The current drone-countering authorities — authorized as part of the FAA Reauthorization Act of 2018 — grant both the Department of Homeland Security (DHS) and the Department of Justice (DOJ) authority to use advanced detection technologies to identify, track and intercept drones that aren’t complying with the law. The 2018 measure exempts the agencies from other laws that prevent interference with aircraft and wiretapping without a warrant. It expires on Dec. 20, and lawmakers must attach a last-minute extension to a stopgap spending bill to fund the government this week in order to prevent a lapse. But government officials say the 11th hour, piecemeal approach harms their ability to counter drone threats . (Lucy Biggers) "We cannot appropriately budget, we can’t strategically plan for the future," Steven Willoughby, deputy director of the Department of Homeland Security’s counter-drone office, said during a security forum last week. "The administration has been seeking, for several years now, additional authorities to expand the counter-UAS authorities, both of the federal government, which are themselves very limited, and also to give state and local authorities the authority to use certain C-UAS technologies with federal oversight," a senior Biden administration official told reporters on a call over the weekend. "That legislation has been pending." DRONE MYSTERY: NEW JERSEY HOMEOWNERS THREATEN TO TAKE MATTERS INTO THEIR OWN HANDS IF GOVERNMENT DOESN'T ACT A DHS official said that while there is "no known malicious activity in New Jersey," the sightings there "highlight a gap in our current authorities, and so we would also urge Congress to pass our important counter-UAS legislation." The White House-backed Counter-UAS Authority, Security and Reauthorization Act of 2024 would expand the government’s drone authorities and renew them until 2028 — and add new state and local drone authorities. But a separate, bipartisan House plan would scale back the proposed state and local authorities in favor of authorizing the Federal Aviation Administration (FAA) to take down drones, instead of just regulating their use in airspace. But lawmakers don’t have time to hash out their disputes over which agency should get what authority before agencies lose their powers entirely — so the narrow extension of authority attached to the stopgap measure is only expected to last a matter of months. DRONE EXPERTS RULE OUT US GOVERNMENT EXPERIMENT, UNSURE OF OTHER NEW JERSEY DRONE PHENOMENON THEORIES For nearly a month, New Jersey residents have alerted authorities to sightings of mysterious drones, some as wide as six feet, hovering in the sky at night. Sightings have ranged from 4 to 180, and some of them seem to be operating in a coordinated manner, and some unmanned aerial systems have been spotted near the Army's Picatinny Arsenal and Naval Weapons Station Earle. Law enforcement has been able to offer little explanation for the phenomenon — but steered the public away from the assumption that the drones originate with a foreign adversary. "To date, we have no intelligence or observations that would indicate that they were aligned with a foreign actor or that they had malicious intent," a Defense Department official told reporters over the weekend. We have very limited authorities when it comes to moving off base," the official added. Additional unauthorized drone sightings have been recorded near Wright-Patterson Air Force Base in Ohio, where officials closed the airspace for four hours due to the sighting, and Ramstein U.S. Air Force Base in Germany in recent days.

Reports of possible drone sightings that began in November in New Jersey raised concerns among residents, prompting federal agencies to release more information. Sightings were reported almost daily by residents of New Jersey, Connecticut, Massachusetts, Pennsylvania, and Virginia. However, federal experts and officials warn that shooting at drones is both risky and illegal, with potentially serious consequences. "While I understand the frustration that mystery drones may cause, taking matters into private hands by firing at drones creates significant dangers," said Rick Smith, founder and CEO of Axon, a company that manufactures anti-drone technology. Kicker Nick Folk worked through some soreness, making a pair of field goals for Tennessee's only points last week in the Titans' loss to the Jaguars , his longest a 46-yarder. Both Folk and Brayden Narveson were on the field Wednesday during the portion of practice open to reporters, though the Titans listed Folk among six who did not practice. Coach Brian Callahan said it was just some “general soreness" for Folk. But as good as Folk has been this season, he turned 40 last month. So the Titans (3-10) signed Narveson to the practice squad Tuesday after he spent training camp with them in case they need an option Sunday when they host Cincinnati (5-8). “You’re always mindful of it with kickers and that kind of leg soreness," Callahan said. "So he finished the game but was sore. ... He doesn’t do anything on Wednesdays anyway. He’ll try to kick (Thursday), and we’ll see where he’s at. So I don’t really know how to feel about it either way. I just know he’ll kick tomorrow, and then we’ll have a better feel for his status after that.” Folk has an NFL record streak of 85 consecutive field goals made on attempts from less than 40 yards, which included a 39-yarder that put the Titans up 6-0 last week. Toronto agency launches court challenge against new law that would shutter some supervised consumption sites
The list of President-elect Donald Trump's legal cases is shrinking — or being delayed. On Monday, Special Counsel Jack Smith filed a motion to dismiss the Washington, D.C. election subversion case. He also asked a federal appeals court to stop reviewing the classified documents case in Florida. On Tuesday, that court granted dismissal of the case against Trump — though not against other appellees. In dismissing the cases, the Special Counsel cited the Department of Justice's long-standing policy of not prosecuting sitting presidents. "After careful consideration, the Department has determined that OLC's prior opinions concerning the Constitution's prohibition on federal indictment and prosecution of a sitting President apply to this situation and that as a result this prosecution must be dismissed before the defendant is inaugurated," Smith wrote in his court filing regarding the election subversion case. "We've used the word unprecedented a lot over the course of the last four years, and yet again this is something that is unprecedented, and Smith himself said this in his motion," former state and federal prosecutor David S. Weinstein told Scripps News. "He took great detail to point out that this was not based on the strength or weakness of the case." In a post on Truth Social , Trump said in part "These cases, like all of the other cases I have been forced to go through, are empty and lawless." He was convicted in his New York hush money case in May, but sentencing — which was scheduled for this week — has been delayed . After Smith's actions Monday, Trump now faces only the Georgia election interference case. In Georgia, Trump was indicted along with 18 allies, accused of trying to overturn the 2020 election results in the state. But that case is now on hold after the state appeals court unexpectedly removed a December hearing from its calendar. That court will issue a new order on how this case will move forward, but with less than two months before the inauguration, the future of the Georgia and New York hush money cases are still being decided. "The two state cases are likely to recede into the background — at best," former Department of Justice attorney and current partner at Gelber, Schachter & Greenberg, Barbara Llanes, told Scripps News. "We probably won't hear much about these cases following the inauguration of President-elect Trump." Defense attorneys for Trump believe his election victory is enough for the hush money case to be dismissed. They need to file a motion by Dec. 2 making that argument. Then prosecutors have until Dec. 9 to file a rebuttal. They still believe Trump should be sentenced — even if it's after he leaves office. Judge Juan Merchan will then make a decision on how this case should move forward. There's no set date on exactly when he will make that decision.

I think it was just a lack of technique,” Nabers said. “We were playing our butts off, we just lacked technique.” The Giants (2-9) trailed 23-0 at halftime and had run only 19 plays on offense. But while the deal, set to take effect early Wednesday, could significantly calm the tensions that have inflamed the region, it does little directly to resolve the much deadlier war that has raged in Gaza since the Hamas attack on southern Israel in October 2023 that killed 1,200 people. Hezbollah, which began firing scores of rockets into Israel the following day in support of Hamas, has previously said it would keep fighting until there was a stop to the fighting in Gaza. Here’s what to know about the tentative ceasefire agreement and its potential implications: – The terms of the deal The agreement reportedly calls for a 60-day halt in fighting that would see Israeli troops retreat to their side of the border while requiring Hezbollah to end its armed presence in a broad swathe of southern Lebanon. Under the deal, thousands of Lebanese troops and UN peacekeepers are to deploy to the region south of the Litani River. An international panel lead by the US would monitor compliance by all sides. Mr Biden said the deal “was designed to be a permanent cessation of hostilities.” Israel has demanded the right to act should Hezbollah violate its obligations. Lebanese officials have rejected writing that into the proposal. Israel’s defence minister, Israel Katz, insisted on Tuesday that the military would strike Hezbollah if the UN peacekeeping force, known as Unifil, does not provide “effective enforcement” of the deal. – Lingering uncertainty A Hezbollah leader said the group’s support for the deal hinged on clarity that Israel would not renew its attacks. “After reviewing the agreement signed by the enemy government, we will see if there is a match between what we stated and what was agreed upon by the Lebanese officials,” Mahmoud Qamati, deputy chair of Hezbollah’s political council, told the Qatari satellite news network Al Jazeera. “We want an end to the aggression, of course, but not at the expense of the sovereignty of the state” of Lebanon, he said. The European Union’s top diplomat, Josep Borrell, said on Tuesday that Israel’s security concerns had been addressed in the deal also brokered by France. – Where the fighting has left both sides After months of cross-border bombings, Israel can claim major victories, including the killing of Hezbollah’s top leader, Hassan Nasrallah, most of his senior commanders and the destruction of extensive militant infrastructure. A complex attack in September involving the explosion of hundreds of walkie-talkies and pagers used by Hezbollah was widely attributed to Israel, signalling a remarkable penetration of the militant group. The damage inflicted on Hezbollah has come not only in its ranks, but to the reputation it built by fighting Israel to a stalemate in the 2006 war. Still, its fighters managed to put up heavy resistance on the ground, slowing Israel’s advance while continuing to fire scores of rockets, missiles and drones across the border each day. The ceasefire offers relief to both sides, giving Israel’s overstretched army a break and allowing Hezbollah leaders to tout the group’s effectiveness in holding their ground despite Israel’s massive advantage in weaponry. But the group is likely to face a reckoning, with many Lebanese accusing it of tying their country’s fate to Gaza’s at the service of key ally Iran, inflicting great damage on a Lebanese economy that was already in a grave condition. – No answers for Gaza Until now, Hezbollah has insisted that it would only halt its attacks on Israel when it agreed to stop fighting in Gaza. Some in the region are likely to view a deal between the Lebanon-based group and Israel as a capitulation. In Gaza, where officials say the war has killed more than 44,000 Palestinians, Israel’s attacks have inflicted a heavy toll on Hamas, including the killing of the group’s top leaders. But Hamas fighters continue to hold scores of Israeli hostages, giving the militant group a bargaining chip if indirect ceasefire negotiations resume. Hamas is likely to continue to demand a lasting truce and a full Israeli withdrawal from Gaza in any such deal.
