WASHINGTON — The House passed a bill Thursday that would create dozens of new federal district court judgeships for the first time in decades, although the Biden administration has threatened to veto it. Supporters of the legislation, which passed the House 236-173 on Thursday and the Senate via unanimous consent in August, say the bill is aimed at addressing case backlogs in the federal court system. The measure would add 63 permanent positions to the federal judiciary and three temporary positions. The permanent positions would be created in phases between 2025 and 2035. In total, 207 House Republicans and 29 House Democrats voted for the measure. Members of both parties agreed the federal judiciary needs more judges. But the timing of the vote drew opposition from the Biden administration and some House Democrats, who said Republicans were playing political games by refusing to bring the bill up for a floor vote until after the November general election. By waiting to vote on the bill until after the election, there is no longer uncertainty over which presidential candidate would get to appoint the first two tranches of judgeships, which would come in 2025 and 2027, Democrats argued. New York Rep. Jerrold Nadler, the top Democrat on the House Judiciary Committee, argued that when the bill arrived in the House, Republican leadership refused to touch it. “If Republican leadership had brought the bill to the House floor in September, we could have passed it on suspension in no time,” Nadler said. “Back then, the president would still have been unknown, and the underlying promise of the bill was still present.” Speaking on the floor, Rep. Darrell Issa, R-Calif., acknowledged the bill would have passed by unanimous consent had it been brought up sooner. “I apologize to everyone here for the hour we’re taking for something that we should have done before” the election, he said. But Issa said it would only be “pettiness today if we were to not do this because of who got to be first.” He compared the situation to a coin flip at the start of a football game, where the flip winner gets to decide whether they kick or receive the ball. “Afterwards, it will go back and forth for a very long time. This is a very long time, and we should be the long thinkers on the most permanent body in government,” Issa said. Rep. Troy Nehls, R-Texas, said on the floor that sudden opposition to the bill from Democrats was “nothing more than childish foot-stomping.” The Biden administration threatened to veto the bill earlier this week, saying in a statement of administration policy that the bill is “unnecessary to the efficient and effective administration of justice.” The statement said the bill would add new judgeships in states where senators “have sought to hold open existing judicial vacancies.” “Further, the Senate passed this bill in August, but the House refused to take it up until after the election,” the statement read. Rep. Hank Johnson, D-Ga., said when the bill arrived in the House, Republican leadership injected politics into the legislation. He argued bringing the bill to the floor until after the election isn’t fair. “You don’t get to pick the horse after that horse has already won the race, but that’s exactly what my Republican colleagues are seeking to do today,” he said. Issa weighed in after Johnson’s speech. “We often hear the term here in the House and throughout our country: ‘country before party.’ It’s clear we didn’t hear that here yet today on the other side of the aisle,” Issa said. Congress has added a relatively smaller number of district court judgeships since 1990, created using appropriations or authorization bills, but the federal courts say they need much more based on an increase in caseload over the years. The Judicial Conference in 2023 called for 66 new district court judges and seven temporary judges to be made permanent. Gabe Roth, the executive director of Fix the Court, said in press releases that Biden should reconsider his veto threat given “the bill’s bipartisan origins, its broad support among Democratic judicial appointees and its importance to Delaware, whose federal court would get two new judgeships — a 50 percent increase.” “As someone who’s worked for years on adding judgeships, I know how difficult it is to get to the right formula of which judgeships to add when, how much money is needed for appropriations and when in an election cycle to move legislation,” Roth said. “We finally had each of these things in place and now comes a veto threat? The Prime Minister used an op-ed in the Mail on Sunday to vow to “get to grips” with the cost of welfare after figures suggested more than four million people will be claiming long-term sickness support by the end of the decade. Work and Pensions Secretary Liz Kendall will announce a package of legislation next week designed to “get Britain working” amid Government concerns about the projected rise. Official forecasts published by her department this week show that the number of people claiming incapacity benefits is expected to climb from a pre-pandemic figure of around 2.5 million in 2019 to around 4.2 million in 2029. Last year there were just over three million claimants. The Prime Minister wrote: “In the coming months, Mail on Sunday readers will see even more sweeping changes. Because make no mistake, we will get to grips with the bulging benefits bill blighting our society. “Don’t get me wrong, we will crack down hard on anyone who tries to game the system, to tackle fraud so we can take cash straight from the banks of fraudsters. “There will be a zero-tolerance approach to these criminals. The big problem with that idea is that he is on our practice squad and would need to be elevated to the active roster . But is it something the Miami Dolphins should look at? Might we need to do the same with another veteran on the team? Hmm... Now, I understand that we have our 2023 second-round pick, Cam Smith , competing with 2024 undrafted free agent Storm Duck for the backup cornerback role while Kendall Fuller is sidelined for a second game following his second concussion of the season. But Needham can play in the slot (and outside, for that matter) and is a solid tackler, so he is a great depth piece for Anthony Weaver and the cornerback room. Albeit, he is not needed enough to elevate him, so might there be room at the safety position? While safety is not Needham’s natural position, he is still relatively young, solid in coverage (or at least was), and always seemed to play when he was called upon. As you may have noticed, veteran safety Jordan Poyer has lost a step (or two) in a critical position that requires covering large areas of space, and it seems to haunt us at least a couple of plays each game. However, Marcus Maye has done a solid job when called upon and may just be the starter opposite Jevon Holland in the very near future. Furthermore (and even more detrimental to a potential Needham comeback this year) is rookie safety Patrick McMorris, who we drafted in the 6th round of the 2024 NFL Draft, is closer and closer to making his way back from IR. With all this in mind, there’s no scenario where they would need to elevate him, but I not-so-secretly want to see him back out there in some capacity. I think we owe it to Needham to give him some snaps because he has been removed from his injury for over two years and has had very little playing time since. He needs it for his confidence in terms of his ability and the psychological aspect of trusting your body after an Achilles tear. This may be a pipedream of mine but I can’t help but wonder, will we ever Needham this year?

WASHINGTON (AP) — President Joe Biden is weighing whether to issue sweeping pardons for officials and allies who the White House fears could be unjustly targeted by President-elect Donald Trump’s administration, a preemptive move that would be a novel and risky use of the president’s extraordinary constitutional power. The deliberations so far are largely at the level of White House lawyers. But Biden himself has discussed the topic with some senior aides, according to two people familiar with the matter who spoke on condition of anonymity Thursday to discuss the sensitive subject. No decisions have been made, the people said, and it is possible Biden opts to do nothing at all. Pardons are historically afforded to those accused of specific crimes – and usually those who have already been convicted of an offense — but Biden’s team is considering issuing them for those who have not even been investigated, let alone charged. They fear that Trump and his allies, who have boasted of enemies lists and exacting “retribution,” could launch investigations that would be reputationally and financially costly for their targets even if they don’t result in prosecutions. While the president’s pardon power is absolute, Biden’s use in this fashion would mark a significant expansion of how they are deployed, and some Biden aides fear it could lay the groundwork for an even more drastic usage by Trump. They also worry that issuing pardons would feed into claims by Trump and his allies that the individuals committed acts that necessitated immunity. Recipients could include infectious-disease specialist Dr. Anthony Fauci, who was instrumental in combating the coronavirus pandemic and who has become a pariah to conservatives angry about mask mandates and vaccines. Others include witnesses in Trump’s criminal or civil trials and Biden administration officials who have drawn the ire of the incoming president and his allies. Some fearful former officials have reached out to the Biden White House preemptively seeking some sort of protection from the future Trump administration, one of the people said. It follows Biden’s decision to pardon his son Hunter — not just for his convictions on federal gun and tax violations, but for any potential federal offense committed over an 11-year period, as the president feared that Trump allies would seek to prosecute his son for other offenses. That could serve as a model for other pardons Biden might issue to those who could find themselves in legal jeopardy under Trump. Biden is not the first to consider such pardons — Trump aides considered them for him and his supporters involved in his failed efforts to overturn the 2020 presidential election that culminated in a violent riot at the Capitol on Jan. 6, 2021. It’s always best to check some references before booking a trip. Chances are good that your outdoor person has a circle of friends that you can quiz about a trip that would be perfectly suited. Guided hunting trips can be tailored to suit the interest of the individual, everything from a day upland bird hunt on a quality facility to a late season deer hunt on a hunting ranch. Prices vary greatly, everything from day hunts to hunts that include food, meals and lodging. Again, if you are not comfortable choosing a hunt, consult with your outdoor person’s friends, they can be of great help in helping choose the ‘just right’ outing. FIREARMS OR HUNTING BOWS: Choosing a new rifle, shotgun or bow is a personal thing and you will want to do a bit of research before making the purchase. A deer hunter doesn’t want just “a gun.” He or she wants a particular action, caliber or gauge shotgun. Rather than guess, it’s much better to give a gift certificate at a gun store which will allow your hunter to choose the firearm that suits his needs. Bows are even more specialized, with the exception of a crossbow which usually is a universal fit. Compound bows come in different draw lengths, draw weights, etc. A bow that fits a person 5 ft 5” tall with a 26 inch draw length is next to useless to someone 6 foot tall with a 30 inch draw length. It’s always best to shop for bows at a quality bow shop rather than a big package store, in my opinion. Experienced bow technicians can be of great help not only choosing but setting up a new bow. A gift certificate is always a good bet when gifting a bow. PREPAID PASSES TO PARKS FOR CAMPING: For the camper on your shopping list, consider a prepaid cabin or an RV space with hookups at a nice RV Park. Trump taps forceful ally of hard-line immigration policies to head Customs and Border Protection
I don't like to look back on decisions I made in the past and think about how different things might be now if I had taken another path. For instance, I see little point in wondering how my life would have changed if I had attended a different university or not become a journalist. The same applies to economic policies. However, the timing of economic policy, as opposed to its content, is a different matter. In economic policies, timing is as important as, if not more important than, the content. We often see cases where well-designed policy measures fail to produce the desired effects, or even worsen the situation, because they are implemented too late or too early. Conversely, even poorly prepared measures can achieve better-than-expected results when implemented at the right time. Unfortunately, the Bank of Korea’s recent policy actions appear to fall into the former category. In October, the central bank lowered its policy interest rate for the first time in nearly four and a half years. This decision was based on inflation stabilizing, household debt growth slowing due to tightened government macroprudential policies, and risks easing in the foreign exchange market. The central bank also noted that, while the local economy was expected to continue its trend of moderate growth, uncertainties surrounding the growth outlook had heightened due to the delayed recovery in domestic demand. However, the effect of the rate cut on financial and economic conditions was very limited. Of course, market players agreed that the rate cut was better than nothing in the sense that policymakers were finally paying attention to weakening economic conditions. But the decision came too late to achieve its typical effect of encouraging people to invest more in riskier assets, such as equities, and spurring businesses to continue spending — even by increasing borrowing. In fact, most conventional indicators had pointed to the need for a rate cut much earlier in the year. Inflation was declining and poised to fall below the central bank’s 2 percent target, economic growth showed signs of missing expectations, and employment figures were disappointing. While acknowledging that the weakening macroeconomic conditions warranted a policy shift, the central bank refused to lower the interest rate earlier, citing concerns about rising real estate prices in Seoul and the surrounding region, high household debt levels and a volatile dollar-won exchange rate. However, these justifications were far from economically sound. First, real estate prices were not rising rapidly on a national level. Apartment prices were indeed climbing in the Seoul metropolitan area, but housing prices nationwide were largely flat -- or even declining when adjusted for inflation. Its concern over high household debt levels also appeared unfounded. While South Korea’s household debt is high by international standards and poses long-term risks to the financial system, it is not solely the central bank’s responsibility to address this issue. The underlying causes of high household debt include structural factors such as the country’s unique house rental system, underdeveloped banking practices and relatively limited household income sources beyond wages due to the underdeveloped local capital market. The central bank’s concerns about the volatile dollar-won exchange rate were also questionable. While some argue that lower interest rates could trigger capital outflows and weaken the local currency’s value, research shows that interest rates are just one of many factors influencing exchange rates. Eventually, the Bank of Korea decided to cut the policy rate at its October meeting. Yet this significant decision failed to alleviate public concerns or boost the economy as expected. As conditions deteriorated further, the central bank implemented another rate cut in November. It is highly unusual for the central bank to lower interest rates at two consecutive policy meetings in the absence of a crisis, such as the US subprime mortgage crisis or the COVID-19 pandemic. This move was clearly intended to signal to investors and other economic actors that policymakers were committed to supporting the economy. However, the financial markets reacted in an entirely unexpected way. Instead of increasing their holdings of stocks and other won-denominated assets, investors sold them off. Rather than conveying confidence that policymakers could turn the situation around, the successive rate cuts sent the opposite message -- that the economy might be in far worse condition than previously thought. Regrettably, the Bank of Korea’s monetary policy over the past two months will likely be remembered as a textbook example of well-intentioned policy implemented at the wrong time, forcing the entire economy to bear unnecessary costs. To make matters worse, the economy is now falling deeper into chaos due to political instability sparked by the president’s sudden failed attempt to impose martial law. The Bank of Korea may face no choice but to implement a third consecutive rate cut at its next policy meeting if the situation continues to hurt economic sentiment. It would definitely be a scenario the Bank of Korea could not have imagined when it continued to ignore signals from traditional macroeconomic indicators suggesting it was time to take action. The inconvenient truth is that someone will have to bear the cost. The Constitutional Court's unprecedented decision - which is final - came after President Klaus Iohannis declassified intelligence on Wednesday that alleged Russia ran a sprawling campaign comprising thousands of social media accounts to promote Mr Georgescu across platforms like TikTok and Telegram. Despite being a huge outsider who declared zero campaign spending, Mr Georgescu emerged as the frontrunner on November 24. He was due to face reformist Elena Lasconi of the Save Romania Union party in a run-off on Sunday. Calling the decision a 'formalised coup d'etat', the former civil servant, 62, urged Romanians to 'remain faithful to our common ideal'.
