Eversource is the state’s largest power distribution company, serving 149 of the state’s 169 towns and cities Typically, Eversource customers use 35% more electricity during the summer months to stay cool. While the campaigning is over, the debate over the high cost of electric power and what to do to about electricity prices continues, and the proposed winter rate increases are refocusing attention on the issue. EVERSOURCE ESTIMATES that its requested 11.19-cents per kwh standard service increase will add approximately $15 to monthly bills month for the average residential customer, while UI estimated that its requested 13.57-cent per KWH rate will cost the average residential customer an additional $13.69 per month. Roughly 80% of Eversource and UI’s residential customers pay the standard service rate. For Eversource, that is roughly 936,700 of its nearly 1.2 million residential customers. Eversource and UI do not earn a profit on the cost of electricity for standard service customers and charge them only what each company pays to generators. PURA does not regulate the wholesale electricity market or its pricing. State regulators only ensure Eversource and UI conducted competitive procurements for the electricity supply and do not overcharge standard service customers. The two power distribution companies also neither control or make a profit on public benefit charges that fund federal and state mandates. Supply prices in the winter are generally higher than in the summer because of the cost of natural gas, which is the fuel used to generate the majority of Connecticut’s electricity. When the market price of natural gas increases, supply rates also increase. Because natural gas is used for a large amount of heating in New England, the supply is constrained during the winter months and this drives prices up. This increase in price then flows through to increased prices for electricity generation. EVERSOURCE AND UI quickly and predictably came under bipartisan political criticism after filing their requested increases in their standard service rates. Attorney General William Tong, a Democrat, accused Eversource and UI of trying to gaslight the public by presenting the proposed rate increases as decreases compared to last winter’s rates. Eversource, for example, stated its proposed 11.17-cent kwh rate represented a 24% decrease from last winter’s rate of 14.71 cents. “Let’s get real – this is not a decrease,” Tong said. The proposed Eversource rate represents a nearly 24% increase over the current rate of 8.99 cents per kwh. Tong called the proposed UI rate increase unaffordable, too. The proposed UI rate of 13.57-cents per kwh represents a 14% increase from the current 11.91-cent per kwh rate. Like Eversource, UI favorably compared its proposed winter rate to last year’s winter rate. The company said the proposed 2025 winter rate represents a 9% decrease from the 2024 winter rate of 17.06-cents per kwh, resulting in monthly savings of $24.46 compared to the same time last year. Tong acknowledged the proposed Eversource and UI rate increases are based on a regulated competitive bidding process. “This is pretty much set in stone at this point. We see these fluctuations every year,” he said. “But that doesn’t make it OK – far from it. Connecticut families need real relief from these unsustainable costs. One of the GOP gripes is Democrats ignored a Republican proposal in February to use $190 million in unspent American Rescue Plan Act funds to pay off the unpaid bills stemming from the pandemic-era moratorium. Instead, Lamont and Democrats used $400 million in ARPA funds to supplement the approved $26 billion budget. House and Senate Republicans following the July billing spike proposed the legislature return in special session immediately to direct whatever ARPA funding remained to lower the cost to ratepayers and take other actions. They noted 68,000 state residents signed an online petition supporting a special session. Lamont and Democrats rebuffed the GOP call, but held out the possibility of a post-election special session, and Lamont agreed to analyze how much ARPA money might be available to offset some of pandemic-era moratorium’s cost. The governor’s budget director informed the Democratic leaders of the Appropriation Committee in a Nov. 13 letter that only $22.7 million in ARPA funds remained, and the Lamont administration planned to use the money to support the public higher education system. “It’s now apparent the post-election special session Democrats had floated was merely a gimmick to pacify frustrated voters,” Candelora said. According to the Justice Department's executive grant of clemency, it was granted by Biden to Jin on November 22. At least three Americans who had been detained in China were released and sent back home. "We are pleased to announce the release of Mark Swidan, Kai Li, and John Leung from detention in the People's Republic of China," a National Security Council spokesperson told several news outlets in a statement in late November. Jin was a doctoral student at Southern Methodist University when he was arrested in 2021 and later sentenced to 97 months (or just over eight years) in federal prison after pleading guilty to possession of child pornography before a U.S. magistrate judge in July 2022, according to court documents.
