Fischer-Mishler, Harpswell The Midcoast Regional Redevelopment Authority continues to shrug off responsibility for the disastrous release of PFAS-laden aqueous film-forming foam (AFFF) at the Brunswick Executive Airport in August. MRRA’s “Environmental Update,” issued last week, contains no plans to assist nearby residents whose drinking water wells are likely to be impacted, dismissing their valid concerns by quoting a statement from the Navy that “it’s too early to say whether the new release has affected the wells or if it is a result of legacy releases or other causes.” This misses the point entirely. Residents in the known path of historical contamination from the former Brunswick Naval Air Station are reasonably worried that toxic PFAS from the August “spill,” one of the largest in U.S. history, will also end up in their drinking water. Instead of dithering over exactly when the effects of the August disaster will manifest in drinking water, MRRA should assist residents now, before the inevitable happens. Mitigation measures, such as connection to town water or installation of filtration systems, are available and should be implemented while there is time to prevent health impacts. Unfortunately, MRRA has signaled no plans to help. Its “Environmental Update” includes a lengthy discussion of past contamination at the former Brunswick Naval Air Station, yet the August AFFF disaster occurred squarely on MRRA’s watch. And this could happen again: MRRA controls additional stores of PFAS-containing AFFF in aging systems and still has not given the public an account of the cause of the August incident. A similar spill at Hangar 6 could jeopardize the public drinking water supply in Brunswick. MRRA has rebuffed the Brunswick Town Council’s September resolution to shut off this system, citing “contractual obligations” to airport tenants. MRRA was originally created by the state Legislature as a public municipal corporation. “Redevelopment” is in its name, and is a laudable goal, but should not be the only focus. The statute also says that MRRA may “[p]rovide for the public safety” and “ensure the public safety.” Brunswick, and the communities downstream, deserve this. Evan Spiegel and will.i.am Join Variety Entertainment Summit at CESA DUP minister rebuffed a suggestion that there could be an extension of pub opening hours in Northern Ireland to celebrate the golden jubilee of the late Queen Elizabeth II in 2002, declassified files show. Stormont minister Maurice Morrow told an official he would not raise the issue with the Northern Ireland Executive , despite similar measures being considered in England and Wales. A file on planning arrangements for the jubilee celebrations reveals a series of civil service correspondences on how Northern Ireland would mark the occasion. It includes a letter sent on January 11 2001 from an official in the Office of the First Minister/Deputy First Minister (OFMDFM) to the Department of Social Development, advising that a committee had been set up in London to consider a programme of celebrations. The correspondence says: “One of the issues the committee is currently considering is the possibility of deregulating liquor licensing laws during the golden jubilee celebrations on the same lines as the arrangements made for the millennium. “It is felt that the golden jubilee bank holiday on Monday 3 June 2002 is likely to be an occasion on which many public houses and similar licensed premises would wish to stay open beyond normal closing time.” The letter said a paper had been prepared on the issue of extending opening hours. It adds: “You will note that paragraph seven of the paper indicates that the devolved administrations ‘would need to consider deregulation separately within their own jurisdictions’. “I thought that you would wish to be aware that this issue is receiving active consideration for England and Wales and to consider whether anything needs to be done for Northern Ireland.” Some months later a “progress report” was sent between officials in OFMDFM, which again raised the issue of licensing laws. It says: “I spoke to Gordon Gibson, DSD, about Terry Smith’s letter of 12 January 2001 about licensing laws: the matter was put to their minister Maurice Morrow (DUP) who indicated that he would not be asking the NIE (Northern Ireland Executive) to approve any change to current licensing laws in NI to allow for either 24 hour opening (as at the millennium) nor a blanket approval for extended opening hours as is being considered in GB. “In both cases, primary legislation would be required here and would necessitate consultation and the minister has ruled out any consultation process.” The correspondence says individual licensees could still apply for an extension to opening hours on an ad hoc basis, adding “there the matter rests”. It goes on: “DSD await further pronouncements from the Home Office and Gibson and I have agreed to notify each other of any developments we become aware of and he will copy me to any (existing) relevant papers. “Ministers may well come under pressure in due course for a relaxation and/or parity with GB.” The document concludes “That’s it so far...making haste slowly?” Emails sent between officials in the department the same month said that lord lieutenants in Northern Ireland had been approached about local events to mark the jubilee. One message says: “Lord lieutenants have not shown any enthusiasm for encouraging GJ celebrations at a local level. “Lady Carswell in particular believes that it would be difficult for LLs to encourage such activities without appearing political.”

He used this experience to elevate him to his first elected office in 1962 in the Georgia Senate. After losing his first gubernatorial election in 1966, he won his second bid in 1970, becoming the state’s 76th governor. As a relative unknown nationally, Carter used the nation’s sour sentiment toward politics to win the Democratic nomination. He then bested sitting president Gerald Ford in November 1976 to win the presidency. Carter battles high inflation, energy crisis With the public eager for a change following the Watergate era, Carter took a more hands-on approach to governing. This, however, meant he became the public face of a number of issues facing the U.S. in the late 1970s, most notably America’s energy crisis. He signed the Department of Energy Organization Act, creating the first new cabinet role in government in over a decade. Carter advocated for alternative energy sources and even installed solar panels on the White House roof. During this time, the public rebuked attempts to ration energy. Amid rising energy costs, inflation soared nearly 9% annually during Carter's presidency. This led to a recession before the 1980 election. Carter also encountered the Iran Hostage Crisis in the final year of his presidency when 52 American citizens were captured. An attempt to rescue the Americans failed in April 1980, resulting in the death of eight service members. With compounding crises, Carter lost in a landslide to Ronald Reagan in 1980 as he could only win six states. Carter’s impact after leaving the White House Carter returned to Georgia and opened the Carter Center, which is focused on national and international issues of public policy – namely conflict resolution. Carter and the Center have been involved in a number of international disputes, including in Syria, Israel, Mali and Sudan. The group has also worked to independently monitor elections and prevent elections from becoming violent. Carter and his wife were the most visible advocates for Habitat for Humanity. The organization that helps build and restore homes for low- and middle-income families has benefited from the Carters’ passion for the organization. Habitat for Humanity estimates Carter has worked alongside 104,000 volunteers in 14 countries to build 4,390 houses. “Like other Habitat volunteers, I have learned that our greatest blessings come when we are able to improve the lives of others, and this is especially true when those others are desperately poor or in need,” Carter said in a Q&A on the Habitat for Humanity website. Carter also continued teaching Sunday school at Maranatha Baptist Church in his hometown well into his 90s. Attendees would line up for hours, coming from all parts of the U.S., to attend Carter’s classes. Carter is survived by his four children.
