BEIRUT: Israel and Hezbollah implemented a ceasefire on Wednesday (Nov 27) as part of a United States-proposed deal for a 60-day truce to end more than a year of hostilities. The text of the deal has not been published. US President Joe Biden announced the deal, saying it was designed to be a permanent cessation of hostilities. Lebanon Prime Minister Najib Mikati welcomed the deal, which Hezbollah approved last week. The deal, negotiated by US mediator Amos Hochstein, is five pages long and includes 13 sections, according to a senior Lebanese political source with direct knowledge of the deal. Here's what we know about the deal. HALT TO HOSTILITIES The ceasefire went into effect at 4am local time on Wednesday in Israel and Lebanon (2am GMT), at which point "all fire will stop from all parties", said a senior US official with knowledge of the negotiations, who spoke on condition of anonymity. According to a senior Lebanese political source with direct knowledge of the deal, Israel was expected to "stop carrying out any military operations against Lebanese territory, including against civilian and military targets, and Lebanese state institutions, through land, sea and air". All armed groups in Lebanon - meaning Hezbollah and its allies - would halt operations against Israel, the source said. ISRAELI TROOPS WITHDRAW Two Israeli officials said the Israeli military would withdraw from southern Lebanon within 60 days. Lebanon had earlier pushed for Israeli troops to withdraw as quickly as possible within the truce period, Lebanese officials told Reuters. They now expect Israeli troops to withdraw within the first month, the senior Lebanese political source said. HEZBOLLAH PULLS NORTH, LEBANESE ARMY DEPLOYS Hezbollah must also withdraw from the southern border with Israel and move further north up the Litani River - something it has not done despite a UN Security Council resolution calling for it in 2006 (UN Resolution 1701). Their withdrawal will not be public, the senior Lebanese political source said. He said the group's military facilities "will be dismantled" but it was not immediately clear whether the group would take them apart itself, or whether the fighters would take their weapons with them as they withdrew. "Hezbollah terrorist infrastructure in southern Lebanon will not be allowed to be rebuilt," emphasised Biden in comments explaining the deal. The Lebanese army would deploy troops to south of the Litani to have around 5,000 soldiers there, including at 33 posts along the border with Israel, a Lebanese security source told Reuters. "The deployment is the first challenge - then how to deal with the locals that want to return home", given the risks of unexploded ordnance, the source said. More than 1.2 million people have been displaced by Israeli strikes in Lebanon, many of them from south Lebanon. Hezbollah sees the return of the displaced to their homes as a priority, Hezbollah lawmaker Hassan Fadlallah told Reuters. Tens of thousands displaced from northern Israel are also expected to return home. MONITORING MECHANISM One of the sticking points in the final days leading to the ceasefire's conclusion was how it would be monitored, Lebanon's deputy speaker of parliament Elias Bou Saab told Reuters. A pre-existing tripartite mechanism between the United Nations peacekeeping force in southern Lebanon (UNIFIL), the Lebanese army and the Israeli army would be expanded to include the US and France, with the US chairing the group, Bou Saab said. Israel would be expected to flag possible breaches to the monitoring mechanism. France and the US together would determine whether a violation had taken place, an Israeli official and a Western diplomat told Reuters. Biden said that the US and its allies would "provide the necessary assistance to make sure this deal is implemented fully and effectively". However, that does not mean US boots on the ground, he said. Instead, "if Hezbollah or anyone else breaks the deal and poses a direct threat to Israel, then Israel retains the right to self-defence consistent with international law", Biden stated. UNILATERAL ISRAELI STRIKES Israeli officials have insisted that the Israeli army would continue to strike Hezbollah if it identified threats to its security, including transfers of weapons and military equipment to the group. An Israeli official told Reuters that US envoy Amos Hochstein, who negotiated the agreement, had given assurances directly to Israeli Prime Minister Benjamin Netanyahu that Israel could carry out such strikes on Lebanon. Netanyahu said in a televised address after the security Cabinet met that Israel would strike Hezbollah if it violated the deal. The official said Israel would use drones to monitor movements on the ground in Lebanon. Lebanese officials say that provision is not in the deal that it agreed, and that it would oppose any violations of its sovereignty. WHAT NEXT FOR LEBANON? Given that "Hezbollah is extremely weak at this moment, both militarily and politically", the ceasefire presents "the opportunity for Lebanon to reestablish its sovereignty over its territory", the US official said. "Over the next 60 days, the Lebanese Army and the State Security Forces will deploy and take control of their own territory once again," Biden stated in his comments, calling it a "new start" for Lebanon. WHAT DOES THE DEAL MEAN FOR GAZA? The ceasefire in Lebanon could become "a stepping stone towards getting a ceasefire deal in Gaza and bringing the hostages home", the US official said. In large part that will be because the Palestinian militant group Hamas - which attacked Israel on Oct 7, 2023, prompting the invasion of Gaza - will realize that "Hezbollah has decided to abandon them and delink the two conflicts", he said. "There's no one coming for their support anymore. I think that's a powerful change of reality on the ground ... If anyone in Hamas thought that there was broad support for their cause, I think today they have learned that that is not the case," the official said.Homes have been evacuated after an apparent landslip in a former mining community. One video on social media shows buildings deep in sludge and mud as water pours down what appears to be a street. Another shows a white car stuck swamped among muck and rocks. Blaenau Gwent council said: "We are aware that a number of households in the Cwmtillery area of Abertillery have been evacuated by emergency services. "We are making arrangements for those affected and a rest centre has been set up at Abertillery Sports Centre. We are on site with partners assessing the situation."

Sir Donald Bradman feared a second Kerry Packer breakaway venture in the 1980s and did not blame Australian cricketers for taking big money to play in apartheid South Africa. He was no fan of Paul Keating, admired Queen Elizabeth II, and took some of his greatest pleasure late in life from watching Shane Warne in action. These insights and many more are contained in a collection of more than 20 letters penned by Bradman to an English friend, the entertainer Peter Brough, and tucked away in the National Library of Australia. Sir Donald Bradman wrote letters late in life almost as prolifically as he’d made runs in his younger years. Credit: Fairfax Media Written between 1984 and 1998, the letters capture Bradman’s complicated relationship with fame and his often trenchant views on sport and politics at home and abroad. Peter Brough was an English entertainer, specialising in a ventriloquist act that was popular on radio during the 1950s in the UK. Bradman met Peter Brough through his father Arthur during tours of England in the 1930s, and the younger men struck up a friendship that continued through correspondence over many years. Peter Brough died in 1999, Bradman in 2001. The letters were donated to the NLA by Peter Brough’s family. ‘The cricket world has been in a ferment’ In the winter of 1985, Bradman held grave concerns for the future of the game amid the loss of 14 top Australian players to “rebel” tours of South Africa. There were parallel revelations that Kerry Packer was signing up players himself to protect his investment in the game in Australia. And it was economic sanctions, rather than the sporting kind, that brought a swift end to apartheid in the late 1980s. Bradman was buoyed by South Africa’s readmission. ‘Keating is a disaster’ Bradman’s conservative political views are no secret, and an affection for the UK and its monarchy remained strong right through his life. In May 1986, he was a guest of Queen Elizabeth II for lunch on the royal yacht Britannia during a tour of Australia. There was admiration, too, for Britain’s long-serving prime minister Margaret Thatcher, who resigned from office in 1991 after more than a decade in charge. Bradman contrasted democracy in Britain and Australia with the recent assassination of India’s former prime minister, Rajiv Gandhi, in May of that year. The USSR collapsed later that same year, a moment Bradman marked with acclamation. A couple of years later, Paul Keating was re-elected as Australia’s prime minister, but in December 1993 the South Australian Labor government paid the price for the State Bank collapse. The price of fame In the 1980s and ’90s, Bradman’s profile rose as a much-venerated figure in Australia and around the world. While appreciative of so much love, Bradman also felt constrained by the attention, and the demands it placed on his time and letter writing. Credit: Bodyline The TV miniseries Bodyline was broadcast in 1985, starring Gary Sweet as Bradman. The man himself gave a mixed review. The bicentenary of European settlement took Bradman and his wife Jessie to Sydney in early 1988, where a celebratory Test match was played. A few months later, Bradman confessed to seeking refuge away from the spotlight: “I prefer to be far away from crowds and publicity. My 80th birthday is coming up in August and I have already arranged to go away from Adelaide for a week to dodge all the fuss.” Attention ramped up further in 1996, when Bradman sat down with Ray Martin for a televised interview to raise funds for the Bradman Museum in Bowral. Around the same time, John Howard’s election as prime minister put an avowed “cricket tragic” in the lodge, who often cited Bradman as a hero. In 1998, Bradman confided further to Brough about the price of his fame. On Warne In the interview with Martin, Bradman spoke of how the best cricket anyone could possibly watch was that of an aggressive batsman versus an over-the-wrist leg-spinner. By May 1991, it had been nearly 30 years since the retirement of Richie Benaud, and Bradman despaired of seeing another wrist-spinner of top quality. “The great tragedy of modern cricket is the demise of the slow leg-spinner,” he wrote. “Primarily it seems to be due to the one-day games in which ‘economy’ is the only thing that matters. Credit: Dallas Kilponen “You don’t have to get the other fellow out, you only have to stop him scoring runs, and of course young leg-spinners when learning their trade, are always a bit expensive.” Shane Warne was by that time making his start in first-class cricket, and made his debut for Australia in January 1992. In early 1993, Bradman had started to pay attention. That prediction proved prescient. England’s troubles in the late 1980s and early 1990s are another theme of Bradman’s letters, but in this case they are balanced by what he was seeing from Warne. “Poor old England is in a bad way – rather than sack [captain Graham] Gooch I think they should have sacked the selectors,” he wrote during the 1993 Ashes series. “There must be better players in the county ranks than some of those selected. “Still it must be lauded that our fellows have played well and I have been excited to see a young leg-spinner turning the ball more than anyone since [Chuck] Fleetwood-Smith. And he has been economical as well. Time we got away from the endless stream of fast bowlers.” Shane Warne set the 1993 Ashes series alight. Credit: Reuters Eighteen months later, Bradman was ready to afford Warne the highest possible praise, though he was still just 25 years old and had more than a decade of Test cricket ahead of him. “Shane Warne is bowling brilliantly and causing all sorts of trouble,” he wrote in November 1994. “Excepting [Bill] O’Reilly, Warne is the best slow leg-spinner we’ve produced, better even than [Clarrie] Grimmett and that is very high praise.” An eye for talent Bradman’s eye was always open for the admiration of great players, but it was his assessments of young, promising cricketers that stand out most. In the summer of 1985-86, he picked out arguably the two finest Australian cricketers to debut in an otherwise grim season: lithe left-armer Bruce Reid and a young all-rounder called Steve Waugh. He also supported the decision to install Tim Zoehrer as Australian wicketkeeper ahead of Wayne Phillips. Paceman Bruce Reid and all-rounder Steve Waugh caught Bradman’s eye. By November 1989, Australia’s cricket fortunes were on the upswing, and as a spectator at Adelaide Oval, Bradman saw a young Darren Lehmann hammer a double century in the Sheffield Shield. He also watched on television as Martin Crowe sculpted a century of his own in the Perth Test. In the winter of 1991, Bradman was discerning the first signs of decline for the great West Indian team, even though they had beaten Australia at home earlier in the year. He also rated the performance of Mark Taylor, while being awed by the strokeplay of a young Mark Waugh. “Though we lost the rubber in West Indies I don’t think the gods were on our side and I would back us to beat them next time,” Bradman wrote. “We now have a super left-hand opener in Taylor and Mark Waugh is all class, better than his brother Steve who did so well on our last tour of England.” The following year in Sri Lanka, Border broke a century drought that lasted four summers, raising a pithy reaction from Bradman. The following summer, Bradman observed the decline of the once great West Indian team. There were more tough times that summer and afterwards for Taylor, in the midst of a long form slump that very nearly cost him the Australian captaincy. Bradman rated Taylor a better captain than Border, and was understanding of why he had been retained. A century in Birmingham saved Taylor’s tenure, and he went on the lead the team until January 1999. Running the game As time ticked by, Bradman felt himself growing more distant from the game and its administration. He resigned from his committee posts with the South Australian Cricket Association in 1986, lamenting the coarsening of international sport. This is not to say that Bradman did not retain strong opinions. During the 1980s, England took a fearful battering from the West Indies, and many English followers bemoaned a lack of oversight from umpires about short-pitched bowling. Brough was one of them, and got a succinct reply. Umpires were still a topic of discussion in 1992, particularly around the World Cup held that year in Australia and New Zealand. NEW YORK (AP) — A man accused of setting a woman on fire inside a New York City subway train and then watching her die after she was engulfed in flames made an initial court appearance Tuesday and will remain in custody. Sebastian Zapeta, 33, who federal immigration officials said is a Guatemalan citizen who entered the U.S. illegally, was arraigned in Brooklyn criminal court. He appeared briefly before a judge and wore a white jumpsuit over a weathered black hooded sweatshirt. He did not speak. He will remain jailed ahead of his next court date on Friday. The apparently random attack occurred Sunday morning on a stationary F train at the Coney Island station in Brooklyn. Police said Tuesday that identification of the victim was still “pending at this time.” Authorities say Zapeta approached the woman, who was sitting motionless in the train car and may have been sleeping, and used a lighter to set her clothing on fire. The woman quickly became engulfed in flames, while the suspect then sat at a bench on the subway platform and watched, according to police. Video posted to social media appeared to show the woman standing inside the train ablaze as some people look on from the platform, and at least one officer walks by. NYPD Chief of Transit Joseph Gulotta said Sunday that several officers had responded to the fire and one stayed to keep the crime scene “the way it’s supposed to be" while the others went to get fire extinguishers and transit workers. They were eventually able to douse the fire, but “unfortunately, it was too late,” Police Commissioner Jessica Tisch said — the woman was pronounced dead at the scene. During Zapeta's court hearing on Tuesday, Assistant District Attorney Ari Rottenberg said Zapeta at one point fanned the flames on the woman using his shirt. He said a 911 call from a subway rider helped identify Zapeta. Rottenberg added that under interrogation Zapeta claimed he didn’t know what happened, noting that he consumes alcohol. But he alleged that Zapeta identified himself to interrogators in images related to the attack. Zapeta was taken into custody Sunday afternoon while riding a train on the same subway line after police got a tip from some teenagers who recognized him from images circulated by the police. A Brooklyn address for Zapeta released by police matches a shelter that provides housing and substance abuse support. The shelter did not immediately respond to a request for comment. Federal immigration officials said Zapeta had been previously deported in 2018 but at some point reentered the U.S. illegally. In a statement, Brooklyn District Attorney Eric Gonzalez called the attack a “gruesome and senseless act of violence against a vulnerable woman” that would be “met with the most serious consequences.” The crime — and the graphic video of it that ricocheted across social media — deepened a growing sense of unease among some New Yorkers about the safety of the subway system in a city where many residents take the subway multiple times each day. Overall, according to authorities, crime is down in the transit system this year when compared to last year — major felonies declined 6% between January and November of this year and in 2023, data compiled by the Metropolitan Transportation Authority show. But murders are up, with nine killings this year through November compared to five in the same period last year. Earlier this month, a Manhattan jury acquitted Daniel Penny in the death of an agitated subway rider that the former Marine placed in a chokehold last year. (AP) — Carolina rookie tight end Ja’Tavion Sanders has been discharged from the Carolinas Medical Center after suffering a neck injury in the Panthers' 30-27 loss to the Kansas City Chiefs on Sunday. Panthers coach Dave Canales offered no update on Sanders’ status other than to say he was released from the hospital after being evaluated by doctors. Team officials said Sanders had full use of all of his extremities. Sanders, who has been a budding young star on the Panthers offense, caught a 10-yard pass near the sideline before being upended by Chiefs cornerback Trent McDuffie near the end of the first half. He flipped in the air and landed on the back of his head and remained on the ground for several minutes as teammates gathered around him. Sanders was put on a backboard and taken to the locker room. He appeared to raise his arms with a trainer's hand draped on top of them as he left the field. Sanders had three catches for 49 yards before the injury. Before we get to the players who will sit out for Pittsburgh, it's worth mentioning the players who will be making their returns to the field, a list that includes wide receiver George Pickens, cornerback Donte Jackson, defensive lineman Larry Ogunjobi and safety DeShon Elliott, all of whom sat out last week. On the flip side, the Steelers have two players ruled out in cornerback Joey Porter Jr. and wide receiver Ben Skowronek. Steelers defensive coordinator Teryl Austin said Cory Trice and James Pierre will help fill the void , and Pittsburgh will ultimately deploy the hot hand between the two. The only player with a questionable tag for Pittsburgh is backup quarterback Justin Fields, who turned in a pair of limited sessions during the week. If he's inactive, Kyle Allen will be Russell Wilson's backup. For the Chiefs, the biggest names we're keeping an eye on are superstar defensive lineman Chris Jones and right tackle Jawaan Taylor, both of whom are listed as questionable. Jones was upgraded to a limited practice to close out the week, while Taylor turned in two limited sessions over the last two days. The Chiefs don't need to win this game, so it's possible they play it safe with both, although that's just a guess. On top of those two, defensive back Chamarri Conner and left tackle D.J.
