Oil & Gas Development Company Limited (OGDCL), Pakistan’s largest exploration and production company, has successfully revived and enhanced oil production from the Pasakhi-5 well, located in Hyderabad district of Sindh. According to a new release, the well is part of the Pasakhi Development & Production Lease (D&PL), with OGDCL holding a 100% working interest. As part of a strategic optimization initiative, OGDCL deployed a rig to install an artificial lift system (ESP) at the well to enhance oil production. Previously, the well was producing 480 barrels of oil per day (BPD) on natural flow. Following the installation, oil production from the well has increased significantly to 900 BPD, marking an impressive increase of 420 BPD. OGDCL’s initiative aligns with its broader strategy to optimize energy output and ensure sustainable energy supply, contributing to Pakistan’s energy security and economic growth. Contrary to his quiet demeanour, Dr. Singh, who died on the same day 20 years later , made several bold decisions in the hours that followed, recount officials who served with him. The first was that India would not accept aid from abroad and would manage the crisis internally. The second, that India would help others who had been hit by the giant waves that took more than 2,30,000 lives across the Indian Ocean. Within hours, the government cleared naval and air force missions to Indonesia, Sri Lanka and the Maldives, with a total of 32 Indian ships and 5,500 troops joining the international effort, which announced India’s arrival on the global scene as a humanitarian assistance and disaster relief (HADR) first responder. The third decision was to coordinate regularly with others involved in the effort, most notably the U.S., Japan and Australia, in meetings that led to the formation of the Quad. He replaced him with his most senior colleague Pranab Mukherjee, and later with S.M. Krishna, but Dr. Singh never really gave up control of Indian foreign policy, and his imprint on each foray was unmistakeable. Although he was sometimes criticised by the Opposition for being “maun” or silent, Dr. Singh was a prolific communicator when it came to his foreign policy. At a book launch of his speeches in 2018, Dr. Singh referred to this practice, defending himself against the charge that he didn’t engage the media. “I certainly was not a Prime Minister who was afraid of talking to the press,” he said, pointedly. Two policy breakthroughs The engagement with the Quad, though short-lived until it was revived in 2017, also laid the path for two of Dr. Singh’s biggest foreign policy breakthroughs: with Japan, that ended India’s isolation over the nuclear tests of 1998. He began a new chapter along with Prime Minister Shinzo Abe, who referred to Dr. Singh as his “mentor or guru”. The other was the engagement with the United States for the civil nuclear deal. Without agreeing to sign the Nuclear Non-Proliferation Treaty, Dr. Singh’s team of negotiators were able to win waivers at the Nuclear Suppliers Group that also opened up the path for India and the U.S. to collaborate together in a number of areas, and freed up India’s access to nuclear energy. Dr. Singh’s personal ties with U.S. President George W. Bush, whom he controversially told in 2008, “The people of India deeply love you”, and with his successor President Barack Obama, who has often spoke of his admiration for Dr. Singh’s intellect and wisdom, were a key part of the relationship. From the very beginning as Prime Minister, he picked up the 2003 Vajpayee-Musharraf dialogue, appointing veteran diplomat Satinder Lambah as his envoy for back-channel dialogues with Pakistan on a plan for a peace treaty and the resolution of Jammu and Kashmir issue. As Mr. Lambah records in his book In Pursuit of Peace, Dr. Singh was clear about the parameters of the agreements – that these would involve “making borders irrelevant” without any territorial consequences. In another interview to this reporter just before the 2009 elections, he admitted candidly that the 2008 Mumbai attacks had put paid to any plans for peace with Pakistan. However, he did not believe there was a choice but to continue to try and engage with the neighbour. A decade later, Dr. Singh was sharply criticised for not carrying out strikes on Pakistan in retaliation for the terror attacks with a clear trail to its intelligence agency, the Inter-Services Intelligence (ISI). However, as Shiv Shankar Menon writes in his memoir Choices , it was a decision that he may not have agreed with himself, but that paid in terms of appreciation internationally for India’s restraint. The process that began then for accountability still continues, but in the years that followed 2008, the government was able to successfully pursue the case for sanctioning Pakistan under the Financial Action Task Force, and prevail on countries like the U.S. and the U.K. to step up pressure for action against terror groups by Pakistan. India’s coming of age internationally, in one sense, came in 2010, when Dr. Singh hosted the leaders of every UN Security Council permanent member in Delhi. In his drawing room at Motilal Nehru Marg in Delhi, he would point to a painting – of his native village in Pakistan – that President Pervez Musharraf had gifted him, and he had exchanged with him a photograph of Musharraf’s family home in Daryaganj, the “Neher wali Haveli”. Israel struck multiple targets in Yemen it said were controlled by Houthis, the last of the Iran-backed groups still fully engaged in the regional war that began 14 months ago. Targets hit Thursday included military infrastructure at the Sanaa International Airport and in the Hezyaz and Ras Kanatib power stations, according to the Israel Defense Forces. They also struck military infrastructure in the Hodeidah, Salif and Ras Kanatib ports on the western coast. At least three deaths were reported so far, according to the Houthi-operated Al-Masirah TV. “We are determined to cut off this terrorist arm of Iran’s evil axis,” Israeli Prime Minister Benjamin Netanyahu said. “We will persist in this until we complete the task.” It was a rebuff to efforts by the Houthis to slowly escalate their attack on Israel with an eye toward avoiding full-out retaliation. Israelis viewed the nature of the attacks — mostly in the early hours of the night over the past week — as evidence that the rebel group was trying to inflict fatigue while keeping a cap on the confrontation. With Hamas on the ropes after losing much of its forces in Gaza since it began the conflict in October 2023 and Hezbollah in an official truce, Houthis are the only ones shelling Israel, although from some 2,000 kilometers (1,200 miles) away. “We are witnessing escalation management by the Houthis,” said Uzi Rubin, an architect of Israel’s air defenses and veteran Defense Ministry adviser. “They vowed to attack Tel Aviv because we attacked Sanaa, but they are not yet ready to inflict major civilian casualties. Pre-dawn strikes mean people aren’t out and about.” In response to earlier attacks, Israel twice bombed the Hodeidah port, a key source of income and a conduit for imported goods for Houthis. It has also threatened to attack Houthi leaders. The U.S. and U.K. have also attacked the militia. The equilibrium the Houthis sought proved difficult to maintain. They said the UK’s refusal to explicitly say whether or not the Israeli premier would be detained if he arrived in the country “opens the farcical spectre of your Government trying to sanction the arrest” of an ally to Britain. Criticising the ICC warrant, the shadow ministers said: “It is hard to escape the conclusion this is an activist decision, motivated by politics and not the law.” They argued the court was established to pursue cases in instances where countries do not have robust and independent judiciaries, which could not be said of Israel. “The UK Government’s response to the decision has been nonsensical,” they said. “On Friday, the Home Secretary refused to say whether Mr Netanyahu would be detained if he travelled to the UK. “This opens the farcical spectre of your Government trying to sanction the arrest on UK soil of the leader of an ally of the UK, while you continue a diplomatic charm offensive with the Chinese Communist Party leader Xi Jinping. “It falls to you to clarify the Government’s position – now. The Government must make clear that it does not support an arrest warrant being issued which has no proper basis in international law.” Downing Street on Friday indicated that Mr Netanyahu could face arrest if he entered the UK, refusing to comment on “hypotheticals” but saying Britain would always follow its “legal obligations”. The International Criminal Court Act 2001 states that a Secretary of State must, on receipt of a request for arrest from the ICC, “transmit the request and the documents accompanying it to an appropriate judicial officer”. Asked whether the UK would comply with requirements under the Act, Sir Keir’s spokesman said: “Yes, the Government would fulfil its obligations under the Act and indeed its legal obligations.” The ICC has issued a warrant for Mr Netanyahu and his former defence minister Yoav Gallant over alleged war crimes in Gaza. Number 10 previously said the domestic process linked to ICC arrest warrants has never been used to date by the UK because no-one wanted by the international court had visited the country. It added that Israel remained a “key partner across a range of areas”. The Prime Minister’s official spokesman said: “It is important that we have a dialogue with Israel at all levels to reach the ceasefire that we all want to see, to bring an end to the violence, to protect civilians and ensure the release of hostages.” The ICC also issued a warrant for Mohammed Deif, head of Hamas’s armed wing, over the October 7 2023 attacks that triggered Israel’s offensive in Gaza. A domestic court process would be required before Mr Netanyahu faced arrest if he set foot in the UK. The ICC said there are “reasonable grounds to believe” Mr Netanyahu and Mr Gallant were responsible for “the war crime of starvation as a method of warfare, and the crimes against humanity of murder, persecution and other inhumane acts”. The court’s pre-trial chamber also found “reasonable grounds to believe that Mr Netanyahu and Mr Gallant each bear criminal responsibility as civilian superiors for the war crime of intentionally directing an attack against the civilian population”. The impact of the warrants is likely to be limited since Israel and its major ally, the US, are not members of the ICC.

NEW YORK (AP) — Edmonton Oilers forward Jeff Skinner has been fined $2,000 for embellishment during a recent game against the New York Rangers, the NHL said Monday. Skinner was issued a warning after a diving/embellishment incident in an Oct. 22 game against the Carolina Hurricanes, the league said. His second citation, which triggered the fine, came in the second period of a 6-2 victory over the Rangers on Nov. 23. Skinner was being followed by Rangers defenseman K’Andre Miller as he had the puck along the boards in the New York zone. Skinner lost his footing and the puck despite minimal contact from Miller. The Oilers forward looked toward the referee as he got up but no penalty call was made on the play. United States President-elect Donald Trump said on Monday (Dec 2) there would be "hell to pay" in the Middle East if hostages held in the Gaza Strip were not released prior to his Jan 20 inauguration. During their deadly 2023 attack on Israel, Hamas-led militants captured more than 250 people, according to Israeli tallies, including dual Israeli-American nationals. Around half of the 101 foreign and Israeli hostages still held incommunicado in Gaza are believed to be alive. Making his most explicit comments on the fate of the hostages since his election in November, Trump said on social media: "If the hostages are not released prior to January 20, 2025, the date that I proudly assume Office as President of the United States, there will be ALL HELL TO PAY in the Middle East, and for those in charge who perpetrated these atrocities against Humanity." Trump added: "Those responsible will be hit harder than anybody has been hit in the long and storied History of the United States of America." Hamas has called for an end to the war and total Israeli withdrawal from Gaza as part of any deal to release remaining hostages.
