NEW ORLEANS (AP) — New Orleans police arrested on Friday a man accused of killing two people during a large parade where within an hour left two dead and at least 10 wounded. Curtis Gray, 19, faces two counts of second-degree murder tied to the Nov. 17 shootings along a crowded parade route, according to a news release from the New Orleans Police Department. Gray allegedly fatally shot Rasean Carter, 21, and Malachi Jackson, 19, at the Almonaster Avenue Bridge, authorities say. Carter, an aspiring photographer who lived in Marrero just across the Mississippi River from New Orleans, had planned to document the Nine Times Social Aid & Pleasure Club’s annual outing and was accompanied by Jackson, his friend and uncle, reported. The parade was part of New Orleans’ long-running tradition of “second-lines” where revelers follow brass bands marching through the streets and has deep ties to the city’s Black culture. The deaths of Carter and Jackson were among a series of recent lethal shootings in New Orleans. While most violence has been on the , there were three people killed and eight wounded in six shootings over the past weekend . On Thursday, New Orleans police arrested two men, Darrell Fairley Jr., 18, and Cornelius G. Tillman, 19, in connection with a Nov. 30 double homicide in New Orleans East. Nicaragua's President Daniel Ortega and his wife are set to assume absolute power after loyalist lawmakers Friday approved a constitutional amendment elevating her to the position of "co-president" and boosting the pair's joint control over the state. Under sanctions for human rights abuses, Ortega himself had proposed the change, which also increases the Central American country's presidential term from five to six years. Nicaragua's National Assembly is under control of Ortega's ruling FSLN party, and parliament chief Gustavo Porras said Friday the measure was approved "unanimously." It is all but guaranteed to pass a second reading in January. Ortega, 79, has engaged in increasingly authoritarian practices, tightening control of all sectors of the state with the aid of his powerful wife, 73-year-old Vice President Rosario Murillo in what critics describe as a nepotistic dictatorship. The ex-guerrilla had first served as president from 1985 to 1990, returning to power in 2007. Nicaragua has jailed hundreds of opponents, real and perceived, since then. Ortega's government has targeted critics, shutting down more than 5,000 NGOs since 2018 mass protests in which the United Nations estimates more than 300 people died. Thousands of Nicaraguans have fled into exile, and the regime is under US and EU sanctions. Most independent and opposition media now operate from abroad. The constitutional amendment stipulates that "traitors to the homeland" can be stripped of their citizenship, as the Ortega government has already done with hundreds of politicians, journalists, intellectuals and activists, among others perceived as critical. Ortega and Murillo accuse the Church, journalists and NGOs of having supported an attempted coup d'etat, as they describe the 2018 protests. The change also allows for stricter control over the media and the Church, so they are not subject to "foreign interests." And it gives the co-presidents the power to coordinate all "legislative, judicial, electoral, control and supervisory bodies, regional and municipal" -- formerly independent under the constitution. Manuel Orozco, a Nicaraguan analyst for the Inter-American Dialogue, told AFP the reform "guarantees the presidential succession" of Murillo and the pair's son, Laureano Ortega. The Geneva-based UN human rights office (OHCHR) in its annual report on Nicaragua warned in September of a "serious" deterioration in human rights under Ortega. The report cited violations such as arbitrary arrests of opponents, torture, ill-treatment in detention, increased violence against Indigenous people and attacks on religious freedom. The revised constitution will define Nicaragua as a "revolutionary" and socialist state and include the red-and-black flag of the FSLN -- a guerrilla group-turned political party that overthrew a US-backed dictator in 1979 -- among its national symbols. Constitutional law expert Azahalea Solis said this change excludes other political ideologies, while Salvador Marenco, a human rights lawyer exiled in Costa Rica, said it will end political pluralism and the doctrine of separation of powers. "Everything in the reform is what has actually been happening in Nicaragua: a de facto dictatorship," Dora Maria Tellez, a former comrade in arms of Ortega turned critic, told AFP from exile in the United States. When it was proposed by Ortega earlier this week, Organization of American States secretary general Luis Almagro described the amendment as "an aberrant form of institutionalizing the marital dictatorship." He also labeled the initiative an "aggression against the democratic rule of law."

While the Steelers still have everything in front of them even after a 34-17 loss in Baltimore on Saturday in which a pair of Russell Wilson turnovers and a battered defense starting to show signs of wear allowed the Ravens to pull away, the grasp they had on the division two weeks ago is now far more tenuous. There were no excuses offered afterward. Yet there's also no time to pout either. Not with Patrick Mahomes and the Kansas City Chiefs visiting Acrisure Stadium on Christmas Day. “The one thing I’m not going to do is keep my head down," Wilson said shortly after a fourth-quarter pick-6 allowed Baltimore to pull away. "I know for us, we got so much great confidence in who we are and what we can do and how we’re going to respond.” If Pittsburgh wants the home playoff game that capturing a division title for the first time since 2020 would provide, it doesn't really have a choice. To do it, the Steelers will likely have to beat the two-time defending Super Bowl champions on three days' rest and then the Bengals in the regular-season finale, not exactly ideal opponents for an injury-marred defense that has given up more than 400 yards in consecutive weeks for the first time since the first three games of the 2019 season. Beating Philadelphia and Baltimore on the road even in the best of times is a tough ask. The Steelers came up empty twice in six days, and while Wilson's turnovers didn’t help, Pittsburgh’s inability to match up with either team in the trenches could be a far bigger problem going forward if it can't find a way to regain the physicality it showed earlier this season. Former Union Home Secretary Ajay Bhalla has been appointed as the new Governor of Manipur in the latest gubernatorial appointments and reshuffle by President Droupadi Murmu on Tuesday (December 24, 2024) across five States. The other key appointment is that former Union Minister General V K Singh (Retd) being made the new Governor of Mizoram whileKerala Governor, Arif Mohammed Khan, has been moved to Bihar. The appointment to the Manipur Raj Bhavan is significant as the State has witnessed ethnic strife months between the Meitei community and Kuki tribes since May 2023. Anusuiya Uikey was the last full time Governor of the State and since July this year, Assam Governor Lakshman Prasad Acharya was holding additional charge. So, while he has been shifted to Bihar, the incumbent Bihar Governor Rajendra Vishwanath Arlekar has been named as the new Governor of Kerala. The incumbent Governor of Mizoram Dr Hari Babu Kambhampati has been appointed as Governor of Odisha as Gen Singh has been appointed as the new Governor of the Northeastern State. A former chief of the Indian Army, Gen Singh successfully contested the Lok Sabha polls twice (2014 and 2019) from the Ghaziabad seat in Uttar Pradesh on a BJP ticket and was part of the union council of ministers. The party, however, didn’t offer him a ticket in the 2024 Lok Sabha polls. Mr. Bhalla is among the only two longest serving union Home Secretaries who remained in office for more than five years. Said to be close to Home Minister Amit Shah, Mr. Bhalla steered some of the key legislations such as the Citizenship (Amendment) Act, 2019 and the three new criminal laws during his tenure as the Home Secretary.
