The South Okanagan municipality is looking to have the water metering system ready by April of next year, which will allow it to charge water usage via one flat rate plus one variable rate based on individual usage. Town staff have said the move, first approved in March 2022, will help with water conservation efforts and opportunities. During a committee of the whole meeting on Tuesday, staff provided an update about the installation process so far. Of 1,790 needed meters, over 400 residential meters and 25 commercial meters have been installed by Neptune Technology group so far. The $4.7 million project is being funded by grants and capital reserves but no costs will be put onto homeowners. With installation starting in September, staff said residents have been cooperative. However, many people brought up concerns about the mandatory water meters during a public input special open council meeting on Nov. 15 Residents raised concerns about the need for replacing preexisting meters and the cost of doing so. Rod Risling, CAO and acting director of operational services, said that only meters that are 10 years or older are being replaced. “We're looking to see how they're going to work with a new system. So, some of these meters with slight modifications will be able to communicate to the cell towers, and so what we're going to do is actually test those meters to see if they actually work,” he said. A number of residents took to social media about the installations, some unsettled about alleged or feared property damage during installation, insurance, and the expertise of Neptune Terminals — the contractors hired to do the installations — employees. Staff said that such online discussion has been misleading. “Qualifications of installers has been an issue that has been raised. And it's important to note that Neptune has certified water main installers, so they make sure that each of the people that are visiting residents have gone through training that meets their standards,” Risling said. Work on water service with more than a two-inch line is being done by certified plumbers, and workers are covered by WorkSafeBC, he said. However, homeowners should check for ID when workers arrive. Staff also addressed concerns about property and drywall damage. “Some people are thinking that they have to themselves cut holes in their drywall and installation. And no, that's not the case," Risling said. "The installers will take a look at where the pipes are and determine the best approach to install the meter, and at the end, they should leave your residence clean and tidy within the new water meter.” According to a staff report, everything is going to plan. However, "the number of pit meter installations is higher than anticipated which may result in a slightly later completion in the spring." The water systems with outdoor valves require the cost and labour intensive pit meters because of an underground line connection. Whether the meters mean more savings for tax payers has yet to be seen. Staff said that it will be hiring a consultant to assess data. However, staff at the meeting encouraged the public to look into water conservation such as energy efficient dish washers and landscaping. Additionally, council collectively indicated that it was initially leaning towards installing an automated meter reading, but is now leaning towards an advanced metering infrastructure due to real-time data collection capacity. The newer technology is also contributing to some water meters requiring replacement. Rates regarding water meters have not yet been decided. The meters will be guaranteed by Neptune for a year, at which point the town will take over regarding any problems. By WYATTE GRANTHAM-PHILIPS NEW YORK (AP) — A ransomware attack that hit a major software provider last week caused disruptions for a handful of companies over recent days, from Starbucks to U.K. grocery giant Morrisons. Blue Yonder, which provides supply chain technology to a range of brands worldwide, said that it experienced disruptions to services it manages for customers on Thursday, which the third-party software supplier determined to be “the result of a ransomware incident.” Some systems went offline, impacting clients using Blue Yonder’s software. A spokesperson for Starbucks, for example, said that the chain’s ability to manage barista schedules and track hours was disrupted — meaning store leaders across North America are currently being instructed to use manual workarounds. Starbucks maintained that the outage is not impacting how customers are served and that ensuring workers get paid for all hours worked is a top priority. While the company continues to work towards full recovery, the spokesperson added that Starbucks was able to process payroll again as of Tuesday morning. Two of the U.K.’s biggest grocers, Morrisons and Sainsbury’s, were also affected — with both telling CNN over the weekend that they had turned to contingency plans to keep operations flowing. A spokesperson for Morrisons confirmed to The Associated Press that the outage “impacted our warehouse management systems for fresh and produce” and that it was continuing to operate on back up systems Tuesday. Sainsbury’s, meanwhile, said Tuesday that its service was restored. Related Articles National News | Bird flu virus was found in raw milk. Blue Yonder’s website touts an extensive global roster of customers — including Gap, Ford and Walgreens. Walgreens and Gap were not impacted following the ransomware attack, spokespeople for the companies said. Ford shared that it was investigating whether the incident affected its operations earlier this week, but had no further updates when reached Tuesday. The combined profits of listed housing developers are expected to decline by more than 10% this year compared with 2023, driven by intense market competition and aggressive discount campaigns to capture dwindling demand. Sumitra Wongpakdee, managing director of property research and consultancy Terra Media and Consulting, said a sluggish market prompted developers to make significant adjustments this year. "Many developers resorted to price cuts and promotional campaigns to lift sales, willingly sacrificing profit margins to maintain their yearly revenue targets," she said. During the first nine months of 2024, 35 listed housing developers reported a combined net profit of 20.8 billion baht on revenue totalling 223 billion baht, compared with 38.5 billion baht in net profit and 331 billion baht in revenue for the full 2023. The net profit margin to revenue ratio dropped to 9.3%, down from 11.6% at the end of 2023 and 13.1% in 2022, according to Terra. The combined revenue of the 35 listed housing developers is projected to decrease by 5-8%, tallying around 300 billion baht by the end of 2024, noted the consultancy. Only a few developers are expected to meet their annual targets, having achieved more than 63% of their goals in the first nine months, while others fell short, with some reaching only 36-38% of their annual targets. According to Kasikorn Securities, 12 listed developers under its analysis reported a combined net profit of 7.5 billion baht in the third quarter, a decline of 8% year-on-year and 2% quarter-on-quarter. While the results aligned with market and internal estimates, they were underwhelming, as quarter-on-quarter growth was absent despite significant condo backlog transfers during the previous three months, according to the brokerage. The combined net profit for the first nine months of 2024 fell 20% year-on-year to 21.3 billion baht and is expected to plunge 11% by year-end, noted Kasikorn Securities. In the third quarter, the 12 listed developers, particularly those with joint ventures, saw a significant rise in transfer value both year-on-year and quarter-on-quarter, driven by the transfer of condo backlogs. This was reflected in a significant rise in profit contributions from investments. However, intense market competition, especially in low-rise houses, led to a drop in gross profit margin for residential properties. The 12 developers reported a decrease of 1.0 percentage point year-on-year and 0.5 percentage points quarter-on-quarter, reaching a four-year low of 30.6%. Given ongoing challenges, cash flow management strategies are crucial, said the brokerage. Project development has slowed, leading to reduced housing stock, which helps manage interest-bearing liabilities and improves cash flow. Kasikorn Securities reported the housing market in the third quarter remained under pressure because of weakening demand. Fierce competition further compressed gross profit margins, emphasising the critical need for effective cash flow management across the sector. While condo backlog transfers and the seasonal uptick in fourth-quarter transfers are expected to bolster profits, challenges persist, noted the brokerage. Several developers downgraded their 2024 project launches, leading to an anticipated 16% year-on-year decrease in the value of new project launches, totalling 314 billion baht. Fourth-quarter profits are likely to stand out, fuelled by high transfer volumes, the seasonality effect and the condo backlog, said Kasikorn Securities. The expiration of tax incentives for homes priced less than 7 million baht is expected to provide an added boost before year-end, yet there are no short-term catalysts in sight, noted the brokerage. A positive shift in macroeconomic conditions, coupled with lower interest rates and declining loan rejection rates, will be crucial for lifting sales and profits in 2025, potentially rekindling investor interest, according to Kasikorn Securities.

Jennings' 50-yard rush led to Hurst's 17-yard touchdown pass to Worth Warner to tie the game at 20 midway through the third quarter. Presbyterian's next possession began on the Butler 30 after a short punt from deep in Bulldogs territory, and five plays later Jennings scored from 10 yards out. Perhaps unsurprisingly, Nelson is expected to enter the transfer portal after just one season with the Broncos, according ESPN’s Pete Thamel , who reported that he spoke with Nelson’s manager, Justin Giangrande. A spokesperson for Boise State told the Idaho Statesman that they could not confirm or comment on the situation. Nelson began his college career at USC as a five-star recruit and ESPN’s No. 1 overall player in the class of 2023. But he played in just one game for the Trojans and entered the transfer portal last December before announcing his commitment to Boise State in early January. Nelson then lost the starting job to redshirt sophomore Maddux Madsen during fall camp. He appeared in three blowout wins for the Broncos this season, against Portland State, Utah State and San Diego State. He completed 12-of-17 pass attempts for 128 yards, with no touchdowns and one interception. The 6-foot-3, 193-pound redshirt freshman from Los Alamitos, California, totaled 7,984 passing yards and 110 total touchdowns in four high school seasons and was named Gatorade California Player of the Year in 2021 and 2022. Nelson has three years of eligibility remaining. In addition to Madsen, Boise State has three other quarterbacks on its roster: redshirt freshman Max Cutforth, redshirt junior Colt Fulton and freshman Kaleb Annett. Madsen has had a very solid season as a redshirt sophomore, completing 224-of-361 passes for 2,714 yards.
