WASHINGTON (AP) — China is expanding its nuclear force , has increased military pressure against Taiwan and has strengthened its ties with Russia over the past year, according to a Pentagon report Wednesday that details actions accelerating key areas of conflict with the United States. The report, however, also notes that the recent rash of corruption allegations within China's powerful Central Military Commission , which oversees the People’s Liberation Army, is hurting Beijing’s military growth and could slow its campaign to modernize. The impact, said a senior defense official, is a bit of a mixed bag because while there has been progress in some programs, China has slid back in others. The official, who spoke on condition of anonymity to describe the U.S. assessment, warned that Beijing is working toward developing a more diverse and technologically sophisticated nuclear force . While the expected number of nuclear warheads has maintained consistent growth, China is broadening its targeting abilities. Beijing is going to be able to go after more and different types of targets, do greater damage and have more options for multiple rounds of counterstrikes, the official said. The U.S. is urging China to be more transparent about its nuclear program, while also warning that America will defend its allies and take appropriate steps in response. According to the report, which provides the annual U.S. assessment of China’s military power and is required by Congress, China had more than 600 operational nuclear warheads as of May, and the U.S. expects it will have more than 1,000 by 2030. The Chinese Embassy, in response, said China has always “firmly adhered to a nuclear strategy of self-defense,” follows the no-first-use nuclear policy and maintains its nuclear capabilities at the minimum level required for national security. Liu Pengyu, the embassy spokesman, said such annual reports by the Pentagon are “filled with ‘Cold-War' thinking and zero-sum game mentality, which China firmly opposes.” The Biden administration has worked to maintain a balance with China, building up the U.S. military presence in the Asia-Pacific region to be ready to counter Beijing while also encouraging increased communications between the two countries at the diplomatic and military levels. That uptick in talks has coincided with a decrease in coercive and risky intercepts of U.S. aircraft since late 2023, compared with the previous two years. China still, however, does what the U.S. military considers “unsafe” flights near American and allied forces in the region. The Pentagon’s national defense strategy is built around China being the greatest security challenge for the U.S. , and the threat from Beijing influences how the U.S. military is equipped and organized for the future. The corruption within the PLA has resulted in at least 15 high-ranking officials being ousted in a major shakeup of China’s defense establishment. “This wave of corruption touches every service in the PLA, and it may have shaken Beijing’s confidence," the report said. In June, China announced that former Defense Minister Li Shangfu and his predecessor, Wei Fenghe, were expelled from the ruling Communist Party and accused of corruption. Last month, another senior official, Miao Hua, was suspended and put under investigation, according to China's Defense Ministry. The U.S. report points to a persistent increased military presence by China around Taiwan, the self-governing island that China claims as its own. It said China's navy has been in the region more and that there have been increased crossings into the island's air defense identification zone and major military exercises in the area. Just last week, a large deployment of Chinese navy and coast guard vessels in the waters around Taiwan triggered alarm as Taiwanese officials said it looked like China was simulating a blockade . Officials have said there were as many as 90 ships involved in what Taiwan described as two walls designed to demonstrate that the waters belong to China. Taiwan split from communist China in 1949 and has rejected Beijing’s demands that it accept unification . China says it will do so by force if necessary, and leaders have said they want to be ready to do so by 2027. Beijing also has demanded that Washington not interfere with the Taiwan issue, citing that it is an internal matter. The United States is obligated under domestic law to help defend Taiwan and give it weapons and technology to deter invasion. The island democracy has been the chief source of tension between Washington and Beijing for decades and is widely seen as the most likely trigger for a potentially catastrophic U.S.-China war. More broadly, the report concluded that the PLA continued its drive to develop greater military capabilities but “made uneven progress toward its 2027” milestone for modernization. One area of expansion, the report said, is with unmanned aerial systems, which officials said are “quickly approaching U.S. standards.” Regarding Russia, the report said China has supported Russia's war against Ukraine and sold Russia dual-use items that Moscow's military industry relies on. He had already enjoyed the kind of rare, unfathomable success most entrepreneurs only dream of, starting tech companies that made products used by millions — the early blogging site Blogger, the social media giant Twitter, the publishing platform Medium. Along the way, Williams had grappled with corporate turmoil and angst. His last company, Medium, was a decade-long slog that never lived up to its $600 million valuation or lofty mission of solving the internet’s ugliest problems. By the time he stepped down as CEO in 2022, he had no desire to do it again, he said. But he was lonely. He had gotten divorced and moved cross-country twice in a few years. Before his 50th birthday in 2022, he realized he had “underinvested” in his friendships, he said. Post-pandemic, he did not even know where many of his friends were living. “I was doing a lot of reflecting,” Williams said. “In this stage of life, I really wanted to focus on relationships.” Pouring so much energy into his startups was one reason he had this problem. But maybe a startup could also help fix it. In 2022, Williams began working on a Rolodex app that would tell him where his friends were living and traveling. It would be more “social” than “social media,” with none of the comments, stories, posts, likes, hearts or follows that made his previous creations so addicting. But Williams still didn’t want to run a company. Through mutual friends, he met Molly DeWolf Swenson, an entrepreneur, who became a co-founder and the CEO. Last month, they raised $6 million in funding from Obvious Ventures, an investment firm co-founded by Williams, as well as WndrCo and BBG Ventures. This week, they plan to unveil their app, Mozi, which is aimed at helping people foster in-person connections with their social circle. It lets people tell their friends about upcoming plans that may overlap. Those who join the app will see a private friend list based on their phone contacts. Profiles include user-supplied information such as dietary restrictions, relationship status, family members and pet names. Organizing contacts by location and travel plans may appeal to a certain type of jet-setting tech worker whose friends are spread around the world. Mozi’s founders hope it will be just as useful for people who don’t travel but want to know when their friends are in town. The company also plans to promote itself around events like music festivals and business conferences. Williams views Mozi as an attempt to return to social media’s original intention, which was about interacting with people you already knew. Over the years, social media companies evolved into just plain media — a place for watching videos from influencers and professional entertainers, reading links to news stories, sharing memes or impulse shopping via highly targeted ads. Many of the apps are optimized to get users hooked on an endless scroll of new information. If a user wants to message a friend in the app to make plans, the app directs them to the phone’s texting app. “We’re not trying to keep people on the app,” said DeWolf Swenson, 37, who was a founder of RYOT, a virtual reality startup, and was head of global partnerships at Community, an app that allows public figures and brands to text their fans. “If we’re doing our job well, you’re finding that information as quickly as possible and then getting off the app.” As a power networker who created an elaborate spreadsheet tracking her friends and business contacts, DeWolf Swenson was Mozi’s ideal user. But even the best system could not tell her if someone would be home when she visited their city, she said. Consumer apps like Mozi are out of step with the tech zeitgeist, which has centered most recently on artificial intelligence. But James Joaquin, a co-founder of Obvious Ventures, said he was compelled to invest in Mozi after talking to its early testers. They shared stories about reconnecting with old friends via the app — moments that seemed valuable enough that customers might pay for it, he said. Mozi is free, but plans to charge for premium features it develops. Other founders also see the potential of using online tools to help people connect in person. Andy Dunn, a founder of the e-commerce company Bonobos, raised $24 million over the past four years for Pie, an app that lets creators organize events like running clubs and game nights with the goal of helping people make new friends. The app, available in Chicago and San Francisco, took off this year with 50,000 monthly users, he said. “Even people who love social media or use it frequently know it’s not necessarily that social,” Dunn said. “Mostly it’s an experience we do alone.” Williams also invested in Pie. The two entrepreneurs spent time together last year in Brazil, where they debated social media’s future at the beach. Williams wore a T-shirt that said “More social less media,” Dunn recalled. They determined that the challenges created by social media wouldn’t be solved by making a better social media product. For some of these students, it’s their first experience with water activities. WVSS teacher and Waterwise programme leader Izelle Toerien said she finds it rewarding to watch a student progress through the programme – from hesitating at the river’s edge to enjoying their time on the water. “I’ve even had teacher aides start out not wanting to enter the water, only to end up telling me they are going to buy a kayak after the programme,” Toerien said. When Toerien, a Stillwater resident, founded the community Waterwise programme at Stillwater Boating Club eight years ago, she used kayaks from the community before the club fundraised to add paddleboards to their programme. “We are the only centre that has paddleboards. There isn’t regular enough wind here for sailing, and we can only run sessions every second Sunday because of the tide,” Toerien said. The programme has proved popular with the Sunday sessions attracting children from Dairy Flat School and Silverdale Primary, in addition to children from the Stillwater community. So much so that Toerien expanded it to students from WVSS where she teaches digitial technology. WVSS has 10 satellites where students who attend local colleges are taught in a dedicated unit supported by a teacher and three teacher aides for every six to 10 students. Two of these satellites are on the Hibiscus Coast, at Ahutoetoe Primary and Whangaparaoa College. Toerien organised for intermediate-aged students through to older students (up to 21 years) to attend Waterwise sessions at the boat club during the week. A spokesperson for the Stillwater Boat Club said it is important to promote water safety not just for members, but for all kids, which is why they opened the programme up to everyone. “It’s very heart-warming to see new kids with barely any water confidence, become more confident in the water and start to learn to sail,” the club spokesperson said. Waterwise relies on volunteers and parents to run community and school programmes. The programmes aim to develop children’s self-confidence and safety skills around water. Toerien said she didn’t start the Stillwater programme because she was a teacher. She started it in 2017 when she discovered there were no opportunities for children to learn the skills needed to stay safe in a tidal river. “I just enjoy the fact that the students get to learn all the skills for water safety on the river or ocean, and not just in pools. But we would appreciate help and support from people willing to volunteer or train as an instructor. Many centres have closed down in the last year and that means children miss out. Toerien said she was motivated by her love of being out on the water. When she moved to New Zealand, she started sailing in an effort to deal with the winters, which were a tough adjustment from South Africa. “In South Africa I lived on a game farm, 900 kilometres away from the ocean, but I would go kayaking any opportunity I could get, on a dam or a river. I also ran a fishing lodge on the Zambezi River, but there I had to have guides help me navigate because they knew where the hippos and crocodiles were lurking.”

Maoists allegedly hacked to death two men in Mulug district of Telangana over suspicions that they working as police informers, police said on Friday. According to officials, the incident took place at the Penugolu village in the district near the state’s border with Chhattisgarh. The deceased were identified as Uika Ramesh (36), panchayat secretary of Penugolu village, and Uika Arjun (35)/ A police officer from Mulug, who refused to be quoted, said around six members of the Communist Party of India (Maoists) entered Penugolu village on the intervening night of November 21-22. They divided into two groups – one went to the residence of Ramesh and another to Arjun’s house. “The Maoists dragged the two men out of their houses and beat them up severely. Despite repeated pleas by their family members to spare them, the Maoists hacked the two men with axes and killed them,” the official said. Before leaving the village, the Maoists left separate letters, purportedly written by CPI (Maoist) Venkatapuram-Wazeedu area committee secretary Shanta, on the bodies of the victims. The letters alleged that the two men were collecting information about the movement of Maoists and passing it on to the special intelligence bureau of the state police, involved in counter insurgency operations. “We had warned Ramesh and Arjun several times to mend their ways, but they continued to act as police informers. Hence, we are eliminating them,” Shantha said in the letters. The Wazeedu police, which came to know about the incident early in the morning, reached the village but the Maoists had left the area by then. “The bodies of the victims were shifted to the Eturunagaram Community Health Center (CHC) for post mortem,” the official said. Following the incident, Mulug district police intensified combing operations in the interior forest areas abutting Chhattisgarh. “Special police teams have already been involved in the combing in the forest areas on the inter-state borders. We have also sounded an alert, cautioning political leaders and businesspeople not to enter the area in the present circumstances,” they added. There has virtually been no major activity of Maoists in Telangana for the last 15 years, except occasional incidents of violence in Mulug, Jayashankar Bhupalpally and Bhadradri Kothagudem districts, bordering Chhattisgarh, where Maoists from the neighbouring state enter these villagers and indulge in sporadic attacks. On September 5, six Maoists were killed in an exchange of fire with security forces in Neeladrigutta forest area of Karakagudem block in Bhadradri Kothagudem district, just adjacent to Raghunadhapalem village of Mulug district. The earlier major encounter after the formation of Telangana was in the forests of Jayashankar Bhupalpalli district in March 2018, when 10 Maoists were killed.1. Raiders name starting quarterback for Friday’s game against ChiefsNestle is launching protein shots in the United States which it says help suppress appetite for people looking to shed pounds, the latest effort by the world’s biggest packaged food maker to tap the booming market for weight-loss products. The manufacturer of Kit Kat chocolate bars and Nesquik shakes says its drink sparks a natural reaction in the body which is similar to, but far less powerful than, highly in-demand drugs for weight loss like Novo Nordisk’s Wegovy and Eli Lilly’s Zepbound. The weekly weight-loss injections mimic an intestinal hormone called GLP-1 and curb people’s appetite, promoting a feeling of fullness. The shake, called Boost Pre-Meal Hunger Support, is to be consumed up to 30 minutes before a meal and is aimed at people taking GLP-1 drugs or other weight-loss medications. The roll-out started last month. “You get an increase in natural GLP-1 which helps in controlling the feeling of hunger. So this dose has a significant effect on satiety,” Stefan Palzer, chief technology officer at Nestle, told Reuters. The shots, sold for $10.99 for a pack of four on Amazon.com and at some CVS stores, contain 10 grams of whey protein, 45 calories, 1 gram of sugar, and are fat-free. They are advertised as promoting a “NATURAL GLP-1 response to a meal.” Palzer said they could also help people maintain their reduced weight. Lora Heisler, chair in human nutrition and director of research at the Rowett Institute, said it was unclear if the shot could make a real long-term difference for people trying to lose weight. “I believe that this protein shot can help release a bit more GLP-1, but you can also possibly have a similar sort of release with a glass of milk,” she said. Earlier this year, Nestle started selling a new, $5 line of frozen pizzas and protein-enriched pastas in the United States designed for people taking weight-loss drugs. Analysts estimate the obesity drug market could be worth as much as $150 billion per year globally within a decade. When U.S. retail giant Walmart said last year it saw a slight pullback in food consumption when people took the medication, it sparked a selloff in shares of companies including Nestle. Mix of Peptides The shot, whose formula Nestle has patented, is not intended to replace weight loss drugs and is less powerful than them, Palzer said. Nestle says the product is based on a mix of peptides which are digested quickly, giving the consumer an amino acid spike that then controls hunger. Whey protein micro-gels help people digest more slowly, meaning they interact much longer with receptors in the intestine that are releasing the GLP-1 hormone. In 2021, Nestle said 26 people with type-2 diabetes participated in a randomized study, consuming either a low-dose whey protein microgel or a placebo of water, followed by a meal designed to produce an adequate spike in glucose. One week into the study, participants who had been taking the whey protein were given the placebo, and those who had been taking the placebo were given the whey protein. Results showed that during the two hours after the meal, glucose levels were reduced by 22% in the whey-protein group compared with the placebo group. There was also a positive effect on the hormone GLP-1.
