
President-elect Donald Trump tore into the felony criminal cases that had been filed against him by special counsel Jack Smith, calling them “empty and lawless,” after Smith requested to drop the cases Monday due to Trump soon taking office. In a two-part post on Truth Social, Trump slammed the indictments against him related to his handling of classified documents and the 2020 election’s certification as a waste of taxpayers’ money. “These cases, like all of the other cases I have been forced to go through, are empty and lawless, and should never have been brought. Over $100 Million Dollars of Taxpayer Dollars has been wasted in the Democrat Party’s fight against their Political Opponent, ME,” he wrote . “It was a political hijacking, and a low point in the History of our Country that such a thing could have happened, and yet, I persevered, against all odds, and WON,” he continued. A Trump spokesperson also separately hailed the Justice Department’s decision as a “major victory for the rule of law.” “The American People and President Trump want an immediate end to the political weaponization of our justice system and we look forward to uniting our country,” Trump’s communications director, Steven Cheung, said in a statement . Smith did not conclude that Trump is innocent of the charges against him as his reason for requesting the two cases to be dismissed. Instead, he cited the Justice Department’s long-standing policy not to prosecute a sitting president, which Trump will be following his inauguration in January, as his reason for requesting the indictments be dropped. Smith said his department consulted with its Office of Legal Counsel before coming to its decision and that despite the dismissal, the federal government continues to stand “fully behind” the merits of its original prosecution against Trump. “The government’s position on the merits of the defendant’s prosecution has not changed,” he said. “But the circumstances have.” Both cases were requested to be dismissed “without prejudice,” meaning that the charges could be refiled against Trump once he leaves office. NoneBy Sanjeewa Jayaweera The government’s decision to increase the withholding tax (WHT) rate to 10%, effective 1 April 2025, deserves commendation. Too often, political leaders have avoided necessary but unpopular decisions, opting to appease the electorate. This has led to various issues, from economic stagnation to the erosion of minority and religious rights. The proposed tax increase, however, marks a significant step in addressing a pressing concern: Sri Lanka’s persistent tax evasion problem. Tax evasion in Sri Lanka is alarmingly high. While some degree of evasion is common in many countries, effective tax compliance is largely achieved through a comprehensive tax policy and an efficient tax administration. Unfortunately, Sri Lanka has fallen short in both these areas. Since the early 1990s, successive governments have either reduced or eliminated key taxes, granted widespread exemptions, and failed to adequately develop the Inland Revenue Department (IRD) in terms of manpower and technology. Rather than addressing these systemic issues, governments have relied on increasing indirect taxes. The contribution of direct taxes to overall revenue has fallen to a mere 20%. Indirect taxes, such as Value Added Tax (VAT), are largely hidden from the consumer, as the IRD has mandated that supplier invoices do not show VAT charged. This has created a society that is not accustomed to paying direct taxes. Additionally, the acceptance of corruption as a “necessary evil” has contributed to the perception that tax evasion is acceptable. Consequently, the imposition of new taxes, rate increases, and threshold reductions often generates confusion and frustration among the public. Opposition parties frequently exploit these sentiments to mislead the electorate, complicating the government’s efforts. To counter this, the government must invest in educating the public about taxes, the need for tax revenue, and the civic duty of tax compliance. This is a long-term effort that, if successful, could lead to improved tax revenues and higher compliance rates. Policymakers should consider insights from an OECD report published in 2021, which analyzed taxpayer education initiatives in 59 developed and developing countries. The report revealed that over 80% of such initiatives improved tax morale—the intrinsic motivation to pay taxes. The findings underscore the importance of tax literacy in shaping a culture where citizens understand how their tax contributions affect their daily lives. The report suggests a step-by-step approach for designing and implementing taxpayer education initiatives customized to local contexts. Three key strategies for promoting tax compliance emerged: · Teaching tax : Engaging all audiences, including youth, adults, and entrepreneurs, through long-term educational programs. · Communicating tax : Raising awareness through campaigns, tax fairs, TV shows, and behavioural economics-based messaging. · Supporting compliance : Providing practical assistance, particularly for vulnerable taxpayers, to navigate modern e-administration tools and fulfill reporting requirements. Verité Research, an independent think tank, has long advocated increasing the WHT rate on interest income from 5% to 10%. Their estimate suggests that this increase could generate an additional Rs. 90 billion in revenue for the state. Despite this, the government of Ranil Wickremesinghe hesitated to act, even though it had already raised VAT to 18% and introduced progressive income tax rates as high as 36% and reduced the monthly tax-free threshold to Rs. 100,000. Importantly, WHT on interest income is not an additional tax; it is a prepayment of taxes collected by the payer on behalf of the government, similar to the Pay As You Earn (PAYE) system used for salaried employees. The challenge, however, lies in the fact that individuals often earn interest from multiple banks, unlike salary income, which typically comes from a single employer. As a result, financial institutions cannot easily determine whether an individual’s total income surpasses the annual tax-free threshold of Rs. 1,200,000 (or Rs. 1,800,000 starting April 2025). To address this, the IRD should implement a system allowing individuals over 18 to obtain a letter from the IRD confirming that WHT need not be deducted if their total annual income is below the threshold. While this will initially be challenging due to the lack of tax files for many individuals, it is a step that should be supported. Despite its complexities, the government’s decision to increase the WHT rate should be backed. To illustrate the impact of this change, consider the following examples assuming the person’s total income is derived solely from interest: Total Income Tax Due : · Income : Rs. 5,000,000 · Single Person Allowance : Rs. 1,200,000 · Taxable Income : Rs. 3,800,000 · Income Tax at Progressive Rates : Rs. 918,000 · Less WHT Collected at Source : Rs. 250,000 · Tax Evaded : Rs. 668,000 With the WHT Rate Increase : · Income : Rs. 5,000,000 · Single Person Allowance : Rs. 1,200,000 · Taxable Income : Rs. 3,800,000 · Income Tax at Progressive Rates : Rs. 918,000 · Less WHT Collected at Source : Rs. 500,000 · Tax Evaded : Rs. 418,000 As illustrated, raising the WHT rate to 10% would generate an additional Rs. 250,000 in tax revenue. I have assumed in my illustration that the recipient of interest income is not tax-compliant and is currently outside the tax net. This demonstrates how the rate increase could significantly reduce tax evasion. The IRD’s ultimate goal should be to recover the Rs. 418,000 currently evaded by taxpayers. By streamlining the reporting systems of financial institutions and integrating them with the RAMIS system, the IRD can take a significant step toward curbing tax evasion and boosting government revenue.

This triggered my memory of a Christmas card I received long ago. I was fortunate to be selected to follow an ILO /MATCOM programme at the Vienna International Centre, Austria. The programme focused on training methodology and developing training material for managerial-level persons in Co-operative Societies through a more andragogy based methodology. It was an exhilarating experience for me, and at the end of two weeks, I had re-oriented my perceptions and attitudes on training methodology and developing training material, and acquired a vast knowledge in the area of andragogy training.. I received an interesting Xmas card from the MATCOM project at Christmas that year. It showed two Santa Clauses in conversation. The dialogue was something like this: First Santa “I taught my reindeer to sing” Second Santa : “But I have never heard your reindeer singing.” First Santa again : “I did not say he learnt to sing; I said I taught him to sing.” This hilarious exchange highlights a critical truth: teaching and learning are not synonymous. While teaching imparts knowledge and skills, learning involves internalizing, understanding, and applying what is taught. Simply put, teaching may occur without learning, and learning may happen without formal teaching. Rote Learning vs. Meaningful Learning The distinction between teaching and learning becomes even more apparent when we examine two approaches: rote learning and meaningful or active learning . Both have their place but differ significantly in their outcomes and effectiveness. Rote Learning: The Path of Memorisation Rote learning involves memorising information without necessarily understanding its meaning or context. This method emphasizes repetition, often at the expense of comprehension. While it can help recall facts, definitions, or sequences (e.g., multiplication tables or historical dates), its limitations become evident when critical thinking is required. A real-life example of Rote Learning Several years ago, we were recruiting at the executive entry level. All candidates were newly passed out university graduates of business or commerce degrees. In the written examination, one question was, “Peter Drucker states that the responsibility of communicating rests with the communicator, not with the recipient. – Discuss”. Not a single candidate discussed the quote. Still, they all reproduced the traditional communication diagram learnt in the university, showing the sender, the receiver, the message, the medium, interference, etc in a nice diagram. It was a shocking revelation. Last month, I interviewed two candidates who had received their degrees in financial engineering. Both failed to explain what the degree is all about and how a Financial Engineer could add value to our organization. Meaningful or Active Learning: The Path of Understanding Meaningful learning, in contrast, emphasizes understanding and connecting new information to prior knowledge. Active participation, critical thinking, and real-world application characterize this approach. It helps retain information longer and fosters the ability to analyse, evaluate, and create. Example of Meaningful Learning Following a course in Industrial and Systems Engineering in Japan, I was impressed with the approach used to make us understand the “time value of money”. I had completed my CIMA accountancy exams too by that time and could compare the two approaches to teaching this concept. In Sri Lanka, the lecturer came to class and wrote “Time Value of Money” on the board and explained the idea. Quite in contrast, in Japan the lecturer gave us a series of quizes, starting with a simple example where any layman could make an investment decision. We had to decide which alternative investment was more beneficial for each scenario. One by one, the examples were rolled out and became trickier. Finally, we discovered the “aha” moment when we started thinking that an amount realized now is better than the same amount a year later. We learned by experiencing different situations. We discovered the concept through guidance rather than being taught the concept. Professor Carson from Canada was one of our MBA course lecturers. He also lectured undergraduates and often said undergraduate students in Sri Lanka want to take notes rather than discuss a topic. He would joke that when he arrived at the lecture room and said, “Good Morning, Class,” most students would even write that down in their notebooks. Bridging the Gap: From Teaching to Learning The X-mas card’s humorous depiction of Santa highlights a common educational challenge: ensuring that teaching translates into learning. Effective teaching involves more than just delivering information; it requires creating an environment where students are motivated, engaged, and supported in their learning journey. Strategies to Promote Learning 1. Create a Supportive Learning Environment: Teachers can actively engage students with discussions, group activities, and problem-solving exercises. They can also use technology to enhance the learning experience, such as interactive whiteboards or educational apps. However, creating a supportive learning environment where students feel comfortable asking questions and making mistakes is not just a strategy; it’s a crucial responsibility for promoting learning. It’s about fostering a culture of learning and growth. 2. Encourage Critical Thinking Asking open-ended questions and encouraging debates can help students move beyond surface-level understanding. For example, analysing characters’ motivations and societal implications in literature classes fosters deeper engagement with the text. 3. Connect to Real-Life Contexts Relating lessons to students’ experiences or current events can make learning more meaningful. I still remember our school geography teacher teaching us about monsoon. I still remember his teaching that the rains during the big match in March were inter-monsoon rains. In training Co-operative Society managers, I realized that although they understood concepts such as Break-Even Analysis and Stock turnover ratios, they could not apply them to their organisation. We changed the method, so they brought their own data and practised using their own figures. This was a huge success. 4. Provide Feedback and Reflection Opportunities Feedback helps students understand what they’ve grasped and where they need improvement. Reflective practices, like journaling or group discussions, enable them to process and what they’ve learned. Conclusion: The Synergy of Teaching and Learning Teaching and learning are interconnected yet distinct. While teaching imparts knowledge, learning is acquiring and applying it. Rote learning has its place in specific contexts, but meaningful learning creates lasting understanding and fosters critical thinking. Educators must strive to bridge the gap between teaching and learning, ensuring that their efforts lead to genuine comprehension and application. As the Santa story humorously reminds us, teaching does not automatically lead to learning. Learning only occurs when we align teaching methods with learners’ needs and actively engage them. Therefore, let’s strive to make Sri Lanka a country of learners rather than of teachers. In this shift, educators have the most significant responsibility and the highest opportunity to make this difference.An American map showing the rapid increase in average winter temperatures across the United States published last week showed us by doing the numbers what we gardeners know in our bones: It’s getting toastier out there. Not always toasty. There is still cold. Just a lot toastier than before. Thirty-five years ago, when I bought my Pasadena garden (and a little cottage sitting on its edge), there were three or four regular overnight frosts, morning ice glistening on the rose bushes and the irises, every winter, and seven or eight in the different microclimate just down the hill, the floor of the Arroyo Seco canyon where the Rose Bowl is. It’s been well over a decade since we have seen any frost at all. The map published by Climate Central shows that our coastal zone of Southern California is an area that has seen average winter temps rise between 2 and 3 degrees Fahrenheit since 1970. That’s not nearly as major a change as back East, where all of New England is in a zone where the winter lows are on average 5 degrees higher than 54 years ago. This is not an issue of opinion. It doesn’t matter to the real world if a politician such as Donald Trump finds it convenient to pretend that “climate change is a hoax.” This winter numbers are just a small piece of the data pie showing this year to be the hottest ever. “The global mean surface air temperature from January to September 2024 was 1.54°C above the pre-industrial average. This is the first time the world has exceeded 1.5°C warming,” the World Meteorological Organization reports. King Canute can command the tides to recede all he likes, but the rising tide pays no attention to his royal wishes. But the perhaps apocryphal story of the actual ancient English king, crowned in 1027, as told by his chronicler, Henry of Huntingdon, was meant to tell the opposite of how the story is now understood. After the tide kept coming up and dampened his shoes despite the command, Canute stepped back and declared, “Let all men know how empty and worthless is the power of kings, for there is none worthy of the name, but He whom heaven, earth, and sea obey by eternal laws.” A king, or a president, can have no effect on global warming and other examples of climate change by commanding the atmosphere and the oceans to stop heating up. The laws of chemistry, and of physics, are eternal laws. But the president can, out of a desire to seem populist, or whatever reality-denying motive is at play here, once again withdraw our nation from The Paris Agreement, negotiated by 196 countries in 2015 “to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels.” And surely once in office Trump will do just that. It’s a national embarrassment, yet another one; it’s anti-human, as well as anti-Earth. For those of us who favor the Earth over, say, Mars, and who don’t want to leave our great-grandchildren an inhospitable home planet, it’s a disgusting political maneuver. But that doesn’t mean that smart, everyday Americans will give up on our own fight against climate change, absurd as it is that the president’s likely action will see us join only a tiny group of countries, including Libya, Iran and Yemen, in the denialism. We do contribute 13% of global greenhouse gas emissions, and American scientists, engineers and politicians of goodwill will continue to work to bring that number down, waiting out the Trump administration’s colossal error. As Max Boykoff, professor in the Department of Environmental Studies at the University of Colorado says, yes, there will be “a loss of trust and a loss of opportunity for the U.S. to be in a position of leadership in a clean energy economy, and more generally on other global issues as well.” But: “The renewable energy sector has grown to a point where it actually makes great financial sense to continue to benefit from these market trends. With the way the economy has been moving, the Trump administration’s withdrawal ... may carry more symbolic significance than actual functional significance.” Keep up the good fight, even if this president is unlikely to attain the wisdom of the old king. TORONTO, Nov. 26, 2024 (GLOBE NEWSWIRE) — POET Technologies Inc. (“ ” or the “ “) (TSXV: PTK; NASDAQ: POET), the designer and developer of the POET Optical InterposerTM, Photonic Integrated Circuits (PICs) and light sources for the data center, tele-communication and artificial intelligence markets, today announces its intention to complete a registered direct offering pursuant to which the Corporation expects to issue 5,555,556 common shares (the “ “) and warrants exercisable for 2,777,778 Common Shares (the “ ” and, together with the Common Shares, the “ “). The combined price of one Common Share and the accompanying Warrant in respect of one-half Common Share will be US$4.50 (or approximately C$6.29), to raise aggregate gross proceeds to the Corporation of US$25,000,002 (the “ “). The Warrant will be exercisable at an exercise price of US$6.00 (or approximately C$8.39) per Common Share for a period of five years from the date of issuance. The Corporation anticipates using the net proceeds of the Offering for working capital related to its recently announced intention to expand assembly operations into Malaysia and for other corporate purposes. It is anticipated that the Offering will close on or about December 3, 2024. The Offering will be made by way of a prospectus supplement to the short form base shelf prospectus of the Corporation dated September 6, 2024 (the “ “) which will be prepared and filed by the Corporation with the securities regulatory authorities in each of the provinces and territories of Canada prior to the closing of the Offering, and will be filed with the U.S. Securities and Exchange Commission pursuant to the Corporation’s U.S. registration statement on Form F-10 (Registration No. 333-28055, which includes the Base Shelf Prospectus and was declared effective by the United States Securities and Exchange Commission on September 10, 2024. The Offering is expected to be made to a single institutional investor that qualifies as an “accredited investor” under National Instrument 45-106 – of the Canadian Securities Administrators. The consummation of the Offering remains subject to the receipt of regulatory approvals, including the approval of the TSX Venture Exchange (the “ “), and other customary closing conditions.
