In an interview with The Associated Press, Jim McDonnell said his tenure as police chief will be marked by high engagement with the community, adding that all of society must participate in the criminal justice system to create a safe place to live. A veteran police officer and former sheriff, McDonnell was selected by Mayor Karen Bass in October and sworn in last month . Recommended Videos The LAPD does not stop people or take action for any reason related to immigration status, and it doesn’t enforce immigration laws, a practice that has been in place for 45 years, said McDonnell, referring to a department policy known as Special Order 40 enacted in 1979. Any immigration enforcement would be “undercutting our primary mission, which is to be able to build public trust to work with every member of all of our communities, to be able to have hope that people will come forward if they were a victim of crime, a witness to a crime,” McDonnell said. The department plans to work with the consulates to create and circulate a video explaining their policies to the immigrant community and alleviating their concerns. During the last Trump administration, the U.S. Justice Department attempted to withhold funding from sanctuary cities and favor cities that pledged to cooperate with immigration enforcement for federal grants. McDonnell said the department is “cognizant of what’s at stake” –- with a majority of the LAPD budget going toward personnel, the police force often relies on grants to provide for equipment and tools. He will be working with national police groups like the Major Cities Chiefs Association to advocate for law enforcement needs with the Trump administration, McDonnell said. Along with engaging the immigrant community, McDonnell said he hopes to seek a greater level of engagement from communities that traditionally haven’t felt comfortable doing so, “just human-to-human, going out and asking for help.” He also vows to build back the police force from currently just under 9,000 sworn officers to a baseline of 10,000, ideally even exceeding that number. While recent recruitment class size numbers have been in the mid-30s, he hopes to double that to 60, McDonnell said. The additional officers will be crucial as Los Angeles prepares to play host to a number of events that will draw visitors from all over the world, including the FIFA World Cup in 2026, Super Bowl in 2027 and the Olympics in 2028. One additional tool in the law enforcement arsenal is the recent passage of Proposition 36 , which reverted to a previous law making some shoplifting and drug offenses felonies again. While it will mainly affect prosecutors, McDonnell said it will make arrests for those types of crimes “more meaningful” and give local businesses more safety and comfort, preventing them from having to shut down their stores and leave the community. “As we move forward, we do so judiciously so that we use the tools that are available to us,” McDonnell said.

But it's today, in 2024, when two area school districts have issued notes of caution to the community saying cases of whooping cough have been reported. At Otto-Eldred School District, Superintendent Matt Splain released a statement on social media: "Otto-Eldred Elementary School received reporting of a whooping cough case this week. The student is currently under medical care and has not been in school for 2 weeks. Pertussis cases have been rising nationwide, including in Pennsylvania. Pennsylvania has seen the most reported cases so far this year. The U.S. has seen a five-fold increase in reported cases in 2024 compared to 2023." At Smethport Area School District, a student wasn't mentioned, but the cautionary statement prior to Thanksgiving asked folks to review an update on whooping cough from the school nurses. "We are still experiencing cases of pertussis circulating in our community," the notice read. Both schools included informational statements on pertussis, how to recognize it and what the Department of Health recommended for treatment. The health department and CDC noted that Pennsylvania has had 2,657 cases so far this year; last year there were 305 cases. The most recent week reported, which ended Nov. 23, had 35 cases in the state. "Pertussis, commonly known as whooping cough, follows a relatively typical cycle that sees cases rise and fall, with illness peaks occurring every 2 to 5 years – this is a normal occurrence and should not be considered abnormal or thought of as an 'outbreak,' stated Neil Ruhland, deputy press secretary for the health department. There has been a rise in the state, particularly in areas with greater population density, he said, like Philadelphia and Pittsburgh. "The majority of outbreaks that have been reported are from middle school, high school or college settings. The number of reported pertussis outbreaks increased throughout the 2023-24 school year, that trend is expected to continue into 2025. No reported deaths due to a pertussis diagnosis have occurred in Pennsylvania in 2024," he said. The health department sent out a health alert and has been presenting educational materials to daycares and school settings. "Vaccination against whooping cough is the best way to prevent the disease," Ruhland said. "Children should routinely be vaccinated with a DTaP vaccine at two months, four months, six months, 15 to 18 months, and again at 4 to 6 years. "Adolescents should be up to date with the whooping cough vaccine and the last vaccination of Tdap at 11 to 12 years of age," he said. "Adults should get a Tdap vaccine every 10 years. "Pregnant women should receive Tdap between 27 and 36 weeks gestation with each pregnancy, regardless of prior vaccination history. The youngest children can get the first dose until two months of age." The vaccine rate in the state is 94.6% for kindergarten students, 92.4% for seventh graders, and 97.1% for 12th graders. According to the Centers for Disease Control, "Reports of pertussis cases were lower than usual over the past few years, during and following the COVID-19 pandemic. However, the United States is beginning to return to pre-pandemic patterns where more than 10,000 cases are typically reported each year. The infection prevention team for Upper Allegheny Health System said they haven't seen any cases of pertussis at Bradford Regional Medical Center or Olean (N.Y.) General Hospital. Cases of whooping cough tend to be cyclical, the experts agreed. "However, during the typical respiratory season, pertussis is often overlooked as a diagnosis in adolescents and adults, even when cough is present. This only reinforces the need for healthcare provider awareness with recognizing the symptoms of the illness and opting to perform laboratory testing for confirmation. Recognition and isolation is so important to preventing spread." "It's likely mitigation measures used during the pandemic (e.g., masking, remote learning) lowered transmission of pertussis. In 2024, reported cases of pertussis increased across the United States, indicating a return to more typical trends." "Pertussis is an acute bacterial disease caused by Bordetella pertussis spread through airborne droplets," the health department noted. "The incubation period is typically 7 to 10 days but can range from 5 to 21 days. Patients are infectious from the onset of symptoms until 3 weeks after the cough starts or until after 5 days of appropriate antibiotic treatment." It is a highly contagious respiratory tract infection. In many people, it's marked by a severe hacking cough followed by a high-pitched intake of breath that sounds like a "whoop."

The controversy around a religious Christmas sign that was taken down in downtown Kelowna continues. Two days after a sign stating 'Keep Christ in Christmas' was removed from the nativity scene display at Stuart Park, Kelowna-Centre MLA Kristina Loewen went to social media to express her opinion on the matter. "We believe that it's an important detail that Christmas is a Christian holiday," said Loewen in her video, referring to 'we' as all of the MLAs for the Central Okanagan. "We will be standing united and defending all British Columbians rights to religion and freedom of expression, speech, thought, belief," she added. "Canada is an incredible country full of diverse cultures and religions, and a wide variety of views, and I think that's one of the things that makes us so incredible." Kelowna-Lake Country-Coldstream MLA Tara Armstrong agreed with her fellow Conservative, quote-tweeting the video and saying "a great message from a colleague and friend. I'm proud to be part of a team that stands for what's right." Macklin McCall, MLA for West Kelowna, also quote-tweeted Loewen's post. However, Kelowna-Mission MLA Gavin Dew appears to not have commented on social media. The nativity scene is put up by the Knights of Columbus every year and a permit is given from the City of Kelowna to do so. When the 'Keep Christ in Christmas' sign was displayed beside the scene on Monday, Dec. 9, some people in the community, including the Kelowna Atheists, Skeptics, and Humanists Association (KASHA) took issue. A letter by KASHA to Black Press Media on Dec. 9, stated the nativity scene is part of Christmas, just as "lights, festive trees, and other decorative displays" are also. "This message is not merely festive—it is political, advocating for a specific religious interpretation of the holiday," said KASHA about the sign. The next day, the sign was taken down and the City of Kelowna confirmed that the sign was not part of the Knights of Columbus' permit for the nativity scene. The Knights of Columbus had no comment regarding the matter. Capital News reached out to Loewen for further comment but was met with an automatic e-mail reply. Additionally, the City of Kelowna stated it had no comment on Loewen's video. However, Ian Bushfield the executive director of the B.C. Humanist Association did have a comment. "Freedom of religion in Canada includes freedom from religion," said Bushfield in an e-mailed statement. "Ms. Loewen and all Christians are obviously free to celebrate Christmas as a Christian holiday but our governments have a clear duty of religious neutrality. That means neither endorsing nor prohibiting any religion over any other. That sign, and arguably even the nativity scene, being on public property breaches that duty. She can put the sign up at her church or at her own house but we do not live in a theocracy." Bushfield has previously stated that BCHA is an organization committed to secular values. “Part of that is the separation of religion and government," said Bushfield.
