FIUGGI, Italy -- Foreign ministers from leading industrialized countries threw their strong support Tuesday behind an immediate ceasefire between Israel and the Lebanese militant group Hezbollah but sidestepped the question of whether to enforce an international arrest warrant for Israel’s leader over the war in Gaza. In their final communique, the Group of Seven ministers demanded Israel “facilitate full, rapid, safe and unhindered humanitarian assistance in all its forms” to Palestinians in Gaza, warning that its yearlong assault had led to unprecedented food insecurity. But they didn’t refer explicitly to the Hague-based International Criminal Court and its arrest warrants on charges of crimes against humanity for Israeli Prime Minister Benjamin Netanyahu and his former defense minister, Yoav Gallant. The warrants said there was reason to believe Netanyahu and Gallant have used “starvation as a method of warfare” by restricting humanitarian aid and have intentionally targeted Palestinian civilians in Israel’s war with Hamas in Gaza — charges Israeli officials deny. Italy had put the ICC warrants on the official G7 meeting agenda, even though members were split on the issue and the right-wing government of Premier Giorgia Meloni, a strong supporter of Israel, said they were politically motivated. The U.S., Israel’s closest ally, isn’t a member of the court and has called the warrants “outrageous.” All the other G7 countries are signatories and are obliged to respect and implement the court’s decisions. The final statement adopted by the ministers said Israel must uphold its international humanitarian obligations. And it said all G7 members — Canada, France, Germany, Italy, Japan, the United Kingdom and the United States — “reiterate our commitment to international humanitarian law and will comply with our respective obligations.” Pressed on whether Italy would arrest Netanyahu if he stepped foot on Italian soil, Foreign Minister Antonio Tajani said he believed the warrants were “unenforceable” since Netanyahu is a sitting head of a government that isn’t a member of the court. When asked if that same logic applies to Russian President Vladimir Putin, who is also the subject of an ICC warrant, Tajani said the situations were different. “You have to be very pragmatic because when something in theory isn’t applicable, it runs the risk of being just a political message.” The G7 meeting of foreign ministers, the last of the Biden administration, was dominated by the wars in Gaza and Lebanon. Ministers were heartened by indications that a ceasefire might soon be announced between Israel and Hezbollah. U.S. Secretary of State Antony Blinken said a deal would also improve prospects for a ceasefire in Gaza. “Because one of the things that Hamas has sought from Day One is to get others in on the fight to create multiple fronts, to make sure that Israel is having to fight in a whole series of different places,” he said. “And as long as it’s thought that that was possible, that’s one of the reasons it’s held back from doing what’s necessary to end the conflict. Now, it seems that the cavalry is not on the way. That may incentivize it to do what it needs to do to end this conflict.” The G7 ministers were joined by the foreign ministers of the “Arab Quintet” — Saudi Arabia, Jordan, Egypt, Qatar and the United Arab Emirates. The EU’s top diplomat, Josep Borrell, said Tuesday there were “no excuses” for Israel to refuse to accept a ceasefire , saying all its security concerns had been addressed in the U.S.-French-brokered deal. Borrell said under the proposed agreement, the U.S. would chair a ceasefire implementation committee, with France participating at Lebanon’s request. The outgoing EU foreign policy chief also called for increased pressure on Israel to not give into extremists in the government who were refusing to accept the deal. Speaking on the sidelines of the G7 meeting, he warned that if a ceasefire is not implemented, “Lebanon will fall apart.” Following the Oct. 7, 2023, Hamas attack in Israel, months of fighting between Israel and the Iranian-backed Hezbollah have erupted into a full-blown war in recent months, with Israel killing Hezbollah’s main leaders and sending ground forces into southern Lebanon. Israeli bombardment has killed more than 3,500 people in Lebanon and wounded more than 15,000, according to the Lebanese Health Ministry. On the Israeli side, about 90 soldiers and nearly 50 civilians have been killed by rockets, drones and missiles in northern Israel and in the fighting on the ground in Lebanon. Borrell, whose term ends Dec. 1, also said he proposed to the G7 and Arab ministers that the U.N. Security Council take up a resolution specifically demanding humanitarian assistance reach Palestinians in Gaza, saying deliveries there have been completely impeded. While the G7 meeting was dominated Monday by the Mideast conflicts, attention turned Tuesday to Ukraine. Ukrainian Foreign Minister Andrii Sybiha briefed the ministers on Russian attacks on Ukraine’s energy infrastructure. In their final statement, the ministers condemned Russia’s use of North Korean troops in Ukraine and its “irresponsible and threatening nuclear rhetoric .” The G7 has been at the forefront of providing military and economic support for Ukraine since Russia’s full-scale invasion in February 2022, and G7 members are concerned about how the incoming Trump administration will change the U.S. approach. U.S. President-elect Donald Trump has criticized the billions of dollars that the Biden administration has poured into Ukraine and has said he could end the war in 24 hours — comments that appear to suggest he would press Ukraine to surrender territory that Russia now occupies. Tensions have heightened since Russia attacked Ukraine last week with an experimental, hypersonic ballistic missile . Russian President Vladimir Putin said the strike was retaliation for Kyiv’s use of U.S. and British longer-range missiles capable of striking deeper into Russian territory. The final G7 communique vowed the group’s continued commitment to Ukraine. “Our support for Ukraine’s territorial integrity, sovereignty and independence will remain unwavering,” the ministers said. NEW YORK (AP) — The leaders of presidential campaign insist they simply didn’t have enough time to execute a winning strategy against , pointing to “ferocious” political headwinds that were ultimately too much to overcome in the 107-day period after . Harris’ leadership team, speaking on the “Pod Save America” podcast that aired on Tuesday, defended over the campaign’s closing days, some of which have faced scrutiny in the weeks since . Specifically, they defended Harris’ outreach to Republican voters, her from Biden, her silence on and her inability to schedule an interview with popular podcaster Joe Rogan. “In a 107-day race, it is very difficult to do all the things you would normally do in a year and a half, two years,” said Harris campaign senior adviser Jen O’Malley Dillon. David Plouffe, another senior adviser, added, “There was a price to be paid for the short campaign.” The pointed reflections on Harris’ loss came just before she was scheduled to host a conference call with supporters as the party begins a painful process of self-examination. Trump won every swing state and traditionally aligned with Democrats — young voters and voters of color, among them. Harris’ team did not question the legitimacy of Trump’s victory. “We lost,” O’Malley Dillon said. But none of the Harris’ advisers acknowledged any mistakes during the wide-ranging podcast interview hosted by former Democratic operatives. Instead, they indicated that Harris had few options given the compressed timeframe and the broad anti-incumbent headwinds that have challenged elected officials across the world. They also gave Trump’s team some credit. They specifically pointed to Trump’s closing attack ad, which highlighted Harris’ support for taxpayer-funded sex reassignment surgeries for transgender prisoners. “Obviously, it was a very effective ad at the end,” said Harris deputy campaign manager Quentin Fulks. “I think that it made her seem out of touch.” The campaign tested several potential response ads but, in the end, decided it was best to avoid a specific rebuttal. “There’s no easy answers to this,” O’Malley Dillon said. Plouffe said he thought the Trump attack ad against “Bidenomics” was even more effective, but he acknowledged that the transgender attacks were not helpful. “She was on tape,” he said. “Surgery for trans people who want to transition in prison was part of the Biden-Harris platform in 2020. It was part of what the administration did, right?” And while the campaign has faced lingering questions about its media strategy, Harris’ team said she actually wanted to participate in a podcast with Rogan, who is among the world’s most popular podcasters and ultimately endorsed Trump. Stephanie Cutter, another Harris senior adviser, said the campaign wasn’t able to “find a date” to make it work. “We had discussions with Joe Rogan’s team. They were great. They wanted us to come on. We wanted to come on,” she said. “Will she do it sometime in the future? Maybe. Who knows. But it didn’t ultimately impact the outcome one way or the other.” Plouffe noted that the campaign offered to do the Rogan podcast on the road in Austin, Texas. with Rogan in the podcaster’s studio. Harris’ campaign brass also defended her decision to court moderate Republicans in the campaign’s closing days. The decision has drawn ire from some progressives, who believe Harris should have worked harder to turn out more traditional Democratic voters. “This political environment sucked, OK? We were dealing with ferocious headwinds,” Plouffe said. “So we had a complicated puzzle to put together here in terms of the voters.” He acknowledged some “drift” toward Trump among non-college-educated voters, particularly voters of color, which made Harris’ outreach to moderate voters even more important. “Yes, of course you have to maximize your turnout and your vote share amongst liberal voters if you’re a Democrat. That was a huge focus,” he said. He added, “You’ve got to couple that with dominating in the middle. Not just winning it a little. The Times credits associate puzzle editor Wyna Liu with helping to create the new word game and bringing it to the publications' Games section. Connections can be played on both web browsers and mobile devices and require players to group four words that share something in common. Each puzzle features 16 words and each grouping of words is split into four categories. These sets could comprise of anything from book titles, software, country names, etc. Even though multiple words will seem like they fit together, there's only one correct answer. If a player gets all four words in a set correct, those words are removed from the board. Guess wrong and it counts as a mistake—players get up to four mistakes until the game ends. Players can also rearrange and shuffle the board to make spotting connections easier. Additionally, each group is color-coded with yellow being the easiest, followed by green, blue, and purple. I often here, “But my app said 80% chance of rain so I changed my plans in the afternoon.” My next question usually is, “Did you consider that the rain might have only been forecasted for the morning hours?” I Will Not Immediately Share or React to Snowfall Forecast Maps Until the Source is Verified At this time of year, there are typically a host of complaints from weather colleagues about social mediarologists sharing long-range snow forecasts. It is the epitome of the “click-bait” or follow me mentality right now. However, there are several problems. These “pick your favorite mode scenarios” often disappear in the next model run. Most credible meteorologists should not convey information based on one model run. Additionally, when those forecasts do not verify, people question the credibility of the weather community. Meteorologist Brad Panovich recently dealt with this issue on a thread on the platform X. Most weather experts understand limitations of long-range or single model runs. However, a shadowy ecosystem has emerged that is characterized by sharing of such information without proper context and with a desire to be “social media famous” or first. Unfortunately, many people cannot distinguish between information from the National Weather Service and less credible sources. To make matters worse, people will often latch on to such forecasts because they are “wishcasting” snow or other desired outcomes. Please check sources and verify model integrity or time frames before drawing conclusions. I Will Not Fear AI The recent hysteria about drones, which are increasingly a part of society, reminds me that people fear things they are not familiar to their daily routines. Drones and artificial intelligence are important aspects of scientific research these days so I do not have an aversion to them. They are also integral to all of our lives but in less evident ways. Your Weather or Search App on your device is probably already using it. AI is increasingly a part of the weather landscape. University of Oklahoma Professor Amy McGovern, in a National Academies discussion , provided an excellent overview of how AI is improving nowcasting, forecasting, verification, and observation of weather. AI will move my field forward. The New York Times recently covered Google’s new AI agent that showed impressive skill for a two-week forecast. Houston meteorologist Matt Lanza also recently documented the effectiveness of AI modeling relative to a forecast “bust” in Minnesota. However, there are still issues to be addressed related to ethics, computational resources, and a skilled technical workforce force. McGovern is director of the NSF AI Institute for Research on Trustworthy AI in Weather, Climate, and Coastal Oceanography at the University of Oklahoma and is the Lloyd G. and Joyce Austin Presidential Professor in the Schools of Computer Science and Meteorology, respectively. She said, “AI is being used primarily by private industry right now. NOAA is getting there, but they are necessarily cautious in adopting new technologies, because they are the government entity charged with operational forecasting, and they don’t want to lose the public trust.” I Will Not Let My Belief Systems Influence Science Understanding 2024 was an odd year. Some people thought hurricanes were being created and controlled by the government. Meteorologists were threatened for simply doing their jobs. The Goodyear blimp and aircraft landing at major airports were being called unexplained drones. Increasingly, it seems ideological beliefs based on political, cultural, religious, or other marinades are shaping certain views on science. Just yesterday, I saw woman on Facebook lecture legendary broadcast meteorologist James Spann because he challenged someone who she claimed “had a different viewpoint.” No, No, No. That’s not how any of this works. James was calling out someone claiming that the Earth is flat. What I saw was a scientist protecting facts rather than allowing opinion or conspiracy theories to have equal footing. Kudos to James. I Will Not Overreact to Weather Terms It seems that every year people hear a term that they are not familiar with and assume that it is new. Social media has likely heightened this tendency. Words like derecho, atmospheric river, bomb cyclone, polar vortex, and heat dome are not new to those of us in the meteorology community. In addition to social media, the growth of weather journalism and blogs has exposed more people to these terms. With such new exposure, it is inevitable that misuse or misinterpretation is likely. It adds even more to the risk communication plate of meteorology and emergency management professionals. I Will Do My Part to Help with Climate Change Whether you believe it or not, the effects of climate change are here and likely to worsen. Yes, climate has always changed, but the influence of anthropogenic activities is situated on top of the natural variability. Trees naturally fall down in the forest, and we can accelerate that process with chainsaws. While transformational actions will be required that involve reducing carbon emissions or adapting to inevitable changes, recent studies continue to show that individual actions can help. The New York Times recently posed the question , “What if Everyone Did Something to Slow Climate Change? Brookings also laid out some ideas related to personal actions we all can take. The final two resolutions are just pet peeves of mine. I hope everyone resolves to spell “lightning” without the “e” when describing the optical phenomenon that causes thunder. And if it is still around, resist the urge to add “s” to daylight saving time. Happy New Year.
