At the time, the council was governed by four Government-appointed commissioners, who had been in their roles since 2021. Their terms were coming to an end in July 2024 and Tauranga would be electing their new representatives for the first time since 2019. I grew up in Tauranga and I’ve always been passionate about the city and its future. The unique opportunity to make a significant difference made it a reasonably easy decision for me to run (my wife, Juliette, took a little more convincing). My grandfather, Sir Bob Owens, was Mayor of Tauranga and Mayor of the Mount Maunganui Borough before they were amalgamated. Most of his term was before my time but I was aware of the significant impact he had on the city’s future. He played a major role in my early years, and I credit him with driving my interest in business and investing. This year, I was incredibly proud to be elected mayor alongside an impressive line-up of ward councillors from across the city. And we got stuck-in straight away. Now that we’ve been in our governance roles for nearly six months, I think we’re coming to terms with Tauranga’s problems and challenges, as well as the big opportunities we have to help make our city a great place to live, work, learn and play in. We know how tough things are economically and many ratepayers are struggling. We need to ensure we are financially prudent. Alongside this, we are mindful that costs have escalated throughout the country and that councils aren’t immune to these increases too. The reality is Tauranga is a city that has rapidly grown, and which has been underinvested in infrastructure and community amenities for many years. This presents a challenge because we have to play catch-up, prioritise and deliver as much as we can, but at a reasonable cost, taking into account affordability and value for money. Given that scenario, I have three wishes for 2025 to help move our city forward. The population of Tauranga City more than doubled between 1996 and 2023 and the city’s residents are getting younger. They represent our future. The decisions we’re making today are not purely for us, they are for the future, younger members of our fast-growing community, and that brings challenges we can’t solve on our own. We need to ensure we have more housing capacity and that homes are affordable, and that we have the infrastructure we need to support a growing economy. That means finding a balance that maintains our growth infrastructure investment, while delivering good outcomes for our people. And that’s where building good relationships comes into play. We can’t catch up on the historical underinvestment in our city alone. Tauranga City Council needs to build and maintain strong relationships with central Government, tangata whenua, our many community organisations, and the business community. Partnering with our stakeholders can contribute in a meaningful way to economic growth, as well as delivering facilities which will help our communities thrive. As mayor, I’m focused on developing those relationships as we continue to work to revitalise our city. Over the last few years, we’ve seen articles and heard comments about Tauranga’s ‘dead’ city centre, but I can assure you that we have turned a corner, and our life-signs are pointing to a strong recovery. In the last year, investment has transformed Masonic Park, opened the new Waterfront Boardwalk and connecting railway underpass providing access to our stunning harbour, and redeveloped the Northern Waterfront Reserve with its great destination playground. These areas will be well-loved spots for the people of Tauranga for many years to come. The private sector is also investing heavily in Tauranga, with key projects well underway in the city centre and out in high-growth areas. Our immediate focus for the next 18 months is to balance council’s operational budget and deliver as much as possible within our financial constraints. And though that means we’re looking closely at costs and spending, it’s still our intention to keep investing in the things that will make Tauranga a great city. It’s satisfying to see what’s been achieved already, and the projects transforming our city come to life, but we know there’s more to do. I believe in the power of teams, and if we continue working together, Tauranga will reach its potential of being the best city in the country. Another big wish for 2025 is to be invited to work on a regional deal with the Government. Regional deals are a new policy initiative where Government and a region will work together to unlock opportunities for economic growth, provide connected and resilient infrastructure and improve the supply of housing. Our neck of the woods is strategically important to New Zealand. We’re a gateway to global trade and one of the fastest-growing cities, but our growth is severely constrained by a lack of housing stock and a congested transport network. The Western Bay of Plenty subregion has grown faster than any other in the last 20 years. Along with Western Bay of Plenty District Council, Bay of Plenty Regional Council, tangata whenua and economic development agency Priority One, we want to work in partnership with the Government to provide the tools and policy settings we need to enable new housing and business development at pace, allowing growth to pay for growth. Probably the biggest advantage of a regional deal is delivering certainty when partnering with Government. We have our fingers crossed for good news in 2025 as we work to submit our proposal. There are a number of reasons Tauranga is one of the fastest growing cities in New Zealand. Our unique coastal lifestyle, excellent schools, employment and business opportunities and diverse and inclusive communities make Tauranga a fantastic place to live and raise a family.
