 1,500 adults about encampments and homelessness. It found that while an overwhelming majority in Ontario expressed some level of concern over encampments, a relatively low number of respondents favoured a heavy-handed approach to clear them. Although 65 per cent of respondents said they were concerned about encampments in their community, only 12 per cent supported stronger law enforcement measures. The Association of Municipalities of Ontario has estimated that there were at least 1,400 encampments in cities and towns across the province in 2023. The City of London said around 200 people currently live in 105 tents and another 100 individuals are completely unsheltered. Spokesperson Andrea Rosebrugh said the city's approach to encampments is reactive, meaning any removals are based on complaints and subsequent evaluation of the sites. (Daryl Newcombe/CTV News London) "We continue to approach encampments in our city with compassion and a desire to support those who are living unsheltered," Rosebrugh said in a statement. In Canada's most populous city, there are around 450 tents across more than 100 parks, according to City of Toronto officials. Toronto Deputy Mayor Amber Morley said any efforts aimed at preventing the growth of encampments in public spaces are welcomed, but expressed concerns about the proposed provincial legislation. "I do think that we have to be really thoughtful and really considered in terms of the solutions that we're working together," she said, adding that pushing people out of their tents before providing them shelters will not resolve the problem. "There is the obvious question when we talk about clearing encampments ... where are we clearing the individuals within those encampments to go?" Morley said at a recent news conference about the city's shelter plans. "These are human beings and clearing people that are residents of our city for me is not a reasonable or respectful thing for us to be talking about." That question was also raised by Michelle Boissonneault, another outreach worker at 519Pursuit in London, who has struggled with addiction and homelessness in the past. Boissonneault said she started using drugs as a teenager and lived on the streets for years. "I never felt the need to take care of myself," she said. "I just didn't care, like my humanity had been absolutely ripped from me. I was an empty shell of a human being." Boissonneault said she has been sober for two and a half years and now lives in her own apartment. She visits local encampments three times a week to help those going through what she has personally experienced. Removing the camps will simply push people onto the streets, she said, which might make the situation even worse. He said what he does is emotionally exhausting. A woman he knew at an encampment took her own life a few years ago, he said, his voice disappearing into a sob. Two years ago, he and a few other outreach workers found the remains of a man who had died after using drugs alone in a tent. Despite the emotional toll, he said, he loves his job because it makes him "feel good." Those experiences and the fact that he himself is a recovered drug addict have taught him a lesson, Horrell said. "I can't save people, only people can save themselves, but in order to do that you've got to be cared for and you got to feel like you're worth fighting for." Login or signup to continue reading Laws to cap the indexation rate for the Higher Education Loan Program at either the rate of inflation or the wage price index - whichever is lowest - passed federal parliament late Tuesday night after Australians were stung with a 7.1 per cent increase to their student debts in 2023 because of surging inflation. The indexation changes will lead to $3 billion in debt being cleared over coming weeks. "University is a lot more expensive today than when I was at university," Education Minister Jason Clare told reporters in Canberra on Wednesday. "Wiping $3 billion in debt will fix that spike in inflation that happened last year and it'll make sure that never happens again." People with an average HELP debt level will get a $1200 reduction on their loans. Those with a debt of $45,000 will get a decrease of about $2000, while students with $60,000 owning will have debt lowered by $2700. The changes were recommended in the university accords, a review of the tertiary education sector handed down in February. The laws mean university students completing placement will receive payments to help with living costs from July 2025. Students in degrees including teaching, nursing, midwifery and social work will receive an allowance of $319 per week. The reforms were a big win for students and graduates at a time when many Australians were struggling with the high cost of living, Universities Australia chief executive Luke Sheehy said. Though universities have celebrated these measures, other government proposals for the sector have been widely spurned. Labor has attempted to implement a cap on the number of foreign student arrivals from 2025. The reform would be used in place of an immigration rule known as ministerial direction 107, that has throttled student visas. Swinburne University of Technology vice-chancellor Pascale Quester has urged the government to replace the ministerial direction and prioritise visa processing for enrolments in science, technology, engineering and mathematics courses - collectively known as STEM subjects. The number of domestic students taking these courses has dropped steadily, while international student interest has increased by 39 per cent since 2021. "Forget a brain drain, we are at risk of a brain drought," Professor Quester said. "There is so much STEM talent in the region, but we have slammed the door in their faces with hastily-crafted policy." The government is also expected to slash a further 20 per cent off Australians' student debt if it wins the federal election in 2025. It’s a daunting reality for Democrats: Republican Donald Trump's support has grown broadly since he last sought the presidency. In his defeat of Democrat Kamala Harris , Trump won a bigger percentage of the vote in each one of the 50 states, and Washington, D.C., than he did four years ago. He won more actual votes than in 2020 in 40 states, according to an Associated Press analysis. Certainly, Harris’ more than 7 million vote decline from President Joe Biden’s 2020 total was a factor in her loss, especially in swing-state metropolitan areas that have been the party’s winning electoral strongholds. People are also reading... But, despite national turnout that was lower than in the high-enthusiasm 2020 election, Trump received 2.5 million more votes than he did four years ago. He swept the seven most competitive states to win a convincing Electoral College victory, becoming the first Republican nominee in 20 years to win a majority of the popular vote. Trump cut into places where Harris needed to overperform to win a close election. Now Democrats are weighing how to regain traction ahead of the midterm elections in two years, when control of Congress will again be up for grabs and dozens of governors elected. There were some notable pieces to how Trump's victory came together: Though Trump improved across the map, his gains were particularly noteworthy in urban counties home to the cities of Detroit, Milwaukee and Philadelphia, electoral engines that stalled for Harris in industrial swing states Michigan, Wisconsin and Pennsylvania. Harris fell more than 50,000 votes — and 5 percentage points — short of Biden's total in Wayne County, Michigan, which makes up the lion's share of the Detroit metro area. She was almost 36,000 votes off Biden's mark in Philadelphia County, Pennsylvania, and about 1,000 short in Milwaukee County, Wisconsin. It wasn't only Harris' shortfall that helped Trump carry the states, a trio that Democrats had collectively carried in six of the seven previous elections before Nov. 5. Trump added to his 2020 totals in all three metro counties, netting more than 24,000 votes in Wayne County, more than 11,000 in Philadelphia County and almost 4,000 in Milwaukee County. It’s not yet possible to determine whether Harris fell short of Biden’s performance because Biden voters stayed home or switched their vote to Trump — or how some combination of the two produced the rightward drift evident in each of these states. Harris advertised heavily and campaigned regularly in each, and made Milwaukee County her first stop as a candidate with a rally in July. These swings alone were not the difference in Michigan, Pennsylvania and Wisconsin, but her weaker performance than Biden across the three metros helped Trump, who held on to big 2020 margins in the three states' broad rural areas and improved or held steady in populous suburbs. Trump's team and outside groups supporting him knew from their data that he was making inroads with Black voters, particularly Black men younger than 50, more concentrated in these urban areas that have been key to Democratic victories. When James Blair, Trump's political director, saw results coming in from Philadelphia on election night, he knew Trump had cut into the more predominantly Black precincts, a gain that would echo in Wayne and Milwaukee counties. “The data made clear there was an opportunity there,” Blair said. AP VoteCast, a nationwide survey of more than 120,000 voters, found Trump won a larger share of Black and Latino voters than he did in 2020, and most notably among men under age 45. Democrats won Senate races in Michigan and Wisconsin but lost in Pennsylvania. In 2026, they will be defending governorships in all three states and a Senate seat in Michigan. Despite the burst of enthusiasm Harris' candidacy created among the Democratic base when she entered the race in July, she ended up receiving fewer votes than Biden in three of the seven states where she campaigned almost exclusively. In Arizona, she received about 90,000 fewer votes than Biden. She received about 67,000 fewer in Michigan and 39,000 fewer in Pennsylvania. In four others — Georgia, Nevada, North Carolina and Wisconsin — Harris won more votes than Biden did. But Trump's support grew by more — in some states, significantly more. That dynamic is glaring in Georgia, where Harris received almost 73,000 more votes than Biden did when he very narrowly carried the state. But Trump added more than 200,000 to his 2020 total, en route to winning Georgia by roughly 2 percentage points. In Wisconsin, Trump's team reacted to slippage it saw in GOP-leaning counties in suburban Milwaukee by targeting once-Democratic-leaning, working-class areas, where Trump made notable gains. In the three largest suburban Milwaukee counties — Ozaukee, Washington and Waukesha — which have formed the backbone of GOP victories for decades, Harris performed better than Biden did in 2020. She also gained more votes than Trump gained over 2020, though he still won the counties. That made Trump's focus on Rock County, a blue-collar area in south central Wisconsin, critical. Trump received 3,084 more votes in Rock County, home of the former automotive manufacturing city of Janesville, than he did in 2020, while Harris underperformed Biden's 2020 total by seven votes. That helped Trump offset Harris' improvement in Milwaukee's suburbs. The focus speaks to the strength Trump has had and continued to grow with middle-income, non-college educated voters, the Trump campaign's senior data analyst Tim Saler said. “If you're going to have to lean into working-class voters, they are particularly strong in Wisconsin,” Saler said. “We saw huge shifts from 2020 to 2024 in our favor.” Of the seven most competitive states, Arizona saw the smallest increase in the number of votes cast in the presidential contest — slightly more than 4,000 votes, in a state with more than 3.3 million ballots cast. That was despite nearly 30 campaign visits to Arizona by Trump, Harris and their running mates and more than $432 million spent on advertising by the campaigns and allied outside groups, according to the ad-monitoring firm AdImpact. Arizona, alone of the seven swing states, saw Harris fall short of Biden across small, midsize and large counties. In the other six states, she was able to hold on in at least one of these categories. Even more telling, it is also the only swing state where Trump improved his margin in every single county. While turnout in Maricopa County, Arizona's most populous as the home to Phoenix, dipped slightly from 2020 — by 14,199 votes, a tiny change in a county where more than 2 million people voted — Trump gained almost 56,000 more votes than four years ago. Meanwhile, Harris fell more than 60,000 votes short of Biden's total, contributing to a shift significant enough to swing the county and state to Trump, who lost Arizona by fewer than 11,000 votes in 2020. The biggest leaps to the right weren't taking place exclusively among Republican-leaning counties, but also among the most Democratic-leaning counties in the states. Michigan's Wayne County swung 9 points toward Trump, tying the more Republican-leaning Antrim County for the largest movement in the state. AP VoteCast found that voters were most likely to say the economy was the most important issue facing the country in 2024, followed by immigration. Trump supporters were more motivated by economic issues and immigration than Harris', the survey showed. “It’s still all about the economy," said North Carolina Democratic strategist Morgan Jackson, a senior adviser to Democrat Josh Stein, who won North Carolina’s governorship on Nov. 5 as Trump also carried the state. “Democrats have to embrace an economic message that actually works for real people and talk about it in the kind of terms that people get, rather than giving them a dissertation of economic policy,” he said. Governor’s elections in 2026 give Democrats a chance to test their understanding and messaging on the issue, said Democratic pollster Margie Omero, whose firm has advised Wisconsin’s Democratic Gov. Tony Evers in the past and winning Arizona Senate candidate Ruben Gallego this year. “So there’s an opportunity to really make sure people, who governors have a connection to, are feeling some specificity and clarity with the Democratic economic message,” Omero said. The strategy also simply makes sense. “I would do the same," Jefferson said. "It’s either let everybody else go off or let Justin go off. I’m going to let everybody else go off. That would be my game plan.” When the Vikings visit Chicago on Sunday, they're expecting the usual heavy dose of split-safety coverage designed to put a lid on the passing attack and force them to operate primarily underneath. “We see that every week: Teams just have different tendencies on film, and then when we go out on the field they play us totally different,” Jefferson said, later adding: “I don’t really feel like anyone else is getting played how I’m getting played.” Jefferson nonetheless is second in the NFL in receiving yards (912) behind Cincinnati's Ja'Marr Chase, his former college teammate at LSU.
