Fadnavis’ strong position, but a tight race While Patil’s campaign gains momentum, Fadnavis remains the more prominent figure in the race, buoyed by his tenure as Chief Minister and his role as Deputy CM. Political analyst Pradip Kumar Maitra pointed out that Fadnavis' legacy, including job creation through MIHAN and his role in launching the Nagpur Metro, strengthens his position. "Fadnavis has a strong development record, and nearly one lakh jobs have been created in the region, which will likely translate into electoral benefits," Maitra said. However, despite his advantages, Fadnavis is unlikely to secure the same high winning margins as in previous elections. "Patil is a capable youth leader who is giving Fadnavis a strong fight," Maitra concluded. "The final result may see Fadnavis winning, but by a narrower margin." David Anthony Runyon was found guilty in 2009 in the murder-for-hire slaying of Cory Allen Voss outside a Langley Federal Credit Union on Jefferson Avenue in the Oyster Point section of Newport News. Voss, 30, was a well-liked officer aboard the USS Elrod , a frigate based at the Norfolk Naval Station. The father of two was shot and killed in April 2007 in what was designed to look like a robbery gone bad. It turned out the plot was organized by Voss’ wife, Catherina “Cat” Voss, and her boyfriend, Michael Draven. Their goal: Collect $500,000 in insurance proceeds and live happily ever after. Prosecutors said Cat Voss sent her husband to the ATM off Jefferson Avenue, where Runyon — a former U.S. Army soldier — was waiting. He entered Voss’ pickup, forced him to drive around nearby before shooting him five times at close range. The trial, held for several weeks in U.S. District Court in Norfolk in the summer of 2009, was the last federal death penalty trial in Hampton Roads. The jury’s foreman later told the Daily Press that a handwritten note scrawled on a map that police found in Runyon’s pickup truck was a “devastating” piece of evidence against him. The map, found in the truck’s center console, had several notations about Cory Voss. It also had notes referencing the location of the Langley Federal Credit Union and a description of the gray pickup Voss would be driving. “That was one of the things that pushed it over — and the fact that he couldn’t explain it,” foreman Jeff Fink told the Daily Press in late 2009. Recorded phone calls, intercepted text messages and other evidence also played a role. The 12-member jury sentenced Runyon to death , and he’s been on death row in Terre Haute, Indiana, ever since. The Morgantown, West Virginia, native was 36 years old at the time of the killing and is now 53. But on Monday, Biden commuted the sentences of 37 of the 40 inmates on federal death row inmate, giving them life sentences without the possibility of parole. “Make no mistake: I condemn these murderers, grieve for the victims of their despicable acts, and ache for all the families who have suffered unimaginable and irreparable loss,” Biden wrote in a statement. “But guided by my conscience and my experience as a public defender” and his roles in the Senate and as president, “I am more convinced than ever that we must stop the use of the death penalty at the federal level.” “In good conscience, I cannot stand back and let a new administration resume executions that I halted,” Biden added. Aside from Runyon, Biden also commuted the sentences of five other death row inmates in federal murder cases from Virginia. That includes two from Richmond, and one each from Alexandria, Lee County and Mount Vernon. Biden said he would leave on death row those inmates whose cases arose from terrorism and “hate-induced mass murder.” Still on death row are the man who carried out the Boston Marathon bombing in 2013, the killer of nine at a historically Black church in South Carolina in 2015, and a man who killed 11 at a Pittsburgh Synagogue in 2018. Incoming President Donald Trump had promised to increase the pace of federal executions in his administration, with Trump sharply criticized the commutations in a post on Truth Social on Tuesday. “Joe Biden just commuted the Death Sentence on 37 of the worst killers in our Country,” Trump wrote. “When you hear the acts of each, you won’t believe that he did this. Makes no sense. Relatives and friends are further devastated. They can’t believe this is happening!” In an interview Tuesday, Voss’ sister, Kristen Smith, 44, of Monroe, Michigan, said the jury’s death sentence against Runyon should have stayed in place. “My take on it is, if someone is going to purposely take another life, they forfeit the right to their own,” Smith said. “If you take yourself out of the laws of civilization and don’t act like a civilized person, then you take yourself out outside of that.” “My brother didn’t die because of an accident,” Smith said, saying Runyon “did this purposely for personal gain.” Voss’ mother, Barbara Wilson, 72, also of Michigan, said she learned about Biden’s commutations on the radio Monday, then got a call from Managing Assistant U.S. Attorney Lisa McKeel, one of the federal prosecutors on the Newport News case. Wilson said she’s normally “philosophically opposed to the death penalty” because of the chance of executing an innocent person. But she was in favor of the death penalty in her son’s case. That’s not only because Cory “was an eye for an eye kind of guy” and would have supported it, she said, but also because of the overwhelming evidence that Runyon killed her son. “In this case it’s very much warranted,” Wilson said. Still, though she would “prefer he be on death row, I’m kind of OK with life in prison without parole.” Runyon’s lead 2009 trial attorney, Lawrence H. Woodward Jr. of Virginia Beach, declined to comment on the commutation Monday. Runyon’s current attorneys, Kathryn Ali with Ali & Lockwood LLP in Washington and Elizabeth J. Peiffer and Robert Edward Lee Jr. with the Virginia Capital Representation Resource Center in Charlottesville, could not be immediately reached Tuesday. Litigation over the Runyon case has been active over the past several years, with the inmate’s attorneys having pressed hard for a new sentencing hearing. Among other things, they contended that one of Runyon’s lawyers at the 2009 trial, the late Steve Hudgins, failed to adequately explore evidence that Runyon was suffering from brain damage when he killed Voss in 2007 If jurors knew about that brain damage — possibly caused by child abuse and being later hit head-on by a drunk driver while serving in the Army — they might have spared Runyon’s life, his lawyers contended. In December 2020, the U.S. 4th Circuit Court of Appeals ruled that the claim had merit . They told the original Norfolk trial judge to conduct an evidentiary hearing to further explore the issue. Senior U.S. District Judge Rebecca Beach Smith did just that, finally holding a 15-day evidentiary hearing on the issue in November 2023, with Runyon’s attorneys pitted against the U.S. Attorney’s Office. Seven months later, in June 2024, Smith handed down 100-page ruling saying a new sentencing is unwarranted. “The court will not set aside the jury’s unanimous verdict by imposing an impossibly high standard for the performance of death penalty trial counsel some fifteen years after-the-fact,” Smith wrote. The trial attorney’s performance, she wrote, was “eminently reasonable at the time” and as such didn’t violate Runyon’s right to effective counsel. Smith’s ruling meant the 2009 jury’s death sentence would stand. But with Biden’s commutations Monday, that ruling is now moot. Runyon now gets several life sentences without the possibility of parole, which is what his lawyers have been pushing for more than a decade. Runyon now has identical sentences as both Catherina Voss and Draven. Voss, 49, is locked up at a federal prison in Alabama, while Draven, 44, is at a federal prison in California. More info The Duke of York has confirmed that he "ceased all contact" with a businessman, known only as H6, who is accused of being a Chinese spy. This happened as soon as concerns were raised about him, according to a statement from his office. Andrew had met the individual through "official channels" and there was "nothing of a sensitive nature ever discussed". H6, who was described as a "close confidante" of The Duke , lost an appeal over a decision to bar him from entering the UK on national security grounds. This followed a case brought to the Special Immigration Appeals Commission (SIAC) after then-home secretary Suella Braverman said in March 2023 that he should be excluded from the UK. In a briefing for the home secretary in July 2023, officials claimed that H6 had been able to generate relationships between prominent UK figures and senior Chinese officials "that could be leveraged for political interference purposes". They also suggested that H6 had downplayed his relationship with the Chinese state, which combined with his relationship with Andrew, 64, represented a threat to national security. A statement from Andrew's office read: "The Duke of York followed advice from His Majesty's Government and ceased all contact with the individual after concerns were raised. The Duke met the individual through official channels with nothing of a sensitive nature ever discussed. He is unable to comment further on matters relating to national security." In a hearing back in July, the specialist tribunal heard that the businessman was informed by Andrew's adviser that he could represent the duke when liaising with potential investors in China. It was also mentioned that H6 had been invited to Andrew's birthday party in 2020. A letter from the adviser, Dominic Hampshire, referencing the birthday party was found on H6's devices when he was stopped at a port in November 2021. On Thursday, Mr Justice Bourne, Judge Stephen Smith and Sir Stewart Eldon dismissed the challenge. Tom Tugendhat, the Conservative MP for Tonbridge who served in the Cabinet as minister of state for security under the previous government, told BBC Radio 4’s Today programme on Friday: “The United Front Work Department which is a branch of the Communist Party is seeking influence across the UK in everything across social, academic, financial, industrial, and various other ways.” When asked whether Prince Andrew ’s advisers should have been aware of H6, Mr Tugendhat said: “It’s not immediately obvious, it could be someone who’s British who’s working in China and who’s come under the influence, so it’s not quite as black and white as it may first appear – but it’s certainly extremely embarrassing. “It demonstrates I’m afraid that the Chinese state is extremely clear that what its ambition is is to secure influence over foreign countries. “They always talk about no interference in other people’s business when people talk about human rights in China, but they do nothing but interfere in the UK and in many countries across the world.”

Such a ban would deal a significant blow to the “ ” or “packet,” Cuba’s robust offline system of media distribution that, since 2010, has come to constitute the main source of global entertainment on the island. Concerns about the and its future demonstrate the unique status of media piracy in Cuba. While the Cuban state widely disregards international intellectual property law, it remains wary of citizen piracy. This is because, in Cuba, to control media piracy is to control media distribution, a strategic area that the state has long reserved for itself. Following the 1959 Cuban revolution, the new government quickly nationalized key industries, including media production and distribution. The ICAIC, a national film institute entrusted with cinema production and exhibition, was founded in March 1959. By May 1961, the government had nationalized the remaining U.S. movie distribution companies on the island. Coupled with the U.S. embargo – which, since 1960, forbade the sale of most American goods to Cuba – nationalization left the island’s movie screens in a lurch. Prior to the revolution, U.S. films dominated Cuban screens, although films from Mexico and Argentina were also popular. The ICAIC responded with an exhibition strategy designed to create a “new spectator.” Small teams of film specialists traveled to markets worldwide to negotiate exhibition rights for rates far below market value. These efforts secured the best of world cinema for Cubans for a low entry fee — a single peso — and reshaped Cuban film tastes. Yet the demand for U.S. films remained strong in Cuba. After a decade in which the only U.S. films screened were those in Cuban archives, in 1970, piracy became the dominant way to circumvent the embargo. The advent of satellite television and analog Beta and VHS video exponentially increased state media piracy. While at first Cuba operated only with Intersputnik, the USSR’s international satellite communication services, by 1979, the nation had also installed the U.S.-based satellite network, Intelsat. This expanded Cuban access to U.S. film and television content. One economist recalled watching the specialists at Cuba’s satellite ground station record U.S. films in 1985. This content was then subtitled by Cuban state television and aired, often over what Cubans refer to affectionately as “la película del sábado,” or the Saturday movie. Since the early 1980s, both pirate copying of 35 mm film prints and of U.S. satellite transmissions likely functioned as sources for Omnivideo Corp., a line of analog videos that carried titles distributed by U.S. companies. The Omnivideo logo claimed the company was based out of Los Angeles, while legal warnings against unauthorized reproduction on the cassette cover and label added to its authenticity. Yet it was an open secret that Omnivideo was operated by the Ministry of Interior, i.e. the Cuban secret police. Analog video also enabled citizen media piracy for the first time. The sale of VCRs was restricted, but Cubans obtained machines through diplomats, sailors, and Cubans living abroad, especially in the U.S. Clandestine video libraries and salons cropped up to meet demands for content. The Cuban state contended that citizen video operations carried pornography and prioritized profit, which it sought to counter through police raids and its own video services. The first state video library and , and by the end of the decade, services had spread across the country. Ironically, state and citizen video piracy fueled one another. Private video library owners reported turning to Omnivideo and state video libraries for content, while state specialists used videocassettes obtained through police raids. Advances in satellite television technology exacerbated conflicts between state and citizen media piracy. In the 1990s, when the state purchased a package of satellite television channels and transmitted it from Hotel Habana Libre to surrounding hotels, technicians pirated the signal through makeshift antennas. By the end of the 1990s and the early 2000s, Cubans on the island gained access to commercial satellite companies through hacked cards or as extensions of packages paid for by U.S.-based subscribers. These illegal extensions became the source of new satellite and video infrastructure. Technicians strung cables connecting multiple households in a neighborhood to a source satellite dish. Others copied content from satellite dishes to videocassettes that furnished video libraries. The operations of video libraries also diversified. In some cases, clients rented from collections housed in garages or the front rooms of homes. To avoid attracting the attention of police, messenger services also developed in which young people walked or biked with backpacks filled with cassettes to client homes. Collectives of individuals, referred to as “matrices,” access global movies, television shows, and other content through satellite transmissions, internet downloads, and social media. This license was taken up by vendors who used the contents of the to burn DVDs of pirated telenovelas, reality TV shows, and other content, and, in later years, shifted to copying individual files directly onto clients’ hard drives and flash drives. As pirate video vendors went from evading police to paying taxes, the flourished. The state, in turn, lost official control over media distribution for the first time since 1959. Yet many limits to citizen media piracy remain. In 2013, the state shut down private businesses that had been operating 3D cinemas, leaving exhibition under the purview of the state. Numerous state officials, including Cuban president Miguel Díaz-Canel, have criticized the capitalist content of the . But they also recognize that censoring the will only fuel its circulation. Cuban copyright experts, for their part, have objected to the de facto legalization of private piracy. Such objections may have been behind a 2017 decision to stop granting new disk vendor licenses. Those who already held the license were nevertheless allowed to continue operating, and new video businesses opened under licenses in related areas such as computing and printing. Significantly, it was the legal status of video libraries that many feared was under threat by the new legislation instituted on Sept. 19. There was therefore much relief when the director of Cuba's national copyright center, CENDA, explained that the regulations would only extend the ban on to digital audiovisual content, while could continue, provided vendors operated with existing licenses for disk sales and paid royalties. For others, however, these statements provoked : was the ambiguity of wording in the regulations strategic and designed to allow authorities to ban the in the future? What would happen to vendors who did not comply with copyright law as outlined by the official? For now, the state’s truce with the remains intact. But these suspicions point to ongoing uncertainty about the limits of state tolerance for citizen control over media piracy, which in Cuba, means controlling distribution.
